FALL 2020 SCHOOL REOPENING SURVEY

DuringtheweekofMay27thtoJune3rdVirginiaPTAconductedaparentsurveyforourmembersinEnglishandSpanish.Ourintentwastobetterunderstandtheimpactthepandemichadonlearningandunderstandtheconcernsfamilieshaveaboutreopeningschoolsinthefall.Wereceived50,400responsesincluding3,475commentsoverthecourseoftheweekfromeverycorneroftheCommonwealth.Approximately8%oftheresponsesarefromparentsinschoolswithunaffiliatedparentgroups.Surveyresponsesbystate,regionandspecializededucationservicesaresummarizedbelow.Weacknowledgethatastheseverityoftheoutbreakchangesandscientificdiscoveryadvances,thatparentopinionsmaychange.VirginiaPTAprioritizesthehealthandwelfareofstudents,staffandfamiliesandsupportsreopeningplansthatprovidehighqualityeducation,arecommunitycentered,practical,feasibleandmeettherisktolerancelevelofindividualcommunities.WeurgeourmemberstoreviewourPositionStatementon‘Virginia’sPhasedSchoolReopening’.

• GradeLevelsofResponses:Respondentswereallowedtoselectasmanygradelevelsasappliedtotheirfamily.Familiesindicated7%haveachildinpublicorprivatepre-school,43%haveakindergartentosecondgrader,42%haveathirdtofifthgrader,36%haveastudentinmiddleorintermediateschooland33%haveahighschoolstudent.

• SpecializedEducationServices:Respondentswereallowedtoselectasmanyspecializededucationservicesasappliedtotheirfamily.Familiesindicated53%don’treceiveanyspecializedinstruction,20%receivegiftedservices,15%haveanIEP,11%receivespecialreadinginstruction,10%havea504,9%receivespeechinstruction,3%receivementalhealthservicesand1%receiveEnglishlanguagelearnerorduallanguageimmersioninstruction.Note,twiceexceptionalstudentsmayhaverespondedinseveralcategories.

• Top3Concerns:Acrossallregions,parents’numberoneconcern,relatedtoafallreopening,wasthelevelofeducationtheirchildrenwerereceivingunderemergencydistancelearning,with85%ofparentsselectingthisasatopconcernforthefall.Thiswasfollowedbykeepingtheirfamilyandchildrenhealthy(65%),socializing(61%)andbalancingworkwithdistancelearning(46%).Spanishlanguagesurveyresponsesindicatedfamilyhealthandsafetyastheirnumberoneconcern(82%).

• FamilyWork&Childcare:Manyfamilieshighlightedthestruggleoftryingtomaintaintheir

workschedulewhilealsosupportingtheirchildren’sdistancelearningandtheduelingscreen-timeandinternetrequirements.Otherfamilieshavetheaddedconcernofhavingamemberoftheirhouseholdinahighrisk,essentialworkerenvironment.Whileatastatelevel,33%indicatedtheywereworkingfromhome,with17%stayathomeparents,19%essentialworkersand13%K-12teachers,thisvariessignificantlybyregion,withthefollowingthreeregionshavinghigherratiosofparentsworkinginanessentialworkerjob;

BlueRidge(28%),Southwest(33%)andSouthside(33%).Note,weonlyallowedforoneanswer,sofamiliesmayhavemoreworksituationsintheirhome.

• Free-ReducedMeals:Manystudentsandfamiliesrelyonmealsprovidedthroughtheschoolsystemtosupportthefoodsecurityoftheirfamily.Whileatastate-level,16%saidthattheyqualifyforfree-reducedpricemeals,thisvariessignificantlybyregionwiththefollowingareashavingamuchhighrelianceonschoolmeals;BlueRidge(23%),Southwest(42%),Southside(48%),Spanishlanguagesurvey(68%)whiletheNorthernregionhasasignificantlylowerreliance(6%).

• Internet:Atastate-level,only5%indicatedtheydidn’thaveadequateInternettocompletetheirworkwith2%indicatingtheyalsodidn’thavetheequipmentneeded.Notably,intheSouthsideRegion17%don’thaveadequateinternetwith11%alsonothavingneededequipment.IntheBlueRidgeandSouthwestRegions,9-10%indicatedtheydon’thaveadequateinternetaccessand4-5%don’thaveequipment.

• EmergencyDistanceLearningInstructionType&TextBooksWhilethemajorityofthestatereceivedinstructionthroughaplatformlikeGoogleClassroom(76%),and46%hadvirtualliveinstruction,thatchangessignificantlyforstudentsintheSouthsideRegionwhohavelowerlevelsofinternetaccess,with74%receivingapaperpacket(comparedto51%statewide)and24%receivingvirtualinstruction.Likewise,theSouthwestandBlueRidgeRegionshad19%-26%receivingliveinstructionand56-66%paper-basedinstruction.Acrossthestate,24%offamiliescreatedtheirowninstructionwiththispracticebeinghighestintheNorthernRegion(32%)andlowestintheSouthwest(12%).Despitevaryinglevelsofinstructionandinternetaccessacrossthestate,38%ofparentsstronglyagreeoragreethattraditionaltextbookswouldhavehelped,with35%neutraland27%disagreeorstronglydisagreethattextbookswouldhavehelped.Comparatively,55%ofSpanishlanguagerespondentsagreeorstronglyagreethattextbookswouldhavehelped.

• FamilyExperiencewithEmergencyDistanceLearning:Acrossallregions,themajorityoffamiliesindicatedthattheirstudentwasdoing“fine”withtheirdistancelearningexperience(58%).Itisnotablethattherearestudentswhoarealsothriving(8%),strugglingtocompletework(32%),notdoingthework(4%),notreceivingworkfromschool(3%),notreceivingneededspecialeducationservices(7%)and,asawhole,23%offamiliesindicatethequalityoftheemergencyimplementationofspringdistancelearningdidn’tmeettheirexpectations.

• TransportationPlans:Acrossthestate,21%plantostartdrivingtheirstudenttoschoolin

thefallasaresultoffearsofCOVID-19transmission.

• MentalHealth:Acrossthestate,61%offamiliesstronglyagreeoragreethatCOVID-19hashadamentalhealthimpactontheirstudent,with21%neutraland19%disagreeingorstronglydisagreeing.TheSpanishlanguagesurveyresultscomparativelyshowonly41%thinkthereisamentalhealthimpactfortheirstudents.

• StudentFaceCovering:Atastatelevel,familiesindicateduniversalsupportforstudentswearingafacecovering,with24%indicatingtheirstudentwouldbecomfortablewearingafacecoveringallday,55%indicatingtheirstudentwouldwearafacecoveringforaportionofthedayand21%sayingthattheirstudentwouldnotwearafacemaskatall.NotablevariancesaretheSpanishlanguagesurveywhichindicated100%supportforwearingafacecoveringandtheSouthwestandSouthsideRegionwhere37-39%indicatedtheirstudentwouldnotwearafacecoveringatall.Familiesthatindicatedtheirstudentwouldwearafacecoveringalldaydidn’tshowasignificantlydifferentresponsetoschedulepreferences,however,thoseindicatingtheirstudentwouldnotwearafacecoveringhadastrongerpreferenceforareturntofulldailyclassicinstruction(58%)comparedtothestatelevelallresponseaverageof40%.

• StudentTemperatureCheck:Acrossthestate,72%offamiliesstronglyagreeoragreewith

adailytemperaturecheckwhenboardingthebusorenteringtheschoolbuilding,with17%neutraland11%disagreeingorstronglydisagreeing.

• FallScheduleFlexibility:Familieslargelyselectedarotationschedule,with30%indicatingtheypreferaschedulethatallowstheentirefamilytohavethesamerotationschedule,34%indicatedarotationschedulewouldbepreferablefortheirfamilyevenifthechildrenhaddifferentscheduleswhile16%indicatedtheypreferfullvirtualinstructionand20%indicatedthattheycouldnotsupportarotationscheduleordistancelearningduetowork.Lookingonlyatessentialworkersandon-siteworkers,34%saidtheycouldnotsupportdistancelearningduetoworkandonly9%selectedafullvirtualoption.

• FallSchedulePreference:Giventhatphysicaldistancingwillbedifficultinatraditionalsizedclassroom,weaskedparentstoselectapreferredinstructionschedule.Themajorityoffamiliesselectedsomeformofreturntotheschoolbuildingwith45%selectingarotationschedule(23%twodays,14%halfday,6%A/B/Cweek,2%oneday);40%aclassicdailyscheduleand15%selectingfulldistancelearning(13%withvirtualmeetingsand2%withnovirtualmeetings).Notablyofthosethatindicatedtheycouldnotsupportdistancelearningorarotationscheduleduetowork,88%selectedreturntoaclassicdailyschedule.
