R&D: Another Local Opportunity
Slide 27
R&D Investment ■ ANP has been imposing a clause obliging O&G companies to carry out R&D
investments. This measure aims to foster the technological research and development of new technologies, products and processes for the Oil & Gas industry, as well as to encourage the creation of O&G centres of excellence and development of national R&D institutions.
■ According to the referred clause, the O&G company should invest in Brazil a minimum amount of 1% of the gross revenue derived from the E&P of oil fields which are assessed by the Special Participation mentioned above.
Sources: KPMG Report “A Guide to Brazilian Oil & Gas Taxation” and Anelise Lara (Libra Executive Manager) Presentation at BRATECC 2014
Investment Profile Up to 50% ■ The amount invested in R&D may be applied for the own O&G company’s projects. Remaining Amount ■ The remaining amount should be invested in universities and other R&D related
institutions authorized by ANP.

The Subsea Value Chain Challenges and Opportunities Field & Product Dev.
Expectations alignment and visibility - A great opportunity to increase efficiency and reduce complexity by integrating the entire value chain
• Finance: Cash shortfall and financial leverage driving the market development.
• HR: Need for local and specialized resources • Manufacturing capacity: Verticalization needed on some
technologies • Local content: Increasing requirements vs. local industry
development and capacity bottlenecks • Quality: Increasing requirements; Insufficient
standardization; Overall suppliers readiness • Taxation: Complex and different regulations within country • Infrastructure: Need further development
• Human Resources: Need for specialized resources. Capability development investment is mandatory
• Services capacity: Logistics wise installations vs. available space and transportation infrastructure
• Tradeoff: Subsea systems vs. capex intensive projects (studies and prototypes)
• Funding: Joint Industrial Projects (JIP) vs. Operator’s capex
• 1% ANP R&D LEVY: Needs optimization
