“Nakapag-simula ako ng panibagong

buhay.” Edwin was a 36 year-old ex-convict from Agusan who had no family to return to. He never saw his wife and two children again since being convicted. His criminal record kept possible employers from hiring him.

“Maraming katulad ko ang hindi nabibigyan ng pangalawang pagkakataon,” he shares. (Many ex-convicts like me are not given second chances.) With the help of DSWD, through the Sustainable Livelihood Program, Edwin was able to start anew. From the cash assistance he received, Edwin started a small woodcarving business. He thoughtfully and carefully crafts the works of art himself. Mindful of his past, Edwin also teaches convicts of the art of woodcarving in the hopes that they too, like him, may be granted a second chance in life. “Nakapag-simula ako ng panibagong buhay,” he repeatedly says, (I have been able to start a new life.)

The Sustainable Livelihood Program is a community-based capacity building program that seeks to improve the socio-economic status of program participants. It is implemented through the Community-Driven Enterprise Development (CDED) approach, which equips the program participants to actively contribute to production and labor markets by making use of available resources and accessible markets. It aims to enable the participants to manage sustainable micro-enterprises or link them to locally available jobs that will enhance their access to basic social services and improve their standard of living. Participants engage either a Micro-enterprise Development track or an Employment Facilitation track. From their chosen track, the program helps broaden the resource base of participants through relevant trainings and workshops, and links them to financial institutions and other public and private institutions that will help expand their livelihood assets.

QUALIF ICATIONS

A CSC-Prescribed

(To be used as needed only)

EDUCATION: Graduate of any four-year course

TRAINING: At least 50 hours relevant training related to the job

EXPERIENCE:At least 3 years supervisory experience in development-related projects

B Preferred Qualifications

(Competency-based)

EDUCATION: Master’s degree preferably in Management, Economics, Entrepreneurship, Development Studies, Industrial Psychology, Community Development, Social Sciences or any

business-related course

TRAINING: At least 50 hours relevant training in social entrepreneurship, business plan development, module development, training plan and implementation

EXPERIENCE: At least three years supervisory experience in development-related projects

involving capability building activities, training, and technical assistance

SKILLS: Project management; effective facilitation and communication; coaching and mentoring; Development of capacity building frameworks and programs

SPECIF IC FUNCTIONS

ü Serve as the direct supervisor of the Regional Monitors, Training Officer/s, and Focal Person/s for SLP Special Projects

ü Provide constructive feedback, guidance, and technical assistance to the SLP National Program Management Office (NPMO) staff under him/her through the conduct of regular meetings and consultations

ü Ensure that the NPMO Regional Monitors are able to deliver timely, appropriate and

adequate training and technical assistance to the SLP RPMOs through the completion of a needs assessment, and the preparation and implementation of a regional capacity building plan

ü Manage the implementation of the training activities initiated by the NPMO for the RPMOs,

and partners

ü Oversee the implementation of the livelihood component of various inter-agency programs such as the Payapa at Masaganang Pamayanan (PAMANA) of OPAPP, Grassroots Participatory Budgeting (GPB), National Greening Program (NGP), and other similar projects

ü Represent the Department and/or the National Program Manager in various meetings and

workshops requiring the presence of the SLP within and outside the Department

ü Perform other related functions as may be assigned by the National Program Manager

SPECIF IC FUNCTIONS

ü Serve as the direct supervisor of the Data Management Team, Planning Officer/s, and

Budget Officer/s

ü Provide constructive feedback, guidance, and technical assistance to the SLP NPMO staff under him/her through the conduct of regular meetings and consultations

ü Lead the preparation of SLP multi-year physical and financial targets based on the thrusts,

directives and goals of the Department, and the key result areas and performance indicators set by the National Program Manager

ü Supervise the periodic generation of program information, coverage and

accomplishments through the Sustainable Livelihood Program Information System (SLPIS), and validate the accuracy and completeness of all program documents and reports coming from the SLPIS

ü Ensure that the program data management system is optimized in the planning and

strategy development for program operations, which revolves around facilitating linkage among marginalized communities, government agencies, private institutions, and civil society organizations for the improvement of the productivity and profitability of program participants

ü Manage the policy enhancement and program development processes of the SLP NPMO

through the conceptualization and implementation of various technical assistance and research projects

ü Represent the Department and/or the National Program Manager in various meetings and

workshops requiring the presence of the SLP within and outside the Department

ü Perform other related functions as may be assigned by the supervisors
