1. Consideration of the AgendaA motion should be made to put a topic area first on the agenda. This motion requires a second.

2. Drawing up a Speakers’ ListA Speakers List will be established for and against the motion.

3. Delegate gives a speech4. Points or Motions

A motion to close the debate will be in order after the Committee has heard at least two speakers each for and against the motion.

close debate” requires two-thirds of majority to pass

Part B: General Debate

1. Drawing up a Speaker’s List (Rule 9, 14)

This Speakers' List will be followed unless procedural motions, amendments, or the introduction of a resolution is made.

Speaker's may speak generally on the Topic Area, or address any resolution currently on the floor.

2. Delegate gives a speech The Director may limit the time allotted to each

speaker. When a delegate exceeds the allotted time, the Director may call the speaker to order.

Rules of ProcedureCaucus (Rule 10) A motion for a caucus is in order at any

time when the floor is open, prior to closure of debate.

The delegate proposing the motion must:

briefly explain its purpose specify a time limit for the caucus, not to exceed 15

mins for Moderated caucuses, and 20 mins for Un-moderated Caucuses. The Director may suggest an alternative time limit as he/she sees fit

The motion will go into an immediate vote to pass. (simple majority required)

MODERATED CAUCUS (Rule 11)

The purpose of the moderated caucus is to have a facilitated debate at critical junctures in the discussion.

In a moderated caucus, the Director will temporarily depart from the Speakers' List and call on delegates to speak at his or her discretion.

Once raised, the motion will be voted on immediately, with a majority of members present and voting required for passage.

Introducing Draft Resolutions (Rule 24)

☻The delegate may only introduce the draft resolution by reading the operatives of the draft resolution.

Draft Resolution (Rule 23) A draft resolution needs to be signed by

one-fifth of the number of delegations present and voting at the beginning of the committee session.

It must be given to the Director. If it receives the approval of the Director the draft resolution will be introduced.

Signing a draft resolution does not mean support of the draft resolution. The signer has no other obligations.

The resolution requires a simple majority to members voting pass.

Introducing to AmendmentTo introduce an amendment, it must be signed by one-eighth of the number of delegations present

Director’s approval. Amendments may not be made to  amendments.

Closure of the Debate (Rule 12)

• Closure of debate requires the support of two-thirds of the delegations present. If the Committee is in favor of closure, the Moderator will declare the closure of the debate.

• All resolutions and amendments on the floor will be brought to an immediate vote!

Roll-Call Voting (Rule 26)

Any delegate may request a roll call vote after a debateis closed on any resolution or amendment. The motionmay be made from the floor, seconded by 10 delegations.

A motion for a roll call vote is in order only for the passing of resolutions.

The Director will call countries in alphabetical order. In the first sequence, delegations may vote Yes, No,

Abstain, or Pass Those who reply pass may need to vote in the second

sequence.
