THE DENR NCIP JOINT ADMINISTRATIVE ORDER NO. 2008 01 WITH THE

SUBJECT GUIDELINES AND PROCEDURES FOR THE RECOGNITION

DOCUMENTATION REGISTRATION AND CONFIRMATION OF ALL

TRADITIONAL AND INDIGENOUS CULTURAL COMMUNITIES OR INDIGENOUSPEOPLES IN ANCESTRAL DOMAIN OR LAND IN THE MUNICIPALITY OF

BOLINEY ABRA

WHEREAS$ the State recogni%es the inherent right of #CCsPs to self'governance andself'determination as (ell as their contribution in the conservation$ management$ development of

the country)s environment and natural resources for the (elfare of the present and future

generations*

WHEREAS$ the State guarantees the inherent right of #CCSPs to pursue theireconomic$ social and cultural (ell'being not only to ensure e+uitable sharing of benefits from the

bounty of the earth but also to enable them to flourish under a balance and healthful ecology in

accord (ith the rhythm and harmony of nature*

WHEREAS$ ",-R'-C#P .oint Administrative /rder -o! 200'01$ mandates the

recognition$ documentation$ registration$ confirmation and institutionali%ation of sustainable

traditional forest resources management systems and practices of #ndigenous Cultural

Communitiesndigenous Peoples #CCsPs*

WHEREAS$ the above stated initiative is a (elcome opportunity for our municipality to

sho(case our very o(n traditional and indigenous forest resources management systems andpractices* locally no(n as 45APA67$ that has been practiced by the 8asadi'it$ 9el(ang and

9alatoc tribes of 9oliney$ Abra since time immemorial*

WHEREAS$ presented before this august body is the profile outline of the 45APA67

system as the Sustainable 6raditional #ndigenous orest Resources 8anagement Systems and

Practices S6#R8SP of the 8asadi'it$ 9el(ang and 9alatoc tribes of the 8unicipality of

9oliney$ Abra*

WHEREAS$ noting the importance of documenting and institutionali%ing an age'old

indigenous practice of forest resources management$ this august 9ody is in unanimous accord toendorse to the ",-R and -C#P the formal recognition$ registration and confirmation of the

45APA67 as the Sustainable 6raditional and #ndigenous orest Resources 8anagement Systems

and Practices S6#R8SP of the 8asadi'it$ 9el(ang and 9alatoc tribes of 9oliney$ Abra*
