    1.0 SCOPE

    1.1 The specification covers design, engineering, manufacture, testing & supply deliveryat site/stores of Control & relay and protection panels inclusive of internal wiring and witharrangement for external connection to various Switchyard equipments and Control roombuilding equipments as necessary. The Contractor has to design the Schematics for protectionand Control of all equipments including monitoring indications, visual and audible alarm,interlocking schemes between different equipment. Any other requirement which are notspecifically covered here but which are necessary for successful commissioning of the Sub-station are also within the scope of the Contract.

    1.2 The equipment manufactured should conform to the relevant standards and of highest quality ofengineering design and workmanship. The equipment manufactured shall ensure satisfactoryand reliable performance throughout the service life.The Schedule of requirement of the Panel is furnished separately in details.

    2.0 STANDARDS :

    2.1 Unless otherwise specified all equipment and material shall conform to the latest IS applicablestandards. Equipment complying with other internationally recognised standards will also beconsidered if it ensures performance equivalent or superior to Indian standards. In the event ofsupply of equipment conforming to any international \ internationally recognised standards otherthan the standard listed below, the salient features of comparison shall be brought out and

    furnished along with the bid. One copy of such standard specification in English language shallbe enclosed with the tender.

    2.2 The equipment provided shall also comply with the latest revisions of Indian Electricity act andIndian Electricity rules and any other applicable Statutory provisions, rules and regulations

    2.3 All equipment provided under the specification shall generally conform to the latest issue of thefollowing:

    5.0 AUXILIARY SUPPLY :

    D.C.Supply voltage shall be normally fed from Battery charger and battery connected inparallel which is 30V +/- 10%. In case of failure of the AC supply to battery charger, DCSupply voltage will be available automatically from lead acid Battery. The D.C Supplyvoltage may vary from -10% to + 10%. The D.C. system shall be 2 wire with necessaryearth fault annunciation scheme.

    AC Auxiliary supply voltage for the C&R panel shall be 230V, 1-phase, 50Hz grounded with+/- 10% voltage variation.

    6.0 STANDARD DRAWINGS:

    Tender purpose drawing for 33 KV C.B Schematic and different C&R panels with bus wiredetails for 33 KV system as per Annex-II of specification shall be followed for reference. Whiledesigning the control and protection schematic for various control & relay panels by theContractor, the above standard drawings, are to be followed by the contractor after checking itssuitability for satisfactory operation.

    7.0 CONTROL AND RELAY BOARD

    The Control and Relay Board shall be of Simplex and the access door shall be provided at the backof each Panel where no instruments or relays shall be mounted. The indicating and signalingdevices etc. shall be mounted on the front side and the auxiliaries which shall be inside the Panel.

    In front of Panel where relays and instruments are to be mounted shall be stretcher leveled steelplate 3 mm. Thick and side panel, doors and top covers shall be of 2mm. Thick steel plate. Lightsections of structural steel shall be used for switch-board frame.

    The individual panel shall be 2250 mm. In height with Channel base, 610 mm. In depth and ofsuitable width limited to 1000mm to accommodate the equipment at a suitable height, suitablegaps to facilitate easy workability as specified hereafter. Individual piece of Channel base of C&RPanel is to be provided to obtain the flexibility of inter-changing the Panel in the Board formation,if any. The access door shall at the back side and be of double door type of height 1900 mm.

    The complete panel shall incorporate all necessary instruments, meters, relays, auxiliary relays,control switches, indicating lamps, mimic, annunciators, audible alarms, horizontal and verticalwiring trough, wiring supports, interior lighting system, terminal blocks fuses and links etc.

    7.1 Constructional features

    a) The Control and Relay board frame shall be suitable for erection of flush concrete floor andsecured to it by means of evenly spaced grout bolt projecting through the base channels frommembers of the frame.

    b)The tenderer shall ensure that the equipment specified and such unspecified complementaryequipment required for completeness of protection/control scheme be properlyaccommodated in the panels without congestion and if necessary to provide panels withlarger width. No price increase at a later date on this account shall be allowed.

    c) Panels shall be completely metal enclosed and shall be dust, moisture and vermin prooffor tropical use. The enclosure shall provide a degree of protection not less that IP-31 inaccordance with IS-2147.

    d) Panels shall be free standing, floor mounting type and shall comprise structural

    frames enclosed completely with specially selected smooth finished, cold rolled sheet steel ofthickness not less than 3 mm for weight bearing members of panels such as base frame, frontsheets and door frames and not less than 2mm for sides, door, top & bottom portions. Thereshall be sufficient reinforcement to provide level surfaces, resistance to vibration and rigidity

    during transportation and installation.

    e) Design, material selection and workmanship shall be such as to result in neat appearance,inside and outside with no welds, rivets or bolt head apparent front outside, with all exteriorsurfaces tune and smooth.

    f) All holes and extension windows in the Panel shall be blanked and access doors shall be linedwith compressible liners at the edges. The purchaser will shut off the bottoms crevices withcream cement, the Cable Entry holes with weak concrete and the cable trench with present R.C.Slabs or checker plate. All control and supply cables will be laid in a distribution trench runningunder the panel board. The Cable will branch off into each cubicle through entry holes in theconcrete floor opening in the bottom cubicles. Necessary Drawings for concrete floor and trenchonly shall be supplied by the contractor to enable the purchaser to construct the foundation floorfor these boards. The drawings shall show details of the distributing trench, cable entry holes,glands and positions of grouting bolts. The purchaser will prepare foundation with pocket forgrouting bolts. The Contractor shall supply channel base, suitable grouting bolts, nuts lock andwashers.

    g) Cable entries to the panel shall be from the bottom. The bottom plates of the panel shall befitted with removable gland plates and fixed with cable glands.

    7.2 NAME OF IDENTITY PLATES :

    a) All instruments, relays and such other similar electrical devices mounted on thecontrol and relay panel shall be provided with name plates bearing the manufacturer's name,serial identifying number and the Electrical rating data.

    b) 25 mm wide plastic plates bearing suitable identification marks shall be fixed underthe terminal wiring at the test blocks, at the fuse blocks and at the cable terminals. Similarplates shall be fixed on the exterior of the switch board in appropriate places to indicate functionof control switches, push button etc. such as isolator control switch, breaker control switch,

    DC fail test, accept reset etc. Suitable identification marks shall be provided for individual casingpart of the relays and other equipment.

    c) 50mm wide plastic plate bearing suitable circuit description (which will be furnishedafter order is placed) etched in 30 mm size letters shall be provided for each panel and mountedon the top of both outer and inner sides of the front and rear panels. These plates shall beremovable type.

    d) Each unit of control and relay panel shall be provided with a label located at thebottom on the front and shall contain the following details :

    i) Manufacturer's nameii) P.O.no. and dateiii)Drg. ref. no. that pertains to the panel.

    8.0 Mounting

    a) All equipment on and in side the panels shall be mounted and completely wired to the

    terminal blocks ready for external connection. The equipment of panel shall be mounted flush.

    b) Equipment shall be mounted such that removal and replacement can be accomplishedindividually without interrupting of service to adjacent devices and are readily accessiblewithout use of special tools.Terminal marking shall be clearly visible and of permanent nature.

    c)The contractor shall carry out cutout, mounting and wiring of the bought out items which are tobe mounted in the panel in accordance with the corresponding equipment manufacturer'sdrawings.

    d) The centre line of switches, push buttons and indicating lamps shall be not less than 750

    mm from the bottom of the panel. The centre line of relays and meters and recorders shall benot less than 450 mm from the bottom of the panel.

    e) The centre lines of switches, push buttons and indicating lamps shall be matched to give a

    neat and uniform appearance. Likewise the top of all meters, relays and recorders etc. shall be inone line.

    f) The control switches for circuit breakers and isolators shall be located on the mimic diagramcorresponding to their exact position of the controlled equipment in the single line drawing. Thelocation of the switches shall be within working height from the floor level for easy andcomfortable operation.

    g) No equipment shall be mounted on the doors.

    h) All the panels in the control room shall be matched with the other panels of the same C&Rboard in respect of dimension, colour and appearance. Control equipment on front side ofthe panel shall be similarly placed.

    i) All the equipment connections and cabling shall be designed and arranged to minimise therisk of fire and damage.

    9 PAINTING

    9.1 Panel painting shall be done by the modern process of painting. All unfurnished surface of thesteel panel and frame work shall be sand blasted or suitable cured to remove rust, scale, foreignadhering matter or grease. A suitable rust resisting primer shall be applied on the interior andexterior surface of steel, which shall be followed by application of an undercoat suitable to serveas base and binder forth finishing coat.

    The panel shall be finished to enamel deep Grey for exterior and enamel light Grey for the interior.The Panel shall be given a plastic durable covering coat for protection of the finish during thetransshipment, which shall be capable being pealed off after installation. Additionally, a smallquantity of finished paint shall be supplied with each Consignment of the Panel to enable thepurchasers Store at Site for any finish which may get damaged during the transshipment.

    10 SMALL WIRING:

    10.1 All wiring shall be switch-board type, single core stranded tinned enameled Copper Wires, suitablefor 660 Volts service, polyvinyl chloride insulation which has provided its utility in tropical regionagainst hot and moist climate and vermin (Misc. white ant and cockroaches etc.) Rubber insulatedwiring will not be accepted.

    10.2 The sizes of wiring in different circuit shall not be less than these specified below:

    10.4 a) All internal wiring shall be securely supported, neatly arranged, readily accessible andconnected to equipment terminals and terminal blocks. Wiring gutters & trough shall be used forthis purpose.

    b) Longitudinal troughs extending throughout the full length of the panel shall be used forinter panel wiring. Inter connections to adjacent panels shall be brought out to a separate setof terminal blocks located near the slot or holes meant for taking the interconnectingwires. All bus wiring for inter panel connection shall preferably be provided near the top of thepanels running through out the entire length of the panels.

    c) Wiring connected to the space heaters in the cubicles shall have porcelain beaded insulationover a safe length from the heater terminals.

    d) Wire termination shall be made with solder less crimping type and tinned copper lugs whichfirmly grip the conductor and insulation. Insulated sleeves shall be provided at all the wire

    terminations. Engraved core identification plastic ferrules marked to correspond with panelwiring diagram shall be fitted at both ends of each wire. Ferrules shall fit tightly on the wire andshall not fall off when the wire is disconnected for any purpose. Termination shall be such that nostrand of a conductor shall left loose or overhanging. Conductor termination shall be secured tothe holding nuts/screws, terminal blocks etc. with washers interposed between theterminals/holding nuts/screw heads. The terminals shall be so connected that no conductorferrule code gets masked due to overlay of conductors.

    e) All spare contacts of relays shall be wired up to terminal blocks.10.5 Each wire shall be continuous from end to end and shall not have any joint within itself Individual

    Wires shall be connected only at the connection terminals or studs of the terminal blocks, meters

    relays instruments and other switch board devices.

    10.6 Terminals Ends of all wires shall be provided with numbered Ferrules suitably coloured (Ref.Table-II above) for phase identification. At point of inter-connection where a change of number is

    necessary, duplicate Ferrules shall be provided with the appropriate numbers on the changingend.

    10.7 At the terminal connection, washers shall be interposed between terminals, wire terminals andthe holding nuts. All holding nuts shall be secured by locking nuts. The connection stud shallproject at least 6 mm from the lock nut surface. Wire ends shall be so connected at the terminals

    studs that no wire terminal number ferruled gets masked due to succeeding connections. Allwires shall be suitable for bending to meet the terminal stud at right angles with the stud axis,and they shall not be skewed.

    10.8 All studs, nuts, bolts screws etc. shall be threaded according to the British Standard practiceunless purchasers prior approval to any other practice of threading is obtained. Spare quantitiesof nuts, lock and washers of all varieties used on the panel board shall be supplied to the extent of

    10% of the used quantities.

    11.0 TERMINAL BLOCK CONNECTION:

    11.1 Terminal Block Connections built from coils of moulded die-electric and brass stud inserts shall be

    provided for terminating the outgoing ends of the cubicle wiring and the corresponding incomingtail ends of the control cables. Provision shall be made on each pillar, for holding 10% extraconnection (5% incoming + 5% outgoing). All blocks shall be shrouded by easily removablesarouds moulded of transparent die-electric materials.

    The terminal blocks shall be suitable for 660 V service and connection with both Aluminium andCopper Wires.

    12.0 SPACE FOR CONTROL CABLES AND CABLE GLANDS:

    Sufficient space for receiving the Control Cables inside the Board at the bottom of the cubicles andmounting arrangement for the terminal cable glands shall be provided. Removable type separatecable entry plate ( may be two) shall be fixed with bottom plate. The specification does not coversupply of control cables and cable glands for which the Purchaser will make separatearrangement.

    13.0 SPACE HEATERS:

    60W, 230 V, 50 HZ Tubular Space Heaters suitable for connection to the Single Phase A.C. Supplycomplete with On-Off Switches located at convenient position shall be provided at the bottom ofthe Switch Board to prevent condemnation of moisture. The Watt loss per Unit surface of heatershall be low enough to keep surface temperature well below sensible heat. The wattage of heatershall be such as to keep 10 deg C above average ambient temp in rainy season but the temp. shallnot under any circumstances damage the insulation of the wiring of the panel.

    14.0 DISTRIBUTION AND CONTROL OF AUX. POWER CIRCUIT:

    14.1 D.C. CIRCUIT

    There shall be only one 30V D.C. for the entire Control and Relay Board fed from a D.C.Distribution Board. A continuous D.C. Bus shall be provided in the Control and Relay Board andD.C. supply for control, protection, indication and supervision of circuit breaker and otherequipment shall be teed off from D.C. bus through a set of 16 Amp. H.R.C. Fuse on positive andnegative side. D.C. supply to be teed off shall be distributed within the Panel as below:

    (a) C.B. remote and protection tripping circuit- 1, C.B. local operation and protective relaycircuit without any fuse.

    (b) C.B. remote closing circuit through a 10A HRC Fuse on the positive side only.(c) C.B. remote and protection tripping circuit, TC-2, through 10A fuse both at +ve andve

    side with trip circuit supervision relay.

    (d) Indication Circuit through a set of 6 Amp. HRC Fuse and link.In addition to the above, one circuit common to the board shall be teed off for an AlarmAnnunciation Circuit from the above incomer D.C. Bus through a set of 6 Amps. HRC Fuse and link.

    1) C.B. remote and protection tripping circuit, TC-1, through 16A fuse both at +ve andve side with trip circuit supervision relay.

    2) C.B. remote and protection tripping circuit, TC-2, through 16A fuse both at +ve andve side with trip circuit supervision relay.

    3) C.B. local operation remote closing circuit through a 10 Amp HRC fuse on + ve and ve side.

    4) Protective relay circuits through 6A fuse both at +ve and ve side with DCsupervision relay.

    Alarm Bus shall be run throughout the Control and Relay Board & Alarm Circuit shall be teed off ateach Panel through a set of links.

    A D.C. operated no-volt auxiliary relay provided with hand reset type reverse flag with inscription

    Panel D.C. Fail and two sets of self-reset N/C contact shall be provided at each C&R Panel tosupervise the 18 Amp. HRC Fuse, through which D.C. Supply for control, protection and

    supervision of C.B. and other equipment has been teed off in each panel. One N/C contact shall beused for visual alarm and the other N/C contact shall be used for audible alarm. One Push buttonhaving N/C Contact used in Series with the above relay for D.C. Fall Test purpose. Both contactsshall be connected to D.C. Fail Non-Trip Alarm scheme.

    14.2 A.C. CIRCUITS :230 Volts, Single Phase A.C. Aux. Supply to the Control and Relay Board will be fed from A.C.Distribution Board through a suitable Fuse Switch Unit provided there. A continuous A.C. Busshall be provided to the Control and Relay Board where from A.C. Supply to each Panel shall be

    teed off through a set of links. One 16 Amps. Rated HRC Fuse shall be provided at the Control &Relay Board for the Incoming A.C. Supply. An A.C. operated no volt auxiliary relay rated for 230Vare provided with hand reset reverse flag with inscription A.C. Fail and two sets of self reset N/CContacts shall be provided in the Panel having common equipment (One N/C contact shall be used

    in Annunciation Circuit and other N/C contact shall be kept as spare. One push button having N/CContact used in Series with above relay for A.C. Fail Test purpose .

    14.3 P.T. SECONDARY CIRCUIT;There may be two nos 33KV bus PT, one in each bus section.P.T. supply shall be available from either of the two 33 KV Bus P.T.Two sets of Fuse and link of suitable rating shall be provided for the Incoming P.T supplies andtwo sets of 3 nos. LED indicating lamps having coloured top covers for Red, Yellow and Bluephases, shall be provided for supervision of the Fuse. Lamps shall be connected betweenrespective phases and neutral. The arrangement of distribution of P.T. Secondary Circuit shall beas follows:(a) Potential supply to the protective relay circuit for Feeder where necessary shall be fed fromrespective Bus P.T. supply bus.(b) Potential supply to meters, Energy meters and indicating instrument of each panel shall befed from respective Bus P.T. supply bus.c) Selected V.T. secondary supply to the protective relays of each panel shall be fed through 3pole - MCB and link in neutral in each panel where necessary with annunciation contact .d) Selected V.T. secondary supply to metering and indicating instruments of each

    panel shall be fed through fuse in each phase and link in neutral in each panel of 33KV systemvoltage.e) Two position (PT-1/PT-2), minimum 4(four) way PT selector switch (stay put type), minimum16A rating shall be provided in each panel for metering ckt. Additional 4 way in PT selector switchis required for protection wherever applicable. The no. of way may increase during detailedengineering.

    14.4 FUSE AND LINKFuses shall be of cartridge type. Carrier and base for the fuss and links for all D.C. and A.C.Circuits shall have imprint of rating, voltage and circuit designation.

    15 MIMIC DIAGRAMS;Provision shall be made for 10 mm. wide painted and overall drawing mimic diagram by thepurchaser on the exterior of the front panel board to represent the single line arrangement of thestation equipment. Provision shall be made in such a way that centre line of the mimic bus shall

    be at a suitable height from the bottom of the C&R Panel.c) Colour scheme for mimic diagram.

    d) In 33 KV simplex type C&R panels, Symbol marking for the position indication ofisolators, earth switches etc, ON/OFF indication for Circiut breaker, PT supplyindication, CB spring charge, auto trip, trip ckt healthy etc. shall be mounted along

    the mimic diagram at appropriate location.e) Property label WBSEDCL shall be fixed at the front top corner of 33KV C&R panel.

    16 CONTROL SWITCH:

    PISTOL GRIP TYPE;Control Switches for Circuit Breakers shall be of three position spring return type with pistol griphandle and sequence device to ensure that manual pumping of closing solenoid not possible. Theswitches shall be robust construction and shall have four effective contact positions. At afterClose position the switches shall have a maintained contact for using with Circuit Breaker Auto -Trip Indication Lamp Circuit.

    INDICATING LAMPS:L.E.D. Type Indicating Lamps shall be provided on the Control Panel to indicate the following:

    3 C.B. Auto tripped indication (where necessary) 1 No. Amber

    No indicating lamps under (1) & (2) shall be provided with push button control. All the lampsshall be connected to the auxiliary D.C. supply of the Sub-Station except Sl. No. (4) & Sl. No. (5)which should be connected to the auxiliary A.C. supply and P.T. Secondary supply resp0ectively.The Lamp shall be suitable for Switch Board purpose and shall be Low Watt consumption. TheLamps shall be of cluster LED type of normal colour, this shall be provided with screwed colouredglass covers made translucent to diffuse light. The Lamps should be provided with suitableseries resistance. In the initial supply 20% of the lamps actually used on the Switch Board and10% of the lamps covers used shall be supplied in excess to serve as spares.

    18 TEST BLOCKS:1. Terminal Blocks for D.C. Circuit and C.T., P.T. & A.C. Circuit should be located on the left

    hand side and right hand side of the wall of the Panel seen from back side respectively.

    2. Switch Board Type, back connected test terminal blocks with contacts shall be providedwith Link type shorting terminals of C.T. leads before interrupting the normal circuit forinjection from an external source, or for inserting testing instruments in the circuitwithout causing open circuit of the C.T. The potential testing studs shall preferably behoused in narrow recesses of the block moulding insulation to prevent accidental shortcircuit across the studs. All Test Terminal Block for meters, relays etc. shall be placed asclose to the respective equipment as possible.

    3. 3-Phase, 4-Wire Link type Test Terminal Block having sealing provision shall be providedin Metering Circuit of each Panel.

    19 NAME OF IDENTITY PLATES:

    1. All instruments, relays and such other similar electrical devices mounted on the ControlPanels shall be provided with Name Plates bearing the Manufacturers Name, SerialNumber and the Electrical Rating Data.

    2. 10mm. wide plastic plates bearing suitable identification marks shall be fixed under theterminal wiring at the test blocks, at the Fuse Blocks and at the Cable Terminals.Similar Plate shall be fixed on the exterior of the Switch Board in appropriate places toindicate functions of Control Switches, push buttons and equipment numbers etc.Suitable identification marks shall be provided for relays and other instruments. Platesshould screwed and riveted to the Panel Board.

    3. 50 mm. wide brass or plastic plates shall be provided in order to enable the purchaserto engrave suitable circuit description in 30 mm. size letters for each circuit andmounted in a sheet on the top of each Panel. These plates shall be removable type.

    4. SCHEMATIC DIAGRAM OF CT,PT,CB CIRCUITRY & AC,DC CKT, IND and ANNUN CKTALONG WITH PROTECTION CIRCUITRY GIVING THE TERMINAL NOS AND BUSWIREDETAILS SHALL BE PRINTED IN DURABLE STICKERS AND PASTED INSIDE THE PANELDOOR PAGE WISE OF THE RESPECTIVE PANEL.

    20 SAFETY EARTHING:1. Earthing of metallic parts or metallic bodies of the equipment on the Switch Board shall

    be done with soft drawn single conductor bare Copper Tail connections shall haveminimum area of 16 sq, mm. and the main earthing connection 60 sq.mm. These wiresshall be connected by suitable terminals and clamps junction. Soldered connectionsshall not be employed.

    2. The neutral point of star connected LV winding of instrument transformers and onecorner of the open delta connected LV side of instrument transformers shall be similarlyearthed by tail connected with main earth wire of Switch Board Earthing System.Multiple earthing of any instrument transformer circuit shall be avoided.

    21 PANEL BOARD LIGHTING:01 The Panel Board interior shall be illuminated by CFL lamps connected to 230 Volt Single

    Phase A.C. The illumination of the interior shall be free from shadows and shall beplanned to avoid any strain or fatigue to the wireman likely to be caused due to sub-normal or non-uniform illumination. One emergency D.C. light shall be provided foreach panel with individual switch with proper identification mark.

    02 A toggle switch or door operated switch shall be provided for control of A.C. lighting ineach panel.

    03 One combined 15 Amps. 3-Pin and 5 Amps. 2-Pin Power Socket outlet together with PlusPins shall be provided at convenient points in each Panel Board for A.C. Supply.

    22 ANNUNCIATOR:ELECTRONIC ANNUNCIATOR

    01 Suitable Multi-way (Minm. eight way for feeder and twelve way for Tr. Panel, this mayincrease according to scheme requirement during detailed engineering.) Microprocessorbased electronic annunciator shall be provided in each panel to indicate over currentand earth fault protection operated. In addition to above, each electronic annunciatorof Transformer Control Panel shall have provision to indicate Transformer troubletrip/alarm function operated. Also one window of the Annunciator shall have to be usedfor Non-Trip A.C. Fail Alarm Indication and one window for Trip Circuit unhealthyindication. Each Electronic Annunciator shall have provision for connection withaccept/reset/lamp test/mute Push buttons for proper functions. Electronic annunciatorshall have provision for connection with Electronic Buzzer/Electronic Bell for Trip &Non-Trip Audio Alarm of common annunciation scheme. Electronic Annunciation shallhave provision for flushing illuminating display with inscription for operation ofrespective Protection Relay. The Micro-Processor based Electronic Annunciator shouldhave separate coloured windows for Trip & Non-Trip Annunciation for easy detection.Electronic Annunciator shall have first Fault Indication Facilities & System Watch Dog.

    The MAKE of Annunciators shall preferably be ofALAN,INSTALARMandMINILEC make.

    02 ALARM SCHEMESTRIP & NON-TRIP ALARM SCHEMES:Each Control & Relay Board assembly shall be provided with one Multi way Micro-

    processor based Electronic Annunciator for Trip Alarm & Non-Trip Alarm. The AlarmScheme shall comprise of separate D.C. operated common buzzer/alarm bell mountedinside the panel for Trip Alarm & another for Non-Trip Alarm.

    The wiring shall be such that single set of buzzer/bell will be sufficient and cover incommon with all the alarm actuating device. Alarm Scheme shall have facility for bell

    and shall be suitable for self reset as well as hand reset type initiating contact. Thealarm Scheme operative as above shall be considered to be within the scope of theTender.

    03 PANEL D.C. FAIL ALARM SCHEMEControl & Relay Panel Board shall have a common Panel D.C. Fail Alarm Scheme

    operated by 230 V Single phase A.C. Aux. Supply for audible as well as visual alarm incase of failure of D.C. incoming supply to the Board.. The Scheme shall comprise of 2nos. single element Aux. Relays. One number having a reverse flag with inscription

    Panel D.C. Fail with 2 nos. self-reset type N/C contacts.

    Another Single Element Relay without Flag and 1 no. self-reset type N/O & 1 no. N/Ccontact having inscription Panel D.C. fail alarm accept Relay. Besides above 1 no.Indicating Lamp 1 no. A.C. Operated Electric Hooter and 2 nos. Push Button, one having1 no. N/C contact other having 1 no. N/O contact shall also be provided for successfuloperation of the scheme. All auxiliary relays required to render Annunciation Systemoperative and shall be considered to be within the scope of the tender.

    23 INDICATING INSTRUMENT AND METERS:01 All instruments shall be Switch Board Type, back connected suitable for semi-flush

    mounting and provided with dust tight cases for tropical use with dull black enamelfinish. All fixing screws, nuts and threaded parts shall be designed to IndianStandards. The dials shall be made of such materials as to ensure freedom fromwarping, fading, discoloring etc. during full life of instruments. Marking of Scale shallbe black on white background. Spring controlled instruments shall be provided withfront-of board. Zero adjuster capable of being safely handled while the instrument isin service. The adjustments above mark and below the zero point shall not be less than3% of the full scale length and need not exceed 6%. It shall have sufficient friction tokeep the adjustment in position.

    All instruments shall have a practicable laboratory means of adjustment of accuracy.The limits of error shall be of class 1.0 type. The calibration of the instruments shallfunction satisfactorily when mounted on steel panels or alternatively magneticallyshielded instruments shall be used.

    Instruments shall be capable of indicating freely when operated continuous at anytemperature from 0 to 50 degree C.

    All circuits of instruments shall be capable of withstanding applied load of 20% greaterthan the rated capacity for a period of eight hours.

    The instruments shall be capable of withstanding the effect of shock vibration and a di-electric test of 2000 Volts r.m.s. to ground for one minute as per relevant ISS.

    02 Ammeters:All ammeters shall be provided with direct reading scale. Full Scale Value of theAmmeters shall be 100% of the nominal current of maximum C.T. ratio.The ammetersshall be connected to measuring C.T. Core. Ammeters shall be of 96 mm sq. m& 90degree scale suitable for R.Y.B. Phase measurements. Ammeter shall be provided one

    in each phase.

    VoltmetersAll Volt Meters shall be provided with direct reading scale. The maximum value of thevolt-scale be 15% in excess of the normal Circuit Voltage. The rated voltage of theVolt Meter shall be 110V A.C. superceded Zero Scale with suppression of 20% of thefull scale value may be provided. Volt Meter shall be of 96 mm. sq. and 90 degreescale.

    The MAKE of Indicating instruments shall preferably be of AE/Rishav make.04 Energy Meters

    Tariff Metering Equipments:(a) Three/Two element Tri-vector Meters with MDI projected mounting type shall be

    provided in the Panels as specified in the schedule of requirement and schedule ofequipment of Panels under this Specification. Meters shall be supplied by thepurchaser. But Panel Wiring for the Meters along with Test Terminal Block andspace or the Tri-vector Meters are to be provided for the Panels.

    24. RELAYS:GENERAL REQUIREMENT :

    The main protective relays eg. Scada Compatible Numerical Directional/NonDirectional O/C & E/F Relays shall be of panel manufacturers own make. However,multinational company manufacturing panel in India may import required/desiredrelays from their foreign counterpart with same brand name at their own risk, cost andresponsibility without hampering the stipulated delivery schedule as stated in thetender notification.Credential for offered relays shall also to be furnished along with C&R panel in tenderdocuments as pre-requisites of tender.

    All numerical relays shall be provided with Relay Failure Annunciation contact.

    Live demonstration of any offered relay has to be arranged by the Party at the laboratory ofDistribution Testing Department of WBSEDCL, if felt necessary by WBSEDCL before finalisation

    of bid.

    24.1 SCADA COMPATIBLE NUMERICAL DIRECTIONAL/NON DIRECTIONAL O/C & E/F RELAYS

    The primary requirements of the relays are to protect the respective single circuit or double

    circuit feeders and 33/11KV Power TRs in the event of fault. The Directional/Non Directional E/Frelays shall provide suitable sensitivity for limited earth fault current.

    The relay should be suitable for substation automation, primary circuit breaker operationthrough SCADA from remote control room.

    THE DETAILED SPECIFICATION OF RELAY IS AS PER ANNEXURU-I OF SPECIFICATION.

    24.2 OTHER PROTECTIVE RELAYS:

    Differential relay shall be of static or numerical (with proprietary protocol) type

    REF relay etc may be of electro-magnetic/ static type

    24.3 OTHER PARTICULARS RELATED TO ALL RELAYS

    1) All shall conform to the requirement of IS:3231 / IEC 255 and shall be suitable for operationwithin a temperature range 0C to 55C and 95% relative humidity. Relays shall be suitable forflush / semi flush mounting on the panel with connections from the rear, protected with dusttight cases for tropical use and with transparent cover removable from the front.

    2) All protective relays shall be in draw out case or plug-in/modular cases with proper built intesting facilities. If testing devices are not incorporated in the relay itself separate test block andswitches shall be provided. The adjusting devices shall be accessible with the relay mounted onthe panel board. Flag type operating indicators and flag indicator reset devices shall be providedwhich shall be suitable for operation from the front of the relay case without opening the cover.

    3) All A.C.relays shall be suitable for operation at 50Hz.The current coils shall be rated for a

    continuous current of 1 amp and the voltage coil for 110V normal. The contacts of the relaysshall be properly designed to prevent or minimise damage due to arcs which have to bebroken successfully against 30V +/- 10% volt DC. When open the contacts shall withstand avoltage of 115% of the normal circuit voltage. The relays shall be designed for satisfactoryoperation between 70% t0 110% of rated D.C.voltage of the sub-station. The voltageoperated relays shall have adequate thermal capacity for continuous operation.

    4) Timers shall be of static type. Pneumatic timers are not acceptable.

    5) Relays shall be suitable for semi-flush mounting, back connected on the Panel Board. Allnumerical relays shall be provided with Relay Failure Annunciation contact. The Relays shallpreferably be provided with suitable Seal-in-Devices.Relays should be immuned to all types of external influences like Electro static, Electro

    magnetic, Radio interference, shock etc.

    5) All the numerical relay should have provision for setting all the features available inthe relay and viewing those setting as well as different other parameters throughboth built in display unit as well as through PC. All numerical relays shall have selfmonitoring feature with watch dog contact. The supply of relay should be inclusiveof necessary software and hardware for interfacing with a PC, to be supplied by thebidder.

    This relay shall be used for 33/11 KV transformer & 33KV feeder,. The relay shall-a) be three element type.b) have non directional IDMT characteristics with time current characteristics of 3 secs at

    10 times current setting.c) have variable current setting of 50% to 200% of rated current and adjustable time dial

    setting.d) have high set unit with current setting 500%-2000% for 33/11KV transformer

    protection and 33 KV feeder protection, with very low transient overreach.

    e) Definite Time Sensitive Earth Fault Protection shall have a variable current setting rangeminm 1% to 40% in very small steps of CT secondary current and wide range of definitetime setting range minm. 0.1 to 10 Sec. This relay shall be used in 33 KV feeder fordetection of line to ground fault current of both very low and high magnitude where the33 KV system is grounded through Earthing Transformer limiting the earth faultcurrent.

    f) LED indication for numerical relays of different type of faults including phase identification.

    B-1 PROTECTION SCHEMES FOR 33 KV PARELLEL LINES AT RECEIVING ENDSDIRECTIONAL PROTECTION

    C) PROTECTION OF 33 KV INDIVIDUAL & GROUP CONTROL TRANSFORMERSFor protection of H.V. Side of the Transformers, following main protective relays are required

    (i) Numerical O/C protection as per cl. 24.1(ii) 2 sets Restricted E/F Relay shall be provided for HV and LV side of individual control

    transformer panel.(iii) and 3 sets Restricted E/F Relay shall be provided for HV and 2 nos LV side of group

    control transformer panel.(iv) 1 set Differential Relay in addition to above, shall be provided for 10 MVA 33/11KV

    transformer panel.

    C-1 For protection of 10 MVA 33/11 KV Transformer, Differential Relay in addition to above protectionshall be provided:Differential shall be

    a) Provided at the HV side panel of the transformers to be protected. It shall be fully static or

    numerical/microprocessor based adjustable/variable percentage biased type differentialrelay.Necessary software, cables, connectors and other accessories as required for download,

    analyze data etc. shall be within the scope of successful bidder.b) The relay shall be very fast in operation with an operating time less than 30 millisecond at

    5 times setting.c) The relays shall be inherently stable for external through fault conditions without affecting

    the speed of operation for internal faults.

    d) The relay shall have either a built in facility of ratio and phase angle correction ornecessary interposing Auxiliary current transformers of universal type, shall be provided inthe respective panel.

    e) The relay shall be provided with 2nd harmonic restraint or any other inrush proof feature toprevent operation due to magnetizing in rush current when the transformer is charged eitherfrom HV or LV side. But this shall not affect the speed of operation for internal fault.

    f) It shall be provided with 5th harmonic restraint features to prevent operation due to

    possible over excitation of the transformer. This shall also not affect the speed of operationfor internal fault.

    g) The relay shall have adjustable bias setting range 20% to 50% and adjustable operatingsetting range of 10% to 50% at zero bias.

    h) It shall have three instantaneous high set over current units for clearing heavy internal fault.i) The relay shall be with 2-bias winding.j) The relay shall be such that there will not be any necessity of changing the setting of the

    relay whenever the transformer taps are changed.k) The bidder has to furnish the type test report from CPRI/NABL accredited; Govt. recognized

    Test House and performance certificate from Power Utilities in India.

    In case of numerical/ microprocessor based relays, necessary hardware and software fordownloading the data captured by disturbance recorder to the personal computer available in thesubstation shall be included in the scope.

    C-2 RESTRICTED EARTH FAULT PROTECTION :

    The above protection shall be provided 33/11 KV transformers at HV and LV side.The Relay shall be :

    a) Single pole type.b) Current/voltage operated high impedance type with a suitable setting to cover the

    maximum portion of transformer winding. Necessary calculation to prove theabove winding coverage shall be furnished along with the tender.

    c) tuned to the system frequency.d) have suitable nonlinear resistor to limit the peak voltage without detriment to the

    C-4 Each Transformer Panel shall be provided with a lockout Tripping Relay having sets of TripContacts & one set of Alarm Contacts. One set of Trip Contract shall be provided for inter-trippingcorresponding 11 KV Incoming Switchgear(s).

    D) AUXILIARY RELAYS, TRIP RELAYS and TRIP CIRCUIT SUPERVISION RELAYS

    D-1 Auxiliary Relays- D.C. Voltage operated auxiliary relays provided with mechanically operated handreset indicator and sufficient no of hand reset contacts shall be provided for protection and

    supervision against transformer internal trouble/faults. No of elements and number of relays shallbe as per requirement of individual trafo.

    D-2 For Trip Circuit Supervision Relays - All Panels should be provided with D.C. Voltage operated TripCircuit Supervision Relay having provisions for pre & post close supervision of Trip Circuit with set ofself-reset contacts provided for Trip Circuit Healthy Indication and Trip Circuit unhealthy indication& Alarm in respect of Trip Coils of respective Breakers.

    D-3 Tripping Relays- All Panels should be provided with D.C. Voltage operated High Speed TrippingRelays having self reset contacts capable to make, carry and break trip coil current. Sets of TripContacts shall be provided for Inter-tripping function of corresponding 11 KV Incoming Switchgearand closing blocking function of 33 KV & 11 KV Breakers in respect of Transformer Control Panels.Each set of trip relay shall have minimum two nos. NO and 1No. NC contact as SPARES. Theoperating time of master trip relay shall be less than 15 ms.

    D-5 All auxiliary relays, trip relays , trip circuit supervision relays etc. shall also be ofbidders own make,if not available, it can be M/s AREVA, M/s Easun Reyrolle/ABB MAKE.

    26 CO-ORDINATION WITH CIRCUIT BREAKER AND OTHER EQUIPMENT

    01 The Circuit Breakers, Transformers, Isolators, C.Ts, P.Ts, etc. will be purchased separately.Details of the Control Circuits closing and tripping currents etc. will be furnished to the successful

    bidder of the Panels. The Control Panel supplier shall have to supply the Control Panel Equipmentadequately matched for the duty which it is expected to perform. The supplier of the Control & RelayPanel shall have to prepare complete wiring diagram including the Control Circuit of the CircuitBreaker, Transformer, Isolator etc. as required. Wiring nos., bus wire nos. etc shall be in line withtender purpose drawing ( given along with tender doc.).However the drawings will be finalized during detailed engineering. If any additional equipment befound necessary for proper operation, match and co-ordination with the existing panel, the same shallalso to be provided by the bidder without any extra price.

    27 AUXILIARY A.C AND D.C. SUPPLYThe purchaser will make separate arrangement for providing low tension A.C. and D.C. supply. A.C.

    supply will be 230 + 5% Volts, Single Phase, 50 Cycles per Second or 400/230 + 5% Volts, 3-Phase: 4Wire as the case may be. D.C. supply will be 30 Volts.

    28 TENDER DRAWING & LITERATURE

    Triplicate copies of the following drawings and literature shall be submitted along with the Tenders:-(a) Principal dimension details of each unit cubicles, complete assembly of panel Board and

    proposed arrangement of the Panel Board in a Control Room.(b) Front and rear views of the Panel Board with instrument and device positions marked.(c) Pictorial views of the Control Switches Terminal Blocks, Indication Instruments, Test Blocks

    29 CONTRACT DRAWINGS & LITERATURE

    O1 In the event of an order materializing, the Supplier also submit four prints ofeach drawing for approval of the purchaser along with 2 sets of literature as mentioned in thespec.

    The Contract drawings shall cover the followings:-(a) Details of construction and dimensions of a cubicle and of the complete Panel Board.(b) Template for foundation and details of Cable Trench and Cable Entry Holes in the Foundation

    Platform.(c) Elementary diagrams of all controls, metering, protection annunciation and other circuits. All

    devices shall be numbered according to ASA or international usage, which shall be separatelycoded.

    (d) Cabling and wiring diagram of the cubicles and inter-connections between them. Ferrulenumbers, device number and grouping for cable take off shall be distinctly shown.

    (e) Dimensional outline drilling diagram and special mounting arrangement if any, of such type ofvarious devices on the Control Board.

    (f) Inter-connection diagram between Control Board and C.B. power and instrument transformeretc.

    (g) Wiring Schedule for Control & Relay Panel.(h) Internal wiring diagram of all devices and elementary wiring diagram of relays where internal

    wiring is in triplicate. One set reproducible tracing of the above drawings shall also besupplied.

    O2 In the event of contract being awarded 4 copies of the following literatures shallbe supplied along with the drawings as mentioned(a) Literature describing construction, operation, adjustment and rating specifications of all the

    protective and auxiliary relays, recording instruments, metering instruments and controlswitches.

    (b) Literature giving rating data, details and adjustments for calibration of the indicatinginstruments.

    (c) Calibration instruments for the metering instruments.(d) List of spare parts, identification number of renewable parts of relays, instruments and

    switches etc. with the help of which the purchaser will be able to procure spare parts fromthe contractor at any subsequent time.

    30. Type Test & Routine test Report and credential to be submitted along with tender documents:i) The bidder has to furnish the type test report, including functional tests for all protective

    relays from CPRI/NABL accredited, Govt. recognized Test House carried out within fiveyears .

    ii) routine test Report carried out within five years signed by any PSU, reputed power utilityetc. for similar type C&R panels ( with same type protective and auxiliary relays) alongwith tender documents

    iii) Credential for supply&delivery and performance certificate from Power Utilities inIndia(with same type protective and auxiliary relays) along with tender documents.

    31 TEST FACTORY

    The following tests shall be carried out and 6 copies of test certificates shall be submitted forapproval. The equipment shall only be dispatched after approval of the test certificates.

    1. Checking of wiring of Circuits and the continuity.2. One minute applied voltage test. All equipment on Panel and small Wiring shall be tested for

    a withstand voltage of 2000 Volts to earth & between different Voltage Circuits.3. Insulation resistance of the complete wiring, circuit by circuit with all equipment mounted on

    the Board before and after H.V. test mentioned under 2 above.4. Routine tests according to the relevant national standard are on the instruments, relays and

    other devices.

    32 TEST WITNESS(a) Tests shall be performed at ManufacturersWorks in presence of purchasers representative

    shall be carried out. The Supplier shall give at least 15 (fifteen) days advance notice of thedate when the tests are to be carried out.

    (b) Purchaser shall have the right to select any quantity of the itemwise offered lot for testing,offered for inspection and in the event of failure in test(s), the purchaser shall have the rightto reject the offered equipment(s).

    (c) All Relays, Meters & Annunciators provided in the Control & Relay Panel are to be acceptedonly after successful hundred percent performances testing at Testing Department ofWBSEDCL.

    33 SPARES:The tenderer shall quote item-wise Unit Prices for all type of relays and other consumable sparesrecommended by him for three years operation. Such spare shall include Fuse Holders, Fuses,Indicating Lamps, essential spare parts of Relays, Instrument, extra Control Switches etc.

    The price quoted for such items must be Firm and Nett.

    34 PRICEThe Price quoted by the tenderer for Control & Relay Board shall be FIRM.The Unit Price of items as per Annexure must be Firm. During detailed engineering, if it is found that

    some items are required to be incorporated in the Panels under procurement, the purchaser shall not

    pay any extra amount over the quoted Firm Price of these items for Control & Relay Boards.35 DELIVIERY & TRANSPORTATIONThe minimum delivery period offered by the tenderer shall be essence of this Tender.The Panel Board shall be delivered to different destination by Road Transport in suitable crateswithout instruments, relays & meters but with other devices mounted in positions and wired.Similarly instruments, relays, meters of the associated Panel Board shall be delivered by RoadTransport in separates crates to the Testing Laboratory of WBSEDCL as per Despatch Instruction.Each crate shall accompany detailed packing, list with mention of schedule of equipment/device indetails.TRANSPORTATIONThe panel board shall be transported in suitable crates without instruments, protective relays andmeters but other devices mounted in positions and wired. Instruments, protective relays, meters ofthe panel shall be separately crated and transported as per despatch instruction.

    Prior to dispatch three copies of detailed packing schedule of each panel board shall be submitted. In

    the schedule items accompanying the control panel and items separately crated shall be clearlymentioned.

    36 GUARANTEED TECHNICAL PARTICULARS:Tenderers shall furnish Guaranteed Technical Particulars of equipment offered mentioning thereonMake & Technical particulars of each device as per schedule specified. Performance Guarantee will bebased on the Guaranteed Technical Particulars.

    37 VALIDITY PERIOD:Validity period of the offer shall be reckoned from the date of Opening of Tender provided it istechnically and commercially complete one, otherwise it will be counted from the date of receipt ofcomplete information.

    38 PERFORMANCE CERTIFICATE;Copies of performance Certificate of similar equipment supplied to various Organizations shall have tobe furnished in triplicate along with the Tender.

    39 CREDENTIAL as Pre-requisites of Tenderer- shall furnish document in support of manufacture, supply

    Technical Specification for SCADA Compatible Numerical Directional And Non Directional Relays

    The offered item should meet minimum following requirements:-

    Sl. No Feature and Function Technical requirement

    1 Purpose and application It is intended to automate the Switchgears specified in the scope of supply and use

    Communicable Numeric relays for Protection, Control, Metering and Statusmonitoring. This specification is based on the understanding that an integrated

    Automation System along with protections shall be provided and same shall haveprovisions for Integration with SCADA system. All the feeders shall be remotecontrolled from Employers SCADA and from the local console of the numerical relays.

    Numerical multifunctional combined Microprocessor based Feeder protection andmanagement relay to protect the 33 kV Parallel Feeder from all electrical and otherfaults along with reporting system, Disturbance record for fault analysis. Bidder shouldcomply with any especial requirement or feature asked for retrofitting the relays.Relay should be IEC 61850 compliant. Relay should have 4 CT input for O/C and E/Fprotection 4 voltage input for directional O/C protection with internally derivedresidual voltage for E/F protection. There should be option for derivation of E/Finternally.

    2.(a) Main Protection Featurefor Directional O/C & E/Frelay.

    1. Relay should have minimum two group of setting. Setting group changeoverrequired from digital status input.2. Electrical over load protection with selectable IEC curves with two stage, first

    3. Processor feature Relay shall be completely Numerical with protective elements having softwarealgorithm based on sampling of analog inputs. Sampling Rate of Analog Signal: Thesampling rate should be 1000 Hz for 50 Hz signal or better for each analog channel.Hardware based measurements shall not be acceptable.

    4. Operational Philosophy The operation of Relay shall be possible from both locally from the Switchgear andremote and Local Work station. The local position shall be displayed in remote / localworkstation and remote operation shall be blocked if the switch is in Local. Clearcontrol priorities shall prevent initiation of operation of a single switch at the sametime from more than one of the various control levels and there shall be interlocksamong various control levels. The priority shall always be with the lowest enabledcontrol level. Relay accuracy shall not be affected by system frequency fluctuation.

    5. Status/Optical

    Inputs/Digital inputs

    1. Minimum 8 number status inputs are required2. All status inputs should be 30 V to 110 VDC(site selectable)3. Setting group is required to be changed with any Digital input status.4. Trip circuit supervision with DI status5. The digital inputs shall be acquired by exception with 1ms resolution.

    Contact bouncing in digital inputs shall not be assumed as change of state.6. Relay should have comprehensive self diagnostic feature with remote

    indication of relay failure and alarm shall be generated without tripping ofcircuit

    7. Provision of Testing output relays without any current injection.8. No. of programmable LEDs- at least 4 nos. with latching option.

    6. Main measuring andreporting feature

    All measurements should be in primary quantities. Minimum following displays arerequired in alpha numeric:-

    1. Three phase (Positive sequence) current, Three phase voltage2. Neutral (zero sequence) current, MW, MVAR, Frequency, Pf, MVA etc.3. All the trips should have clear indication on the relay terminals4. Resetting should be selectable as hand reset or auto reset.

    7. Memory and RecordingFeature

    1. The relay setting and programming should be stored in EEPROM so thatduring Aux. Power failure the said data is not lost.

    2. Relay should have event log, trip log and DR record. All logs should go in tohistory.

    3. All tripping of relay should initiate DR in auto without extra binary input.Triggering of DR with binary input should be user configurable.

    4. The last 2 fault DR records should be in flash memory and DR will not erasein case of DC supply fail for more than 2 days.

    5. Should be able to record at least 5 Oscillographic disturbances and 5 faultrecords and 250 event records.

    6. Minimum Four no. of latest trip log with cause of trip should be stored inmemory along with date and time stamping. The memory should not be lostwith the switching off of DC.

    7. The relay should have fault-recording feature with current waveform andDigital Input status. The fault waveform should consist of minimum fourcurrent waveforms of three phase current and zero sequence current and DIstatus. Triggering time for Pre and Post should have user selectable. Thisrecord should be in flash memory for minimum 7 days even after switchingoff the DC supply.

    8. The fault should be date and time stamped.9. Communication protocol IEC 61850.

    4. Bidder has to supply communication hardware for relay setting, DRdownloading from front port. This device should be compatible toUSB/Ethernet port.

    5. It shall be possible to transfer the data stored in the DFR to computer onIEEE/COMTRADE format. The data format shall be compatible for dynamicprotection relay testing on relay test kit. COMTRADE Data viewer software isto be provided.

    6. Corporate license for installation on unlimited number of PCs.17. Date and time Date and Time stamping with faults and record. The clock should be powered from

    internal cell and should not required setting after every DC switching. The internal celllife minimum 5 years. Time synchronization by IRIG-B or SNTP. For timesynchronization through SNTP is to be provided from clock signal coming from RTU.In case of IRIG-B, time synchronization will be done with GPS clock signal from GPSreceiver located at substation.

    18. Lugs and terminators All CT and PT terminals shall be provided as fixed (screwed) type terminals on therelay to avoid any other any hazard due to loose connection leading to CT opening orany other loose connection. Necessary amount of lugs should be supplied along witheach relay for CT connection and control wiring.

    19. Manuals, Drawings andLiterature

    1. The relays should be supplied with manuals with all technical and operatinginstructions.2. All the internal drawings indicating the logics and block diagram details

    explaining principle of operation should be given at the time of supply.3. Mapping details shall be submitted in IEC format.

    20. Demonstration/assistance in commissioning

    Mounting-Retrofitting of relay will be carried out by WBSEDCL. The party shoulddepute competent technical person during commissioning at least to 30% location ofthe offered item. The sites may be across the state of West Bengal. Those sites are tobe commissioned with the assistance of Commissioning Engineer of the Bidder forwhich incidental charges is to be borne by the Bidder. He will explain various featuresof relay and assist for finalizing the settings, generation of *.icd files etc. As peravailability of shutdown of equipment, the commissioning may be done in differentphases. Bidder shall have to arrange for his boarding or lodging. This should beintegral part of the offer and the Bidder should include this in offer. 10% payment will

    be released only after successful completion of the above job. As part of this offer,Bidder shall have to provide necessary support during integration of relays with thethird party SCADA system which will be commissioned in future.

    21. Standarddocumentation perRelay, according to IEC61850

    22. Extendibility in Future The Bidder shall provide all necessary software tools along with source codes toperform addition of bays in future and complete integration with SCADA by theUser. These software tools shall be able to configure relay, add analog variable,alarm list, event list, modify interlocking logics etc. for additional bays/equipments which shall be added in future.

    23. Lifespan The supplier should mention following:-1. Product maturity: The Bidder should mention the time period for which the

    product is in the market2. Expected production life3. Hardware/Firmware change notification process. Upgrades to be provided

    free of cost within the warranty period, if needed.4. Lifespan of standard tools and processes for relay configuration, querying

    and integration
