Ti liu p dng cho Nh thu T vn thc hin cng tc lp K hoch thu dn cc cng trnh ca PV Gas ti khu vc b Cu Long v PM3-C Mau v Ch u t thc hin cng tc qun l d n. Phm vi cng vic ny p dng cho ch u t/i din ch u t theo di thc hin d n. Phm vi cng vic ny p dng cho Nh thu T vn thc hin cc cng vic nu trn ca D n.3. CC CN C THC HIN

Lut Du kh ngy 06 thng 7 nm 1993 v Lut sa i, b sung mt s iu ca Lut Du kh ngy 09 thng 6 nm 2000; Quyt nh s: 41/1999/Q-TTg ngy 8/3/1999 ca Th tng Chnh ph v Quy ch qun l an ton trong cc hot ng du kh. Quyt nh s: 40/2007/Q-TTg ngy 21 thng 3 nm 2007 ca Th tng Chnh ph v vic thu dn cc cng trnh c nh, thit b v phng tin phc v hot ng du kh; Ngh nh s: 48/2000/N-CP ngy 12 thng 9 nm 2000 ca Chnh ph quy nh chi tit vic thi hnh Lut Du kh; Quyt nh s: 337/2005/Q-BCN ngy 25/11/2005 ca B Trng B Cng Nghip v vic ban hnh quy ch bo qun v hy b ging khoan du kh. Cng vn s: 10618/BCT-TCNL ngy 05/11/2012 ca B Cng Thng v vic lp bo co Thu dn cc cng trnh PV Gas ti khu vc m Bch H - Rng, L 09.1. K hoch Tng th thu dn m Bch H do Lin danh Vit Nga (Vietsovpetro) thc hin c B Cng thng ph duyt. Quy ch qun l an ton trong cc hot ng du kh Tng cng ty kh Vit Nam. H s, ti liu ca cc cng trnh sau:1. 4. NI DUNG THC HIN

4.1. t vn Cc cng trnh thu gom kh ti khu vc b Cu Long v PM3-C Mau do Tng Cng ty kh Vit Nam (PVGas) u t thu gom kh phc v nhu cu gaslift ni m v chuyn v t lin.Hin nay B Cng Thng ph duyt K hoch tng th thu dn m Bch H v ang tin hnh ph duyt K hoch tng th thu dn m Rng v Nam Rng i Mi thuc L 09.1 do lin doanh Vietsovptro lp. Do vy cn thit phi lp Bo co Thu dn cc cng trnh PV GAS ti khu vc b Cu Long trnh B Cng Thng tin hnh ph duyt cho ng b vi k hoch tng th thu dn m Bch H, Rng v Nam Rng i Mi.Theo quyt nh s 40/2007/Q-TTg ngy 21/3/2007 ca Th Tng Chnh Ph v vic thu dn cac cng trnh c nh, thit b v phng tin phc v hot ng du kh; c quy nh trong thi hn 1 nm, k t khi khai thc thng mi, t chc, c nhn phi lp k hoch thu dn cc cng trnh c nh, thit b v phng tin, trnh B Cng Nghip (nay l B Cng Thng) xem xt, ph duyt ch u t tin hnh lp qu bo m ngha v ti chnh cho vic thu dn cng trnh c nh, thit b v phng tin.Do vy vic lp K hoch Thu dn cc cng trnh PV Gas ti khu vc m b Cu Long v PM3-C Mau cng nhm mc ch trnh B Cng Thng xem xt, ph duyt ch u t tin hnh lp qu bo m ngha v ti chnh cho vic thu dn cng trnh sau ny. Tin thc hin vic thu dn c tin hnh sau khi kt thc thi hn khai thc du kh ca tng cng trnh.

4.2. Ni dung nghin cu

nh gi thit b/vt t ca cc cng trnh PV Gas u t ti khu vc b Cu Long v PM3-C Mau a ra gii php/phng n thu dn thit b/vt t, x l cht thi, quan trc mi trng, cng tc an ton v bo v mi trng, tnh ton chi ph thu dn cho tng cng trnh.Trch lp v qun l s dng qu bo m ngha v ti chnh cho vic thu dn cng trnh c nh, thit b v phng tin ca tng cng trnh.4.3. Trnh K hoch cho B Cng Thng (BCT) v tin hnh hp thm nh xem xt ph duyt.

Gii thiu v k hoch thu dn cc cng trnh c nh, thit b v phng tin.

Tm tt ni dung k hoch thu dn cc cng trnh c nh, thit b v phng tin. nh gi la chn phng n thu dn cho tng hng mc/cng trnh. Danh mc cc chng loi cng trnh, thit b v phng tin cn thu dn;

M t chi tit cc hng mc cng trnh thit b v phng tin cn thu dn;

M t cc quy nh v cng tc thu dn m (Bao gm cc quy nh ca Vit Nam v Quc t). Xc nh cc cng vic chun b trc khi thu dn.

Cc phng n thu dn bao gm thu dn cc thit b trn gin, cc phng tin ni, thu dn ng ng trn bin, thu dn cc kt cu, cp ngm, thu dn rc vn;

Cng tc lm sch cc thit b, cc bin php x l cc cht thi rn, lng trn cc cng trnh trn bin, cc phng tin, thit b cn kim tra chng ngi vt, rc vn trn y bin.

Cng tc an ton v bo v mi trng trong k hoch thu dn thit b v phng tin. Chng trnh quan trc mi trng trc v sau khi thu dn.

Xc nh chi ph thu dn bao gm cc chi ph tho d ng ng ngm, tho d cp in ngm; tho d cc cng trnh ni, cc thit b trn gin Bch H, Rng, Rng i Mi, Vm Bc, PM3-C Mau. Xc nh chi ph lm sch sau khi thu dn, chi ph AT&BVMT cc m, chi ph quan trc mi trng.

Tin thc hin, k hoch thc hin cng tc thu dn, trnh t thc hin. Qun l d n v ch kim tra, cc hot ng ca Ban d n, nh thu tham gia. Xem xt tnh hung c bit phi tho d trc thi hn, hoc ko di thi hn tho d theo iu kin thc t (k hoch chung ca gin, ko di tui th.).

B. Bo m ngha v ti chnh cho vic thu dn cng trnh (Chng IV- Q 40/2207)

Xc nh chi ph lm sch sau khi thu dn, chi ph AT&BVMT cc m, chi ph quan trc mi trng. Trch lp Bo m ngha v ti chnh cho vic thu dn cng trnh c nh, thit b v phng tin.
