A passage to inner AsiaPrime Minister Narendra Modi’s extended trip to five Central Asian states, beginning today, is about reconnecting with a region that has inspired much political romanti-cism in New Delhi over the last quarter of a century, but little concrete action. When the Soviet Union broke up in 1991, Delhi had an advantage. As one of the few coun-tries with special access to the five “stans” — Turkmenistan, Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan — in the So-viet era, Delhi was well placed to cultivate lasting partnerships with the new republics. India’s struggle to reform its economy, re-construct relations with major powers af-ter the Cold War and reconstitute ties with neighbours meant Central Asia was never high on Delhi’s foreign policy agenda. In deciding to travel to the region early on in his tenure, Modi is signalling change. That he plans to visit all the five countries of Central Asia in one go points to the prime minister’s high-octane diplomatic style and the new political will to make India relevant to the region. As he travels across Central Asia, Modi will find that shifting tectonic plates have shattered the regional balance of power and are threatening the internal stability of its regimes. Modi will need much diplomatic skill and even more purposeful policies to seize the new geopo-litical opportunities that are coming India’s way, and overcome the many traditional constraints on Delhi’s regional engage-ment. One set of possibilities emerges from the rapid change in Central Asia’s external power structure. The unipolar moment that marked the end of the Cold War has been replaced by a widespread perception of American decline. If the US military’s fail-ure in Iraq and the withdrawal of its armed forces from Afghanistan have heightened the sense of an American retreat, they only point to an enduring geopolitical fact — the West, even at the height of the colonial era, has never really been able to exercise dominance in inner Asia. As Russia seeks to reassert its past primacy in Central Asia and a rising China expands its influence by the day, the strategic dynamic has become essentially regional. The Central Asian states are looking for a larger and more independent Indian role in the region. The words “larger” and “independent” are critical to understanding Modi’s inner Asian imperatives. In responding to Cen-tral Asia’s quest to diversify its strategic partnerships, Modi must signal an import-ant departure from the UPA government’s approach to the region.

ing kingpins Afroz Fatta and Madan Lal Jain in carrying out hawala transactions through their firms in Dubai and Hong Kong. Sanghvi was transferring money for several hawala operators based in Dubai through his establishments in Dubai. These estab-lishments were run by Sanghvi’s son Ankit. Sanghvi has been involved in various businesses including financial and dia-mond jewellery. Jain is a repeat offender and is wanted in sev-eral hawala cases by Directorate of Reve-nue Intelligence. Suryakant Jetasar, a Western Railway employee and resident of the GHB who made the complain to NHRC and SHRC in Feb-ruary 2013, said, “Dirty water of gut-ter is getting mixed with drinking water supplied to us by the AMC since a long time. Despite sev-eral complaints to AMC about people

falling ill due to con-taminated water, our woes remained un-addressed. But after NHRC and GHRC’s intervention, AMC has now informed GHRC that it has taken up the work.” Deputy commission-er (west zone) of AMC has informed GHRC that Rs 53 lakh have been allo-cated for laying the new water supply and drainage line in GHB colony in 2015-16. Retd judge M H Shah, mem-ber, GHRC, said: “We had summoned AMC officials. Af-ter hearing both the parties, the commis-sion directed AMC to take necessary action. The AMC has informed us that it has taken up two capital work of lay-ing a water pipeline and drainage line and will finish the same in six months.’’

The air intelligence unit (AIU) of the Cus-toms department ar-rested a Rajkot-based woman for smuggling 1kg gold worth Rs 26.6 lakh early Sun-day morning at Sardar Vallabhbhai Patel International air-port. The 33-year-old woman was held with two gold bars hidden in her garments. This is the second incident of smuggling in 2015 where a woman has been held with gold at airport. The wom-an had arrived from Air Arabia’s G9-483 flight from Sharjah. “She is a first time offender. Earlier, she denied carrying gold but when she was frisked, two gold bars were recovered from

the inner pockets of her leggings. She had brought the gold for commercial purpose,” said a Customs of-ficial. Sources said that smugglers choose Ahmedabad airport for entry believing that they would be able to dodge Cus-toms here. The wom-an was produced be-fore local court and was given bail in the evening. Further in-vestigation is on in the case. This is the 27th such incident in 2015 of gold smug-gling. Since January 2015, around 33.72 kg of gold, worth Rs 9.09 crore has been seized at the airport by Customs and DRI and 30 smugglers/carriers have been de-tained.
