INTRODUCTION

1/ INTRODUCTION- This booklet is issued to you as a pocket guide to common sense Health and safety practices on our construction sites. It is not intended as complete safety manual, but as a reminder of some of basic Health and Safety considerations which are applicable to U& I construction sites.

2/ INTRODUCTION TRAINING-All new employees will be required to attend the U&I Safety Induction Training course prior to enter the Construction Site.

- Training record shall be maintained by U&I.

- All work areas are to be free of dangerous projection or obstructions, and are maintained free of rubbish, oil, grease and water.

- No food must be kept in work areas.

- Good housekeeping prevents accidents.

4/ PERSONAL PROTECTION.- All employees have to familiaze them selves with where and how safety equipment, is to be used.

- In the entire site, it is required to wear a safety boots, safety helmet at all times.

- Eyes and face protective system must be used for all operation where there exist the potential for eye or face injury.

-Workers must report lost or damaged PPE to their supervisor.

5/ HAND TOOLS.Hand tools that are used for striking or fastening such as hammers, picks, axes, files and screwdrivers must be checked regulary.

- Where risk of falling be secured by wrist straps or lanyard.

( nhng ni c th ri rt phi ct li)6/ ELECTRICAI EQIUPMENTCareless use or defective electrical equipment is potentially lethal. The following must be observed:

-Be installed angd repaired by certified and qualified person.

-Electrical leads kept of the ground and on stands.

-Must not be used if damaged.

-Must be covered during inclement weather.

7. MATERIAL HANDLING:By Hand 1. Consider your back.

2. Lift with the legs, keep back straight, and do not use your back museles.

3. Use gloves when handling sharp or abrasive objects or where splinters are possible. (S dng gng tay khi cm vo nhng vt d bn hoc try da hoc d v)

4. Know the weight of object to be handle. If weight is excessive or the size of the object is cumbersome, get help or consult your supervisor.

Mechanical Handling:1. Get rigging from your supervisor before beginning.

2. Know the weight of the object to be the handled.

3. Know the capacity of the hangling device(crane, forklift) that you intend to use.

4. Use tag lines to control loads.

Hooks, Shackles, Beam clamps and slings:1. Only one eye in the book. Use shackle to hold two or more eyes.

2. All hooks must have a safety latch ( steel erection and shake out hook are exceptions).

3. Always place a load in the center of a hook and never on the points.

4. Get approval from your supervisor before rigging from any structural member to ensure that it will support the load being raised.

6. Hooks, shackles and lifting beams should be inspected an approved before use. Do not exceed the capacity marked on the equipment.(Mc, ma n v n nng phi c kim tra v chp thun trc khi s dng. Khng c vt qu gii hn c ghi trn thit b.)

Chain Hoists1. A chain hoist must be used within is rated capacity.

2. Make sure the capacity is market on the equipment.

3. Chain hoists are designed so that one person can operate the hand chain to lift the maximum load for the chain hoist.

5. Do not stand or have any part of the body below a load suspended on a chain hoist.

6. Do not wrap the load chain around the load to be lifted.

7. Every chain hoist should be inspected before making a lift. Your visual check should include the hooks for any irregularities, the chain for wear or damage from abusive treatment.

8. Use softeners, where possible, to obtain a biteon ,aterial rigged.

Rope:1. Wire: inspect for frays, kinks, broken wires and worn spots before using.

2. Fiber: inspect for excessive and outer strands before using.

8.TRAFFIC 1. Reckless driving is strictly prohibited.

2. Safe passing of vehicles is permiied within the speed limit.

3. All vehicle drivers are to turn on their vehicle lights before drankness.

4. Employees walking on the road must do so on the ringht hang side, that is with the oncoming traffic towards them.

6. A flagman should always direct a backing vehicle.

7. All normal road traffic rules are applicable on the construction site

8. MOBILE EQUIPMENT

* General InformationInspect your equipment before staring.

Know the limitation and specifications of equipment you see. Do not exceed those limits.(Hiu bit v gii hn v c im k thut ca thit b. khng c s dng thit b vt qu gii hn ny.)

Do not use the equipment for other than its intended purpose.

All operators of equipment and vehicle drivers must have a valid Vietnams Driving License.

* Crane -All operators musrt be licensed for each make and model of crane operated.

-The operators must inspect the machine including safety decices before starting

-The operator is solely responsibility for safe operation of this machine. (Ngi vn hnh phi chu trch nhim duy nht cho hot ng an ton ca my mc.)

-The operator has full responsibility for the safety of a lift and may not make a lift until safety is assured.

-Hiab vehicles (vehicle with a crane lifting boom attachment shall be in good state of repair and safe to attachment) shall be in good of repair and stae to use. Hiab vehicle operators shall be certified as being competent.

-Backhoe operator shall be certified as being competent.

-Crane operators must sound horn on scanes pior to hoisting and when swinging loads.

9/. BARRICADES- Protective barricades are required around excavations, holes openings in floor or roof, edges of roofs and elevated platforms, around certain types of overhead work and wherever necessary to warn people against falling in, through or off.

10/ LADDERS AND SCAFFOLDS

* Ladders:- Ladders are to be soundly constructed and maintained.

- Ladders are to be inspected before and after use and any observed defect must be reported to your supervisor for repair or disposal.

While ascending or descending a ladder, do not carry anything that will prevent you holding on with both hands.( Khng c mang vc khi ln xung cu thang trnh tnh trng hai tay m vo vt.)

- No ladders must be worked from without it being secured or held in position.

*Scaffolding:

- Before starting work on a scaffold the user must inspect it to determine that handrails, toe boards and working platform board are in place.( TRc khi s dng phi kim tra gin gio xc nh rng tay vn, vn chn, sn thao tc ang trong tnh trng tt.)

- The user must check to ensure that platform boards are secure, safe anh not cracked.

- All scaffolds must be erected by competent workers authorized.

- Rolling scaffolds shall be free of men, material and equipment before being moved.

11/ EXCAVATION- No excavation will be performed unless an excavation permit has been issued.( Ch c o t khi c giy php.)

- Barricading and signposting of all excavation work is mandatory.

- Excavations must be provided with a ladder for access and egress.

- Excavation must be inspected after rain, provision shoud be made to prevent flooding.

12/.WELDING AND CUTTING- Only competent and authorized worker may use welding and cutting equipment.

Damaged insulation on welding leads, electrode holders and connections.

Faulty earth clamps and earth leads.

Faulty gas pressure gauges, pressure reducers, flashback arrestors and torches.

- A fire extinguisher shall be available at the welding/ cutting site

- All persons engaged in welding and cutting activities shall be dresses in the correct PPE.

- Compress red gas cylinders shall always be chained in the upright position to prevent falling, protected from excessive heat and from being struck by moving equipment and falling objects.

13/. FIRE PROTECTION- Know the location of the nearest fire extinguisher and how to operate it.

- Combustible material must be kept away from ignition source.

- Discard cigarette butts in approved containers never in waste baskets or trash cans.

14./ MACHINE GUARDING - All hazardous moving machine parts within normal reach must be completely guarded or fenced. ( Tt c cc b phn nguy him chuyn ng ca my trong phm vi tip xc thong thng phi c che chn an ton.)- No machine guards must be changed with or rendered inoperable.

- Any guards that are removed for maintenance or any other reasons must be replaced before machine/ tool is used.

HELP TO PREVENT ACIDENTS16/ ALCOHOL, DRUGS AND MOOD ALTERING SUBSTANCES.- There are enough hazards at the workplace without adding to them:

17/. EMERGENCY PROCEDURES:- Serious ijury: What to do

Keep ijured person calm and warm.
