제1장

개론

1-1. 목적

본 규정은 미군소유 탄약, 폭발물, 조성품의 계정, 저장, 재물조사, 수입, 불출, 반납, 경계 제공, 정비

및 검사 수행, 처리, 부두취급, 수송에 필요한 방침, 절차, 일반적인 책임사항을 규정한다. 또한, 본 규정은

1974년 11월 25일자 한·미 단일탄약보급체제(SALS-K) 합의각서(MOA) 및 의정서에 의거 폭발물 안전

관련 탄약위험결정(MRD)을 받아내고, 미군소유 탄약과 관련된 사건/사고를 보고하며, 한국육군이

운영하는 탄약시설 및 그와 관련된 상급사령부를 방문하는 절차를 규정한다.

1-2. 범위

본 규정은 한·미 단일탄약보급체제(SALS-K) 합의 하에서 미군소유 탄약에 대한 계정, 저장, 재물조사,

수입, 불출, 반납, 경계, 검사, 정비, 처리, 부두취급, 수송 책임이 있는 모든 한국군과 미군의 각급 사령부,

참모부서, 부대, 시설에 적용한다.

1-3. 관련근거

적용 가능한 관련근거는 부록 A에 열거되어 있다.

본 규정은 이전 버전인 1996년 1월 11일자 SALS-K 규정 700-1을 대체한다.

CHAPTER 1

INTRODUCTION

1-1. PURPOSE

This regulation prescribes policies, procedures, and general responsibilities to account for, store, inventory,

receive, issue, turn-in, provide security for, perform maintenance and surveillance on, dispose of, port-handling,

and transport US-titled ammunition, explosives, and components. It also describes procedures to obtain

explosives safety MRDs, report incidents/accidents associated with US-titled ammunition, and visit the Republic

of Korea (ROK) Army operating ammunition facilities and related Commands thereto under the Single

Ammunition Logistics System-Korea (SALS-K) Memorandum of Agreement (MOA), dated 25 November 1974

and the Protocol thereto.

1-2. SCOPE

This regulation applies to all US and ROK Commands, staffs, units, and facilities responsible for

accountability, storage, inventory, receipt, issue, turn-in, security, surveillance, maintenance, disposal, port-

handling, and transportation of US-titled ammunition under the SALS-K Agreement.

This regulation supersedes the previous version of SALS-K Reg. 700-1, dated 11 January 1996.

책임

2-1. 한·미 연합탄약협조단(CACG)의 책임사항

a. 한·미 단일탄약보급체제(SALS-K) 관련 모든 규정을 승인한다.

b. 본 규정의 시행으로부터 발생하는 문제를 해결한다. 한·미 연합탄약협조단(CACG)은 한·미

단일탄약보급체제(SALS-K) 합의 하에서 탄약보급 및 폭발물 안전 관련 문제를 토의 및 해결하기 위한

주요채널이다. 그러나 모든 한·미 단일탄약보급체제(SALS-K) 관련 문제는 한·미 연합탄약협조단(CACG)에

상정하기 전에 미8군과 한국육군간의 한·미 단일탄약보급체제(SALS-K) 실무단에서 논의되어야 한다.

c. 한·미 단일탄약보급체제(SALS-K) 합의 및 본 규정에 따라 제공된 근무에 대한 보상요율을 협상하고

발간한다. 보상청구와 관련된 논쟁을 협조 및 해결한다.

d. 관련된 탄약의 소유권과 무관하게 한·미 단일탄약보급체제(SALS-K) 시설에서 발생한 폭발, 화재

및/또는 사고를 둘러싼 상황을 판단하기 위해 한·미 사고조사위원회를 임명한다.

e. 본 한·미 단일탄약보급체제(SALS-K) 규정이 항상 최신현황으로 유지될 수 있도록, 그리고 문제를

해결하기 위해 한국육군 및 미군 부대에 한·미 연합탄약협조단(CACG)의 방침 및 지침을 발행한다.

f. 본 규정에 따라 임명된 한·미 단일탄약보급체제(SALS-K) 담당자의 성명, 직책, 소속부대, 전화번호를

한국 육군본부 군수참모부, 주한미군사령부 군수참모부, 미8군사령부 군수참모부, 지상작전사령부 군수처,

미19지원사령부, 탄약지원사령부에 매년 10월 15일 한 배부한다.

g. 탄약 적송 관련 선박/열차/트럭 호송대의 초과정박(정차) 보고서 및 기타 보고서를 검토하고,

초과정박(정차) 관련 및 결함에 대한 비용의 지불책임을 결정한다.

h. 탄약위험결정(MRD)을 승인 또는 불승인한다.

i. 미8군과 한국육군간의 한·미 단일탄약보급체제(SALS-K) 실무단(WG) 활동을 감독한다.

2-2. 한국 육군본부 군수참모부장의 책임사항

a. 주한미군사령부 군수참모부장과 협조하여 한·미 연합탄약협조단(CACG) 회의를 공동 주관한다.

b. 모든 한·미 단일탄약보급체제(SALS-K) 규정을 검토한다.

c. 본 규정의 요구사항을 준수하도록 한국육군 부대를 통제 및 감독한다.

d. 지상작전사령부 또는 탄약지원사령부로부터 제기된 문제를 해결하기 위해

주한미군사령부/미8군사령부와 협조한다.

e. 미군소유 탄약을 안전하게 계정, 저장, 재물조사, 수입, 불출, 반납, 경계 제공, 정비 및 검사 수행, 처리,

수송과 이들 작업간에 식별된 결함을 시정하기 위한 적절한 절차가 가용하도록 보장한다.

f. 계정, 저장, 재물조사, 수입, 불출, 반납, 경계, 안전, 검사, 정비, 처리, 수송 관련 문제를 예방하고, 문제

발생시 이를 식별하여 시정한다.

g. 한·미 단일탄약보급체제(SALS-K)의 절차를 준수하도록 한국육군 예하 각급 사령부에 대한 현지평가를

실시한다.

h. 한·미 단일탄약보급체제(SALS-K) 합의 하에서 운영되고 있는 한국육군 탄약부대를 지원하기 위해

물자취급장비(MHE), 수송수단, 인력 등 자산 확보를 기획한다.

CHAPTER 2

RESPONSIBILITIES

2-1. US-ROK COMBINED AMMUNITION COORDINATING GROUP (CACG) will:

a. Approve all Single Ammunition Logistics System-Korea (SALS-K) regulations.

b. Resolve problems resulting from the implementation of this regulation. CACG is the main channel to

discuss and resolve issues related to the ammunition logistics and explosives safety under the SALS-K

Agreement. However, all the SALS-K issues should be addressed at SALS-K Working Group (WG) between

8A and ROKA prior to being escalated to the CACG.

c. Negotiate and publish reimbursement rates for services provided under the SALS-K Agreement and this

regulation. Coordinate and resolve disputes concerning reimbursement request.

d. Appoint the US-ROK accident investigation board to determine circumstances surrounding explosions,

fires, and/or accidents occurred at SALS-K sites regardless ownership of the ammunition involved.

e. Publish CACG policies and directives for US and ROKA organizations to ensure this SALS-K regulation

stays current, and to resolve problems.

f. Distribute the names, positions, organizations, and phone numbers of SALS-K Points of Contact (POCs)

appointed in accordance with this regulation to the ROKA Deputy Chief of Staff, Logistics (DCSLOG), United

States Forces Korea (USFK) J4, 8A G4, ROKA Ground Operations Command (GOC) G4, US Army 19th

Expeditionary Sustainment Command (19th ESC), and ROKA Ammunition Support Command (ASC) NLT 15

October annually.

g. Review the demurrage statements for ships/trains/truck convoys and other reports concerning

ammunition shipments, and determine the responsibilities of payments for the costs involved in the demurrage

and for discrepancies.

h. Approve or disapprove Munitions Risk Decision (MRD).

i. Supervise activities of the SALS-K WG between 8A and ROKA.

2-2. DEPUTY CHIEF OF STAFF, LOGISTICS (DCSLOG), REPUBLIC OF KOREA ARMY (ROKA) will:

a. Co-host the Combined Ammunition Coordinating Group (CACG) meeting in coordination with ACofS

J4, USFK.

b. Review all SALS-K regulations.

c. Control and supervise ROKA units for compliance with requirements of this regulation.

d. Coordinate with USFK/8A to resolve issues referred by ROKA GOC or ASC.

e. Assure adequate procedures are available to safely account for, store, inventory, receive, issue, turn-in,

provide security for, perform maintenance and surveillance on, dispose of, and transport US-titled ammunition,

and to correct discrepancies identified during these operations.

f. Prevent, or identify and correct accountability, storage, inventory, receipt, issue, turn-in, security, safety,

surveillance, maintenance, disposal, and transportation problems as they occur.

g. Perform on-the-ground assessments of subordinate ROKA commands for compliance with SALS-K

procedures.

h. Program assets to support ROKA ammunition units operating under the SALS-K Agreement; such as

Material Handling Equipment (MHE), transportation, and manpower.

i. 미군소유 탄약의 안전한 저장을 위해 적합한 유개저장소를 제공한다.

j. 미해결 및/또는 반복적인 결함보고서에 대한 분기별 요약서를 작성하여 한·미 연합탄약협조단(CACG)

/한·미 단일탄약보급체제(SALS-K) 실무단을 통해 주한미군사령부/미8군사령부 군수참모부와 논의하고, 적절한

조치를 취한다.

k. 한·미 단일탄약보급체제(SALS-K)와 관련된 문제의 해결을 위해 한·미 단일탄약보급체제(SALS-K)

담당자를 임명하고, 담당자의 성명, 직책, 소속부대, 전화번호를 한·미 연합탄약협조단(CACG)에 매년 10월 1일

한 통보한다.

l. 한·미 단일탄약보급체제(SALS-K) 합의 하에서 미전용 탄약에 제공된 근무지원에 대해 검증된

보상청구서를 주한미군사령부에 제출한다.

m. 탄약지원사령부 및 지상작전사령부가 폭발물 안전 탄약위험결정(MRD)에 대한 시정조치계획을 본

규정의 부록 I, 부첨 1에 의거 작성, 제출하도록 확인한다.

n. 폭발물 안전 탄약위험결정(MRD)을 검토하고, 이를 수용 또는 불수용할 것인지에 대해 한·미

연합탄약협조단(CACG)의 미측 공동의장과 협조한다.

o. 탄약지원사령부 및 지상작전사령부가 작성한 장기 시정조치계획을 연간단위로 종합하여 한·미

연합탄약협조단(CACG)의 미측 공동의장에게 제공한다. 장기 시정조치계획에는 탄약창/탄약보급소의

탄약위험결졍(MRD)에 포함된 시정조치계획을 지원 및 시행하기 위한 세부적인 연간 추진계획이 포함된다. 이

연례적인 요구사항은 매년 5월 1일 한 제공되어야 한다.

p. 한국 육군본부는 탄약고 배치계획 및 현장조사에 대한 최종 승인권한을 행사한다. 미측은 이를

검토하여 미 병기중대 및/또는 6병기대대 수준에서 탄약창장/탄약보급소장과 직접 협조한 후 해당 탄약고

배치계획에 대한 적당한 권고를 제공한다.

2-3. 주한미군사령부 군수참모부장의 책임사항

a. 한국 육군본부 군수참모부장과 협조하여 한·미 연합탄약협조단(CACG) 회의를 공동 주관한다.

b. 한·미 단일탄약보급체제(SALS-K) 규정을 검토, 발간하여 한국군 및 미군 부대에 배부한다.

c. 본 규정의 요구사항을 준수하도록 예하부대를 감독한다.

d. 계정, 저장, 재물조사, 수입, 불출, 반납, 경계, 검사, 정비, 처리, 부두취급, 수송 기능을 수행하는

과정에서 미국의 기준과 관련된 방침, 지침, 해석을 제공한다.

e. 미군소유 훈련용, 전투휴대량, 전쟁예비 탄약 재고의 배치와 관련하여 한국 육군본부 군수참모부장과

협조한다.

f. 향후 5년 간의 계획주기 동안 예상되는 미군소유 탄약 저장소요(DODIC, 수량, 저장위치)를 매년 2월

15일 한 한국 육군본부 군수참모부장에게 제공한다.

g. 미군부대로부터 제기된 문제를 해결하기 위해 한국 육군본부 군수참모부장과 협조한다.

h. 미8군 또는 예하 각급 사령부로부터 제기되어 한반도 전체에 영향을 미치는 문제에 대해 미

태평양육군사령부(USARPAC)와의 1차적인 연락책으로서 역할을 한다.

i. 성명, 직책, 소속부대, 전화번호가 포함된 예하부대의 한·미 단일탄약보급체제(SALS-K) 담당자 정보를

종합하여 매년 10월 1일 한 한·미 연합탄약협조단(CACG)에 명단을 제출한다.

j. 폭발물 안전 탄약위험결정(MRD)을 검토하고, 이를 수용 또는 불수용할 것인지에 대해 한·미

연합탄약협조단(CACG)의 미측 공동의장과 협조한다.

i. Provide adequate covered storage to safely store US-titled ammunition.

j. Prepare a quarterly summary of unresolved and/or recurring discrepancy reports and discuss them with

USFK J4, 8A G4 through the CACG/SALS-K WG, and take appropriate action for them.

k. Appoint SALS-K POCs for resolution of SALS-K issues. Report the names, positions, organizations, and

phone numbers of the POCs to the CACG NLT 1 October annually.

l. Submit verified requests for reimbursement to USFK for services rendered for US-intended ammunition

under the SALS-K Agreement.

m. Ensure corrective action plans for explosives safety MRDs are prepared and submitted by ROKA

Ammunition Support Command (ASC) and Ground Operations Command (GOC) IAW Annex 1, Appendix I of

this regulation.

n. Review explosives safety MRDs and coordinate them with the US Co-Chairperson of the CACG for their

acceptance/non-acceptance.

o. Provide the US Co-Chairperson of the CACG with annual consolidated long-term corrective action plans

developed by ROKA Ammunition Support Command (ASC) and Ground Operations Command (GOC), which

contain detailed yearly projections to support and implement corrective action plans identified in AD/ASP

MRDs. This annual requirement will be provided by 1 May annually.

p. HQ, ROKA has final approving authority for site plans and site surveys. The US will review them and

provide appropriate recommendations of the site plans after US Ord Co and/or Ord BN level direct coordination

with the AD/ASP commander is made.

2-3. Assistant Chief of Staff, J4 (ACofS, J4), USFK will:

a. Co-host the Combined Ammunition Coordinating Group (CACG) meeting in coordination with ROKA

DCSLOG.

b. Review, publish and distribute the SALS-K regulation to US and ROK units.

c. Supervise subordinate units to ensure compliance with requirements of this regulation.

d. Provide policy, guidance, and interpretation concerning US standards during accountability, storage,

inventory, receipt, issue, turn-in, security, surveillance, maintenance, disposal, port-handling, and transportation

functions.

e. Coordinate with ROKA DCSLOG for positioning of US-titled ammunition stocks for training,

Ammunition Combat Loads (ACL), and War Reserve.

f. Provide ROKA DCSLOG with projected storage requirements of US-titled ammunition (by DODIC,

quantity, and storage site) by February 15 annually for the next 5 year planning cycle.

g. Coordinate with ROKA DCSLOG to resolve issues referred by US units.

h. Serve as the primary communications link with the United States Army Pacific Command (USARPAC)

for issues raised by 8A or subordinate commands that affect the entire peninsula.

i. Consolidate SALS-K POCs information of the subordinate units containing the names, positions,

organizations, and telephone numbers and submit the list to the CACG NLT 1 October annually.

j. Review explosives safety MRDs and coordinate them with the ROKA Co-Chairperson of the CACG for

their acceptance/non-acceptance.

l. 위에 언급된 사고보고서의 최초 접수사실을 주한미군사령부 인사참모부에 통보한다.

m. 한국 육군본부 군수참모부로부터 검증된 한·미 단일탄약보급체제(SALS-K) 보상청구서를 접수하여

처리한다.

2-4. 미8군사령부 군수참모부장의 책임사항

a. 주한미군사령부 군수참모부장의 지시에 따라 기술적, 실무적 차원에서 한·미 단일탄약보급체제(SALS-K)

규정을 검토한다.

b. 본 규정의 요구사항을 준수하도록 예하부대를 통제 및 감독한다.

c. 미군부대로부터 제기된 문제를 해결하기 위해 한국 육군본부 군수참모부장과 협조한다. 한·미

단일탄약보급체제(SALS-K) 실무단은 2015년 5월 21일 발효된 한·미 단일탄약보급체제(SALS-K) 이행지시

제15호에 의거 미군소유 탄약의 보급 및 폭발물 안전과 관련된 문제를 해결하기 위한 미8군과 한국 육군간의

1차적인 협조채널이다.

d. 미8군사령부 작전참모부와 연계하여 저장목표를 설정하고, 주한미군사령부 군수참모부 요청시

제공한다.

e. 향후 5년 간의 계획주기 동안 예상되는 미군소유 탄약 저장소요(DODIC, 수량, 저장위치)를 매년 1월

31일 한 주한미군사령부 군수참모부에 제공한다.

f. 한·미 단일탄약보급체제(SALS-K)의 절차를 준수하도록 예하부대에 대한 현지평가를 실시한다.

g. 미해결 및/또는 반복적인 결함보고서에 대한 분기별 요약서를 주한미군사령부 군수참모부에 제공하고,

한·미 단일탄약보급체제(SALS-K) 실무단을 통해 한국 육군본부 군수참모부, 지상작전사령부, 탄약지원사령부와

협조하며, 문제 해결을 위해 적절한 조치를 취한다. 해결되지 않은 문제는 한·미 연합탄약협조단(CACG)에서

추가로 토의할 수 있도록 주한미군사령부 군수참모부장에게 보고한다.

h. 저장수준이 미 폭발물 저장 안전기준을 위반하는 저장위치로부터 재고의 재분배와 관련된

미19지원사령부의 요청을 승인한다.

i. 한·미 단일탄약보급체제(SALS-K) 담당자를 임명하고, 성명, 직책, 소속부대, 전화번호가 포함된 명단을

매년 9월 25일 한 주한미군사령부 군수참모부에 제출한다.

j. 한국육군과 협조하여 폭발물 안전 탄약위험결정(MRD)을 검토하고, 주한미군사령부 군수참모부에

승인을 건의한다.

k. 한·미 단일탄약보급체제(SALS-K) 합의 하에서 미군소유 탄약을 취급 및 저장하는 한국육군 인원들이

사용할 수 있도록 적용할 수 있는 모든 미 폭발물 안전규정 사본을 한국육군에 제공한다.

2-5. 지상작전사령관 및 탄약지원사령관의 책임사항

a. 한·미 단일탄약보급체제(SALS-K) 합의 하에서 미군소유 탄약, 폭발물, 조성품에 대한 효율적인 계정,

저장, 재물조사, 수입, 불출, 반납, 경계, 검사, 정비, 처리, 수송 절차를 발전시키기 위해 미19지원사령부와

협력한다.

k. Appoint the US preliminary accident investigation board to immediately ascertain the magnitude of the

accident, identify and interview witnesses, and summarize or record their statements. This US preliminary

accident investigation board will operate until a combined US-ROK accident investigation board is established

and operational. The findings of the US preliminary investigation board may be used by the combined accident

investigation board to facilitate its work.

l. Notify USFK J1 of the initial receipt of accident reports covered herein.

m. Receive and process verified requests for SALS-K reimbursement from ROKA DCSLOG.

2-4. Assistant Chief of Staff, G4 (ACofS, G4), US 8A will:

a. Review the technical and practical aspects of the SALS-K regulation at the direction of USFK J4.

b. Control and supervise subordinate units for compliance with requirements of this regulation.

c. Coordinate with ROKA DCSLOG to resolve issues referred by US units. Single Ammunition Logistics

System-Korea (SALS-K) Working Group (WG) is a primary channel for coordination between 8A and ROKA

to resolve issues related to the logistics and explosives safety of US-titled ammunition pursuant to Single

Ammunition Logistics System-Korea (SALS-K) Implementing Directive No. 15 effective 21 May 2015.

d. Develop stockage objectives in conjunction with 8A G3, and provide it to USFK J4 as requested.

e. Provide USFK J4 with projected storage requirements of US-titled ammunition (by DODIC, quantity,

and storage site) by January 31 annually for the next 5 year planning cycle.

f. Perform on-the-ground assessments of subordinate units for compliance with SALS-K procedures.

g. Provide a quarterly summary of unresolved and/or recurring discrepancy reports to USFK J4, and

coordinate them with ROKA DCSLOG, GOC, and ASC through the SALS-K WG, and take appropriate actions

for them. Elevate unresolved issues to ACofS, J4, USFK for further discussion at CACG.

h. Approve requests from 19th ESC concerning redistribution of stocks from storage locations where

stockage levels violate US explosives storage safety standards.

i. Appoint SALS-K POCs and submit a list containing the names, positions, organizations, and telephone

numbers of POCs to USFK J4 NLT 25 September annually.

j. Review explosives safety MRDs in coordination with ROK Army, and recommend USFK J4 for

approval.

k. Furnish a copy of all applicable US explosives safety regulations to ROK Army for use by ROKA

personnel handling and storing US-titled ammunition under the SALS-K Agreement.

2-5. COMMANDERS, ROKA GOC and ASC will:

a. Work with 19th ESC to develop procedures for effective accountability, storage, inventory, receipt, issue,

turn-in, security, surveillance, maintenance, disposal, and transportation of US-titled ammunition, explosives,

and components under the SALS-K Agreement.

탄약창/탄약보급소의 기능을 통제한다.

c. 예하부대가 계정, 저장, 재물조사, 수입, 불출, 반납, 경계, 검사, 정비, 처리, 수송 분야의 결함을 적시에

시정하고, 검사보고서에 대한 회신을 완전하고, 적절하며, 규정된 기한 내에 제출토록 함으로써 본 규정에

부합하도록 탄약창/탄약보급소를 통제한다.

d. 예하 탄약창/탄약보급소가 적절한 계정, 저장, 재물조사, 수입, 불출, 반납, 경계, 검사, 정비, 처리, 수송

기능을 수행하고 운영상의 결함사항 및 안전 위반사항을 시정하는데 필요한 자원을 계획하여 제공한다.

e. 한국육군 탄약창장/탄약보급소장이 제기한 문제를 해결한다. 제기된 제반 문제는 해결을 위해 우선

미19지원사령부 지원운영처 탄약과와 협조하되, 해결되지 않은 문제는 한국 육군본부 군수참모부에 보고한다.

f. 한·미 단일탄약보급체제(SALS-K) 담당자를 임명하고, 성명, 직책, 소속부대, 전화번호가 포함된 명단을

매년 9월 15일 한 한국 육군본부 군수참모부에 제출한다.

g. 미국의 탄약 배치지시 및 한국 육군본부 군수참모부와 협조된 저장목표에 따라 저장시설에서 폭발물

안전기준을 충족하는 가운데 미군소유 탄약을 저장할 수 있도록 미19지원사령부와 협조한다.

h. 저장공간 및 안전 제약으로 인해 적송되어 오는 미군소유 탄약을 안전하고 유개화된 저장시설에

저장할 수 없을 경우 적송지시를 접수한 날로부터 1주 이내에 탄약지원사령부를 통해 미19지원사령부에

통보한다.

i. 미19지원사령부로부터 접수한 적송지시에 관한 최신정보를 예하 탄약창/탄약보급소에 제공한다.

j. 본 규정 하에서 수행되는 탄약 작업(예: 저장, 계정, 이동, 고내이관, 정비, 재물조사 등)을 위해

예하부대가 작업예규(SOP)를 작성, 활용, 최신화하도록 한다.

k. 예하부대의 폭발물 안전 탄약위험결정(MRD)에 대해 정확성, 완전성, 필요성을 검토하고 승인 또는

불승인 건의와 함께 한국 육군본부(참조: 군수참모부 탄약과)에 제출한다.

l. 보고된 폭발물 안전 위반과 관련하여 효과적인 문제 해결을 위해 미19지원사령부와 협조한다.

m. 폭발물 안전 위반사항은 한국 육군본부(참조: 군수참모부 탄약과)로 즉시 서면 보고하고, 개별 사령부

내에서 해결할 수 없을 경우에는 한국 육군본부의 지원 또는 처분지침을 요청한다.

n. 안전거리 탄약위험결정(MRD)의 시정조치계획이 본 규정 부록 I 부첨 1에 따라 작성되도록 하고,

위반을 시정하기 위한 모든 가능한 조치사항이 반영되도록 조치를 취한다.

o. 안전거리 위반을 내포한 채로 탄약고가 신축되지 않도록 탄약창/탄약보급소로 하여금 지원 미

병기중대와 탄약고 배치계획(안)을 협조하도록 한다. 현지에서 해결되지 않은 탄약고 배치 문제는 한국

육군본부 군수참모부에 보고한다.

p. 탄약지원사령관의 책임사항

(1) 선박이 도착하기 전에 한·미 연합탄약협조단(CACG)의 승인을 받을 수 있도록 충분한 시간을 두고

본 규정의 부록 I에 의거 탄약위험결정(MRD)을 준비한다.

(2) 한국국군 수송사령부에 적송요청서를 제출하고, 화물분배계획(CDP) 및 화물적하목록을 근거로

화물처리지시서(CDI)를 준비하여 항만운영단에 배부한다.

b. Control ROKA AD/ASP functions related to SALS-K activities in close coordination with 19th ESC for

effective accountability, storage, inventory, receipt, issue, turn-in, security, surveillance, maintenance, disposal,

and transportation programs under this regulation.

c. Enforce ADs/ASPs compliance with this regulation by ensuring that accountability, storage, inventory,

receipt, issue, turn-in, security, surveillance, maintenance, disposal, and transportation discrepancies are

corrected in a timely manner by subordinate units, and that replies to inspection reports are complete, adequate,

and submitted within established time limits.

d. Program and provide subordinate AD/ASP units with resources required to perform adequate

accountability, storage, inventory, receipt, issue, turn-in, security, surveillance, maintenance, disposal, and

transportation functions, and also correct operational deficiencies and safety violations.

e. Resolve issues referred by ROKA AD/ASP commanders. The issues and problems will first be

coordinated with 19th ESC SPO Munitions Branch for resolution; unresolved issues will be elevated to ROKA

DCSLOG.

f. Appoint SALS-K POCs and submit a list containing the names, positions, organizations, and telephone

numbers of the POCs to ROKA DCSLOG NLT 15 Sep annually.

g. Coordinate with 19th ESC to store US-titled ammunition stocks IAW US ammunition positioning

directives and stockage objectives coordinated with the ROKA DCSLOG, while ensuring explosives safety

standards in storage are met.

h. Notify 19th ESC through ROKA ASC within one week of the receipt of a shipping directive, when space

and safety constraints prevent safe, covered storage of incoming shipments of US-titled ammunition.

i. Furnish subordinate AD/ASP units with advanced information on shipping directives received from 19th

ESC.

j. Assure that subordinate units develop, use, and update Standing Operating Procedures (SOP) for

ammunition operations performed under this regulation (i.e., storage, accountability, movement, rewarehousing,

maintenance, and inventory).

k. Review explosives safety MRDs from subordinate units for accuracy, completeness, and necessity and

forward them to HQ, ROKA, ATTN: DCSLOG (Ammunition Division) with recommendations for approval or

disapproval.

l. Coordinate with 19th ESC for effective resolution of problems concerning reported explosives safety

violations.

m. Report promptly, in writing, explosives safety violations to HQ, ROKA, ATTN: DCSLOG (Ammunition

Division), and request HQ, ROKA assistance or disposition instructions when they cannot be resolved within

their individual commands.

n. Take actions to ensure the corrective action plans for Quantity-Distance (QD) MRD are prepared IAW

Annex 1, Appendix I of this regulation and reflect all possible actions to correct the violations.

o. Assure that ADs/ASPs coordinate proposed site plans with supporting US Ord Cos to ensure no built-in

QD violations. Site problems unsolved locally will be forwarded to ROKA DCSLOG.

p. Commander, ROKA ASC will:

(1) Prepare MRDs with sufficient time for approval by the CACG IAW Appendix I of this regulation

prior to the ship arrival.

(2) Submit transportation request to the ROK Transportation Command (TC) and prepare Cargo

Disposition Instruction (CDI) based on the CDP and cargo manifest, and distribute CDIs to ROK POG.

(3) 부두취급 및 적송작업을 지원함에 있어 미 검사요원의 요청이 있을 경우 위험한 폭발물 및 탄약의

이동/처리를 포함한 폭발물처리 능력을 제공한다.

(4) 탄약지원사령부는 탄약창 및 탄약보급소를 통해 아래 사항을 포함하여 진해탄약항과 관계된

적송작업에 대해 책임을 진다.

(a) 탄약저장소로부터 진해탄약항으로 적송되어 오는 탄약적재 화차/트럭 현황을 미19지원사령부

및 837수송대대에 통보한다.

(b) 탄약저장소로부터 적송된 탄약이 정해진 시간에 부두에 도착하도록 확인한다.

(c) 차량 및 화차로부터 모든 석탄분진, 시멘트, 물, 얼음 및 기타 부스러기를 제거한다. 모든 차량

및 화차는 탄약을 적재하기 전·후에 트럭운전자 또는 열차차장/철도검사관에게 제공된 미 국방부 양식

626(차량검사) 및 836(소방지침서)의 조항에 의거 현지 한국육군 및 미 병기중대 검사요원으로부터 검사를

받고 인증받는다.

(d) 탄약저장소로부터 진해탄약항으로의 적송에 대해서는 검사우선순위와 현지 검사요원이

제공하는 적재/결박 도면에 의거 탄약을 고정, 결박 및 안전하게 한다. 한·미 합동검사 결과 지적된 결함은 출발

전에 시정한다(부록 E 참조).

(e) 미19지원사령부가 적송출발지점에서 적시에 미 국방부 양식 1348-1을 준비하지 못했을 경우

경계팀과 한국육군 하수부대 대표자간의 관리권 전환을 분명히 하기 위해 착지별로 경계팀용 가증표를

준비한다. 민감한 화물에 대해서는 최종착지에 도착할 때까지 지속적인 소유권 계통을 보장하기 위해 서명 및

검수기록표(미 국방부 양식 1907)를 사용한다.

(f) 적송출발지점으로부터 진해탄약항으로 출발시키기 전에 탄약이 적재된 모든 무개화차에 내화성

보호덮개를 제공한다.

(g) 차기 수송수단으로 화물을 적송하기에 앞서 손상된 파렛트와 포장재료를 수리한다.

q. 탄약지원사령관은 한국 내에서 제공된 보상 대상 근무지원 내용을 수집, 한·미 양측이 합의한 형식으로

문서화하여 미19지원사령부와 협조 후 한국 육군본부 군수참모부로 제출한다.

r. 한국육군 탄약창 또는 대대급에서 해결되지 않아 탄약대대로부터 접수된 모든

결함/시정조치평가보고서를 심사하고, 해결을 위해 미19지원사령부와 협조한다. 해결되지 않은 문제는 한국

육군본부 군수참모부(참조: 탄약과장)로 보고한다. 해결되지 않은 결함/시정조치평가보고서에는

지상작전사령부 또는 탄약지원사령부가 미19지원사령부와 협조하여 취한 세부적인 협조조치 사항들이

포함된다.

s. 해결되지 않은 결함보고서에 대한 분기별 요약서를 지상작전사령관 또는 탄약지원사령관에게 적절하게

제공한다. 요약보고서 사본은 모든 첨부물과 함께 신속히 한국 육군본부 군수참모부(참조: 탄약과장)에

제출한다.

2-6. 미19지원사령관의 책임사항

a. 한·미 단일탄약보급체제(SALS-K) 합의 하에서 탄약, 폭발물, 조성품에 대한 효율적인 계정, 저장,

재물조사, 수입, 불출, 반납, 경계, 검사, 정비, 처리, 수송을 위한 절차를 발전시키기 위해 한국육군

지상작전사령부, 탄약지원사령부, 한국국군 수송사령부와 협력한다.

b. 본 규정 하에서 효율적인 계정, 저장, 재물조사, 수입, 불출, 반납, 경계, 검사, 정비, 처리, 수송 업무를

위해 한·미 단일탄약보급체제(SALS-K) 활동에 관련되는 예하 사령부의 기능을 통제한다.

(3) Provide EOD capability in support of port handling and shipment operations to include

movement/disposal of hazardous explosives and ammunition when requested by US surveillance personnel.

(4) The ROKA ASC through ADs and ASPs will be responsible for Jinhae Ammunition Pier-related

shipping operations to include:

(a) Notifying 19th ESC and 837th Trans BN of incoming ammunition-loaded railcars/trucks from

storage locations to Jinhae Ammunition Pier.

(b) Assuring that shipments from storage locations to the pier arrive at the specified time.

(c) Removing all coal dust, cements, water, ices, nails, splinters and other debris from vehicles and

railcars. Ensuring all vehicles and railcars are inspected and certified by local ROKA and US Ord Co

surveillance personnel prior to and after ammunition loading IAW provisions of DD Form 626 (Motor Vehicle

Inspection) and DD Form 836 (Firefighting Instructions) provided to the truck driver or train conductor/railroad

inspector.

(d) For shipment from storage locations to Jinhae Ammunition Pier, blocking, bracing, and securing

ammunition IAW inspection criteria and loading/bracing drawings provided by local surveillance personnel.

Discrepancies noted by the US and ROKA joint inspections will be corrected before release (see Appendix E).

(e) Preparing an interim voucher by destination for security forces to assure custodial turnover

between security forces and a representative of ROKA receiving unit when a DD Form 1348-1 is not prepared

by 19th ESC at shipment departure point in a timely manner. For sensitive cargo, use DD Form 1907, Signature

and Tally Record, to ensure a continuous chain of possession until arrival at final destination.

(f) Providing fire-resistant tarpaulins for all gondola cars loaded with ammunition prior to release

from shipment departure point to Jinhae Ammunition Pier.

(g) Repairing damaged pallets and packing material prior to shipping cargo on the next mode of

transportation.

q. Commander, ROKA ASC, will collect and document, in a form agreed upon by US and ROK, all

reimbursable services rendered in the country, and forward the forms to ROKA DCSLOG after coordinating

with 19th ESC.

r. Investigate all discrepancy/corrective action evaluation reports received from ROKA ADs or

Ammunition BNs unresolved at Battalion level, and coordinate resolution with 19th ESC. Elevate unresolved

issues to ROKA DCSLOG, ATTN: Chief, Ammo Div. These unresolved discrepancy/corrective action

evaluation reports will be accompanied with detailed coordination actions taken by ROKA GOC or ASC in

coordination with 19th ESC.

s. Provide a quarterly summary of unresolved discrepancy reports to Commander, ROKA GOC or ASC as

appropriate. A copy of the summary reports with all enclosures will be forwarded expeditiously to ROKA

DCSLOG, ATTN: Chief, Ammo Div.

2-6. COMMANDER, US 19th ESC will:

a. Work with ROKA GOC, ASC, and ROK TC to develop procedures for effective accountability, storage,

inventory, receipt, issue, turn-in, security, surveillance, maintenance, disposal, and transportation of

ammunition, explosives, and components under the SALS-K Agreement.

b. Control subordinate command functions related to SALS-K activities for effective accountability,

storage, inventory, receipt, issue, turn-in, security, surveillance, maintenance, disposal, and transportation

programs under this regulation.

c. 미군소유 탄약과 관계되는 계정, 저장, 재물조사, 수입, 불출, 반납, 경계, 검사, 정비, 처리, 수송 작업의

모든 면에 미국 기준을 적용하도록 보장하기 위해 본 규정의 조항에 대한 예하 미 병기중대의 전반적인

준수상태를 검토한다.

d. 미6병기대대는 계정, 저장, 재물조사, 수입, 불출, 반납, 경계, 검사, 정비, 처리, 수송 작업에 관여하기

때문에 검사우선순위 및 시정조치를 위한 권고와 관련하여 미6병기대대에 기술적인 지도 및 지침을 제공한다.

또한, 필요하다고 여겨지면 지상작전사령부 및 탄약지원사령부와 한국육군을 위한 기술적인 지도 및 지침을

협조한다.

e. 대대급에서 해결되지 않아 미6병기대대로부터 접수된 모든 결함/시정조치평가보고서를 심사하고,

해결을 위해 책임이 있는 한국육군의 주요사령부(지상작전사령부 또는 탄약지원사령부)와 협조한다. 해결되지

않은 문제는 미8군사령부 군수참모부로 보고한다. 해결되지 않은 결함/시정조치평가보고서에는

미19지원사령부가 지상작전사령부 또는 탄약지원사령부와 취한 세부적인 협조조치들이 동봉된다.

f. 해결되지 않은 결함보고서에 대한 분기별 요약서를 종합한다. 요약보고서 사본은 모든 첨부물과 함께

신속히 미8군사령부 군수참모부에 제출한다.

g. 한·미 단일탄약보급체제(SALS-K) 문제의 해결을 위해 한·미 단일탄약보급체제(SALS-K) 담당자를

임명하고, 성명, 직책, 소속부대, 전화번호가 포함된 명단을 매년 9월 15일 한 미8군사령부 군수참모부에

보고한다. 가능한 한 낮은 수준에서 문제를 해결하기 위해 한·미 단일탄약보급체제(SALS-K) 담당자는

지상작전사령부 및 탄약지원사령부와 직접 협조한다.

h. 미군소유 자산이 관련된 사고 보고시 미 육군규정 385-40 및 본 규정의 부록 G에 포함된 보고절차를

준수한다.

i. 도입/반출되는 모든 미군소유 탄약에 대한 경계소요를 식별하고, 기밀탄약에 대해서는 경계병을

요청한다(기밀탄약 적송시 미측인원 지원을 위해 미 8헌병여단에 통보한다.).

j. 저장목표, 미8군 및 피지원부대의 희망에 따라 설정된 우선순위, 저장공간/안전 제약요소를 고려하여

미군소유 탄약의 분배를 지시한다.

k. 탄약 전산계정시스템을 다음과 같이 유지 및 운영한다.

(1) 주한미군사령부, 미 태평양육군사령부, 미8군사령부에 탄약현황보고서를 제공한다.

(2) 적절한 관리보고서를 제공한다.

l. 각각의 적송물량에 대해 안전하고 유개화된 저장시설이 가용토록 보장하기 위해 적송이 이루어지기 전에

지상작전사령관 및 탄약지원사령관, 미6병기대대장과 탄약 계획수립을 협조한다.

m. 예하 미 병기중대, 탄약지원사령부, 지상작전사령부에 모든 도입, 반출, 탄약창/탄약보급소간의

적송계획을 미리 통보한다. 화물계획회의에 앞서 미 해상수송사령부 한국사무소, 미837수송대대,

미84병기중대, 항만운영단, 탄약지원사령부, 화물을 인수할 미 병기중대에 필요한 정보를 배포한다.

n. 주한미군사령부, 미 태평양육군사령부, 미8군사령부를 위해 미군소유 탄약 현황보고서를 작성, 준비한다.

o. 한·미 단일탄약보급체제(SALS-K) 합의 하에서 진해탄약항에서 미군소유 탄약이 취급될 때마다

선적활동을 협조하며, 미 육군본부 군수참모부, 미 합동탄약사령부, 미 항공유도탄사령부 및 기타 상급

사령부가 제공한 정보를 근거로 선박편으로 도입되는 미군소유 지상탄의 미 국방부 식별부호(DODIC) 및

수량을 탄약지원사령부 및 항만운영단에 통보한다. 탄약지원사령부, 항만운영단, 미837수송대대, 미25수송대대,

미 해상수송사령부 한국사무소, 미6병기대대와 협조하고, 미군소유 탄약의 적송과 관련하여 필요한 모든

정보를 통보한다. 미 국방수송체계(DTS)를 통해 한국을 떠나는 모든 반출탄약에 관한 정보를 미 국방 표준 수송

및 이동 절차(MILSTAMP) 문서를 이용하여 미837수송대대에 전달한다. 필요시 미 해군, 공군, 해병대

대표자에게 통보한다.

c. Review overall compliance with provisions of this regulation by the subordinate US Ord Cos to ensure

US standards are applied to all aspects of accountability, storage, inventory, receipt, issue, turn-in, security,

safety, surveillance, maintenance, disposal, and transportation operations involving US-titled ammunition.

d. Provide technical guidance and instructions to US 6th Ordnance Battalion (6th Ord BN) concerning

inspection criteria and recommendations for corrective action as they relate to accountability, storage, inventory,

receipt, issue, turn-in, security, surveillance, maintenance, disposal, and transportation operations. Also,

coordinate technical guidance and instructions for ROKA with ROKA GOC and ASC as deemed necessary.

e. Investigate all discrepancy/corrective action evaluation reports received from US 6th Ord BN that

unresolved at Battalion level, and coordinate resolution with the responsible ROKA major commands (GOC or

ASC). Elevate unresolved issues to 8A G4. These unresolved discrepancy/corrective action evaluation reports

will be accompanied with detailed coordination actions taken by 19th ESC with ROKA GOC and ASC.

f. Collect a quarterly summary of unresolved discrepancy reports. A copy of the summary report with all

enclosures will be forwarded expeditiously to 8A G4.

g. Appoint SALS-K POCs for resolution of SALS-K issues and report the names, positions, organizations,

and telephone numbers to 8A G4 before 15 September annually. The SALS-K POCs will coordinate directly

with ROKA GOC and ASC to solve problems at the lowest level possible.

h. Ensure compliance with reporting procedures contained in AR 385-40 and Appendix G of this regulation

for reporting accidents involving US-titled assets.

i. Identify security requirements for all US-titled incoming/outgoing ammunition and request security

guards for classified ammunition (notify 8th MP Brigade for US personnel for classified ammunition shipments).

j. Direct distribution of US-titled ammunition based on stockage objectives, priorities established by 8A and

the desires of the supported units, and space/safety constraints.

k. Maintain and operate an automated ammunition accounting system that will:

(1) Provide ammunition status reports to USFK, USARPAC, and 8A.

(2) Provide appropriate management reports.

l. Coordinate ammunition planning with Commanders, ROKA GOC, ROKA ASC, and US 6th Ord BN to

ensure safe, covered storage is available for each shipment before the shipment is made.

m. Notify the subordinate US Ord Cos/ROKA ASC/GOC in advance of all incoming, outgoing, and inter-

AD/ASP shipments. Distribute required information to MSCO-K, 837th Trans BN, 84th Ord Co, ROK POG,

ROKA ASC, and consignee US Ord Cos prior to cargo planning meetings.

n. Develop and prepare US-titled ammunition status reports for USFK, USARPAC, and 8A.

o. Coordinate shipping activities at Jinhae Ammunition Pier whenever US-titled ammunition is handled

under the SALS-K Agreement. Notify ROKA ASC and ROK POG of incoming US-titled ground ammunition

by ship by DODIC and quantity based on information provided by HQDA G4, JMC, AMCOM, and other higher

HQs. Coordinate with, and notify ROKA ASC, ROK POG, US 837th Trans BN, US 25th Trans BN, US MSCO-

K and US 6th Ord BN of all required information of the shipment of US-titled ammunition. Ensure all export

ammunition departing Korea through the Defense Transportation System (DTS) are delivered to 837th Trans BN

using MILSTAMP documentation. Notify Navy, Air Force, and Marine Corps representatives as appropriate.

p. 진해탄약항으로 도입되는 탄약에 대해 미 국방부 양식 1348-1(불출/수입 문서) 최신사본을 처리하고

조정한다. 여기에는 미 국방부 양식 1348-1 최신사본을 미84병기중대로 전달하여 미 병기중대가 미 육군규정

190-11, 725-50, 735-11-2에 따라 수량상의 차이를 보고할 수 있도록 하는 것이 포함된다. 미 해군, 공군,

해병대 탄약을 위한 미 국방부 양식 1348-1은 미19지원사령부가 처리하지는 않지만, 탄약과 함께 하수부대에

전달된다.

q. 항만운영단으로부터 출발하는 모든 미군소유 탄약의 화물처리 및 적송통보서를 미25수송대대를 포함한

모든 미 하수부대에 아래와 같이 긴급전문으로 전송한다.

(1) 적송 정보 - 예를 들면, 열차번호, 화차/트럭 대수, 화차번호/차량번호, 착지별 예상도착시간(하화장,

탄약창/탄약보급소 또는 공군기지), 탄종별 수량(발수 또는 톤수) - 를 월요일부터 금요일까지 24시간 단위로

항만운영단으로부터 획득하여 준비되는 대로 미25수송대대 운영과(미군전화 768-6104/6109/6124)에 즉시

제공한다.

(2) 비근무시간(17:00-08:00), 주말 및 공휴일 동안 최종 착지에 도착할 탄약의 적송 통보는 주중

근무일의 평일 일과시간(08:00-17:00) 중에 미25수송대대에 제공한다.

(3) 주말 및 공휴일 간 계획되지 않은 긴급 탄약적송 통보는 미25수송대대 당직실(미군전화 768-6151)에

제공하고, 당직실은 해당 정보를 당직장교에게 제공한다.

r. 선박 편으로 이동할 미군소유 지상탄은 반출수량 및 선박의 진해탄약항 출항일자/시간을 적어도 선박이

도착하기 15일 전에 탄약지원사령부에 통보한다.
