In this new globalization era, total quality management (TQM) are one of the most
important aspects towards the successful and survival of the organization because TQM not
only related to external factor such as customers but it also includes the whole organization
culture and quality culture. Nowadays, TQM is cultural phenomenon that be studies by many
researchers and scholars. So, many ideas and assumptions have been developed about
TQM that make TQM’s context and scope become more improved and larger.
Before TQM be implement in the organization, the meaning of TQM need to be fully
be understand not only by the management of the organization but also by employees so
that missions and objectives by implementation of TQM will be achieved. TQM can be
express as conceptual basic about quality management principles and practices that need to
be implement in order accomplish quality standard and award criteria such as IS0 9000, the
Malcolm Baldrige National Quality Award or the European Quality Award. According to
Edgar Schein, TQM have fours interconnected points that are basic assumptions, core
concepts and principles, management areas and management practices.
In the article, there are four total quality management basics assumptions to ensure
that quality culture can be realize and maintain. Firstly is organization’s mission and
relationship to nature. The organization need to make sure that the company has
synchronized, stable and proactive relationship with the internal and external environment
especially customer because customer is the main party in the supplier chain relationship.Second basis assumption is the nature of quality and truth. Organization should keep
improving the organizational process by continuously monitor and upgrade objective
physical reality by analysis the objective information. Next is the nature of human nature and
relationship. The management of the company need to set effective and comprehensive
organizational objectives so the employees are able to develop by their self with strong
teamwork spirit. Lastly is the nature of time and space. In this assumption, the management
need efficiently planning and coordinating for future benefit and the stakeholders need to
wait for the good outcomes.
Core concepts have significant roles in TQM because it will provide base that
interrelated with the design management approach and the outcome. If the management
well design and implement the approach it will contribute to good and desirable outcome.
There are four TQM’s core values or concepts which are organization’s mission and shared
objectives, management approach and organizational decision-making process, role of
management and involvement of employees, and planning, coordination and time-related
performance. For organization’s mission and shared objectives, TQM’s main focuses are
customers, society and employees. So, the company need pay full attention to customers

need and their prospect in satisfy customers. Besides that, management approach and the
organizational decision-making process also the important core values in TQM. The
organization’s approach and decision-making should be frequently monitor and improve by
carefully analysis the objective data and information. Next are planning, coordination and
time-related performance. The company need to develop strategic long-term goals that built
good relationship between stakeholders. In planning process, the management need to
determine and find any mistakes that could happens in earlier production so that the system
approach can functions as be planned to achieved overall system objectives. The company
also need the have partnership development and able to react to customer complaints and
response any changes in customer preference. By having partnership development, the
company will able to accomplish tasks faster and effectively.
In order to achieve quality award criteria, there are six of main areas or scopes that
need to give attentions in order to make sure the management of the organization is
effective. All the six main areas are leadership, strategic planning, customer and market
focus, information and analysis, human resource focus and process management. If one of
these scope not be considered and be left out, the quality management control cannot be
achieved. For example, if there organizational have a weak leadership management it will
lead to failure in fulfilling any target and objectives of the company have be set. The reason
behind this is because the leadership management play important function as the
management will determine the growth and future of company.
TQM also focused on management areas and management practices that converge
on how the managers make development towards achieving the organizational mission and
objectives. In management areas and practices it includes organizational structure,
guidelines, procedures, and specific tools and practices that need to be detailed and
described so the external or internal parties can fully understand. According Malcolm
Baldrige National Quality Award(MBNQA), the criteria not describe any precise tools,
techniques, technologies or systems that need to be taken in order to accomplish winningTQM as the company itself should developed and construct in the manner that company
think fit and suitable.
By using quality award criteria in TQM it will benefits as it concentrate on broader
framework that need to be adopt in order to achieved best quality management. But there
are arguments about TQM implications to the company when the organizational cultures
different from idea quality culture it will make the implementation process will be slow and
hard. In addition, lack of theoretical fundamental has been the problems why TQM may give

many benefit from implement it. So, TQM need further research and study in order to TQM
provide more advantages and be able to be strong theoretical foundation.
As conclusion, TQM has create a cultural phenomenon in organizational’s practise
because by implement and practise quality management principles, the company mayachieved quality award standard. Although TQM need more research and development in
order to make sure it fully successful but TQM cannot be under estimate because TQM
relate with many aspects that can give many benefits not only for the short term time but
also long term orientation.
