SEMAC NEWSLETTER ISSUE No. 14

2016年8月9日澳門保安有限公司(SEMAC)舉行了2016年上半年工作總結及下半年工作計劃報告會。澳門保安有限公司董事會主席鄧軍博士、董事總經理劉蘇寧女士、董事鄭淑群女士，公司管理團隊、前線主任、隊長及寫字樓員工出席了報告會。

會上，副總經理及各部門總監先後報告了2016年上半年業務狀況及對下半年發展方向作出計劃及展望。

副總經理王瑜玲女士就上半年文件、人事、行政三方面管理事務作出報告，並表示下半年將繼續辦實事，求實效，提高綜合管理能力，履行公司「確保安全、優質服務」的宗旨。

綜合技術部高級總監（現任副總經理）楊振江先生匯報上半年完成的各項培訓工作、培訓系統軟硬件的更新、培訓方案及標準工作程序的更新等，並表示下半年將優化排更系統、跟進機場保安新標準等，各個培訓項目將按計劃進行。

營運部總監李沛宙先生以防止航空安全受到非法干擾為工作任務，提出保安管制、質量控制、設備保障三要點，並表示下半年將更新設備、建立質控體系，提高執行能力。

財務暨行政部總監麥佩河女士對公司上半年財務狀況、採購、部門行政、職員事務等工作作出報告，表示下半年會繼續與團隊以「合作、超越、執行」為目標以完成工作任務。

董事總經理劉蘇寧女士對報告會作總結，指出機場保安公司的終極目標是防止非法干擾行為，保持機場安全運行是最核心的工作目標，達到該目標需要具備人力資源、政策規章和設施設備三大要素，公司上下應共同努力對於任何民用航空活動的非法干擾行為進行阻嚇、阻延、偵測和採取行動，保障機場安全運行。

董事鄭淑群女士於會後表示機場保安公司工作有很大改善，認為工作團隊富歸屬感和使命感，管理團隊帶領公司逐步改善服務，加強管理，提高執行力。

董事會主席鄧軍博士表達了董事會對澳門保安有限公司的支持和期望。同時，他闡述了航空安保的嚴峻現況，轉達了股東公司對機場保安管理的重視，指出往後應結合現時保安的特殊環境，依法依規地落實保障機場安全的各項工作。

SEMAC-Macau International Airport Security Company’s 2016 1st Half Year Review and 2nd Half Year Plan Presentation was held on 9th Aug, 2016. The Chairman of the Board of SEMAC Dr. Deng Jun, Managing Director Ms. Suning Liu, Director Ms. Grace Cheang, the Management Team, Frontline Supervisors and Patrollers, Office Staff attended the presentation.

Deputy General Manager and Department Directors delivered presentation on 2016 first half year’s work sum-mary and development plan for the second half year.

Deputy General Manager Ms. Gigi Wong concluded the management affairs. Her review and plan covered three aspects in document management, human resource management and administration management respec-tively. For the second half year, the focus is to enhance work efficiency and to improve comprehensive man-agement abilities, and to ensure that the Company goal of “Ensure safety, quality service” is always achieved. In the first half of 2016, Senior Director of General Technical Department (Current Deputy General Manager) Mr. William Yeung accomplished various training courses, revised the training program, updated the hard-ware and software of training system, updated the “Standard Operating Procedures”, etc. In the second half of 2016, projects such as the optimization of manpower deployment and shift patterns, follow up the new stand-ards for airport security, frontline staff training and instructor training, etc. are on schedule.

Director of Operation Department Mr. Li Peizhou considers “Prevent acts of unlawful interference” as his main working mission. Security control, quality control and equipment assurance are three key parts in his department. For the second half of the year, equipment renewal, establish quality control system to reinforce implementation ability will be emphasized.

Director of Finance and Administrative Department Ms. River Mak gave detailed presentation related to the Company’s financial performance, supply services, administration, employees affairs, etc. Base on “Cooper-ation, Surpass, Implementation” concept, in the second half of 2016, she will continue to co-operate with her team to complete the work.

Managing Director Ms. Suning Liu delivered the concluding speech. She stressed that to prevent acts of unlawful interference in civil aviation and to maintain the safe operation of Macau International Airport are the ultimate goal of SEMAC. Human resource, facilities, policy and regulation are essential factors to achieve the goal. All staff should collaborate to ensure the airport is under safe operation. SEMAC will definitely take necessary actions to “deter, delay, detect” any act of unlawful interference in civil aviation.

Director of the Board Ms. Grace Cheang pointed out that SEMAC had made lots of positive changes. She believed that the staff of SEMAC has a sense of belonging and commitment to the Company. The Manage-ment Team led all staff to improve the service quality, management efficiency and execution capabilities.

The Chairman of the Board Dr. Deng Jun expressed the expectation and support to the Management Team from the Board. He pointed out the existing challenges facing by aviation security and conveyed share-holders’ concern on the airport security management. He stated that SEMAC should consider carefully the existing circumstances of aviation security and fully implement the security measures in accordance with the laws and regulations to ensure safe airport operation.

廉政公署對公共部門及私營部門制定廉潔守則

及指引，澳門保安公司於七月二十九日(星期五)

特別邀請廉政公署代表到公司主持廉政專題講

座。講座於當日下午四時在澳門保安公司培訓室

舉行，本公司劉蘇寧董事總經理、王瑜玲副總經

理、麥佩河總監、李沛宙總監、各組主任與全體

寫字樓員工參加了是次講座。

講座內容共分為三大部分，第一部分及第二

部分介紹了公營及私營領域的相關防貪法例、真

實案例及業界的貪污舞弊常見類型等；第三部分

中，廉署的主講嘉賓提供了相關防貪建議，加強

防範不法行為，避免貪污的出現。

是次講座內容豐富，主講嘉賓就與會者提出

的具體問題提供了寶貴意見，明確了廉潔奉公理

念的重要性。令與會者受益匪淺，公司將會繼續

深化員工廉潔守正的理念，致力為公眾提供優質

服務。

「廉潔意識」講座Integrity Awareness Seminar

In order to enhance integrity awareness of the com-pany’s management team and employees and to un-derstand CCAC’s guidance for building up an honest and incorruptible environment in the public and private sectors, SEMAC invited CCAC to deliver an in-house integrity awareness seminar. The seminar was held at SEMAC training room on Friday, 29 July 2016 at 4:00 p.m. Participants including SEMAC’s Managing Di-rector Ms.Suning Liu, Deputy General Manager Ms. Gigi Wong, Director Ms. River Mak, Director Mr. Li Peizhou, Supervisors and Office Staff, attended the Seminar.

The Seminar included three main sections. Section I and II presented the anti-corruption activity examples , rules and refulations in private and public sectors. Through detailed explanation, participants learned more about anti-corruption legislation, real-life exam-ples, common types of corruption and malpractices. In section III, guest speakers from CCAC offered an-ti-corruption suggestions to the company to enhance precaution and prevent potential corruption activities.

The seminar offered enriched content to the partici-pants. Guest speakers expressed their valuable, insight-ful and structured views to participants on specific questions and highlighted the importance of upholding the highest level of integrity in work. Participants ben-efited a lot from CCAC’s efforts on promoting integri-ty. SEMAC will continue to entrench the core value of integrity in staff and maintain quality service with integrity to serve the public.

本公司副總經理戴炳豐先生於2016年7月29日退休。公司肯定和感謝戴炳豐副總經理在職期間的專業表現和貢獻。經董事局任命，綜合技術部高級總監楊振江先生獲晉升為副總經理。

楊振江先生擁有豐富的航空安保管理經驗，持有國際民航組織及國際航空運輸協會認可的航空安保導師資格。在安保培訓的專業範疇取得卓越的成就，獲聘為中國民航管理幹部學院客座教授，並曾在香港機場保安有限公司從事機場保安營運和培訓超過10年。此外，他在應急協調、槍械、化學製劑等方面持有國際導師資格。

楊振江先生加入本公司的管理團隊後，強化了員工的實際操作能力及安保意識，落實公司「確保安全、優質服務」的目標。除此之外，他為本公司、機場單位及政府部門管理人員開辦了異常行為偵察課程、危機管理課程及國際民航組織航空保安管理課程等等，使業界的航空安保知識得以提升。

Mr. Tai Peng Fong retired from his position as Deputy Gen-eral Manager on 29 July 2016. SEMAC recognized and appre-ciate Mr. Tai’s professionalism and contribution during his ten-ure as Deputy General Manag-er. Senior Director of General Technical Department Mr. Wil-liam Yeung was appointed by the Board of Directors as Dep-uty General Manager.

Possessing rich experience in aviation security management, Mr. Yeung is an aviation secu-rity instructor certified by both ICAO and IATA. He got out-standing achievements in the professional field of security training , was appointed as the Chinese Civil Aviation Manage-ment College Visiting Profes-sor. He has worked in the Hong Kong Aviation Security Com-pany, specializing in aviation security operation and training for over 10 years. Moreover, Mr. Yeung is a certified instruc-tor in emergency coordination, firearms and chemical agent.

After joining SEMAC, Mr. Yeung provided frontline staff with Aviation Security training courses to improve employees’ operational capability and secu-rity awareness to achieve of the goal, “Ensure Security, Quali-ty Service”. Additionally, Mr. Yeung instructed management personnel from SEMAC, Air-port entities, and government departments in Abnormal Be-havior Detection Course, Crisis Management Course, and ICAO Aviation Security Management course which enhances their se-curity knowledge in the aviation industry.

X光機操作員培訓課程

面對澳門國際機場日益增長的旅客流量及安保

業務上的挑戰，公司必須及時完善及調整安檢技術

及程序，以妥善處理機場突發事件以及堵塞潛在的

安保漏洞。於2016年7月至12月期間，公司分批為180

名現職安保人員安排共720個課時之X光機操作員培

訓課程，從而進一步提升前線員工對航空安全的防

範意識與危機應對能力。

X光機操作員培訓課程以國際航空安保最新規

定及本公司的標準操作程序為依據，訓練內容主要

包括X光機操作基礎知識、金屬探測門操作、搜身檢

查、開包檢查等。除了灌輸安保專業知識外，課程同

時亦強調培養學員為旅客提供優質服務的意識，傳

授與旅客應對的技巧。務求帶領員工達到「確保安

全、優質服務」的目標，以提升本公司與澳門國際機

場的形象。學員必須要通過理論筆試考核及實際操

作測試後，才能取得X光機操作員的資格認證。這種

綜合理論與實際操作的課程模式提高了員工的危機

意識、安保實際操作技能及服務質素。

X-ray Operator Initial Training

Encountering increasing passenger flow and challenges of aviation security at Macau Interna-tional Airport, SEMAC must promptly optimize and adjust screening techniques and procedures so as to handle emergencies properly and close potential security loopholes. From July to De-cember 2016, SEMAC arranged a total of 720 hours of X-ray operator initial training course for 180 serving security screeners in order to enhance frontline staff’s prevention awareness and ability of handling crisis.

The X-ray initial training course is based on the latest regulations of International Aviation Se-curity and SEMAC’s Standard Operation Pro-cedure. The training session consists of basic knowledge of X-ray machine operation, Walk-through Metal Detector operation, frisk search, and open bag search. Besides imparting aviation security professional knowledge, the course also emphasizes on the concept of providing pas-sengers with good service and instructs skills for handling passengers. SEMAC aims to lead the staff to achieve the goal of “ensuring safe-ty, quality service” and improve the image of SEMAC and Macau International Airport. Par-ticipants must pass theory examination and op-eration test to obtain the certification of X-ray operation. The course, which combines both theory and operation, uplifts employees’ crisis awareness, security operational skills and ser-vice quality.

2016年度保安人員複訓

根據國際及澳門民航保安培訓計劃，保安人員必須定期參加複訓，以確保員工及時掌握最新民航安全知識，與時並進。由2016年4月至2016年11月期間，公司分批安排近500名現職安保人員參加共1120個課時之民航安保複訓課程。

複訓課程內容主要包括國際航空安保最新規定、本公司的標準操作程序、基礎知識、搜身檢查、開包檢查、車輛檢查及應對旅客技巧等。學員要取得保安人員的複訓資格認證，除了要通過理論筆試考核外，還必須通過實際操作測試。這種理論和實際操作相結合的課程模式提高了員工的危機意識、安保技能及服務質素。有學員表示，課程由淺入深、講解生動有趣，參加是次課程實在獲益匪淺，會將所學運用到日常安保工作中。

同時，公司通過複訓，除了為面對日益嚴峻的國際航空安全挑戰作好準備以外，亦籍此暸解現時整體員工的專業質素，可以更好地調整未來培訓方針。公司會繼續秉持「確保安全、優質服務」理念，為旅客提供更好的安保服務，以逐步提升澳門保安有限公司及澳門國際機場的形象。

2016 Aviation Security Recurrent Training

According to International and Macau Aviation Secu-rity Training Plan, security staff members must un-dergo recurrent training on a regular basis in order to ensure their timely mastering of the newest aviation security knowledge. From April 2016 to November 2016, SEMAC has organized a total of 1120 hours of Aviation Security Recurrent Training courses for ap-proximate 500 serving security staff members.

The content of recurring training course covers Inter-national Aviation Security new regulations, SEMAC

Standard Operation Procedure, basic knowledge, frisk search, open bag search, car search and skills for coping with passengers etc. In order to obtain the security personnel qualification certificate, par-ticipants must pass the theory assessment evaluation, as well as the practical operation examination. The course approach which integrates theory and practical operation raises staff’s crisis awareness, safeguarding skills and service quality. One of the participants indicated that the material was de-livered in a comprehensible and enjoyable manner and participating in the training session was an enriching experience. He said that he would implement the learned knowledge and skills in daily security work.

Meanwhile, through recurrent training sessions, the company equips the staff with the sufficient skills for facing the ever-increasing international aviation security challenges and better adjusts the future training policy. In line with the concept of “ensure safety, quality service”, SEMAC aims to provide passenger with better security service and gradually enhance the image of the company and Macau International Airport.


新員工入職培訓

Orientation Training

In recent years, with terrorism spreading interna-tionally, airports all over the world have become the attack target for terrorists and explosion incidents have been more vicious than ever. Taking the respon-sibility of ensuring Macau International Airport and passengers’ safety, SEMAC added 19 airport explo-sive inspectors and anti-terrorist safety inspectors in May as resolution to the tense international situation. The company still finds it necessary to reinforce the countermeasures. Therefore, from 22 August to 31 August 2016, SEMAC arranged orientation training for 20 Airport Explosive inspectors.

近年，國際恐怖主義瀰漫，世界各地機場頻繁

成為恐怖分子的襲擊目標，於機場發生爆炸事件更

是愈見嚴重。肩負保障澳門國際機場和旅客安全

和打擊對航機非法干擾行為的責任，澳門保安有

限公司面對此嚴峻國際形勢，與時並進，已採取相

應措施，於5月份新增了19名機場危爆品檢查員和

機場反恐檢查員。之後，公司仍認為有必要加大反

恐力度，防範於未然。故此，2016年8月22日至8月31日期間，澳門保安有限公司又為20名機場危爆品檢

查員安排了入職培訓。

入職培訓以國際民航組織基本航空保安員培

訓計劃、澳門特別行政區安保計劃及澳門保安有

限公司安保計劃為依據，內容包括安檢員資格認

證培訓、金屬探測門操作、手提金屬探測器操作、

機場限制區進入管制、機場通行證識別、搜身檢

查、行李開包檢查、車輛檢查、以及應對旅客技巧

等等。為入職充分做好準備。透過導師講解民航安

保知識、分析安保工作面對的挑戰及培養他們的

使命感，使新員工深刻暸解到作為安保最後一道

防綫的重大責任。

培訓課程結束後，公司董事總經理劉蘇寧女

士向新入職員工頒發證書並表示歡迎，同時鼓勵新

員工堅守崗位，提升專業素養，為民航安保事業貢

獻自己的力量。

The training content, which is based on ICAO’s formal basic aviation security training package, Macau SAR Civil Aviation Security Program and SEMAC security program, covers screener qualification certifi-cation training, walk-through metal detector operation, hand-held metal detector operation, access control of airport restricted area, airport access card identification, frisk search, open bag search, car search and skills of coping with passengers. The course fully equipped new personnel with skills to take up the post. Through the instructor’s explanation of aviation security information and analysis of threats faced on job, new staff fostered a sense of purpose and fully understood the important responsibility of being the last defense line of security.

At the end of the course, SEMAC managing director, Ms. Liu Suning awarded them with qualification certificate and expressed welcome to the new staff members. Meanwhile, she encouraged new personnel to stick to their work position, improve professional competence and contribute every effort to aviation security.

及敬業精神，在人身檢查過程中，查獲一名搭

乘FD767航班前往曼谷的旅客，發現皮帶內藏

有小刀。其後立即報警處理，減輕了事件對機

場和旅客的影響，同時避免了重大安檢事故。

為此，公司特意對該名員工作出表揚，並

將通告張貼於前線休息室內，以示鼓勵。劉國

龍先生的工作態度及專業性值得全體員工學

習。希望全體員工時刻保持警惕，認真履行職

務，實踐本司「確保安全、優質服務」的宗旨，

提升澳門國際機場的形象，為打造澳門成為世

界旅遊休閒中心作出貢獻。

In Recognition of Mr. Liu Guo Long’s professionalism

At 20:40 on 26 August 2016, with profession-

al skills, rich experience and dedication, our

vigilante, while conducting frisk search, Mr.

Liu Guo Long (Staff number: 2092) found a

small knife concealed in the belt of a passen-

ger who was traveling to Bangkok by flight

FD767. The police was notified immediately

and followed up, which minimized the harm

to the airport and passengers and prevented a

serious security incident.

In recognition of Mr. Liu’s professional per-

formence, SEMAC issued a notice and post-

ed it in the staff common room. All staff

members are encouraged to learn from Mr.

Liu and show enthusiastic work attitude and

professionalism. SEMAC hopes that all staff

members stay alert and dedicate to perform-

ing duties at all times by the principal of “En-

sure Security, Quality Service”, in order to

enhance the image of Macau International

Airport, and contribute to transform Macau

into the World Center of Tourism and Lei-

sure.

隨著本公司人事以及行政事務與日俱增，辦公室的管理業務亦面對不同的難題與挑戰。為了

可以妥善處理辦公室事務，提升管理效率及資源利用率，本公司副總經理王瑜玲小姐於9月6日至8

日期間參加由澳門生產力暨科技轉移中心舉辦的精益辦公室管理課程。

該課程的主要目的是培養及提升公司管理層精益管理意識，建立辦公室標準流程及生產力標

竿，從而降低成本及前置時間、改善管理質素。該課程透過個案分享來分析如何優化公司行政管

理、人力資源管理。

課程結束後，王副總經理表示獲益良多，並會將所學運用在日常工作中。行政管理方面，將盡

快統一公司文件管理制度，提高辦公效率；而人力資源方面，將會完善招聘及晉升制度，吸引更多

本地人才，提升公司競爭力，為公司締造更好的發展前景。

As human resource and administrative issues of SEMAC are increasing gradually, office management encounters different difficulties and challenges. In order to handle office is-sues properly, enhance management efficiency and resource utilization, Ms. Gigi Wong, Deputy General Manager of SEMAC attended Lean Office Management course at Macau Productivity and Technology Transfer Center from 6 to 8 September.

The main aim of the course is to develop and improve managerial personnel’s awareness and core concepts on lean management, and establish office’s standard operation procedure and productivity benchmark to minimize cost and preparation time. Through analyzing individual cases, the course content inspired the participants on how to optimize company’s management of administrative issues and human resources.

After finishing the course, Ms. Wong indicated that participating in the course was an en-riching experience and would implement the learned skills in daily work. Regarding man-aging administrative issues, will unify the company’s document processing procedure so as to uplift the efficiency; in terms of human resource issues, will optimize the procedure of recruitment and promotion in order to attract more local talents, so as to upgrade SEMAC’s competency and development prospect.

業界冀旅客提早到機場

內地多個城市的機場近日開始實施防爆安檢，本澳旅遊業者提醒，旅客在內地旅遊時，要提早

三小時到機場安檢，以避免因防爆安檢耽誤行程，錯過航班。

本澳旅行社負責人表示，內地個別機場較早前已實施防爆安檢，保障公共區域及候機樓安全，

但難免會延長旅客等候時間。過去旅客一般要提前兩小時抵達機場，新措施下，建議旅客提早三小

時到機場進行防爆安檢，確保行程不受影響。旅行團方面，業界暫時未有因應新措施調整行程，不

過，同樣會提早出發到機場，以免錯過航班。建議旅客出發到機場前，深入了解機場及航空公司的指

引，檢查行李箱內的物品是否符合要求，節省檢查時間。

Passengers are Advised to Arrive at Airport Earlier

Many airports in Mainland China cities have started implementing explosion prevention screening

measures. Officials engaging in Macau tourism industry remind passengers to arrive at airports in

Mainland China at least 3 hours before departure in order to prevent missing the flight due to the

screening measures.

Managerial personnel from Macau travel agents indicated that some airports in Mainland already

implemented explosion prevention screening measures to ensure the safety of public area and de-

parture lounge. It inevitably lengthened the waiting time for passengers. In the past, passengers

generally arrived at airport 2 hours prior to departure time. Due to the new screening measure, the

industry suggests that passengers should arrive at the airport 3 hours prior to departure. Regarding

tour groups, temporarily there are no big adjustments in the itinerary; however, they will start off

early so as to board the flight on time. Passengers are advised to understand airports and airlines’

guide and check whether each personal item is allowed to carry on board before leaving for the

airport in order to minimize screening time.
