DRAFT AC 150/5380-7B3(a) This AC is intended for airport owners, state aviation organizations,
engineers, and maintenance personnel responsible for implementing a PMP.Obligated airports must perform a detailed inspection of airfieldpavements at least once a year for the PMP. If a pavement condition index(PCI) survey is performed, as set forth in ASTM D5340, Standard Test Methodfor Airport Pavement Condition Index Surveys, the frequency of the detailedinspections by PCI surveys may be extended to three years. The PMPinspections are in addition to routine maintenance inspections foroperations.
3(b) The Federal Aviation Administration (FAA) recommends the guidance inthis AC. Use of this AC is mandatory for all projects funded with federalgrant monies through the Airport Improvement Program (AIP) and/or withrevenue from the Passenger Facility Charges (PFC) Program. See GrantAssurance No. 34, Policies, Standards, and Specifications, and PFCAssurance No. 9, Standards and Specifications.
GRANT ASSURANCES
AIRPORT SPONSOR ASSURANCE NO.11 Pavement Preventive Maintenance. With respect to a project approved after January 1, 1995, for the
replacement or reconstruction of pavement at the airport, itassures or certifies that it (Sponsor) has implemented aneffective airport pavement maintenance-managementprogram and it assures that it will use such program for theuseful life of any pavement constructed, reconstructed orrepaired with Federal financial assistance at the airport. It willprovide such reports on pavement condition and pavementmanagement programs as the Secretary determines may beuseful.
