Saskatchewan’s oil patch set new records in 2013, in some categories sur-passing benchmarks established just the year before.
The province’s oil production for the calendar year just ended is 177.9 mil-lion barrels (487,400 barrels per day), up from the previous record of 172.9 million barrels (472,500 barrels per day) set in 2012. Drilling activity was robust, with a total of 2,433 horizontal oil wells drilled in 2013, a new record that sur-
passes the 2,036 horizontal oil wells drilled in 2012.
“These records reflect the hard work of the men and women employed in Saskatchewan’s oil industry” Energy and Resources Minister Tim McMillan said. “The importance of the oil indus-try cannot be understated, as a top employer and exporter it contributes positively to communities throughout our province.”
A total of 3,371 oil wells were drilled
in 2013, the third best year ever for oil well drilling. This figure ranks behind only 2011 (3,528 oil wells) and 1997 (3,608 oil wells). The Lloydminster and Kindersley/Kerrobert areas accounted for almost two-thirds of all drilling in 2013.
Saskatchewan is ranked as the num-ber one jurisdiction in Canada for oil and gas investment policies, according to The Fraser Institute’s annual Global Petroleum Survey.

The Innovation Saskatchewan Board of Directors has approved $1.9 million in research and development funding for the 2013-14 fiscal year to develop Enhanced Oil Recovery (EOR) technolo-gies in the heavy oil fields of the province.
“Saskatchewan’s oil and gas industry is one of the
economic drivers for the province,” Economy Minister Bill Boyd said. “Last year, the industry experienced records in production and horizon-tal wells drilled, lending proof to its strength and growth. We are continu-ing to support the devel-opment of innovative technologies through
partnerships with indus-try that will increase oil production.”
The approval of these heavy oil EOR projects is consistent with the Saskatchewan Plan for Growth which includes initiatives aimed at increasing oil production and developing new tech-nologies to access our oil reserves. Some of the key objectives of the projects are to study the use of microbes and radio fre-quency heating to increase oil production.
“We are very pleased with the collaborative effort that industry and research organization partners made in the development of these projects,” Innovation Saskatchewan CEO
Jerome Konecsni said. “Innovation isn’t innova-tion unless it’s imple-mented to provide the promised benefits. With industry participating in the development and operation of the projects and providing 70 per cent of the funding, we are confident that these ini-tiatives will result in impacts on Saskatchewan’s econo-my.”
The funding is being allocated to four projects through the Saskatchewan Advantage Innovation Fund, which is accessible by partner-ship among industry and research organizations for strategic innovation proj-ects.

The Government of Saskatchewan is deeply concerned with the United States (U.S.) State Department’s announce-ment this spring that it will delay its final deci-sion on the proposed TransCanada Keystone XL Pipeline, even though the project has already passed the State Department’s own rigor-ous environmental impact assessment.
“This decision by the U.S. government is a major disappointment,” Premier Brad Wall said. “The Keystone XL pipe-line has been studied long and hard. The pipeline will create thou-sands of jobs on both sides of the border, offers a safe and efficient method of moving large volumes of oil, and according to the State Department will not contribute to a net increase in greenhouse gas emissions. This delay represents a major blow to the energy industry in Saskatchewan and in
Canada and will place unnecessary strain on relations with our largest trading partner.”
Last Friday, the State Department announced it would delay approval of the 2,700 kilometre pipeline in order to pro-vide eight federal agen-cies additional time to review the proposed project and clear any legal challenges to the Nebraska leg of the pipe-line.
A portion of the Keystone XL project would run through the province – providing jobs to Saskatchewan people and freeing-up pipeline capacity so that more Saskatchewan oil can enter the North American pipeline sys-tem.
Approval of the Keystone XL pipeline is especially important for Saskatchewan, consider-ing the grain transporta-tion challenges Saskatchewan producers are facing because a large number of rail cars have been diverted to
ship oil.“Saskatchewan grain,
potash, and other com-modities suffer every day the Keystone XL pipeline is not being built,” Wall said. “The United States needs to quit wavering and make a decision based on the facts, which support the con-struction of Keystone. These politically moti-vated decisions are hurt-ing the Saskatchewan economy, the U.S. econ-omy, and our ability to develop new markets and support North America energy sustain-ability.”
Wall noted that news of another delay in the Keystone approval pro-cess comes as rail ship-
ments of crude oil throughout North America continue to grow, along with the environmental hazards associated with those shipments.
In the U.S., rail ship-ments of oil grew by more than 4,000 per cent from 2008 to 2013 - from 9,500 carloads to an esti-mated 400,000 carloads in just five years, accord-ing to the Association of American Railroads.
In 2013, more crude oil - 4.35 million litres - was spilled in U.S. railway incidents than in the past 37 years combined, according to the Pipeline and Hazardous Materials Safety Administration.

Saskatchewan’s April sale of petroleum and natural gas rights brought in $47.9 million in revenue, bringing the total of the first two sales in 2014 to $98.6 million - a fig-ure that exceeds the entire 2013 calendar year total of $67.4 million.
“Industry has again voted with their pocketbooks that Saskatchewan is a great place to invest and drill for oil,” Energy and Resources Minister Tim McMillan said. “We look forward to seeing these new dispositions begin devel-opment and provide new jobs and prosperity for the province.”
The April sale saw the Weyburn-Estevan area receive the most bids with sales of $42.8 million. The Lloydminster area was next at $2.3 million, followed by the Kindersley-Kerrobert area at $1.7 million and the Swift Current area at $1.2 mil-lion.
The highest price paid for a single
parcel was shared between two adjoining exploration licences south of Assiniboia. Prairie Land & Investment Services Ltd. paid iden-tical amounts of $5,541,128 for the 5,180-hectare exploration licences. The highest price on a per-hectare basis was $9,313. Silver Hawk Resources Ltd. bid $150,770 for a 16-hectare lease south of Lloydminster.
Of particular interest in this sale was a cluster of exploration licenc-es between Assiniboia and Rockglen. Drilling in the early 1950s proved the presence of Bakken oil in the area, but the tech-nology did not exist to develop the resource.
“With interest in this area rekin-dled after 50 years, we are hopeful that the technological advances made in the interim can be applied to produce significant amounts of oil,” McMillan said.
The next sale of Crown petroleum and natural gas and oil shale dispo-sitions will be held on June 2, 2014.

Seventy-five per cent of Canadians agree Canada should use domestic oil before using oil from foreign sources, according to a national poll conducted by Ipsos Reid.
And Canadians surveyed over-whelmingly support pipelines that will serve Canadian markets, with 80 per cent in favour of moving oil sands crude from Western to Eastern Canada.
“Increasing supplies of Canadian crude to eastern Canadian markets will benefit refiners, producers and consumers in their everyday lives,” said Dave Collyer, president of the Canadian Association of Petroleum Producers (CAPP). “More domestic oil production means more eco-nomic growth and jobs for Canadians from coast to coast.”
Today, Eastern Canada imports about 700,000 barrels of oil per day from foreign sources, out of the 800,000 barrels of oil per day con-sumed. These imports from sourc-es including the North Sea and Africa are largely due to lack of pipeline infrastructure to connect western Canadian producers to eastern Canadian refiners.
Two-thirds of Canadians are in favour of pipelines to the West Coast to serve international ship-ping ports. The poll also indicates that 70 per cent of respondents agree it is important for Canada to access new markets for oil to reduce the reliance on exports to the United States, currently Canada’s only crude oil customer.
“While the U.S. remains our larg-est customer, increased market access for growing Canadian oil production is important to our industry and it is important to our country,” Collyer said. “We need more ways to transport more oil to more markets – markets in Eastern Canada, markets overseas and markets in the U.S. – for the benefit of all Canadians.”
The poll also shows 65 per cent
agree the oil sands can be produced while effectively man-aging their envi-ronmental foot-print – a view shared by the industry.
Collyer said the oil sands industry agrees with the 74 per cent of Canadians who say it can be doing more to protect the environment. “Our industry has a strong track record of environmental perfor-mance, and we recognize that con-tinuous improvement in reducing environmental impacts is essential to our industry’s ongoing social licence to operate,” Collyer said.
Collyer also said it’s critical that industry continue to collaborate on work to develop game-changing technologies, pointing to the 560 technologies, costing over $900 million to date, that were devel-oped collectively under the auspic-es of Canada’s Oil Sands Innovation Alliance.
“Technology and innovation are key enablers in realizing Canada’s growth objectives in the resource sector – reducing costs, addressing environmental challenges, unlock-ing resource potential, and improv-ing the way we develop, transport and consume energy.”
“Many organizations, such as the International Energy Agency, indi-cate that supply and demand for oil will remain strong for several decades,” Collyer said. “The chal-lenge for Canadian producers is to continue to produce and deliver crude oil and oil products safely and responsibly.”
The online poll of 2,070 Canadians was conducted from Oct. 17 to 22, 2013, on behalf of CAPP. The poll is accurate to within +/- 2.5 percentage points.
Additional highlights include:- 70 per cent of Canadians sur-
veyed agree the oil sands are important to Canada’s economy.
- 67 per cent agree the oil sands are a significant source of high-quality jobs for Canadians.
- 62 per cent agree the oil sands sector’s success is Canada’s success and contributes to Canada’s suc-cess economically and politically, versus 19 per cent who disagree.
- 61 per cent say they are proud of Canada’s collective efforts to con-tinue to find better ways to pro-duce the oil sands, while 19 per cent disagree.
- 58 per cent say developing the oil sands is key to the future eco-nomic prosperity of Canada, versus 24 per cent who disagree.
- 72 per cent agree: “Crude oil has been transported safely across Canada for decades.”
- 77 per cent agree conversations about the oil sands should be based in science and not rhetoric, while 7 per cent disagree.
