A RESOLUTION REQUESTING THE APPEARANCE OF THE PUNONG BARANGAY AND ALL THE

MEMBERS OF THE SANGGUNIANG BARANGAY OF BARANGAY DUMAGAS, BOLINEY, ABRA

TO A QUESTION HOUR OF THE SANGGUNIANG BAYAN ON NOVEMBER 25, 2013 AT 8:00 IN

THE MORNING, AT THE SANGGUNIANG BAYAN SESSION HALL, MUNICIPAL BUILDING,

BOLINEY, ABRA TO APPRISE THIS AUGUST BODY ON THE STATE OF SMALL SCALE MINING

OPERATIONS IN BARANGAY DUMAGAS, IN AID OF LEGISLATION

WHEREAS, it is of public knowledge that Barangay Dumagas is currently the

biggest site of small scale mining operations within the territorial jurisdiction of the

Municipality of Boliney, Abra;

WHEREAS, it was reported to this august body, that small scale miners in Barangay

Dumagas are using excavation and gold extraction techniques which are harmful both

to themselves and to the environment;

WHEREAS, according to reports, small scale miners in Dumagas are using leaching

(babad) method to separate gold from rock;

WHEREAS, leaching (babad) method involves the use of chemical solvents,

particularly cyanide to dissolve the gold out of the ore;

WHEREAS, the unregulated use of cyanide and other chemical solvents to

separate gold from ore does not only poison the workers and their families, but is also

dispersed directly into rivers, irreversibly contaminating the local fisheries and

environment;

WHEREAS, the Sangguniang Bayan as a legislative body mandated to safeguardthe general welfare of the people is tasked to investigative into this matter in aid of

legislation;

WHEREAS, the best authority to shed light on this matter is the Punong Barangay

and the Sangguniang Barangay of Barangay Dumagas, Boliney, Abra;

NOW THEREFORE, on motion of Hon. Arnold Agsallong, with the unanimous accord

of the members of the Sangguniang Bayan present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Bayan in session

assembled, to REQUEST THE APPEARANCE OF THE PUNONG BARANGAY AND ALL THE

MEMBERS OF THE SANGGUNIANG BARANGAY OF BARANGAY DUMAGAS, BOLINEY, ABRA

TO A QUESTION HOUR OF THE SANGGUNIANG BAYAN ON NOVEMBER 25, 2013 AT 8:00 INTHE MORNING, AT THE SANGGUNIANG BAYAN SESSION HALL, MUNICIPAL BUILDING,

BOLINEY, ABRA TO APPRISE THIS AUGUST BODY ON THE STATE OF SMALL SCALE MINING

OPERATIONS IN BARANGAY DUMAGAS, IN AID OF LEGISLATION.

RESOLVED FURTHER, to furnish copies of this resolution to Punong Barangay Victor

S. Valera, Jr., for his information and appropriate action.
