1 WCDMA RAN W13 INTRODUCTION
It is predicted that by the end of 2013 the number of users of social networks will
reach 1.5 billion and smart phone sales will exceed 970 million. Mobile
Operators must be ready to meet the challenge of providing Networks that allow
a huge number of users to access internet services like Facebook and Twitter
using their Smartphones. Also in 2013 the number of LTE users is expected to
exceed 3 billion. All these factors illustrated in Figure 1-2 below represent a
major challenge for Mobile Operators. Slide title

The WCDMA RAN W13 release brings significant enhancements to end user
experience and network efficiency designed to meet the challenges faced by
Mobile Operators in 2013. For Smartphones there are improvements in the areas
of efficiency & performance, lower latency and network quality (improved
KPIs). In order to match the increase of EUL capabilities in devices, W13 brings
support for more EUL users and significantly improves EUL capacity and
performance.
From a network perspective there are solutions for higher capacity, efficient use
of spectrum, better coverage and Mobile Broadband Everywhere. More RBS
configurations are supported and there are capacity enhancements for the
RBS6000, RNC and newly introduced Evo Controller 8200/RNC.
To support customers that are deploying LTE networks in parallel with
WCDMA, there is an improvement to the Release with Redirect to LTE W12
feature.

In previous RAN releases the ‘Statistical Observability’ (FAJ 121 409) basic
feature was updated in light of the new counters introduced to support new
features. From W13A onwards new PM counters are part of the features that
they are related to with the ‘Statistical Observability’ basic feature kept just for
legacy functionality.
The ‘Multi RAB Observability’ (FAJ 121 2710) new basic feature introduces
new RNC counters to monitor the performance of multi RAB calls.
The ‘System Improvements in ‘WCDMA RAN W13 Release’ (FAJ 121 2363)
new basic feature contains 11 System Improvements.

2.1 Multi RAB Observability
The ‘Multi RAB Observability’ (FAJ 121 2710) new W13A basic feature makes
it possible for Operators to monitor the accessibility and retainability of Radio
Access Bearers while in multi RAB calls. For the purposes of this feature a multi
RAB call is defined as a call which includes a CS RAB and at least one PS RAB
as illustrated in Figure 1-5 below. This feature does not monitor the performance
of multi RAB calls without CS RABs (n*PS calls). Slide title

This feature introduces 30 new UtranCell counters which are included in the
RNC Primary System defined subscription and 8 new UeRc counters that require
a user defined profile for activation as illustrated in Figure 1-5 above. The ENIQ
predefined network performance reports are updated to include 3 new
Accessibility and 5 new Retainability KPIs using these new counters.
The new accessibility KPI (Multi RAB accessibility from URA), introduced
within this feature requires that UEs, while establishing new CS RABs from
URA_PCH state, include the ‘Establishment Cause’ Information Element in the
Cell Update message as specified from 3GPP release 5 onwards. It is assumed
that the majority of UEs in the network are release 5 or higher when the feature is
implemented.

2.2.2 Improved Iur Retainability
The ‘Improved Iur Retainability’ system improvement ensures that Iur
connections will not be dropped as long as there are other available radio link sets
under the Serving RNS, for the following scenarios:
- Synchronization failure in RLS belonging to other vendor’s Drift RNC
- SCCP error over Iur due to Transport Network disturbances
(e.g. Iur with transport network disturbances)
- Radio link failure not related to synchronization in the Drift RNC
To retain radio links for these scenarios the Operator must set the
‘retainRlIurFailure’ parameter to ON as illustrated in Figure 1-11 below.

If the ‘retainRlIurFailure’ parameter is ON, connections with non-faulty radio
links in the SRNC will be retained in all the scenarios listed above.
This System Improvement should produce a lower drop rate over the Iur when
having the scenarios mentioned. However UL interference could be higher when
this improvement is enabled in the cells under DRNC. The reason is that
connection is kept when before was released, and hence the UE can be under
DRNC cell coverage without being power controlled for that cell.

2.2.3 Low Rate DCH User Admission
Although present before W13A the ‘sf128Adm’ and ‘sf64AdmUl’ parameters
had no impact on admission control. Now in W13A these parameters work as
intended to limit connections using SF 128 in the downlink and SF 64 in the
uplink as illustrated in Figure 1-12 below.

parameter values before the W13A upgrade.

During O&M load peaks, the processor load on the O&M MP will decrease
significantly as compared with legacy JVM. In the RNC, the maximum limit of
3.5 million performance management counters per reporting period will be
reachable in most traffic models as illustrated in Figure 1-13 above.
External O&M interfaces will remain fully backwards compatible with this
system improvement.

2.2.5 Battery Test
The ‘Battery Test’ system improvement allows the operator to have continuous
monitoring of the battery condition. With this basic feature the Operator is
notified via the OSS-RC of faulty batteries, insufficient PSU capacity and
unreliable mains power supply. The aim of this feature is to inform the operator
when the batteries start to degrade so that they can be changed when needed
instead of periodically as illustrated in Figure 1-14 below. Slide title

This basic feature introduces the new ‘batteryTestIsRunning’ read-only attribute
of the MO ‘BatteryBackup’ MO which shows ‘TRUE’ when the tests are running
as illustrated in Figure 1-14 above.
This feature also includes supervision of battery recharging which also helps with
the detection of degraded batteries. This enhancement guarantees correct battery
test result when inter-working with external BBS (Battery Backup System) /BBU
(Battery Backup Unit) solutions and when the battery is shared between several
RBSs.
Overall this basic feature will give a lower battery maintenance cost.

The ‘Configurable Antenna System Voltage 12/17/30 VDC’ system improvement
introduces the new ‘dcVoltage’ parameter to the ‘ExternalTma’ MO as illustrated

The ‘Joint support for 4wRX and DC-HSDPA in a Node’ W13A system
improvement introduces flexibility into the RBB24_1A configuration by
introducing a new option for selecting the number of RX branches. Now in
W13A the RBB24_1A can be configured for 1 to 4 carriers with 1 or 2 TXs and 2
or 4 RXs according to the rules listed in Figure 1-16 above.
With this system improvement Dual Carrier HSDPA and 4 Way RX diversity is
possible with the same Node.
An example configuration for a node with 3 sectors is explained below:
1 DUW can have 1-2 carriers with 2 RX branches, MC can be used
2 DUW can have:
1) 1-2 carriers with 4 RX branches. MC can not be used.
2) 3 carriers, 1 with 4 RX branches and 2 with 2 RX branches. MC can be used
for the 2 carriers with 2 RX branches.

2.2.8 RBS 6000 MMI Ph2, LED and Maintenance Button for the RU
The ‘RBS 6000 MMI Ph2, LED and Maintenance Button for the RU’ system
improvement introduces software support for the maintenance button on the RUx.
As soon as the maintenance button is pushed the blue maintenance LED will start
to blink fast and the ‘technicianPresent’ attribute of the NodeBFunction MO will
change to ‘TRUE’ generating the ‘FieldTechnicianPresent’ alarm. If the button
is released before 2 seconds have elapsed the maintenance LED will turn off and
the NodeBFunction MO will change back ‘FALSE’ clearing the
‘FieldTechnicianPresent’ alarm. However if the button is held in for more than 2
seconds the maintenance LED will change to slow blinking. When the button is
released the LED will be full on indicating full maintenance mode where the
‘administrativeState’ of the RUx PlugInUnit MO is changed to ‘LOCKED’.
Pushing the maintenance button a second time will take the RU out of full
maintenance mode, turn off the maintenance LED, return the
‘administrativeState’ of the RUx PlugInUnit MO to ‘UNLOCKED’, set the
‘technicianPresent’ attribute of the NodeBFunction MO to ‘FALSE’ and clear the
‘FieldTechnicianPresent’ alarm as illustrated in Figure 1-17 below.

operation while another RBB for mixed-mode operation. The read-only

The ‘Universal RBB’ W13A system improvement allows the operator to
configure the ‘mixedModeRadio’ Sector MO attribute as illustrated in Figure
1-18 above. This means that there is no need to recreate sectors with different
RBB when changing to a mixed mode configuration. Since it is possible to pre-
cable for mixed mode but initially run as single standard this system
improvement makes it possible to reconfigure an RNS to mixed-mode without
having to change the RBB.

2.2.10 RBS Power Blossoming
When a cell is unlocked in W13A the PCPICH power will ramp up from -18dBc
of the Maximum Output Power Capability to the configured power based on the
setting of an internal Ericsson System constant as opposed to a fixed rate of 1 dB
every 200 msec (5dB/sec) in W12. The default setting of this system constant
gives a PCPICH power ramping rate of 0.25 dB every 500 msec (0.5 dB/sec).
The PCPICH power ramping rates in W12 and W13A are compared in Figure

(FACH, RACH, PCH) are setup and the cell is ready for dedicated traffic as
opposed to between the setup of SCH and BCH as is the case in W12.
