1. INTRODUCTION

Lower Likhu Hydropower Project (LLHP) is a run-of-river (RoR) hydropower project which utilizes 118 m Gross Head and Design Discharge of 29.75 m3/s resulting an installed capacity of 28.1 MW. The entire project area (Headworks to Powerhouse) is located in Likhu Tamakoshi Rural Municipality (Saipu-2 and Bijulikot-4) of Ramechhap Province-3. Geographically, the project lies between longitudes 86°15’38” E to 86°13’17” E and latitudes 27°25’56” N to 27°22’47”N.

Lower Likhu Hydropower Project (LLHP) was identified by Swet Ganga Hydropower & Construction Ltd. which received Generation License from Department of Electricity Development (DoED), the then Ministry of Energy (MoEN), Government of Nepal (GoN on 2nd Baishak 2073 (14th April 2016) for its implementation. The license period of the project is from 28th Chaitra 2072 to 27th Chaitra 2107 B.S Swet Ganga has signed Power Purchase Agreement (PPA) with Nepal Electricity Authority (NEA) on 14th Poush 2073 (29th Dec 2016).

The general arrangement of the project consist of Headworks, Headrace tunnel, Penstock, Powerhouse and Tailrace on the right bank of the river. A 53 m long Concrete gravity weir divert s design discharge of Likhu River into the side intake having four orifice with dimension 3.5 m long and 2.8 m height. The surplus discharge will be spilled from the Ogee profile of weir to downstream stilling basin at level 730.90 m. The undersluice chamber is divided into two chamber having opening dimension 6 m width and 6 m height. The discharge from intake passes into two chambered Gravel trap each having dimension 7.2 m length and 8 m width in which larger gravel of minimum diameter 5 mm gets trapped and flushed back into the river through flushing culvert of 2 m width and 1.5 m height. Two approach culverts each having 5 m width and 2.5 m height will convey water from Gravel trap to the individual bays of settling basin of length 65 m and width 14 m. The finer sediment accumulated in settling basin gets flushed by sediment flushing culvert of 2 m width and 1.5 m height.

A 313.50 m long and 3.75 m diameter steel headrace pipe will convey the design discharge from the conveyance tank, located immediately after the Settling basin to the Headrace tunnel. About 4965 m long and 16.50 m2 finish area (4.90 m diameter) Headrace tunnel followed by steel Penstock pipes of 217.5 m long and 3.75 m diameter and 36.5 m long of 2.65 m diameter, will then convey the design discharge to two generating units of the Powerhouse. The tail-water will be discharged back to the Likhu River through a 205 m long Tailrace culvert. The power will be evacuated through 27 km long, 132 kV transmission line to proposed new Khimti substation at Devitar.

As a statutory requirement of Environment Protection Act (EPA, 2053/1996), Environment Protection Rules (EPR, 2054/1997) and their amendments in 2065/2008, the Initial Environment Examination (IEE) study of the Lower Likhu Hydropower Project (LLHP) has been conducted and received approval from Ministry of Energy on 10th Baisakh 2070 (23rd March 2013).

For the construction, major work activities of LLHP have been categorized into different work packages as Civil, Hydro-mechanical, Electro-mechanical and Transmission line. It is scheduled that the entire project shall be completed in 3.5 years including testing and commissioning.

2. CONSTRUCTION ACTIVITY AT SITE

2.1. SITE FACILITIES

Two site office has been established at the Sirise Bazar of Headworks with provision of offices, store, kitchen and other facilities required for construction management of the project. The permanent Staff quarter at Headworks is under construction and at Powerhouse, Staff quarter has been planned for construction.

2.2. LAND AQUISITION

Most of the Land required for access road, Headworks area, Powerhouse, Tunnel Portal, camp area, Muck disposal area, switch yard and tailrace have already been purchased.

2.3. CONSTRUCTION OF ACCESS ROAD

The construction of access road from Head works to Power house has been

completed.

Slope protection, Back Cutting and widening of the road (Gabion, Stone masonry and

dry wall) works is going on.

The extra widening, grading, leveling, side drain and other finishing works of access

road is on process.

2.4. CONSTRUCTION POWER

All the Telescopic poles has been erected. Stringing of conductor has almost completed from Headworks to Powerhouse and on the process of charging of transformer.

Pole mounting of 100KVA Transformer at seti and poku audit, and foundation mounting of 250KVA Transformer at headworks .

2.5. PROGRESS WORK

Two layers of gabion work is completed for Poku vehicle crossing. Landscaping work along with backfilling and bund construction behind bunker area is

completed. Two separate Septic tank for officer toilet are constructed using concrete rings. Concrete slab cover has been placed in Septic tank and Soak pit. Drainage structure for kitchen is being constructed. Laying of 4*50 mm2 ABC cable from Poku transformer to Sisandhu Army Camp is done. Landscaping work is ongoing at Powerhouse quarter. Laying of barbed wire and concertina work is continue at Army Camp. Construction of zigzag wall is completed. Installation of fencing post is being carried out(90% completed)

2.6. EQUIPMENT BREAK DOWN

The hydraulic cylinder of tractor not working properly (leaking of hydraulic oil) since 2075-03-26.

Rock crusher has not working since 2075-04-07.

2.7. INSTRUCTION RECEIVED

Excavator and Tripper shall be used for access road maintenance from Sirise to Headworks.

Completion of zigzag wall and bund at Bunker area.

2.8. PROBLEMS AT SITE

Continuous heavy rain is interrupting work at site.

2.11. APPROVAL, CONTRACT AND LIAISON Approval received from DDC for local construction materials on 2074/03/30. Approval received from ministry of home affairs for explosive and it has been

forwarded to ministry of Foreign Affairs for import. Further, it has been forwarded to Indian Embassy for No Objection Certificate (NOC).After getting NOC, we are planning to order explosive material within Jestha 2075.

Tender evaluation process is ongoing and after evaluation the Tenderer are call for negotiation.

Prequalification (PQ) notice for Electro-Mechanical (EM) has already been published on 20 Ashad 2075 (4th July 2018), in Abhiyan National Daily newspaper.

3. WORK PLANNING

4. CONTRACT PACKAGES FOR PROJECT EXECUTION

The Main Civil Contractors Prequalification (PQ) Notice already published on 31st March 2017, in the Abhiyan National Daily newspaper. The contract packages are alienated on six streams which are as follows:

CIVIL WORKS: Main Civil Contractor - Execution of all civil works including Tunnel and Powerhouse. Contract has been signed between Swet Ganga Hydropower & Construction Ltd and High Himalaya Hydro-Bavari Construction JV for the construction of civil works. The contractor has already been mobilized at site.

HYDRO MECHANICAL: Pre - qualification bid document has been opened on 11 Ashad 2075 (25th June 2018). Tendering Stage, A single package including design, drawings, fabrication & supply, erection.

ELECTRO MECHANICAL: Pre – qualification notice has been published on 27th June 2018. The second revised notice has been published on 4th July 2018.

TRANSMISSION LINE: Planning for Detailed survey

Strip survey from Likhu Powerhouse to New khimti substation has been completed. Sanima hydro and engineering has been doing Design, Drawing and Tender document. After completion of Design, we are planning to deployed survey work within Shrawan.

IEE report for 132KV Transmission line shall be done by Sanima Hydro And Engineering (P.) Limited.

ENGINEERING DESIGN: Construction drawing has been prepared, Engineering consultant to conduct Engineering design and construction supervision of the project.

INFRASTRUCTURE: Access road, Owner’s Camp facilities and Construction Power Supply will be directly sublet to the national contractor.

5. ENVIRONMENT

5.1. CONSTRUCTION MATERIAL

Approval has been received from DDC for civil construction raw material on 2074/03/30.The civil contractor will extract the construction material within the project boundary as per the approved EIA report without degrading the environment and getting approval from the engineer.

5.2. SAMANWAYE SAMITI

Samanwaye samiti will coordinate on local issue related to Lower Likhu Hydropower Project. The samiti discuss on socio-environment issue and provides solution and suggestion for the best result.

6. PUBLIC INTERACTION PROGRAM

An Interaction Program was conducted on 10th Shrawan, 2075 BS (26th July 2018 AD) in Dhumbarahi, Kathmandu.

The program was attended by the representatives of local government offices of Ramechhap and Okhaldhunga districts, political parties, socially reputed personalities, representatives from community forest user groups, etc. More than 50 people participated at kathmandu based program.

A site based public Interaction Program was also conducted on 19th Shrawan, 2075 BS (4th August, 2018 AD) at Headworks site of Lower Likhu Hydropower Project (Arunodaya Madhyamik Vidhyala Premises.)

Total number of participants were more than 300 people including representative from various government offices, village municipalities, political parties, socially reputed personalities and locals etc.
