Preparation of Panel of Architects Reserve Bank of India, Kolkata proposes to prepare a panel of Architects for two categories as mentioned below: Category – I: For project works costing up to `50 lakh. Category – II: For project works costing above `50 lakh and up to `6 crore. Applications (separate for each category), in sealed envelopes, are invited from the firms of practicing architects (Should be a member of the Indian Council of Architecture) having sufficient supporting staff and infrastructural facilities as described in the application form for construction, renovation, interior decoration of office and residential buildings. Only those applicants who have minimum 5 years’ experience as on 31.01.2016 in the field of undertaking similar works and have already completed in the last 5 years (ending 31.01.2016) including planning, design and execution of either of the following works:- For Category – I:

i) At least one similar work individually costing not less than `40 lakh ii) At least two similar works individually costing not less than `25 lakh

iii) At least three similar works individually costing not less than `20 lakh For Category – II:

i) At least one similar work individually costing not less than `4.80 crore

ii) At least two similar works individually costing not less than `3.00 crore iii) At least three similar works individually costing not less than `2.40 crore

will be eligible for empanelment. Applicants, should submit applications with evidences in the prescribed proforma supported by the required documents and should clearly indicate the name of the work on the envelope. Similar works shall mean: Construction projects of office and residential bulidings including renovation of interiors, modular work stations & modular type kitchen, having provided comprehensive architectural services, which would broadly cover submission of plans, obtaining approval from all the concerned statutory authorities including engaging the services of consultants for other connected trades like geo-tech investigations, structural, sanitary, plumbing, electrical, etc., preparation of working drawings for all trades, preparation of tender papers and cost estimates for all the trades including interior and obtaining the occupation certificate from the local statutory authority, preferably for Government/ Semi Government Organisation/ Government of India undertaking etc.

2(a) The applicants shall be required to submit the following written information and documents in the prescribed formats as per the Annex-I to VIII to satisfy the Bank about their eligibility for participation in the empanelment process:

Composition of the Firm

Full particulars (whether Architect is an individual, or a partnership firm, or a company etc.) of the composition of the firm in detail should be submitted along with name(s) and address(es) of the partners, copy of the Articles of Association, Power of Attorney and any other relevant documents (Annex-I).

Infrastructure Organizational set-up, infrastructure available at their office for satisfactory handling of the consultancy works (Annex-II).

Registration as member of Indian Council of Architects

State the Registration No. and attach a copy of Registration certificate issued by Indian Council of Architects.

Details of the eligible works completed during the last five years

The client-wise names of work(s), year(s) of execution of work(s), awarded and the actual cost(s) of executed work(s), completion time stipulated in the work(s), etc. should be furnished (Annex-III A).

Documentary proof of work experience & completion of similar works of specified value during the specified period

Copies of the detailed work orders indicating date of award, value of awarded work, time given for completing the work etc. and the corresponding completion certificates indicating actual date of completion and actual value of executed work similar at para 1 above should be enclosed in proof of the work experience (Annex-III A). The details along with documentary evidence of previous experience, if any, of carrying out works for Reserve Bank of India should also be given.

Details of the clients for whom works have been executed

Written information about the names and addresses of their clients along with full details, like names, postal addresses, e-mail IDs, telephone (landline authorities/ contact executives under whose control the work(s) was/were executed (Annex – III B).

Details of the bankers: Name(s) and address(es) of the Bankers and their present contact executives

Written information about the name(s) and address(es) of their Bankers along with full details like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., FAX nos., of the contact executives (i.e. the persons who can be contacted at the office of their bankers in case it is so needed) should be furnished (Annex-IV A).

Details of Bank Accounts

Full Particulars of their Bank accounts, like account (Annex- IV B).

Financial Standing Copies of the Income Tax Clearance certificates/ final accounts of the business of the architect duly certified by a Chartered Accountant should be enclosed in proof of their creditworthiness and also turnover for the period of consecutive 3 financial years ending duly certified by Chartered Accountant.

Details of the current clients & commitments

The client-wise names of work(s), date(s) of work(s) being presently executed, the value(s) of the awarded work(s), completion time stipulated in the Contract(s) etc. along with the committed current capacity etc. should be furnished (Annex – V A). Written information about the names and addresses of their clients along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., FAX nos., etc. of officers/ authorities/ contact executives under whose control the work(s) is/are being executed should be furnished (Annex – V B).

Client’s Certificate Client’s Certificate issued by the clients for whom the applicant has carried out eligible works in terms of the legibility (Pre-qualification) criteria described above (Annex- VI). [Certificate should be signed by an official of the rank of Superintendent Engineer or equivalent in respect of a Government/ Semi-Government organisation or a PSU and should be supported by adequate proof of payments received by the architect for the work done by them. The Client’s Certificate issued by the private organisations shall also accompany Tax Deducted at Source (TDS) Certificates.

2(b) Application forms can be had from the Office of the Regional Director, Reserve Bank of India, Estate Department (3rd floor), 15, Netaji Subhas Road, Kolkata – 700001 up to 11.07.2016 on payment of a non-refundable sum of `500/- in cash. The intending firms of architects shall have to satisfy the Bank with documentary evidence in support of their possessing required eligibility for issue of blank application forms. The blank application forms shall be issued to only those firms, who furnish:

i) Written information about their organizational set-up, infrastructure available at their office for satisfactorily handling the consultancy works and their financial standing, copies of the Income Tax Clearance Certificates/ Income Tax Assessment Orders along with the latest final accounts of the business of the architect duly certified by a Chartered Accountant should be enclosed in proof of their creditworthiness and turnover for the period stipulated in para 2(a) above,

ii) Written information about the names and addresses of their bankers and clients, iii) Documentary evidence of duration of past experience minimum 5 (five) years in

the field of architectural designing, iv) Documentary evidence of minimum cost of each work of similar nature executed

during last 5 (five) years handled individually costing as specified at para 1 above,

v) Documentary evidence of previous experience, if any, with Reserve Bank of India,

vi) Documentary evidence of Membership of the Indian Council of Architecture,

2(c) The publication forms can also be downloaded from the Reserve Bank of India website at www.rbi.org.in or from www.tendertimes.com. In case any tenderer downloads the documents from the website, the said non-refundable sum of `500/- in the form of

Demand Draft favouring Reserve Bank of India, payable at Kolkata towards the cost of tender documents along with the documentary evidence in support of their possessing required eligibility to satisfy the Bank for issue of blank application forms as detailed in para 2(b) above, in a separate envelope superscribing “Eligibility for obtaining Application for Empanelment of Architects” shall be submitted in a sealed cover well in advance at least before 14:00 Hrs on 25.07.2016 and addressed to Smt. Rekha G. Warriar, Regional Director, Reserve Bank of India, Estate Department, Kolkata for Bank’s examination. This separate sealed cover shall be opened on the same day at 15:00 Hrs. for scrutiny. After scrutiny, if any of the applicants are found not to possess the required eligibility, their applications will not be opened by the Bank for further processing. 3. The application form/s attached with duly filled in the prescribed formats at Annex-I to VIII and the requisite documents as specified above in a sealed envelope/ cover super scribing “Application for Empanelment of Architects” shall be addressed to Smt. Rekha G. Warriar, Regional Director, Reserve Bank of India, Estate Department, Kolkata so as to reach on or before 14:00 Hrs. on 25.07.2016. The same will be opened by a designated officer of the Bank in the presence of the applicants or their authorized representatives who choose to be present at 15:00 Hrs. on 25.07.2016. 4. The Bank reserves the right to accept or reject any or all the applications without assigning any reasons thereof.

Part (I) Instructions to the Applicants 1. Intending applicants are required to submit their full bio-data giving details about their

organisation, experience, technical personnel in their organisation, spare capacity, proven competence to handle major works, in-house computer aided design facilities etc. in the enclosed proforma.

2. As the time is the essence of the contract, the ability and competence of the

applicants to render required service within the specified time frame will be a major factor while deciding the selection of the Architects for preparation of a panel.

3. The applications shall be signed by the person/s on behalf of the organization having necessary Authorization/ Power of Attorney to do so. Each page of application shall be signed (copy of Power of Attorney/ Memorandum of Association shall be furnished along with the application).

4. If the space in the proforma is insufficient for furnishing full details, such information may be supplemented on separate sheet stating therein the part of the proforma and serial number. Separate sheets shall be used for each part of the application.

5. Application shall contain copies of all the enclosures separately.

6. While filling up the application with regard to the list of important projects completed or on hand, the applicants shall include separate sheet in the prescribed format.

7. The applicants must have at least two qualified graduate architects having minimum of 5 years’ experience in planning, designing and construction of the category, the applicant is applying for on their regular establishment and necessary drawing office with supporting staff for being always available for construction/ furnishing required help in getting plans, sanctions, completion certificates from the local municipal authorities. They should also have computer facilities with AutoCAD package.

8. The Bank will invite the competitive quotations from the Empanelled Architects for a particular work (a) only professional fees or (b) by organizing design competition with fees, etc. from among the firms of Architects appearing on the Bank’s approved panel.

9. The applicant shall, with the prior approval of the Bank and within the fees quoted as per clause 8 above, engage the services of well qualified specialists or consultants pertaining to the following service:

(i) Structural (ii) Electrical (iii) Sanitary, drainage and water supply (iv) Air conditioning [In case of Office interiors/ renovation works only] (v) Any other consultant if specified by the Bank for a particular work

The fees of these Specialists/ Consultants appointed under this clause shall be paid by the Architects, who shall also be responsible for all the work, action, and omissions of such specialists/ consultants.

10. In case of outstation firms, in addition to the professional fees quoted by the architect as per clause 8 above, the travelling allowances (as per actual expenditure incurred) and halting allowances (without insisting on production of the related bills) are also paid to the senior partners/ associates of the firm of Architects and their Junior staff/ associates, whenever they visit places other than their headquarters like site of work or Central Office of the Bank for inspection of the work/ for consultation at Bank’s instance. The scale of halting allowance payable per diem to the senior partners/ associates of the firm of Architects and their Junior staff/ associates is as under:

of [`1350/-] = `5012.50/- (to be rounded off to nearest hundred) = (say) `5000/- per diem

Single return Air fare (Economy Class/ Train (AC First Class) fare per person (as per actual).

(ii) Junior staff of Architects/ other associates

50% of the [Ceiling of hotel charges (exclusive of taxes) admissible to the Bank’s Grade “B” officer in Metro cities per diem] + 75% of the [Halting allowance admissible to the Bank’s Grade “B” officer in Metro cities per diem, where they stay]. At present, 50% of [`4000/-] + 75% of [`1125/-] (to

be rounded off to nearest hundred) = `2800/- per diem.

Single return Train (AC 2 Tier/ First Class) fare per person (as per actual).

11. The applicant shall have registered office with not less than 100 sq. m. carpet area

with necessary equipment and supporting staff at senior and middle level and independent telephone facility at their office and residence.

12. Services to be rendered by the Architects.

(a) to take instructions from the Bank and prepare sketch designs making revisions till sketch designs are finally approved by the Bank and making preliminary estimates of cost.

(b) to submit required drawing to the local authority and obtain approval. (c) to nominate and instruct consultants. (d) to prepare architectural working drawings, structural drawings, including

designing through the qualified Structural Engineer and all prepare other drawings for various trades.

(e) to scrutinise applications for empanelment of contractors, forward recommendations to the Bank for making a panel of contractors.

(f) to draw detailed specifications, estimates, rate analysis, draft tender for various

trades (g) to submit Assessment Reports on tenders received for various trades along with

comparative statements and recommendations for award of work. (h) to prepare and supply 6 sets of all drawings for execution. (i) to visit the site periodically when the work is in progress. (j) to obtain Occupation Certificate from Local Municipal Authority. (k) to submit Completion Drawings. (l) to render assistance to the Bank for settlement of initial rateable value. (m) any other services in connection with the said works and normally rendered by

the Architects and not referred to in above.

[Note – If the scope of work includes supervision, then the Architect shall post a full time Resident Engineer and the entire responsibility for the quality of work, payment of bills, timely completion of the project rests with the Architect] 13. Applications containing false and/ or incomplete information are liable for rejection.

14. Decision of the Bank in regard to preparation of various panels of the architects shall

be final. The Bank is not bound to assign any reasons therefor.

15. The panel of architects once prepared, shall be valid for a period of 5 years and the Bank is free to extend this time limit at Bank’s discretion.

16. The Architect for any particular work shall be selected from the respective panel at the discretion of the Bank and such selected architects are required to execute agreements as per Bank’s format.

Implementation of e-procurement/e-tendering by the Bank

It has been decided by the Bank to implement e-procurement/e-tendering process

across various departments and Regional Offices and training establishments of

the Bank in order to save time and effort as compared to the conventional mode of

tendering as also to ensure greater transparency and efficiency. To begin with,

implementation of e-tendering will be applicable to all cases of procurements

beyond the threshold limit of `10 lakh and above and all cases of sale of

goods/scraps, etc. for `5 lakh and above.

M/s. MSTC Ltd., a public sector organization, would be providing the necessary

platform and related services.
