    Construction of South Stream may begin in June

    BGN 22 million to be invested in renovation of ports

    The construction of South Stream is expected to begin in June. That became clear from the statement of Igor Elkin, executive director of South Stream AD during a roundtable-discussion, at which were discussed the benefits for Bulgaria and Europe from construction of the gas pipeline. Currently in the process of entry into force are detailed plans - plot plans for municipalities to pass the way. The tender for contractor has not yet completed and the company declined to comment which companies are involved. Procedures for agreement with the owners of lands that the pipes will pass are underway. Valuation of the properties will be made by independent experts.

    According to Elkin, South Stream is a logical extension of the Nord Stream, as the project is aimed at strengthening the energy security of the Southeastern European countries. The total length of the pipeline is 2,300 km and its capacity is 63 billion cubic meters. The track which will pass through Bulgaria has a length of 535.7 km and the starting point is at Cape Galata.

    Eng. Yovev, more than half a year you take the post of ex-ecutive director of the Geode-sy, Cartography and Cadaster Agency. What is currently the state of the cadaster and what has changed in the past six months?

    The cadastral map cov-ers 18.5% of the country terri-tory. The collected information covers 6,332,173 properties, which is about 30% of all in the country. In the cadaster are included regional cities (ex-cluding Sofia where are taken 16 of the total 24 regions), 97 cities municipal centers, and 528 other towns and areas with developed property and invest-ment markets, including also the Black Sea coast and the moun-

    tain resorts. Since 2001 to the moment for the process financ-ing have been provided BGN 79 million. The revenues that the Geodesy, Cartography and Cadaster Agency submitted to the state budget for the period 2005 2013 amounted to BGN 114 million and only for 2013 they are BGN 18 million. I want to emphasize that the costs of developing a cadastral map of a territory are reimbursed by fees from services for an average du-ration of two to three years. All services provided by the Agency are 100% electronic. Their num-ber is over 70, and hard copies are in the past for us.

    18.5% sounds little over the years of the agency existence. But actually we have covered

    all regional cities and locations where there is high demand for real estate because this means that more money will flow to us. Making a cadaster is an expen-sive process that is why we are looking for a way to provide re-ceipts. Unfortunately, the state has not allocated funds for cre-ation of the map for four years. Since then the scope of the

    cadaster has not expanded, we did not even fulfil the commit-ments we had under the Black Sea Coast Spatial Planning Act for making specialized maps.

    For 2014 are provided BGN 10 million earmarked funds from the state budget. I hope we will absorb them fully in accord-ance with the objectives without compromising the quality.

    Mrs. Milusheva, OP Competitive-ness is one of the key programs for Bulgarian business. What conclusion will you make about the previous pro-gramming period? How much funds are spent on it?

    As of 31 March 2014 the agreed money under OP Competitiveness is BGN 2.362 billion 104% of the program budget, the paid funds are BGN 1.415 billion, or 62% of its resources, the certified are BGN 1.335 billion, which is 59%.

    During the previous programming period we faced a lot of challenges, which we did successfully. Barriers, associated with un-even planning and bidding procedures for the grant, late termination of outstanding projects by beneficiaries and retention of funds, were overcome. Actions have been taken to speed up work on the program in implementation of the projects by institu-tional beneficiaries.

    What are the most important projects funded under the program?

    All suggestions and procedures are important in nature. Their implementation leads to stimulating the economy, knowl-edge and innovation, development of com-petitive enterprises, increasing investment and export and creating a favorable busi-ness environment.

    If you need to highlight a few of them, in the first place should be mentioned the initiative JEREMIE, for the implementation of which are allocated nearly 1/4 of the pro-gram funds. Its main objective is to improve the access to money of small and medium enterprises through a variety of mecha-nisms for financial engineering. A balanced combination of debt and equity capital is provided. Currently under JEREMIE work six different types of financial instruments.

    Another project is Sofia Tech Park (STP) the first of its scale in the country,

    focused on the development of innovation, technology and science. Its aim is to create a physical and virtual environment, in which ideas with broad applicability face support and opportunities for practical implementa-tion. On focus are information and commu-nication technology, natural sciences and green energy. Sofia Tech Park was con-ceived as an incubator in which research findings with mentoring from business to form products and technologies useful for everyone. The project supports the develop-ment of knowledge economy.

    Nearly BGN 22 million will be invested in Bulgarian sea and river ports by the end of the year. This provides the investment program of State Enterprise Port Infrastructure (SEPI) for 2014. The biggest project in it is restoration of the trestle in Shabla. Estimated funds for the site amount to BGN 6,350,000. Of these BGN 6,200,000 are for engineering activities and the remaining BGN 150,000 for construction supervision.

    The project for port facility at Cape Shabla is essential for the control, utilization and development of coastal areas. The site is significant also in terms of the economic interests of the state in relation to the upcoming projects for exploration and extraction of natural resources. The trestle was completed in 1969. It was intended for prospecting, exploration and production of oil and gas from the Tyulenovsko field. Later, due to ineffectiveness, this activity was discontinued. The site became a base of specialized research institutes of the sea.

    By decision of the Council of Ministers (CoM) 536 of 30 July 2003 the offshore platform is included in the fixed assets that are available to Exploration and production of oil and gas AD with responsibility for operation and maintenance.

    Currently the facility is unusable due to the extremely poor condition. The structure is with completely rotten and rusted metal parts, torn elements and partial and complete destructions. This requires research and a detailed technical analysis of the actual condition of the site, as well as survey of the adjoining sea and coastline and clarifying the status of the territory. Putting into operation will be possible after its complete reconstruction.

    struction and expensive main-tenance. According to profes-sional organizations, all these issues should be carefully considered and discussed

    with the people and the gov-ernment.

    The opinion of the organi-zations was presented at a press conference. It was at-tended by Dr. Nikolay Ivanov, Chairman of BBARS, Eng. Ivan Boykov, Executive Direc-tor of BCC, Eng.     Experts want an alternative to the Kresna Gorge Tunnel

    Construction of a 15-km tunnel at Kresna is impracti-cal, unrealistic and not eco-nomically grounded. Lot 3.2 Krupnik Kresna of Struma motorway should be recon-sidered and taken a better al-ternative for the track. Around this opinion agreed Bulgar-ian Construction Chamber (BCC), Bulgarian Branch Chamber Roads (BBCR), Bulgarian Branch Association Road Safety (BBARS), As-sociation of Road Engineers and Consultants (AREC), De-partment Roads to Faculty of Transportation Engineering at

    the most economical and most effective solution to pass through the Kresna Gorge, so as to serve the needs of so-ciety. Whatever the final deci-sion, it must comply with the laws in the country and protect the environment, said Eng. Ivan Boykov.

    The indicative amount for design and construction of Lot 3.2 is BGN 1.1 billion. Experience shows that these funds will certainly not be enough and most likely the final investment will exceed BGN 1.5 billion. Another im-portant topic is that the term for construction of such a facility would not be shorter than 8 10 years and quite likely more. This creates a risk that we fail to imple-ment the project in the cur-rent programming period and eventually to be taken by the budget, explained Dr. Nikolay Ivanov. If possible to find an alternative that would meet all the expectations, we will reduce not only the value but also the deadlines for con-struction. With the money saved can be supported dif-ferent areas in the country, which will wake up the econ-omy, he said.
