Abu Dhabi Spatial Data Infrastructure community members review annual progressAbu Dhabi Systems and Information Centre (ADSIC), the government agency in charge of Abu Dhabi’s IT agenda, organized a meeting of Abu Dhabi Spatial Data Infrastructure (AD-SDI) community members to review the latest developments of the Programme.

AD-SDI is a Programme developed to facilitate sharing of geo-spatial data among governmental agencies within different sectors. The AD-SDI Community exceeds 60 entities and continues to strive towards a GeoMature Abu Dhabi.

Recognizing achievements and recapping developments within the year 2013, Khawla Al Fahim, Executive Manager - Spatial Data Centre, highlighted the significant expansion of the AD-SDI community and role of each member in the accomplishments of the Programme.

Fahim highlighted that during 2013, the Programme provided consulting services and guidelines for business support and capacity building and focused on the advanced infrastructural tools and methods developed to support the transformation process in government e-services.

New members that joined the AD-SDI community in 2013 include The Petroleum Institute, Abu Dhabi University, Masdar Institute; Federal Authority for Nuclear Regulation, Mubadala Petroleum and the UAE Ministry of Energy.

“To achieve optimal utilization and to reduce duplication in the geospatial Programme,” said Al Fahim, “management and efficient coordination between members is of key significance.”

The workshop reviewed achievements including the launch of the third and final phase of the Geospatial Portal, spatially enabled services, facility locator service, data automation and metadata and the CityGuard mobile application. It also discussed Abu Dhabi e –Government’s participation in the ESRI User Conference 2013 and GITEX Technology Week 2013.

The second session of the conference had the Department of Municipal Affairs outline the latest developments, projects and initiatives, highlighting spatial data projects in the municipal system. The Higher Corporation for Specialized Economic Zones (ZonesCorp) presented the importance of the role of GIS in raising the efficiency and facilitate the operation of specialized economic zones in Abu Dhabi. The No Objective Certificate Programme (NOC) team updated the audience on the latest developments in the Programme. Abu Dhabi’s Department of Transportation gave a presentation on the navigation system of the Emirate of Abu Dhabi.

The workshop was attended by a group of students from the UAE University as part of their Geographic Information Systems (GIS) curriculum.

AD-SDI Programme was founded in 2007 and falls under the umbrella of Abu Dhabi Systems and Information Centre, the government body formed in 2005 to facilitate the modernization of government services through the use of the latest information and communication technology.

The vision and journey of the AD-SDI Programme at a glanceThe Abu Dhabi Spatial Data Infrastructure (AD-SDI) Programme has a goal of empowering government and society with open access to high quality geographic information and spatially enabled services. This vision, while fraught with its own challenges given the speed and intensity of urban and community development in Abu Dhabi emirate and thus the shear amount of change in information volume and velocity, could not be achieved without a strong buy-in and support by executive leadership. This was complemented by innovative delivery, at the strategy execution and operational levels, via sustained and successful collaboration between the AD-SDI Programme management and the stakeholder entities. This was also facilitated by a process of continued capacity building and productivity improvement to achieve the common Programme targets, while sharing valuable feedback and success stories among the various stakeholders, and last , but not least, offering better government services to the society.

Sustained and successful collaboration among the AD-SDI stakeholder entitiesAt present, more than 64 member entities share via the AD-SDI Programme 700+ data layers and spatial services for the common good, thus enabling the priority areas of government and society across multiple disciplines i.e. social, economic and environmental. This allows the founding members not only to streamline business processes and enhance government services via information sharing, but also to leverage the portfolio of services of the AD-SDI Programme. This comprises capacity building support in Geospatial information, technology and services (GITS) such as GIS roadmap development, geo maturity assessment and more. In addition, this encompasses new technology releases and public sector process innovation promoted by whole of government provisioning of software, technical support and added value data and services enabled via strategic partnerships with Geospatial service providers.

In addition, the AD-SDI Programme provides a venue for the AD-SDI stakeholder entities to share their experiences and lessons learned as well as to be exposed to international sound practices via workshops, seminars, and outreach events such as conferences and exhibitions, as well as educational training sessions delivered to thousands of people from government and society every year.

Facility Locator: A new Infrastructure Service provided by AD-SDIAs part of AD-SDI continuous efforts to help the community members in building their geospatial related capacity, AD-SDI team has recently developed a new service module called “Facility Locator”; a new infrastructure service of AD-SDI Programmeme Service Portfolio.

The Facility Locator is mainly designed to enable the Entities to easily locate their related facilities on an interactive map, basically through configuration and with a limited need of geospatial related knowledge. The new service module is using authoritative data of Basemaps and Imagery services, produced by the concerned data custodians. The typical page where the new service module should be implemented is the contact page within the entity’s website.

By implementing this new service module, entities will get the following benefits:

•The maps are up to date, rich in details, and using the authenticated Government maps.

•The service module utilizes shared Government services, and provides a better access to information.

•The service module is a user-friendly and easy-to-use.

The new service module package was shared with all AD-SDI stakeholder entities containing multiple options for implementation, along with the necessary source code and user guide is available through AD-SDI Website http://sdi.abudhabi.ae . The user guide highlights the benefits of this exercise and provides the users with an overview about the package content and step-by-step instructions on how to implement and plug the module into the entities’ website and portal. So far several entities have already implemented the module and published it on their websites and the AD-SDI technical team is working with the rest of the entities and gives them the needed support to implement the module.

Abu Dhabi Systems & Information Centre (ADSIC) recently participated in the joint Korean-Abu Dhabi Government Geospatial Forum, held at Etihad Towers Hotel, Abu Dhabi.

In his speech at the forum, Abdul Karim Al Raisi, Executive Director of the Abu Dhabi Spatial Data Infrastructure (ASDSIC) said: “Abu Dhabi e-government understands the essential role that geospatial data and services play in various aspects of our daily lives, based on which we have developed a spatial data infrastructure Programmeme for the Emirate of Abu Dhabi.

Highlighting the achievements of the Programmeme, Al Raisi added, “The pioneering Abu Dhabi Spatial Data Infrastructure (AD-SDI) Programmeme reflects the government’s wise directives and has significantly contributed to the development processes and government services such as planning, development, analysis, performance management and decision-making at various levels.

Al Raisi commended Abu Dhabi Municipality for their efforts in organizing this forum that will in turn strengthen the existing cooperation between ADSIC, Department of Municipal Affairs, other government entities and stakeholders. In addition, the forum seeks to improve spatial government services that aim to positively impact the development and efficiency of services to citizens and residents of Abu Dhabi.

The forum was hosted at a crucial time when geographic information systems and spatial databases are considered key pillars to support development projects in the Emirate and meet sustainable development requirements. In addition, it constitutes as a vital platform to set societal, environmental, economic and urban planning fundamentals for Abu Dhabi.

ADSIC receives Saudi delegation from the General Secretariat of Holy Mecca

Abu Dhabi Systems & Information Centre (ADSIC) received a delegation representing the General Secretariat of the Holy Mecca, KSA. The delegation arrived in the capital to learn about the accomplishments and success of Centre’s Abu Dhabi Spatial Data Infrastructure Programme (AD-SDI).

Abdul Karim Al Raeesi, ADSIC’s Director of Strategy and Planning, welcomed the delegation that included Ahmed Hikmat Alah, Deputy Secretary General of the Holy City’s Information Technology, Talal Al Yamani, Director of Spatial Information Technology and Khaled Al Madani, Assistant Director of Spatial Information Technology.

Abu Dhabi’s Geospatial portal, established by the AD-SDI, hosts a wide range of spatial data and information as well as providing webmap services that allow visitors to visualize and use more than 500 data layers. It is a significant step toward the long-term AD-SDI goal of establishing a network of inter-operable nodes for geospatial data usage and sharing.

The visit from Mecca reiterates the interest of the Abu Dhabi government to share best practices such as the Centre’s Abu Dhabi Spatial Data infrastructure Programme, with the Kingdom of Saudi Arabia.

Managed by ADSIC, AD-SDI is one among several significant initiatives launched by Abu Dhabi e-government. During the meeting, Khawla Al Fahim, Acting Executive Director of Center of Spatial Data, presented the highlights of the AD-SDI Programme, particularly its major achievements and main goals. She also discussed the Programme’s support for cooperation between government and member entities towards better planning, analysis, and decision support.

Khawla added, “The Abu Dhabi Spatial Data Infrastructure Programme aims to achieve the highest levels of geo-spatial maturity in Abu Dhabi by facilitating access to geospatial information and e-services for government entities, companies and individuals. Through effective management of the collection, use and sharing of geospatial data and related services, the AD-SDI Programme helps reduce data duplication and replication, in addition to improving the level of coordination between various members and supporting the decision-making process at different levels.”

Khawla elaborated, “We are confident that the Programme will provide an excellent framework to strengthen geospatial data within governments. It helps reduce risks and costs and serves as a sophisticated structure of geospatial data in the Emirate of Abu Dhabi.”

Ahmed Hikmat Alah expressed the gratitude of the General Secretariat of the Holy Mecca to AD-SDI for their significant role and efforts in launching technologies related to geospatial data that help in city’s economic, social, cultural and environmental development and impacts the living standards and welfare of local citizens.

To commemorate the successful meeting, ADSIC and the Saudi delegation handed each other tokens of appreciation.

Abu Dhabi Systems & Information Centre (ADSIC), the government organization that oversees the agenda of information and communication technology in the Emirate of Abu Dhabi, participated in Middle East Geospatial Forum organized by Geospatial Media and Communications in Dubai during 24- February 2014. The forum aims to share information, Experiences and new ideas.

Recently, GeoSmart Government is gaining momentum in several countries around the world, particularly the ones advancing in geospatial design of government services. Abu Dhabi Government, through the Abu Dhabi Spatial Data infrastructure (AD-SDI) Programme capacity building strategy for Geospatial information, technology and services (GITS), and its alignment with several other strategic initiatives across whole of government, is firmly advancing towards the vision of a GeoSmart Abu Dhabi.

During the presentation of “Abu Dhabi Spatial Data infrastructure (AD-SDI) Programme … towards a Geo Smart government”, Abdul Karim Al Raeesi, Director of Strategy and Planning, Abu Dhabi Systems and Information Centre (ADSIC) said that The focus of the Abu Dhabi e-Government Vision and Strategy is to enable government entities to provide integrated services designed to increase the interaction with its customers.

Al Raeesi also said that the main contributions of ADSIC to support Abu Dhabi e-Government Vision are to develop, drive and support the Government entities to transform government services in Abu Dhabi, and to specify and issue rules and implementation guidelines, cross-cutting IT policies, technology and information standards for all Abu Dhabi Government entities, positioning Abu Dhabi as leader and innovator in service improvement/ e-Gov regionally and globally.

Abu Dhabi Spatial Data infrastructure (AD-SDI) Programme’s vision is to Empower Abu Dhabi government and society with convenient, open access to high quality and up-to-date geographic information, Al Raeesi added. The Programme managed to promote, facilitate, coordinate, and support the development of dynamic, entrepreneurial, and flexible geospatial enabling environment. (AD-SDI) Programme has also realized major benefits such as streamlining access to information, enhancing citizens’ satisfaction, enhancing trust in government and decision making, time savings through information sharing, enhancing business environment, increasing collaboration & improving institutional efficiency and supporting sustainable development.

Al Raeesi concluded the presentation by explaining the GeoSmart Abu Dhabi vision, which aims to provide connectivity and integration between government entities to develop initiatives to update and transform government services to smart services.

أبوظبي لألنظمة اإللكترونية يعقد االجتماع الدوري ألعضاء برنامج البيانات المكانية

عقد مركز أبوظبي لألنظمة اإللكترونية والمعلومات، االجتماع الدوري للجهات األعضاء في برنامج البيانات المكانية إلمارة أبوظبي، وذلك بهدف استعراض آخر التطورات والمستجدات الخاصة بالبرنامج.

وأكدت خولة الفهيم، مدير تنفيذي باإلنابة- مركز البيانات المكانية، أن العام الحالي جاء حافالً بالعديد من اإلنجازات والتطورات الخاصة ببرنامج البيانات المكانية إلمارة أبوظبي.

وأشارت إلى التوسع الكبير الذي طرأ على مجتمع البيانات المكانية، كما نوهت الفهيم إلى أن العام الحالي قد شهد أيضًا تطورًا كبيرًا في نوعية ومستوى الخدمات الحكومية الممكنة مكانيًا.

وحول الخدمات التي قدمها برنامج البيانات المكانية للهيئات الحكومية خالل هذا العام، لفتت الفهيم إلى أن البرنامج قدم خدمات استشارية وتوجيهية لدعم األعمال وبناء القدرات في هذه الهيئات، مشيرة إلى أن برنامج البيانات المكانية قدم في هذا السياق أيضًا

األدوات والوسائل ضمن البنية التحتية المشتركة من أجل دعم عمليات التحول في الخدمات الحكومية.

من كل للبرنامج مؤخرًا انضم حيث أبوظبي، إلمارة المكانية البيانات برنامج في الجدد األعضاء الجهات تقديم االجتماع خالل وتم المعهد البترولي، جامعة أبوظبي، معهد مصدر، الهيئة االتحادية للرقابة النووية، مبادلة للبترول، ووزارة الطاقة.

كما تمت مناقشة العديد من المواضيع من أهمها، مواءمة وتنسيق المشاريع، حيث تم التأكيد على أهمية وجود مواءمة وتنسيق فيما بين المشاريع الجيومكانية، وذلك بهدف تحقيق االستفادة المثلى من المشاريع والحد من االزدواجية.

وتناولت ورشة العمل أيضًا مواضيع اإلصدار الثالث للبوابة الجيومكانية ونظام اللوحة التنفيذية، وموضوع الخدمات الممكنة مكانيًا، وخدمة تحديد مواقع الجهات الحكومية، وأتمتة تبادل البيانات، وتطبيق حارس المدينة. كما بحثت الورشة مشاركة حكومة أبوظبي

اإللكترونية في المؤتمر العالمي لمستخدمي إزري 2013، وفي معرض أسبوع جيتكس للتقنية 2013 أيضًا.

في حين تناولت الجلسة الثانية آخر المستجدات والتطورات لدى الجهات األعضاء من حيث المشاريع والمبادرات القائمة، حيث استعرضت دائرة الشؤون البلدية أبرز مشاريع وأنشطة البيانات المكانية في النظام البلدي.

من جانبها، قدمت المؤسسة العليا للمناطق االقتصادية المتخصصة عرضًا حول أهمية دور نظم المعلومات الجغرافية في رفع كفاءة وتسهيل العمليات الخاصة بالمؤسسة. وقام فريق عمل برنامج شهادات عدم الممانعة للمرافق والبنى التحتية بتقديم عرض تناول

آخر التطورات في البرنامج.

وقدمت دائرة النقل عرضًا حول مشروع نظام المالحة إلمارة أبوظبي، واستعرض مجلس أبوظبي للتخطيط العمراني نظام الجيوبالنر ودوره في تعزيز عمليات التخطيط في المجلس، وحضرت ورشة العمل مجموعة من طالب وطالبات جامعة اإلمارات، حيث تأتي هذه المشاركة تماشيًا مع يوم نظم المعلومات الجغرافية، حيث شارك الطلبة في بحوث وتقارير في مجال نظم المعلومات الجغرافية،

والتي من شأنها أن تسهم في استدامة التعاون بين الجهات األكاديمية والحكومية المختصة في مجال تلك النظم.

وأكدت هذه المشاركة حرص جامعة اإلمارات على إعداد وتخريج أفضل الكوادر المواطنة وفي المجاالت المختلفة كافة بما يتماشى مع متطلبات سوق العمل، وبالشكل الذي يدعم سياسة توطين الوظائف.

يذكر أن برنامج البيانات المكانية إلمارة أبوظبي قد تم تأسيسه في عام 2007، بهدف تسهيل عملية الوصول إلى المعلومات الجغرافية لألنظمة أبوظبي مركز مظلة تحت البرنامج هذا ويندرج مكانيًا. الُممّكنة اإللكترونية الحكومة وخدمات الجودة وعالية الحديثة اإللكترونية والمعلومات، الهيئة الحكومية التي تشكلت في عام 2005، بهدف اإلشراف على عملية تحويل خدمات حكومة أبوظبي

المتواصلة لتقديم خدمات حكومية أفضل إلى المجتمع.

التعاون المستمر والناجح بين الجهات المعنية في برنامج البيانات المكانية إلمارة أبوظبيالبيانات البرنامج بمشاركة أكثر من 700 طبقة من البيانات المكانية حاليًا 64 جهة من الجهات األعضاء تقوم من خالل يضّم برنامج المكانية والخدمات المكانية ذلك الصلة بما يخدم المصلحة العامة ويساعد على تمكين المجاالت ذات األولوية للحكومة والمجتمع عبر مختلف القطاعات االجتماعية واالقتصادية والبيئية. وال تقتصر الفوائد من برنامج البيانات المكانية على تبسيط عمليات األعمال وتعزيز الخدمات الحكومية لدى الجهات من خالل تبادل المعلومات، بل تستفيد هذه الجهات أيضًا من محفظة متكاملة من الخدمات الطريق )GITS( مثل دعم تطوير خريطة المكانية المعلومات القدرات في مجال تقنية وخدمات بناء البرنامج تشمل التي يقدمها لنظام المعلومات الجغرافية وتقييم النضج الجيومكاني لدى الجهات، باإلضافة إلى خدمات أخرى ذات صلة، كما يشمل ذلك إطالق وبيانات فني ودعم برمجيات من الحكومة توفره ما يعززها العام القطاع في األعمال عمليات في االبتكار ودعم جديدة تقنيات

أبوظبي إلمارة المكانية البيانات برنامج كجزء من جهود بناء على الحكومية الجهات مساعدة في المستمرة البرنامج عمل فريق طور المكانية، الجغرافية قدراتها مؤخرًا وحدة خدمية جديدة أطلق عليها اسم »محدد موقع المنشأة«، وهي خدمة جديدة خاصة بالبنية التحتية تندرج

ضمن قائمة الخدمات التي يقدمها البرنامج.

ستتمكن الجديدة، الخدمية الوحدة تطبيق خالل ومن الفوائد على الحصول من الحكومية الهيئات أو الجهات

والمزايا التالية:

استخدام إمكانية مع بالتفاصيل، وغنية حديثة خرائط lالخرائط الحكومية المعتمدة أو القانونية.

تستخدم الوحدة الخدمية الجديدة الخدمات الحكومية lالمشتركة وتوفر وصول أفضل للمعلومات.

الوحدة الخدمية الجديدة بسيطة وسهلة االستخدام. l

تحتوي حزمة الوحدة الخدمية الجديدة التي تم تبادلها مع المكانية إلمارة البيانات برنامج األعضاء في الجهات جميع

اإللكتروني الموقع االستخدام أصبحت متاحة على المصدر، ودليل أو كود أن شيفرة للتنفيذ، كما أبوظبي، على خيارات متعددة التطبيق، ويزود مستخدميه بنظرة http://sdi.abudhabi.ae. ويسلط دليل االستخدام الضوء على فوائد هذا بالبرنامج: الخاص التالي عامة حول محتوى الحزمة، كما يزودهم أيضًا بالتعليمات الخاصة بكيفية تطبيق وتوصيل هذه الوحدة إلى مواقع الهيئات الحكومية وبواباتها اإللكترونية. حتى اآلن قامت العديد من الهيئات بتطبيق الوحدة ونشر ذلك على مواقعها اإللكترونية، كما يعمل فريق برنامج
