TERMS OF REFERENCE FOR ENGAGEMENT OF CONSULTANCY SERVICES FOR

IMPACT ASSESSMENT OF THE PILOT INVESTMENTS UNDER ICZM PROJECT –

WEST BENGAL

A. Background :

The Government of India, along with the State Governments of Gujarat, Odisha and West

Bengal, is implementing a World Bank financed project called the Integrated Coastal Zone

Management Project (ICZM Project). The Project aims to support the long-term vision of

the Government by (a) building national capacity for implementation of a comprehensive

coastal management approach in the country, and (b) piloting the integrated coastal zone

management approach in the states of Gujarat, Odisha and West Bengal. The Project

focuses on expanding the institutional capacity and knowledge base needed for integrated

management of coastal zones, capacity building at the state level, preparation of integrated

coastal zone management plans, and a range of complementary local pilot investments. The

pilot activities in West Bengal are located mainly on the coastal stretches of Digha-

Sankarpur and Sagar Island of Sundarban.

SPMU – West Bengal, ICZM Project now intends to assess the impact of the pilot

investments that are either completed or nearing completion for which ICZM Project

intends to engage consultancy services from eligible firms and universities. The intended

consultancy will involve extensive data collection and research using both qualitative and

quantitative methods.

B. Objectives of the Assignment

1. To provide an appropriate framework of evaluation which takes into account

baseline conditions, institutional and knowledge benchmarks, dynamic nature of

ICZM processes with suggestion to improve project design and implementation.

2. To provide investigative and diagnostic information through project evaluation and

provide documentation of lessons learnt to the SPMU due to the implementation of

ICZM approach in select coastal stretches. The findings may be disseminated to

concerned Govt Depts and the PEAs in order to provide them an insight to the

outcomes for planning and executing integrated sustained approaches to the

development and management of coastal zones.

3. To provide a structured assessment of the economic and social costs and benefits

accrued, with practical quantifications, from implementation of the pilot investments

under ICZM Project West Bengal. The results and conclusions of the impact

assessment may contribute to future policy development and action plans including

possible promotion of thematic research programs and capacity building activities.

C. Scope of Work:

Impact Assessment of all the pilots investments executed under ICZM Project should cover

following salient points:-

1. Assessing and analysing benefits arising from the pilot investments using Cost

Benefit Analysis or any other similar measures/standards

2. Assessing and analysing extent of involvement of community in planning, execution

and supervision, especially in micro infrastructure development, livelihood and

income generation activities.

3. Assessing and analysing implementation of Environment and Social Management

Plan during implementation and post implementation phase. Impact on flora and

fauna, and livelihoods of the people during the course of the implementation of the

project components of ICZM Project.

4. Assessing and analysing adequacy and appropriateness of the documentation process

followed in general and specifically for livelihood and vendor rehabilitation

components Digha & Sagar Block. Consultant is expect to compare the

documentation with national and international process and suggest best practices.

5. Assessing and analysing key risk factors for longer-term sustainability of the created

assets. Analysis of the resources and capacities (organisational, social, financial,

economic) available with the stakeholders including beneficiaries and communities in

general.

6. Assessment of the achievements in capacity building, knowledge sharing, co-

ordination capabilities and general awareness regarding implementation of ICZM

activities. Assessment and analysis of lessons learnt and identification of gaps

amongst the different stakeholders including the PEAs and other govt. departments.

Assessment of possibilities of convergence and degree of integration with other social

and development schemes.

7. Identification of scope of revenue generation if any, from the usage of the assets

created under this project for long term sustainability of the project components

independently.

The analysis to be carried out in comparison with related baseline values (i.e. at least one year

before the implementation of the respective project components). In case of non-availability

of such data, the analysis should be made in comparison with related values pertaining to the

region sourced from government records or reports of reputed organizations, and

questionnaire survey with the local community/authorities.

The consultant is also required to get familiarized with the project through a desk review of

existing project documents and reports like the Project Appraisal Document (PAD), Detailed

Project Reports of the various pilot investments, CRZ notifications, PEA wise Project

Progress Reports (SPRs), Cost Tables, MOUs, Environment & Social Assessment (E&SA)

and Environment & Social plans, Procurement Plans, Financial records etc. The consultant is

also required to understand various processes, guidelines and reports developed in the project

including Bid documents, Contract documents and TORs.

In addition to above general scope and coverage, individual project components needed to be

covered taking into account specific nature of the investment and intended benefits/objectives

achieved.

Scope of the intended impact assessment consultancy for the different project components

implemented under ICZM Project in the state of West Bengal are detailed below:-

I. Department of Disaster Management - Construction of 25 Multi-Purpose

Cyclone Shelters (located in the coastal blocks of South 24 PGs district e.g Sagar,

Basanti, Namkhana, Gosaba and Patharpratima).

1. Broader assessment of the quality and usefulness of the MPCSs. Assessment of

possible usefulness both at the time of disaster and during normal times.

Assessment and analysis of MPCSs as school extensions/learning centers/social

service delivery centers

2. Perception of the community about MPCSs and awareness of the community

about MPCS, disaster mitigation preparedness of the community and the local

authority. Assessment of achievement in coastal vulnerability reduction.

3. Assessment of development and strengthening of the institutional mechanism for

mitigation of disasters, functioning and sustainability of the “MPCS Maintenance

and Management Committees” and relief distribution network e.g. connectivity to

main roads, mock drills along the possible evacuation routes etc.

4. Assessment regarding awareness and handling of participation of weaker sections,

differently abled community members, gender sensitivity issues etc. during

implementation, maintenance and operation of the MPCSs.

II. DSDA - Beachfront Development in Digha

1. Broader assessment and analysis of the quality and usefulness of the assets created

e.g. Hawker rehab centers, beach amenities, watch towers, food courts, open air

theatre etc.

2. Perception and analysis of satisfaction level of the tourists and local community

about the assets created with respect to visual aesthetics and management of the

coast/ beach area. Assessment on improvement of beach cleanliness and sanitation

condition with reference to measures/ standards as deemed appropriate by the

consultant. Assessment of tourist footfall of the tourists in conjunction with hotel

occupancy levels and perception of hotel and restaurant owners.

3. Assessment on development and strengthening of the institutional mechanism for

functioning and sustainability including maintenance and management of the assets

created. Assessment of income enhancement/ generation abilities of the local

community due to capacity building activities under this project component.

4. Assessment regarding awareness and handling of participation of vendors, weaker

sections, differently abled community members/ tourists, gender sensitivity issues

(particularly at Toilet Blocks, Food Courts and Vendor Kiosks allotments)etc. during

implementation, maintenance and operation of the assets. Analysis of livelihood

status/ income level, social status and aspirations level of the rehabilitated hawkers.

III. DSDA - Storm Water Drainage System & Phytoremediation in Digha

1. Assessment and analysis of the quality and usefulness of the drainage network and

phytoremediation and its impact on surroundings during summer and monsoon

season. Assessment of drainage network vis a vis structural changes that occurred due

to the work component by way of extension of road/lanes /pathways (if any) coupled

with likely impact through alteration of alignments/ patterns of public utilities e.g.

water supply, power supply, etc. Impact on flooding and waterlogging if any in the

project area especially during peak monsoon or due to tidal surges.

2. Perception of the stakeholders especially tourists, coastal community, etc about the

pilot investment with respect to area development and management of the coast/

beach area. Assessment of improvement in beach cleanliness and sanitation condition

with reference to measures/ standards as deemed appropriate by the consultant.

3. Assessment on development and strengthening of the institutional mechanism for

functioning and sustainability including maintenance and management of the drainage

network and phytoremediation work.

4. Assessment regarding awareness and handling of participation of weaker sections and

gender sensitivity issues etc. during implementation, maintenance and operation of the

drainage network and phytoremediation work.

5. Comparative analysis of seasonal health issues of the locality (local inhabitants and

tourists) after implementation of the drainage system at Digha area - data to be

considered from hospital/health centers, etc. Improvement registered with respect to

aesthetics and landscape including impact on land prices / real estate value of the

project area with reference to value of land as determined by local authorities e.g.

L&LR dept, land auction prices of DSDA, property registration rates of Directorate of

Registration and Stamp Revenue, property tax paid to Panchayats etc.

IV. Strengthening of the Marine Aquarium - MARC-ZSI in Digha

1. Assessment of the quality and usefulness of the improved pumping and filtration

system installed in the marine aquarium along with the development of museum cum

interpretation center.

2. Perception of the local community and tourists about the upgradation of the marine

aquarium and development of museum cum interpretation center along with its impact

on visitors flow. Analysis of the feedback provided in the visitors’ register to

understand the level of appreciation and gaps if any.

5. Analysis/Outcome of the research facility improvement of MARC, ZSI with the usage

of modern scientific instruments procured under ICZMP

V. Eco-tourism in Sagar Island – SIDCL

1) Broader assessment of the quality and usefulness of the assets created under this

project component. Assessment of possible usefulness of the assets at the normal /

peak seasons. The analysis should include the impact of various infrastructures

created on. traffic and pollution management; tourist information coupled with

accommodation, restaurant and allied facilities; impact on the livelihood of the

rehabilitated hawkers and local community; improvement registered in qualitative and

quantitative terms with respect to environmental condition in the project area with the

introduction of better drainage network, sanitation facilities along with solid waste

management.

2) Perception of the community about facilities / assets created along with the awareness

of the communities and local authorities. Assessment of achievement in coastal

vulnerability reduction.

3) Assessment of development and strengthening of the institutional mechanism for

functioning and sustainability of the Dala Arcade, Naat Mandir, Eco-camp complex,

Toilet Blocks, Beach Shelters and Solid Waste Management units.

4) Assessment regarding awareness and handling of participation of weaker sections,


implementation, maintenance and operation of the assets created under this pilot

investment.

5) Assessment of the capacity building/ training programmes.

VI. Renovation of Sanitary Sewerage Scheme in Digha – PHED

1. Assessment of the quality and usefulness of the Sanitary Sewerage Network

including Sewage Lifting and Pumping Stations, Sewage Treatment Plant (STP)

and Laboratory. Assessment of capacity utilisation of STP and other assets/

facilities that have been created.

2. Perception of the community about Sewerage Network and STP and awareness

level of the stakeholders for proper usage of the sewerage system and drainage

VII. Livelihood Development in Sagar Block - SPMU/WBSRLM

1. Assessment of the socio-economic impact on the coastal community, as a result of

enhanced connectivity and drinking water facilities created through Entry Point

Activities.

2. Assessment of the changes with reference to household income, ownership of net

assets, formation of human and social capital along with women empowerment; food

and nutritional security; farm and non-farm productivity and revenue yield;

improvement and diversification registered in agriculture, animal husbandry, fisheries

and aquaculture based activities; natural resource management as a result of

livelihood development interventions.

3. Assessment of implementation of any climate resilient livelihood options along with

convergence of the livelihood programme with other govt. schemes.

4. Assessment of expansion of small scale productive infrastructure coupled with

formation and functioning of Producer Companies/ Cooperatives, market access and

local value chain development.

5. Assessment of inclusion of vulnerable sections like differently abled community

members, scheduled castes, scheduled tribes, particularly single women and women

headed households, climate refugees.

6. Performance of the “Sanghas” (Cooperative of SHGs/CBOs) to be assessed in line

with the Key Performance Indicators of Micro Finance Institutions.

7. Extent of bank linkages of the member SHGs along with access to loans from the

banks along with development and functioning of producer collectives.

VIII. Forest Directorate – Plantation, JFM & Biodiversity Conservation Activities

(located in the coastal blocks of Purba Medinipore district e.g Ramnagar- I Contai I

Deshapran Khajuri - II Nandigram- I and Mahisadal).

1. Assessment of the quality and usefulness of the activities e.g. Plantation, JFM and

Biodiversity Conservation. Assessment of the project component will include the

following:

a) Plantation activities vis a vis shoreline and river bank stabilization

b) Broader assessment of mitigation of natural hazards like cyclones, tidal surges etc.

amongst the govt. depts. and offices along with other stakeholders on the

capacity and better ways of integrated approach in working.

XIII. ICZM Plan Preparation for West Bengal

1. Assessment of the quality and usefulness of the preparation of an ICZM plan for the

selected stretch of West Bengal coast.

2. Assessment of development and strengthening of the institutional mechanism

amongst the govt. depts. and offices along with other stakeholders on the

understanding and implementation of ICZM philosophy due to increased knowledge,

capacity and better ways of integrated approach in working.

D. Output & deliverables/ Schedule for completion of Assignment.

The deliverables of the Consultant will be the data sets, bar charts, statistics, reports and

related justifications arising out of analysis of the work, in both soft and hard copies. Further,

full documentation of methods, techniques and data analyses will to be submitted in the

reports accompanying each data category. The following reports, along with the time frames,

will be submitted by the Consultant. The client usually takes 15-30 days for review and

acceptance of the report submitted by the consultant.

E. Data Services and Facilities to be provided by the Client:

The SPMU and its PEAs would provide available data and information for taking up

work as stated under scope of work. SPMU and PEAs will facilitate access to physical

location to project sites to the Consultant. SPMU will issue necessary correspondences

and coordinate at the field level for collection of data by the Consultant. The SPMU will

help the Consultant to identify and facilitate consultation with implementation agencies,

line departments operating at the project area, affected groups, potential project

beneficiaries and other stakeholders in the project area. The SPMU will designate an

officer(s) to act as the main liaison officer and participate in the assignment

The Consultant would be responsible for contacting the individuals identified, synthesize

and analyze the information available, drawing inferences from interactive sessions with

the implementing officers of the PEAs and the project beneficiaries.

Consultant is required to fill the gaps by sourcing information from reputed & credible

websites, PEAs’ office records, district gazetteers, annual reports of line depts., census

data, etc. at its own cost. This may also include records available from Zilla Parishads,

Panchayat Samitis, Gram Panchayats and also from block, sub-division and district

collectorate offices.

Consultant will be also responsible for any needed translation of documents and

processing of data.

Consultant will arrange and bear the costs of the services related to transport,

accommodation and other associated logistics at Kolkata and at project sites as required

for carrying out the assignment. Consultant shall include all such costs in its financial

proposal.

F. Composition of Review Committee to Monitor Consultants Work.

Review Committee in consultation with the Dept. of Environment, Govt. of West Bengal

will be constituted which shall monitor the Consultants’ work and would also assist the

Consultant by way of providing available data and information, conveying approvals and

permissions to Consultant for execution of their contractual obligations.

G. Procedure for Review on Inception Reports, Progress Reports, Final draft and Final

report.

The Review Committee will study the reports as stated above and may accept or suggest

changes or even negate the findings of the consultant after due diligence and deliberation

with the concerned PEAs and other stakeholders. The Review Committee will

recommend the release of payment to the consultant upon the acceptance of the

deliverables as stated above and performance appraisal of the consultant in satisfactory

terms. The committee may also seek comments and inputs on the consultants work from

the World Bank staff and other experts as deemed appropriate

H. List of Key Personnel.

Consultant will provide a team of experts with adequate skill sets, qualification, expertise

and commitment necessary to accomplish the objectives of this assignment. Following is
