SYNOPSS
An evaluative study of emerging trends and technologies in University
libraries: A survey of Punjab
,. ntroduction:
The field of library and information science, especially the practical side of
the library and its application, has been reolutioni!ed durin" the last three
decades. The adancement of computer science and its application in eery
actiities of the library and information centres hae made the librarians and
information scientists more creatie, more intelli"ent, and more responsible. The
emer"in" trends in library and information serices are compellin" to a"ree that the
library science is diminishin" but the challen"es that are a head and bein" faced by
the librarians camel them to conclude that the entire concept of library science
needs rethinkin". The internet came as an important technolo"y. The hard#are of
technolo"y is one and the same all oer the #orld. The basic soft#are is also the
same. It is only the application and the add on facilities in the soft#are that are
sli"ht different. Therefore, the solution hae also to be "lobal and $niersal and
not in any specific or particular area.
These phenomenal chan"es hae resulted in an absolute chan"e in the mind
set of the players of the professional. The smart publishers hae chan"es their
strate"y by publishin" online %ournals alon" #ith hard copy %ournals and packa"in"
the price ta" in such a #ay that the librarian sometimes found trapped in the #illful
net of the publishin" house. The contribution to#ards the library net#orkin" and
consortia clearly sho#s that the surial of the libraries and information sources
depend mainly on the collectie responsibility. The ICT and internet mi"ht hae
reduced the distance bet#een the reader and the resources but it is a reality that use
education plays aital role in the success of the library serices.

'pen source soft#are and institutional repositories are $niersity
ackno#led"e concepts for library and information resources. The ()ID *(adio
)re+uency Identification technolo"y especially #ith the inte"ration to library
soft#are add ne# dimensions to library soft#are solutions. The chan"in" concept
of kno#led"e mana"ement and marketin" of library serices analysis arious
strate"ies for skillful marketin" of library serices in the di"ital era. -hile analysis
the chan"in" roles and responsibilities, it is important to safe"uard the eistin"
information for tomorro#s "eneration.
-eb &./ technolo"ies and concepts are emer"in" technolo"ies. There is no
doubt that the serices of libraries are "oin" to#ards library &./ #ith more and
more serices in the line of concept of -eb &./. 0 +uick check in "oo"le resulted
in 2 million hits on the concept of -eb &./ #hich speaks amply for its
innoations.
In the di"itali!ed enironment data stora"e become more inisible factor and
the temptation is to do the same 3 keep filin" up to capacity until the system sei!es
up of course #e cannot afford to do that di"ital stora"e cost a money and
temptation to think that it is al#ays becomin" cheaper, faster and easier. -e hae
also moed to#ards e4book, music and film in di"ital form and proliferation of
databases to proide our library serices #hich forms data mana"ement system.
Information is instant po#er and information literacy *I5 is the is sense on
information society as #ell as the spinal cord of life lon" learnin" and kno#led"e
mana"ement. 5ibrary, basically, is a metaphor of memory of mankind. Its basic
purpose is to presere the post, sere present, and nations. But #ith the ascent of
the information and communication technolo"y, the internet, and the #eb, library
today is not the only source of information. (ather it is only one link in the chain
of information.

Singh& Su1hadev '*++5). Deelopin" of a di"ital library is %ust like the
deelopment of conentional library as it also inoles the issue of collection,
stora"e or"ani!ation users. The main difference bet#een the t#o types libraries is
the medium of information flo# in the form of physical documents, in di"ital
libraries its flo# di"itally. This paper "ies a brief introduction of the issues, #hich
are to the considered #hile deelopin" a di"ital library. These are the issues
concernin" contents selection and ac+uisition, store, or"ani!ation and metadata
creation and finally dissemination and use.
6. S. 2ho"ra and Asha Narang '*++7) described that millions of documents in
India 0rchies and approimately > millions manusripts #ritten on arious forms
of #ritin" material scattered throu"hout India are in ur"ent need of di"ital
preseration. Pper manuscripts #ith the passa"e of time are "ettin" fra"ile and
brittle because of arious reasons. 5amination or encapsulation does not seem to be
a permanent solution of preserin" the cultural herita"e for the posterity. 0dent of
inform+ation technolofy and telecommunication has chan"ed the scenario of
preseration as #ell as dissemination of informaton of archies and manuscripts
throu"hout the #orld.
(ai& P. Priceilla '*++7) stated that technolo"ical adancement in use and deliery
of information media has chan"ed the role of library professionals. The print media
is "ettin" di"itali!ed and the use of e4resources has created ne# informations to

library needs to deelop its oen model to ssere their clientele.
ey/ords: 4resources, Di"ital library.
Shalini '*++7) has ur"ed that di"ital libraries has been a product of as #ell as
actie participal and catalyst of the chan"in" time. Di"ital libraries hae emer"ed
as one of the fast deelopin" and continually ealin" technolo"y for information
mana"ement. The +uality of information is increasin". 0ccessin" of information is
bein" redefined mainly in the field of di"ital library.
ey/ords: Di"ital libraries, Fuality information.
!irdar& 3.S. '*++7) Stressed an automation and "ae an account of its "eneration

politics and the social structure on the electronic rsources. In his opinion tomation
is technolo"ical deelopment #hich effected the himan life.
Sanjo& $se. '*++7). 'pen source di"ital library packa"es are "ainin" popularity
no# a days. 'SS are preferred economically. This paper tries to identify the etent
of adoption of open source di"ital library soft#are packa"e in arious or"anisation
throu"h online surey.
ey/ords: 'pen source, Di"ital 5ibrary.
Seems& 8ashistha '*++7) discussed that due to information reolution, di"ital
libraries are deelopin" all oer the #orld to collect, store and communicate the
information throu"h electronic media. Di"ital technolo"ies hae reolutionised the
information mana"ement actiities in the academic libraries durin" the post fe#
years deelopin" the di"ital academic libraries. This paper discussed the arious
aspects of the conersions of in4house academic library material. 0lso the

3u"ta& D.. '*++9) discussed the net#orks and resources sharin" actiities in
$niersity and spl. 5ibraries. The concept of resources sharin" does not mean that
indiidual entity of the participatin" libraries is lost.
ey/ords: :et#orkin", (esource sharin".
Singh& umar and (ao& !has1er 8. '*++9) stated that library consortia or
consortium is no# bein" oerheard "lobally. It is more because more because of
electronic or di"ital form of information. Consortia are all about sharin" resources
and improin" access to information. These resources are shared amon" libraries
that hae common missions, "oals and client *users and act on those commonlties.
Before #e are sharin" o#n library resources throu"h inter library loan, but in this
Information communication technolo"y *ICT a"e it has "ained momentum een in
the deelopin" countries. -hen library consortiums are formed, the eistin"
enironment about userGs preferences and difficulties need to be studied. Initiatin"
studies #ould enable to incorporate the findin"s as the ma%or input in consortium
formation.
ey/ords: 5ibrary Consortia, Consorti mana"ement, :et#orkin", 4resources.
O1erson& Aun '*++) discussed the importance of net#ork and resource sharin"
actiities in uniersity and special libraries. 7e said that the concept sharin" does
not mean that indiidual identity of the participatin" libraries is lost. There are
three re+uisties of resource sharin"8 resources, intelli"ence and capability.
A.2. %i1e1ar '*++) in his paper discussed the modernisation of $niersity and
colle"e libraries in India taken place durin" the later half of the last century. It
"ies an account of the contribution of the $niersity =rant Commission in terms
of reports, conduct of seminars, #orkshop, financial assistance, for replenishin"
collections, constructin" library buildin", up"radin" library serices. The role of
the national bodies like 0I$, 0ICT, :00C and library net#oks also is described.

infrastructure, system deelopment and $nesco "uideline.
ey/ords: Di"ital reseration, $nesco "uideline.
Sam"ath umar& !.%. and Prithvi raj& .(. '*++) stated that 0cademic
libraries hae to rpoide ery fleible serices focused more on indiiduali!ed and
distant contact #ith their clients. To anser ne# demands they not only hae to
moe their serices and resources to the -eb but also should consider the different
cultural and educational back"ounds of library users. In this contet this article
tries to analy!e and compare the contents and usability of si Indian mana"ement

if the difficulties stem from users #ho do not understand floor structures of the
library or classification of the collection. The article adocates that libraries take
adanta"e of =IS for its inepensie deelopment and simple implementation.
Singh& Sudhir umar and others '*+,+) hi"hli"hted the reference serice and the
rule of reference librarian #hich the factors determine the attitude of librarians
to#ards the computer based library system. The result indicated that the
relationship bet#een these ariables and attitudes to#ards the computers are
si"nificant. 7e su""ested that colle"e should or"ani!e trainin" pro"rams and the
