AIMS 宗旨:

This course is designed to provide a way to trainees with the conceptual and practical of knowledge and skills required to comply with the RAR requirements. 此課程專為教授RAR理論及實務知識、技能以達致符合管制代理人制度中的所需之要求而設。

Upon completion of the training, the trainee posses an ability to brief his/her respective staff carrying in various tasks involving in RAR and oversee their compliance. 當學員完成培訓後，應有能力向其他員工講解及監察他們的工作是否符合RAR 的要求。

COURSE OBJECTIVES 課程目標:

Upon successful completion of the course, participants will have acquired the following knowledge and skills: 當完成課程後，學員應能具備以下之知識及技能:

Posses a clear understanding of the concept of air cargo security in respect of aviation security; 能清楚理解在航空保安中空運貨物保安觀念。 Posses a good understanding of the background and the legal requirements of RAR; 能清楚理解管制代理人制度的背景及法律法規之要求。 Fully understand the requirements of Regulated Agent Security Program (RASP); 能全面認識管制代理人保安計劃書之要求。 Fully understand the definition, recognition and responsibilities of Known Consignor, Regulated Agent and Airline (Aircraft) Operator. 全面認識已知託運人、管制代理人及航空公司的定義、認可及其責任。 Fully understand the Co-loading, Inter-RA AWB & Inter-Agent AWB handling procedures in relation to the operations of RAR. 全面認識管制代理人制度中有關代理人之間的貨物處理、管制代理人之間相互借單及代理人之間相互借單之處理程序。 Be capable to prepare the shipping document and record keeping in accordance with RAR requirement; 能力具備處理裝運單據及處理管理代理人制度所要求之文件及記錄。 Be capable to master appropriate security controls to cargo consignment. 具備運用適合之保安管制方法處理貨物。 Raise the security awareness on air cargo operations during cargo acceptance, preparation, storage, and transportation. 提升處理空運貨物中各程序之保安意識，包括接收、處理、儲存及運輸。

DELIVERY 授課形式: The course will be conducted in the classroom lecturing. 課程會以面授形式教授。 LANGUAGE 語言: Cantonese with English Terminology 廣東話輔以英文名詞 TRAINER 講師: Qualified trainer from Alliance Management Consulting Ltd. who is recognized by Civil Aviation Department. 民航處認可聯合企管有限公司的講師教授。 COURSE MATERIALS 課程講議: A “Regulated Agent Regime (RAR) Security Training” training booklet. 培訓講議乙本。 A Presentation Kit 簡報教材。

ADMISSION REQUIREMENTS 報名資格:

Participants of this course are expected to have cargo operation experience in particular, and must be: 參加之學員應具備有關貨運工作經驗，並必須: be able to communicate in Chinese, 能以中文溝通; be a representative from exiting and expectant Regulated Agent who engaged in cargo security activities (accepting, documenting and handling of cargo). 為現在或將來成為管制代理人之代表，而該代表會/將會是負責有關貨物保安的活動(交收、文件處理及貨物處理) 。

TEST AND RECOGNITION 測驗及認可資格:

Each participant is required to pass a written test at the end of the course. 每一個參加之學員須在課程最後一節前進行測驗。 A certificate will be issued by Alliance Management Consulting Ltd. to each participant passing the test after the course. 每位測驗及格的學員於完成課程後將會獲聯合企管有限公司頒發證書。 To be eligible for the award of the certificate, participants must: 要能成功取得證書，學員必須: PASS the test with 80 marks or above (total: 100 mark). 在測驗取得八十分或以上的合格分數(總分: 100分) Information of the qualified student will be filed by Alliance Management Consulting Ltd. to the CAD for record. 所有已獲認可的學員，聯合企管有限公司會把資料整理後交給民航處存檔。 Participant who fails in the test is required to attend the training programme again at the standard charge of the course. 不及格的學員須支付全數學費重新報讀及考試。

Applicants should complete the enrollment form and send to Alliance Management Consulting Ltd. via fax or email. Phone registration will not be accepted. 請填妥隨函報名表格，然後傳真或電郵至聯合企管有限公司。所有電話報名均不會接納。 Payment in full shall be settled by company cheque made payable to “Alliance Management Consulting Ltd.” and mail to RM 1001-02, Asia Orient Tower Town Place, 33 Lockhart Road, Wanchai, Hong Kong or transferred to A/C #036-745-0-0004481 at Bank of China (HK) Ltd. and fax it at 23318609within five working days upon sending the enrollment form.
