of Master of Philosophy (M.Phil.)
(With effect from the Academic Year 2018 – 2019)
1.1 Application to M.Phil. Programme
Admission to M.Phil.programme will take place in June every year. The admission schedule
will be announced through advertisement on the University of Madras Website. Candidates
are required to fill up the online application within the specified date and submit requisite fee
as per the instruction given in the University Website.
1.2 Duration of the Programme
The minimum duration for completion of M.Phil.in a discipline is two consecutive semesters.
M.Phil.Scholars must complete the M.Phil.programme (Course Work and Dissertation
submission) within 3 years (N+2) from the year of admission. The women candidates and
differently abled candidates (more than 40% disability) may be allowed a relaxation of one
more year for submission of M.Phil. Dissertation as per the M.Phil., Regulation 2018. In
addition, women candidates may be provided Maternity Leave/Child Care Leave once in the
entire duration of M.Phil.for up to 240 days.
1.3 Procedure for Admission
1.3.1 The University Departments/College Departments shall admit M.Phil.Students through
an EntranceTest to be conducted at the level of Individual Departmentsin
University/College.
1.3.2 University Departmental Committee/College Departmental Committee shall act as a
Research Advisory Committee (RAC) for M.Phil.programme.
1.3.3 On an annual basis,M.Phil.students to be admitted depending on the number of available
Research Supervisors,on the basis of available academic and physical facilities,
complying to the norms regarding the student-teachers ratio, laboratory, library and such
other facilities.
1.3.4 A Research Supervisor/Co-supervisor who is a Professor, at any given point of time,
cannot guide more than three (3) M.Phil. An Associate Professor can guide up to a

maximum of two (2) M. Phil scholars and an Assistant Professor can guide up to a
maximum of one (1) M.Phil. Scholar.
1.3.5 The admission shall be based on the criteria notified by the Universityand taking into
accountthe reservation policy of the Government of Tamil Nadu.
1.3.6 The University Departments/College Departments shall admit candidates by a two stage
process as follows,
a. First Stage – An Entrance Test with a qualifying mark of 50%. The syllabus of
the Entrance Test shall consist of 50% Research Methodology and 50% on the
specific subject.
b. Second Stage - An Interview/Viva-Voce shall be conducted by the University
Department/College Department, when the candidates are required to discuss
their research interest/area through a presentation before a duly constituted
Departmental Research Committee/Research Advisory Committee.
1.3.7 The minutes of the selection process duly signed by the Departmental / college admission
committee shall be appended. The Departmental Selection Committee minutes should
strictly adhere to the format provided in Annexure-MPHIL-B.
1.3.8 The Interview/Viva-Voce shall also consider the following aspects:
a. The competence possessed by the candidate for the proposed research;
b. The suitability of research work undertaken at the Institution;
c. The contribution to new/additional knowledge by the proposed area of research.
1.4 Structure of the Programme
1.4.1 The M.Phil.Programme consists of two Core courses (mandatory), One Elective course
and one Dissertation. The course work shall be treated as prerequisite for
M.Phil.preparation. The credit assigned to the Course work shall be 15 and Dissertation
&Viva-Voce shall be 21. The total credits, including credits for the Course work and
Dissertation for the award of M.Phil.Degree shall be 36.

1.4.2 All courses prescribed for M.Phil. Course work shall be in conformity with the credit
hour instructional requirement and shall specify content, instructional and assessment
methods.
1.4.3 The University Department/College Department where the student pursues his/her
research shall prescribe the course(s) to the scholar based on the recommendations of the
Research Advisory Committee, as per the University norms.
1.4.4 Grades in the Course work, including Research Methodology courses shall be finalized
after a combined assessment by the Research Advisory Committee (RAC) /University
Department/College Department, subsequently the final grades shall be communicated to
the University
1.4.5 The M.Phil.studentmust obtain a minimum of 55% of marks or its equivalent grade in the
UGC 7-Point scale (or an equivalent grade/CGPA in a point scale wherever grading
system is followed) in the course work in order to be eligible to continue in the
programme and submit the Dissertation.
1.4.6 Students who fail in any Course work examination will be given a second chance and the
examination will be held within two months from the publication of the results. Scholars
who fail to clear in the second attempt are not eligible to continue in the programme and
cannot submit the Dissertation.
1.4.7 The M.Phil. Degree is awarded tostudents, satisfying the following:
a. Registered candidates who have pursued the programmeand secured the
required minimum number of credits for the core and elective courses including

Dissertation specified in the correspondingprogramme within the stipulated
time;
b. Secured the required attendance;
c. No dues to the University, Hostel or Library;
d. No disciplinary action pending against the student.
1.4.8 The rules and regulations governing course registration, attendance and discipline for the
Master Programme shall apply for the M.Phil.Programme as well. The University shall
not award the Rank Certificates to the Research Oriented Programmes (i.e.) M.Phil.
/Ph.D.
1.4.9 The students of M.Phil. who have not cleared the examination in the specified time shall
be permitted to appear for the first semester arrear papers and second semester
Dissertation submission by collecting a sum of Rs.12000/- as penal fee and Rs.500/- as
redo fee, along with the prescribed examination fees for M.Phil. Degreeprogramme.
1.5 Examination and Evaluation
1.5.1 Course Work
1.5.1.1 The overall credit requirement, including credits for the Course work, for the award of
M.Phil. degree shall be 36.
1.5.1.2 Upon satisfactory completion of course work, and obtaining the marks/grade
prescribed by the University, the M.Phil. student shall be required to undertake
research work and produce a draft dissertation within a reasonable time, as stipulated
by the Institution concerned based on these Regulations.
1.5.1.3 Prior to the submission of the dissertation, the scholar shall make a presentation in the
Department before the Research Advisory Committee of the Institution concerned
which shall also be open to all faculty members and other research scholars. The
feedback and comments obtained from them may be suitably incorporated into the
draft Dissertation in consultation with the Research Advisory Committee
1.5.1.4 M. Phil student shall present at least one (1) research paper in a
conference/symposium/seminar before the submission of the dissertation for
adjudication, and produce evidence for the same in the form of presentation
certificates and/or reprints.

1.5.2 Submission of Dissertation
1.5.2.1 The M.Phil. Dissertation submitted by aM.Phil. student shall be evaluated by his/her
Research Supervisor and at least one external examiner who is not employed in the
University / College. The viva-voce examination shall be conducted by both of them
together after receiving the evaluation report from the external examiner. The open
viva-voce examination shall be attended by Members of the Research Advisory
Committee, all faculty members of the Department, other research scholars and other
interested experts/ researchers.
1.5.2.2 The last date for submission of Dissertation shall be 31st August of every year without
penalty. The maximum extension period is two months (i.e. up to 31st October) with a
penalty fee prescribed by the University. There shall be no further extension of time
beyond this period. Failing to submit the dissertation within this period, students shall
be permitted to submit the dissertation only in the next academic year along with the
subsequent batch of students.
1.5.3 Plagiarism Check
The University shall evolve a mechanism using well developed software and gadgets to
detect plagiarism and other forms of academic dishonesty. While submitting for
evaluation, the dissertation shall have an undertaking from the M.Phil. student and a
certificate from the Research Supervisor attesting to the originality of the work, vouching
that there is no plagiarism and that the work has not been submitted for the award of any
other degree/diploma of the same Institution where the work was carried out, or to any
other Institution.
1.5.4 Viva-Voce Examination
The viva-voce of the examination to defend the dissertation shall be conducted only if the
evaluation report(s) of the external examiner(s) on the dissertation is/are satisfactory and
include a specific recommendation for conducting the viva-voce examination. If the
evaluation report of the external examiner in case of M.Phil. dissertation is unsatisfactory
and does not recommend viva-voce , the Institution shall send the dissertation to another
external examiner out of the approved panel of examiners and the viva-voce examination
shall be held only if the report of the latest examiner is satisfactory. If the report of the
latest examiner is also unsatisfactory, the dissertation shall be rejected and the M.Phil.
student shall be declared ineligible for the award of the degree.

DOCTOR OF PHILOSOPHY (Ph.D.) Admission, Registration, Examination and Evaluation Guidelines
(With effect from the Academic Year 2018 – 2019)
2.1 Application to Ph.D. Programme Admission to Ph.D. programme will take place during two sessions in a year (June and
December). The admission schedule will be announced through advertisement on the
University of Madras website. The candidates are required to fill up the online application
within the specified date and submit requisite fee as per instruction given in the university

2.3 Procedure for Admission
2.3.1 The process of selection involving scrutiny of applications, conduct of Entrance
Examination, preparing of merit list and of selection list should be completed within the
specified time limit. The eligibility conditions for the candidates shall be strictly followed
as per the University of Madras Ph.D. Regulations 2018 under the clause 2.1 (available in
the website: www.unom.ac.in)
2.3.2 Admission to Ph.D., shall be made through an entrance test. The entrance test which will
be conducted by the respective Department / College /Institution shall carry a maximum
of 50 marks as detailed below:
2.3.3 50% of marks shall be taken from the qualifying examination (PG or equivalent)
secured by the candidate.
2.3.4 The candidate should secure at least 25 marks out of 50 marks in the entrance test
(Written and Oral).

2.3.5 The candidate should take the examination only in the subject for which he/she has
applied for admission to the Ph.D. programme.Syllabus of the entrance test will consist of
50% Research Methodology and 50% of specific subject of Ph.D. degree.
2.3.6 The interview or viva/voce shall test the competency of the candidate for the proposed
research and also whether the proposed area of research can contribute to new or
additional knowledge
2.3.7 The Head of the Department/College/Institution in consultation with Supervisor from the
concerned subject may design the question paper for the entrance test. The question
paper has to be set and valued by the respective admission committee of the
Department/College/Institutions only.
2.3.8 Allocation of Research Supervisor:Permanent faculty member or Scientist of the
Institution are eligible to guide Ph.D. scholar. A Research Supervisor/Co-Supervisor who
is a Professor, at any given point of time, cannot guide more than Eight Ph.D. scholars.
An Associate Professor as Research Supervisor can guide up to a maximum of six Ph.D.
scholars and an Assistant Professor as Research Supervisor can guide up to a maximum
of four Ph.D. scholars.
a. For the Research Institutions the Senior Principal Scientist (Scientist-F)/Chief Scientist
(Scientist-G) may be considered to guide eight Ph.D. Scholars as under the cadre
Professor.
b. Associate Professors in Self-financing Colleges / Self-supporting Departments in Aided
Colleges with 12 years of teaching experience in UG and PG / PG Degree courses and for
the Research Institutions the Principal Scientist (Scientist-E-II) / may be considered to
guide six scholars as under the cadre Associate Professor.
c. Scientist (Scientist-C) / Senior Scientist (Scientist-E-I) may be considered to guide four
Research scholars as under the cadre Assistant Professor.
2.3.9 The candidate with fellowship from the MHRD,UGC, CSIR, DST,ICMR, ICSSR etc. /
JRF/SRF/Project Fellow/etc., appointed in the major research project from funding
agencies, Foreign/NRI candidates / and teachers working in affiliated colleges shall be
exempted from entrance test.
2.3.10 The Head of the Department of the University / The Principal of the College / The
Director of recognized Research Institution should insist on the production of an

eligibility certificate obtained from the Registrar of the University of Madras, before
granting admission to them in respect of candidates who have passed their qualifying
examination from other Boards / Universities.
2.4 Departmental Committee
2.4.1 The Departmental Selection Committee (DSC) should be constituted by the Head of
the Department with two recognized guides in the department with the proposed
guide (a minimum of three members should be in the committee) as convener. If
only one guide is available in any department, such department should constitute the
above committee with the guides available from the neighboring departments.
2.4.2 The minutes of the selection process duly signed by the Departmental / college
admission committee shall be appended. The Departmental Selection Committee
minutes should strictly adhere to the format provided in Annexure-PHD-H.
2.4.3 The proposed Guide/ Supervisor and the candidate must ensure that the application
is complete and all documents enclosed before submitting the application.
Application submitted without enclosing necessary documents will not be accepted.
No interim correspondence will be made.
2.4.4 The Departmental Selection Committee must check and verify the candidate’s
eligibility, category of registration, vacancy condition available with the Supervisor
etc. A check list of attested photo copies of certificates (except Transfer Certificate)
verified and certified by the admission committee shall be enclosed.
2.4.5 In case of Ph.D. research on Interdisciplinary basis, the Departmental Selection
Committee shall clearly, specify the Interdisciplinary subject and the co-guide shall
be mentioned if needed.The proposal under inter-disciplinary research should be
submitted in the prescribed format duly approved by the departmental committee
along with the minutes and forwarded by the Supervisor and Head of the Department
concerned
2.4.6 With regard to a candidate proposing to work on the contribution of living
author(s)/personality, a brief research proposal for conducting Ph.D. and a self-
declaration duly certified by the supervisor should be forwarded along with
necessary permission obtained from the concerned author(s)/personality.

2.4.7 In case of foreign candidates, a research visa obtained from the respective High
Commission/Embassy or through Ministry of Human Resource Development, Govt.
of India, New Delhi, for the period of the Ph.D. programme should be submitted.
2.4.8 For foreign candidates, University Research Admission Committee (Director of
ICOM and Dean Research) shall have meeting with the proposed supervisor and
candidate and forward the minutes to the University.
2.4.9 The Departmental Selection Committee should forward the following documents
a) The applications of the candidates who have applied for the Ph.D. programme along
with the enclosures.
b) List of the candidates applied, interviewed and selected [as per the format]
c) Minutes of the meeting of the Departmental Selection Committee with signatures and
office seal of all the members.
d) The check list of certificates (except Transfer Certificate) verified and certified by the
Departmental Selection Committee.
e) In case of foreign candidates, a research visa obtained from the respective High
Commission/Embassy or through Human Resource Development, Ministry of
Education, Govt. of India, New Delhi, for the period of the Ph.D. programme.
f) A copy of the Guideship communicationof the concerned supervisor, which was issued
by the University of Madras.
g) Declaration by the Supervisor (Annexure PHD-G)
h) The fee payable to the University should be collected from each candidate and remitted
to the University after receipt of the communication regarding approval for admission
to the Ph.D. programme from the University.
2.4.10 The ultimate responsibility of admission rests only with the Heads of the Departments of
the University / Principals of the Colleges / Directors of the Research Institutions
concerned.If, it is observed at a later stage that the admission given by the University
Department / College / Research Institution is incorrect, the same will be cancelled by the
University at any stage of the Ph.D.programme. The Heads of the Departments of the
University/Principals / Directors should certify that the selections are made on the basis
of guidelines issued by the University.

2.5 Payment of Fees
2.5.1 The fee payable to the University should be collected from each candidate and remitted
to the university after receipt of the communication regarding approval from admission to
the Ph.D. programme from the University.The following fees are payable by every Ph.D.
student admitted to the Departments:

2.6 Provisional Registration
2.6.1 The candidate applying for provisional registration shall furnish all information in the
prescribed form, pay the prescribed fee and complete the Online Registration in the
University Website.
2.6.2 All applicants who satisfy all the conditions and procedures prescribed shall, after
approval by the University, be provisionally registered for the Ph.D. programme.
2.6.3 Registration for the Ph.D. programme must be done by the candidate within ONE month
after getting the permission from the University with all documents.

2.6.4 A delay up to SIX months for registration can be accepted with a penal fee and reasons
for the delay must be submitted. Also, the delay in registration can also be accepted up to
ONE year with a penal fee and the reasons for the late registration must be submitted.
2.6.5 Exactly after ONE year from the date of permission if the candidate fails to apply for
provisional registration he/she should not be allowed to pursue the research. Penal fees
shall be prescribed by the Syndicate from time to time.
2.6.6 Continuation of Registration: The online portal for continuation of registration will be
opened from 1st July to 31
st July. All Ph.D. scholars [Both Full-Time and Part-Time]
must complete the online application for continuation of Registration with a fee of
Rs.1000/-. The Registration application with attendance certificate and Doctoral
Committee minutes must be submitted to Dean [Research] the office the Dean (Research)
on or before 31st July every year.
2.6.7 A candidate seeking exemption for Methodology Examinations of Ph.D. Research on
disciplinary basis and exemption for Research Methodology Examination alone of Ph.D.
Research on inter-disciplinary basis should submit M.Phil.certificates (Provisional &
Convocation) while submitting application for Registration. If certificates are not
submitted, registration will be processed based on only P.G. Qualification.
2.6.8 Every year students should submit the continuation of registration through online with
progress report, failing which the candidate will be treated as withdrawn from the
Ph.D.programme. The candidate’s registration will be cancelled without any intimation.
2.7 Research Advisory Committee (RAC)
2.7.1 There shall be a Research Advisory Committee, for each Ph.D. scholar. The Research
Supervisor of the scholar shall be the Convener of this Committee. The Head of the
Department concerned, provided he/she is a recognized Supervisor, and one other
member from Institutions in the neighbourhood, who is an expert in the subject and also a
recognized Supervisor for guiding Ph.D. scholars in that Institution.
2.7.2 In respect of inter-disciplinary research, the co-guide shall also be included as a member,
in addition to those mentioned above.
2.7.3 Research Supervisor may also include an expert (may or may not have Ph.D.) from the
Industry / Institution in the Research Advisory Committee in addition to the above

members to provide inputs to the candidate but not to count the mandatory requirement of
approval of Synopsis.
2.7.4 This Committee shall have the following responsibilities:
a. To review the research proposal and finalize the topic of research;
b. To guide the research scholar to develop the study design and methodology of research
and identify the course(s) that he/she may have to do.
c. To periodically review and assist in the progress of the research work of the research
scholar.
d. The Research Scholar and Supervisor should appear before the Dean (Research) / College
Principal / Institute Director along with Senior Professor of concerned department who
will review the progress at the end of fourth and fifth year and submit specific
recommendation whether the candidate could complete the research work within one or
two years.
e. During the First two years, Research scholar shall present atleast two paper in Regional /
National level Seminar / Conference or shall publish atleast one paper in UGC listed
journal. From third year onwards, atleast one paper must be published in the UGC listed
journals.
2.7.5 A research scholar shall appear before the Research Advisory Committee once in six
months to make a presentation of the progress of his/her work for evaluation and further
guidance. The six monthly progress reports shall be submitted by the Research Advisory
Committee to the Institution/Affiliated College with a copy to the research scholar.
2.7.6 In case the progress of the research scholar is unsatisfactory, the Research Advisory
Committee shall record the reasons for the same and suggest corrective measures. If the
research scholar fails to implement these corrective measures, the Research Advisory
Committee may recommend to the Institution/Affiliated College with specific reasons for
cancellation of the registration of the research scholar.
2.8 Conversion of Full-Time Registration into Part-Time and Vice-Versa

2.8.1 Notwithstanding anything prescribed in these regulations, the University may permit
conversion from Full-time to Part-time research in respect of candidates registered, for
valid reasons and subject to satisfying the regulations, rules and conditions in force after
completion of Two years under Full-time research. Candidates who are qualified
NET/SET/JRF are permitted to convert their Full-time research programme into Part-time
research programme after a gap of one-year from the date of Registration provided they
are appointed as Asst. Professor or equivalent category in College / University.
Conversion from Part-time to Full-time research is permitted at any point of time for part-
time scholars.
2.9 Change of Supervisors and Transfer of Scholars
2.9.1 The Head of the Department / Principal /Director shall consider the Ph.D. scholars
complaints relating to Ph.D. Supervisors and requests for transfer of Supervisor and
resolve the issue amicably referring to a subject expert Committee or Research Advisory
Committee. Change of Supervisor shall be informed to the University for approval within
one month.
2.9.2 Transfer of Ph.D. scholars from one Supervisor to another Supervisor can be effected,
with mutual willingness given by both the present and proposed Supervisors.
2.9.3 In the case of change of Supervisor or transfer of candidates is proposed without the
consent of any one of the parties (Candidate or Supervisor) concerned, or complaints
against the Supervisor, the matter shall be referred to a Committee constituted by the
Vice-Chancellor and the Vice-Chancellor be authorised to take a decision on such
matters. The decision of the Vice-Chancellor shall be final
2.9.4 The Supervisors who wish to avail leave/lien/deputation beyond a period of SIX
MONTHS shall nominate a Supervisor of the department or Head of the Department in
the concerned subject for the candidates registered with them for the period of absence
and shall intimated to the University well in advance
2.9.5 In the case of a research Supervisor working under the self-financing stream and who
wishes to leave the Institution for whatever reasons, it is the responsibility of the

Principal of the College to take necessary steps to transfer the candidates registered under
the said teacher after obtaining necessary approval from the University.
2.10 Cancellation of Registration
2.10.1 In case of candidates who do not possess an M.Phil. degree, who have not taken Part I
course work and examination and the Minutes of the meeting of the Research Advisory
Committee are not forwarded to the University for confirmation of provisional
registration on completion of ONE year of provisional registration, their registration shall
be cancelled for both Full-time and Part-time programmes by the University on
completion of 18 months from the date of provisional registration.
2.10.2 In case of recommendation for cancellation of the registration by the Supervisor, the
candidate shall be intimated about the grounds on which the registration is being
proposed for cancellation.
2.10.3 Any complaint relating to change of guidance, etc will be referred to a Committee
constituted by the Vice-Chancellor and based on the report of the committee action will
be taken.
2.11 Course Work
2.11.1 Every candidate provisionally registered for the Ph.D. programme shall undergo course
work in the first year (two semesters). The Course Work consists of the following:

the research methodology in the course work. If the proposed topic is related to M.Phil.
Course Work, he/ she shall be exempted from writing all three papers.
2.11.3 A Ph.D. Scholar has to obtain a minimum of 55% of marks (or an equivalent grade in the
UGC 7 point scale or an equivalent grade/CGPA in a point scale wherever grading
system is followed) in the course work in order to be eligible to continue in the
programme and submit the Ph.D. thesis. A viva-voce examination shall be conducted for
testing the domain knowledge of the research scholar (thesis work)
2.11.4 The results of the Course work and viva-voce will be communicated by the Supervisor to
the University with the answer scripts and questions along with the Minutes of the
Meeting of the Research Advisory Committee.
2.11.5 On the basis of course work and viva-voce examinations, provisional registration of the
research scholar will be confirmed by the University.
2.11.6 During the First two years, Research scholar shall present atleast two papers in Regional /
National level Seminar / Conference or shall publish atleast one paper in Scopus/Web of
Science/UGC-CARE listed journal. From third year onwards, atleast one paper must be
published in theScopus/Web of Science/UGC-CARElisted journals.
2.11.7 A Research scholar shall appear before the Research Advisory Committee once in six
months to make a presentation of the progress of his/her work for evaluation and further
guidance. The six monthly progress reports shall be submitted by the Research Advisory
Committee to the University/Institution/Affiliated College with a copy to the research
scholar.
2.12 Submission of Synopsis
2.12.1 Prior to the submission of the Ph.D. thesis, the Research scholar shall make a
presentation in the Department before the Research Advisory Committee, which shall
also be open to all faculty members and other Research scholars. The feedback and
comments obtained from them may be suitably incorporated into the draft thesis in
consultation with the Research Advisory Committee

2.12.2 Not less than THREE months before the submission of the Ph.D. thesis, every candidate
shall submit to the University, through the Supervisor or the Convener of the Research
Advisory Committee wherever pertinent, a Synopsis (THREE COPIES) of the proposed
thesis together with the certificate of the Research Advisory Committee and stating the
title of the thesis to be presented in the prescribed application form along with the
prescribed fee.
2.12.3 The synopsis shall be submitted both in the form of hard copy and soft copy in CD. The
hard copy should not exceed 20 type written or printed pages (one side only of A4 size).
2.12.4 Not later than SIX MONTHS after the submission of the synopsis and after the expiry of
the minimum period of research prescribed, every research scholar shall submit
prescribed application and FIVE COPIES of the Ph.D. thesis (not exceeding 250 pages)
embodying the results of the research carried out by him/her along with the prescribed
fee. In addition, the thesis shall also be submitted in the form of soft copy in CD.
2.13 Plagiarism Check
2.13.1 Before submission of Ph.D. thesis, plagiarism report should be obtained from the
Controller of Examinations, University of Madras.
2.13.2 The Syndicate shall evolve a mechanism using well developed software and gadgets to
detect plagiarism and other forms of academic dishonesty. While submitting for
evaluation, the thesis shall have an undertaking from the Research scholar and a
certificate from the Research Supervisor attesting to the originality of the work, vouching
that there is no plagiarism and that the work has not been submitted for the award of any
other degree/diploma of the same Institution where the work was carried out, or to any
other Institution.
2.13.3 The Plagiarism software, its operations and threshold level will be as decided by the
Syndicate.

2.14 Submission of Thesis
2.14.1 Ph.D. scholars must publish at least one Research paper in Scopus/Web of Science/UGC-
CARE listed journal for non-Science discipline and at least two Research papers in
Scopus/Web of Science/UGC-CARE listed journals for Science discipline. Further, the
Research scholar should make two paper presentations in conferences/symposia/seminars
before submission of the Ph.D. thesis for adjudication, and produce evidence for the same
in the form of presentation certificates and/or reprints
2.14.2 The Ph.D. Thesis/Synopsis may generally be written in English (for subjects other than
languages). However, the thesis may also be written in Tamil and submitted.
2.14.3 The title page of the thesis, cover, format, etc., should strictly conform to the format of
presentation as prescribed and the thesis (all copies) should carry a declaration by the
Research scholar as prescribed and certificate as prescribed duly signed and issued by the
Supervisor. The thesis should NOT be hard bound and it should have a thin and flexible
cover and printed on both sides.
2.15 Evaluation of Thesis and Public Viva-Voce Examination
2.15.1 Panel of Examiners
2.15.1.1 The supervisor shall submit the panel of examiners as per the prescribed format
(Annexure-Ph.D-R).The supervisor or the candidate or anybody on behalf should not
contact the examiners under any circumstances. The Ph.D. thesis submitted by the
research scholar shall be evaluated by his/her Research Supervisor and at least two
external examiners, who are not in employment of the Institution/Affiliated College,
of whom one examiner may be from outside the country.
2.15.2 Evaluation of the Thesis
2.15.2.1 The Board of Examiners so appointed shall evaluate the thesis and report on the merit
of the thesis for the award of the Ph.D. degree. Each examiner is expected to give a

detailed report on the thesis apart from a duly filled in proforma for adjudication of
the Ph.D. thesis in the format prescribed by the University.
2.15.2.2 The Board of Examiners shall report on the merit of the candidate as “Highly
commended” or “Commended” or “To be Resubmitted” or “Not Commended”.
2.15.2.3 The two external examiners shall send the hard copy of the individual reports together
with the duly filled in proforma for Adjudication of the Ph.D. thesis to the
Supervisor/Convener and the soft copy of the report to the Controller of
Examinations. Together with his/her individual report and the duly filled in
proforma, the convener will prepared a consolidated report, bringing out the salient
points made in individual reports.The consolidated report shall be submitted by the
Supervisor to the Controller of Examinations within a month.
2.15.2.4 If all the three examiners unanimously recommend the award of the degree, the
candidate will be asked to appear for a public Viva-Voce Examination.
2.15.2.5 If any examiner has in his\her report made some comments and suggested
corrections/modifications/alternations, the candidate will be asked to carry out the
same in the thesis through the Supervisor. The Supervisor shall furnish a certificate
along with two corrected thesis submitted by the candidate to this effect, together
with the list of corrections, to the University before the public viva-voce examination.
2.15.2.6 If one of the external examiners recommends the award of the degree and other does
not recommend the award of the degree, the Syndicate may refer the thesis to a fourth
examiner so appointed, who shall belong to the same category (i.e., from India or
outside India) as the original examiner who valued the thesis and has not
recommended.
2.15.2.7 The fourth examiner will not be provided with the report of the other examiners. If
the fourth examiner recommends the award of the degree, the candidate will be asked
to appear for a public viva-voce examination prescribed earlier. If the fourth
examiner also does not recommend the award of the degree, the degree will not be
awarded to the candidate.

2.15.2.8 Any complaints relating to valuation of the thesis, etc., will be referred to a
Committee constituted by the Vice-Chancellor and based on the report of the
committee, further action will be taken.
2.15.2.9 Supervisor shall not correspond with the examiners under any circumstances while
the thesis is in the evaluation process. Any violation will lead to debarring the faculty
member from guiding Ph.D. Research scholar and face disciplinary action. Similarly,
any attempt by the Research scholar to contact the examiners will lead to
withholding/withdrawal of degree.
2.15.2.10 The two external examiners will be asked to send the hard copy of the reports directly
to the Supervisor/Convener and a soft copy of the reports to the Controller of
Examinations
2.15.3 Resubmission of the Thesis
2.15.3.1 A candidate whose thesis has not been commended for the award of the degree may
be permitted to resubmit it on a second occasion with a period of one year from the
date of declaration of the results with a specific statement from the candidate and the
Supervisor about the additional research work conducted and the revision done in the
thesis.
2.15.3.2 The resubmitted thesis shall be referred to the same examiner who originally
evaluated the thesis for Re-valuation.
2.15.4 Viva- voce Examination
2.15.4.1 Public Viva-Voce will be conducted based on the satisfactory reports of the
examiners.The circular for the viva voce and the defense of thesis shall be notified at
least fifteen days in advance
2.15.4.2 The viva-voce examination, based among other things, on the evaluation reports of
the examiners, shall be conducted by the Research Supervisor and at least one of the
two external examiners or an external examiner appointed by the Vice-Chancellor,
and shall be an open and public defense including members of the Research Advisory

Committee, all faculty members of the Department, other research scholars and other
interested experts/researchers.
2.15.4.3 The Indian and / or the Foreign examiner may participate in the Viva-voce
examination through Skype / Video conferencing but is not mandatory.
2.15.4.4 A copy of the thesis of the candidate appearing for the public viva-voce examination
shall be deposited in the departmental library for perusal of those interested to read
the thesis before the conduct of the public viva-voce examination, together with
appropriate public notice issued by the Supervisor for the purpose.
2.15.4.5 A format for the public viva will be prepared and the public viva-voce needs to be
conducted at a central (Research) place and the proceedings of the viva-voce need to
be sent to the Office of the Controller of Examinations.
2.15.4.6 Members of the department in the subject concerned where the candidate conducted
research and outside specialist, if any, may participate in the public viva-voce
examination. The Supervisor shall convey to the University, the result of such public
viva-voce examination duly endorsed by the external examiner, together with a list of
participants in the examination with their signature, designation and address.
2.15.4.7 A candidate who is successful at the public viva-voce examination shall be declared
to have qualified for the Ph.D. degree by the Syndicate.
2.15.4.8 If for any reason the Supervisor is unable to conduct the viva-voce examination even
one month after the approval of the consolidated report on the Ph.D. thesis by the
University and after appointment of the viva-voce examiner, the Vice-Chancellor will
be authorised to appoint a faculty member in the place of the Supervisor to conduct
the viva-voce examination in time.
2.15.4.9 A candidate, who is not successful at the public viva voce examination, may be
permitted to take the same on a second occasion, after the expiry of THREE months.
If he/she is not successful even on the second occasion at the public viva-voce
examination, the degree will not be awarded to him/her.

Guidelines for Degree of D.Sc./D.Litt./LL.D
(With effect from the Academic Year June-2019)
3.1 D.Sc./D.Litt./LL.D.Programmes
3.1.1 The Degree of Doctor of Science (D.Sc.), Doctor of Letters (D.Litt.) and Doctor of Law
(LL.D), the highest degree of the University of Madras, are awarded to a candidate who,
as per these regulations, has submitted a thesis on the basis of original and independent
research in any particular discipline, that makes a significant contributions to the
advancement of knowledge in a particular theme or area, which is approved by the Board
of examiners as required.
3.1.2 A candidate seeking admission to D.Sc./D.Litt./LL.D programme of the University, must
have pursued outstanding post-doctoral research in the concerned discipline and obtained
the minimum qualifications required for admission as mentioned below.
3.2 Eligibility
3.2.1 The candidate must have obtained a Ph.D. or an equivalent degree from this University or
from any Indian University recognised by the UGC or Foreign University in the world
ranking(QS, Times Higher Education,Shanghai)recognised by the UGC/AIU.
3.2.2 The candidate shall have 10 years of Teaching/Research experience after obtaining Ph.D.
degree
3.2.3 A minimum of THIRTYresearch papers for D.Sc and TWENTY research papers for
D.Litt/L.L.D in the Scopus/Web of Science/UGC-CARE listed journals with high impact
factor or highly reputed journals in the area of his/her research. In subject like Indian
Languages, the candidate should have TEN journal articles in the Scopus/Web of
Science/UGC-CARE listed journals and TEN books published by reputed publishers.
Further, the candidate should be the first author/corresponding author in these
publications.

3.3 Procedure for Admission
3.3.1 The candidate eligible for admission to D.Sc., / D.Litt., / LL.D Degree as per University
norms can apply to the University in the prescribed application form in the month of June
(1st – 30
th) every year with required documents as given in the application form along
with application fee of Rs.5000/-
3.3.2 Five copies of the detailed synopsis (1500-3000 words) on the proposed theme has to be
submitted by the candidate according to the format given in the application form – stating
the originality of his/her work, its applicability to solve societal problem and also its
contributions to the advancement of knowledge.
3.3.3 The applications of the candidates will be scrutinized by the Research Advisory
Committee. This Committee will be headed by the Vice-Chancellor and consist of the
following members:
a) Dean - Research or Dean - Academic or Dean - Student
b) Director (Research Schemes and Projects or a Senior Professor in the relevant
subject.)
c) A Subject Expert (Chairman, Board of Studies (BoS) in the concern subject or a
Senior Professor in the relevant subject.)
3.3.4 The Research Advisory Committee will make recommendations for admissions before
the end of July every year and will also evaluate the quality of the publications at the time
of scrutiny.
3.4 Procedure for Registration
3.4.1 The candidates whose application will be recommended by the Research Advisory
Committee for admission will be intimated and he/she then has to register for the degree
of D.Sc./D.Litt./LL.D with the completed application form and attaching the required
documents original and a photocopy to the University with a registration fee prescribed
by the Syndicate of the University of Madras within one month from the date of
intimation for admission. The admission must be completed by 31st August.
3.4.2 The candidate shall submit the thesis after ONE year from the date of registration and
before the completion of TWO years. A further extension of a period of one year can be
obtained by submitting the prescribed fee by the Syndicate with an application and a

progress report of five pages. Under any circumstances, no extension time for the
submission of the thesis will be given more than three years.
3.4.3 The candidate shall submit the online continuation of Registration in the month of July
every year, failing which the admission will be cancelled. The candidate will have to re-
apply following the admission procedure and will be treated as a new candidate.
3.5 Submission of Thesis
3.5.1 The thesis should be on a particular topic or theme and contents should be
interconnected. The author should establish(a) collection of previously published papers
that will not form the thesis unless (b) The Candidate shall state in his/her application the
special subject on which he/she wanted to pursue the research based on his/her
qualification for the Doctorate.
3.5.2 The topic of D.Sc / D.Litt / LL. D thesis may be related to his/her doctoral work or an
interdisciplinary area of research.
3.5.3 The thesis submitted for the Ph.D. Degree or any other equivalent previous degree, shall
not form part of the D.Sc./D.Litt. / LL.D. thesis.
3.5.4 SIX copies of the thesis and a pen drive or CD containing the thesis in MS Word and in
PDF, as prescribed in the application for submission of D.Sc./D.Litt./LL.D. thesis, must
be submitted along with the prescribed fee as decided by the Syndicate.
3.5.5 The thesis must be accompanied with one copy of the Ph.D. thesis.
3.5.6 The candidate must submit one volume containing:
a) Copies of the author’s published papers/copies of the books which form part of
the D.Sc./D.Litt./LL.D thesis and;
b) Other papers published by the author independently or jointly in the in the
Scopus/Web of Science/UGC-CARE listed journals.
3.6 Examination and Evaluation
3.6.1 The evaluation of D.Sc./D.Litt./LL.D thesis is carried out in two stages namely screening
and evaluation.
a. Examiners Panel:A screening panel with six subject experts (three from North India and
three from South India) from Universities with NAAC grade A+ and above and nine

subject experts (six from foreign countries and three from India excluding Tamil Nadu) will be
obtained from the Chairman PG Board of Studies or a Professor in the Subject.
b. Screening: A copy of the Ph.D. thesis and the publications out of the thesis along with
D.Sc./D.Litt./LL.D thesis will be sent to two examiners in the screening panel (one from North
India and another one from South India preferably not from Tamil Nadu) so as to compare and
check how different and original is the D.Sc./D.Litt./LL.D thesis/ papers. Only if both the
examiners in the screening panel recommend that D.Sc./D.Litt./LL.D thesis is original and not
forms part of the Ph.D. then the thesis will be considered for evaluation. Otherwise the thesis will
be rejected at the screening stage itself and the rejected thesis will not be reconsidered under any
circumstances. The experts who screen the thesis will also be asked to submit a panel of nine
examiners(six from foreign and 3 from India excluding Tamil Nadu) for valuation of the thesis.
c. Evaluation: The thesis, together with any other contributions and papers submitted, shall be
referred to the Board of three Examiners which consists of three examiners (Two foreign and one
Indian). The examiners will be selected from the panel of examiners submitted by the Chairman,
Board of Studies or the Subject Expert and the two Screening examiners in such a way that the
foreign examiners shall not be from the same country and the Indian examiner is from outside
Tamil Nadu.
3.6.2 The Examiners will be requested to evaluate the thesis and to recommend as either commended
or not commended for the award of the Degree with a detailed report highlighting the
contributions of the candidate. The examiners will also be requested to state whether any part of
the thesis copied any portion from the candidate’s Ph.D. thesis. If the D.Sc./D.Litt./LL.D thesis
contains copied material from the previous Ph.D. thesis of the candidate, then the thesis will be
summarily rejected. The reports of the thesis must be sent to the Controller of Examinations. The
candidate may be asked to give a reply if the examiners specifically raise questions and seek a
reply from the candidate.
3.6.3 The Dean - Research will be appointed by the Vice-Chancellor as the CONVENER for
consolidating the reports along with a subject expert, which will be placed before the Syndicate.
There is no viva-voce examination.
3.6.4 The degree will be awarded with the approval of the Syndicate if all the three examiners
unanimously recommend the thesis for the award of the degree. If any one of the Examiners does
not recommend the thesis for the award of degree, then the thesis will be summarily rejected. The
decision of the Syndicate will be informed to the candidate.

Guidelines of Synopsis Submission for Ph.D. Degree
1. The application form marked “Synopsis” should be submitted not less than three months before the
submission of the thesis proposed. The following should be submitted along with the synopsis application
(i) 3 Copies of Synopsis along with a soft copy in CD. The Synopsis should be between 10 to 20 pages.
(ii) Photo copy of the provisional registration and confirmation of provisional registration communication
for the Ph.D., Degree.
(iii) Evaluation processing fee:
© Rs.2,000/- plus Rs.100/- (cost of application) for Full-Time candidate
Rs.3,000/- plus Rs.100/- (cost of application) for FIP Candidate
Rs.4,000/- plus Rs.100/- (cost of application) for Part-Time
The fees should be paid through online in favour of, “The Registrar, University of Madras, Chennai-
600 005” and the e-receipt to be enclosed along with Synopsis.
2.Submission of Synopsis:
Before submission of the Synopsis, the Research Advisory Committee (Doctoral Committee) should send
a suitability report along with the granting permission to submit the synopsis and the candidate should
present a Departmental Seminar on his/her research work (enclose attendance list).
3. Candidates should write clearly in BLOCK letters their names as in the PG Degree certificate and also
the title of the thesis in the relevant columns of the application.
4. The Supervisor/Guide should submit a panel of Examiners list along with the Synopsis, otherwise
synopsis will not be accepted.
5. The application form marked “Thesis” should be submitted not less than three months and not later than
six months after the submission of the synopsis and after the expiry of the period of research prescribed,
together with the following :-
(i) Four copies of thesis along with a soft copyin CD.
Note: The maximum length of the thesis should not exceed 250 pages (typed matter in both sides)
excluding bibliography, tables, diagrams and annexures. If the candidates desire they may include
published papers or monographs along with the thesis. Exemption from the restriction on page limit will
not be granted in normal circumstances.
6. The Synopsis/Thesis should be submitted in the following prescribed manner:
