Message from the Chairman Welcome to another fun and action packed year of the Pacific Northwest section of the ASNT. The past year has brought some successes to the Section that I want to share with you in the hope that we can continue this momentum into the coming year. First, we received the honor of placing fifth in terms of Presi-dent’s Points out of all ASNT Sections throughout the world. This is a sig-nificant accomplishment given that we are one of the smaller Sections and can be attributed to the hard work of Emery Roberts and those who as-sisted him in this effort. Secondly we achieved one of our primary goals of providing educational opportunities to the membership and others in the NDT community through the 2005 Radiation Safety Refresher seminar last March, and the Level 2 radiography course in May. We hope to continue this path for 2006 and will offer the Radiation Safety seminar in March, as well as a planned radiographic interpretation course later in the year. As in previous years, one of the primary goals of the section for the com-ing year is to increase membership. Not only did we fail to meet this goal last year, membership actually decreased! I want to encourage all of you who are active to recruit new members to the section, and please let us know if you have any suggestions as to how to reverse this trend. Increasing attendance at the monthly meetings is also one of our goals and we have a pretty good program schedule for this year so I'm hoping to see increased participation. In addition to the usual monthly topical meet-ings we will be having a Vendor’s Night technical exhibit at the Museum of Flight on April 6th. This is free admission night to the Museum so it provides an excellent opportunity not only to see the latest and great-est in NDI equipment, but also a chance to tour the wonderful aircraft dis-plays including the new Personal Courage Wing. Watch the newsletter for details on this exciting event. In closing please remember that our section exists to provide you, the membership, with the products and services that you want. If there is something you feel we should change, or something new we should offer, please feel free to contact me or any of the officers or board members and let us know what you want. We will do our best to accommodate your wishes.

MISSION STATEMENT

ASNT exists to create a safer world by promoting the profession and technologies of nondestructive testing. Promotion is accomplished by providing a forum for the ex-change of NDT technical information; to provide NDT educa-tional materials and programs; to provide training, standards, and services for the qualification and certification of NDT per-sonnel; to promote the discipline of NDT as a profession; and to facilitate and promote NDT research and the application of NDT technology.

Annual Seminar on Radiation Safety

ObjectiveThe objective of this seminar is to provide the radiographer with eight hours of refresher information designed to help re-duce over-exposure, the risk of over-exposure, and provide safety officers and managers with a refresher course on the subject. This course is designed to comply with the radiation safety refresher training requirements of industry and each participant will be provided a certificate of attendance upon completion of the seminar.

Subjects Covered Include: Necessity for a Seminar on Radiation Safety; Radiation Equipment; Effect of Radiation Exposure; Government Radia-tion Regulations; Fundamentals of Radiation Safety; Radia-tion Detection Equipment; and Transportation Requirements.

Speakers Speakers have included representatives from the State of Washington DOH Radiation Control Division, AEA, The Boe-ing Company, Pacific Northwest National Laboratories, Flohr Hanford, CSI-Radiation Safety Academy, Fred Hutchinson Cancer Research, University of Washington, ICN Dosimetry and Ft. Lewis.

Code of Ethics for Members of the

American Society for Nondestructive Testing In spirit and in word, this Code of Ethics shall guide the actions of the mem-bers of the American Society for Nondestructive Testing. It is the duty of all members to conduct themselves in accordance with the following precepts:

To uphold at all times the reputation of the Society and the dignity of membership therein.

To pursue their professional discipline and activities in a spirit of fair-ness to all concerned - employer, employees, customers, and com-petitors-consistent with the high ideals of personal honor and integ-rity.

To refrain from associating themselves with any enterprise that would use their names or that of the Society in any manner countenanc-ing misrepresentation.

To avoid damage directly or indirectly to the professional reputation, prospects, or business of another member of the Society.

To advertise only in a professional manner, to avoid using improper or questionable methods of soliciting professional work, and to de-cline any connection with improper patronage.

To inform clients or employers of any business affiliations, interests, or connections which might influence their fair judgment.

To treat as confidential their knowledge of any business affairs or tech-nical information of employers, clients, or customers and to make no disclosure or such information without their express consent.

To accept financial or other compensation for a particular service from one source only, except with the full knowledge and consent of all interested parties.

To perform their work in the highest professional manner, protecting the life, safety, and health of their associates and of the general public.

To contribute to the advancement of nondestructive testing by the inter-change of information and experience with others. taking full ad-vantage of the mediums provided by the Society - symposia, con-ventions, and the press.

To encourage and provide opportunity for professional development and advancement of their employees or those under their supervi-sion.

To consider their membership in the Society as affording a distinct. opportunity to apply their special talents for the service of mankind.

This Code was adopted in March 1964 and updated in January 1991.

1. Preamble

1.1 In order to safeguard the life, health, property and welfare of the public, to maintain integrity and high standards of skills and practices in the profession of nondestructive testing, the following rules of profes-sional conduct shall be binding upon every person issued a certificate by ASNT as an NDT Level III.

1.1.1 The NDT Level III who holds a certificate from ASNT is charged with having knowledge of the existence of the reason-able rules and regulations hereinafter provided for his/her con-duct as NDT Level III and also shall be familiar with their provi-sions and understand them. Such knowledge shall encompass the understanding that the practice of nondestructive testing under this certification is a privilege, as opposed to a right, and the NDT Level III shall be forthright and candid in statements or written responses to the Ethics Committee of the National Certification Board. 1.1.2 The "NDT Level III" as referred to herein is that individual who has been issued a certificate by The American Society for Nondestructive Testing, Inc. pursuant to its heretofore pub-lished requirements, rules, and procedures for such certifica-tion. This Code of Ethics is binding upon all individuals so cer-tified.

2. Integrity

2.1 The NDT Level III is obligated to act with complete integrity in pro-fessional matters for each client or employer as a faithful agent or trus-tee; shall be honest and impartial and shall serve the public, clients, and employer with devotion.

3. Responsibility to the Public

The NDT Level III shall: 3.1 Protect the safety, health, and welfare of the public in the perform-ance of professional duties. Should the case arise where the NDT Level III faces a situation where the safety, health, and welfare of the public are not protected, he/she shall:

3.1.1 Apprise the proper authority if it is evident that the safety, health, and welfare of the public are not being pro-tected; and 3.1.2 Refuse to accept responsibility for the design, report. or statement involved; and 3.1.3 If necessary, sever relationship with the employer or client; and 3.1.4 Undertake to perform assignments only when qualified by training and experience in the specific technical fields in-volved. In the event a question arises as to the competence of an NDT Level III to perform an assignment in a field of specific discipline which cannot be otherwise resolved to the Ethics Committee's satisfaction. The Ethics Committee, either upon request of the NDT Level III, or by its own volition, may require him/her to submit to an appropriate inquiry by or on behalf of the Ethics Subcommittee; and 3.1.5 Be completely objective in any professional report, state-ment, or testimony. He/She shall include all relevant and perti-nent information in the report, statement, or testimony, avoid-ing any omission which would, or reasonably could, lead to a fallacious inference, finding, or misrepresentation; and omis-sion which would, or reasonably could, lead to a fallacious inference, finding, or misrepresentation; and 3.1.6 Express an opinion as a technical witness before any court, commission, or other tribunal. only when such opinion is founded upon adequate knowledge of the facts in issue, upon a background of technical competence in the subject matter, and upon honest conviction of the accuracy or propriety of the testimony.

4. Public Statements

4.1 The NDT Level III will issue no statements, criticisms, or arguments on nondestructive testing matters connected with public policy which are inspired or paid for by an interested party, or parties, unless he/she has prefaced the remark(s) by explicitly identifying him/herself, by disclosing the identities of the party, or parties, on whose behalf he/she is speak-ing, and by revealing the existence of any pecuniary interest he/she may have in these matters. 4.2 The NDT Level III will publicly express no opinion on a nondestruc-tive testing matter unless it is founded upon adequate knowledge of the facts in issue, upon a back-ground of technical competence in the sub-ject matter, and upon honest conviction of the accuracy and propriety of the testimony.

5. Conflict of Interest

5.1 The NDT Level III shall conscientiously avoid conflict of interest with the employer or client. but when unavoidable, shall forthwith disclose the circumstances to the employer or client. 5.2 The NDT Level III shall promptly inform the client or employer of any business associations, interests, or circumstances which could influence his/her judgment or the quality of services to the client or employer. 5.3 The NDT Level III shall not accept compensation, financial or other-wise, from more than one party for services on the same project, or for services pertaining to the same project, unless the circumstances are fully disclosed to, and agreed to, by all interested parties or their duly authorized agents. 5.4 The NDT Level III shall not solicit or accept financial or other valu-able consideration from material or equipment suppliers for specifying their products. 5.5 The NDT Level III shall not solicit or accept gratuities, directly or indirectly, from contractors, their agents, or other parties dealing with the client or employer in connection with work for which he/she is responsi-ble. 5.6 As an elected. retained, or employed public official, the NDT Level III (in the capacity as a public official) shall not review or approve work that was performed by him/herself or under his/her direction, on behalf of another employer or client.

6. Solicitation of Employment

6.1 The NDT Level III shall not pay, solicit, nor offer, directly or indi-rectly, any bribe or commission for professional employment with the exception of payment of the usual commission for securing salaried positions through licensed employment agencies. for proper accomplishment of work. 6.3 The NDT Level III shall not falsify or permit misrepresentation of his/her, or his/her associates', academic or professional qualification. He/She shall not misrepresent or exaggerate the degree of responsibility in or for the subject matter of prior assignments. 6.4 Brochures or other presentations incident to the solicitation of em-ployment shall not misrepresent pertinent facts concerning employers, employees, associates, joint ventures, or past accomplishments with the intent and purpose of enhancing qualifications and work.

7. Improper Conduct

7.1 The NDT Level III shall not sign documents for work for which he/she does not have personal professional knowledge and direct techni-cal supervisory control and responsibility . 7.2 The NDT Level III shall not knowingly associate with, or permit the use of, his/her name or firm name in a business venture by any person or firm which he/she knows, or has reason to believe, is engaging in business or professional practices of a fraudulent or dishonest nature.

8. Unauthorized Practice

8.1 Any violation of this Code shall be deemed to be an unauthorized practice and upon proper complaint, investigation, due process hearing and ruling of the Ethics Committee of the ASNT National Certification Board in accordance with procedures heretofore established and pub-lished, sanctions may be applied to the individual(s) in violation.

9. Rulings of Other Jurisdictions

9.1 Conviction of a felony while ASNT certification is valid, or the revo-cation or suspension of a Professional Engineer's License by another jurisdiction, or similar rulings by other professional associations, may be grounds for a charge of violation of this Code.

LEVEL III RENEAWAL POINTS

A reminder that your Level III renewal points depend on the expiration date of your certification.

If one or more of your current ASNT NDT Level III test methods expire before May 2009, you must renew using the 6-point system that has been used in the past. This system also applies to Methods expiring after 5/09 if the certificate holder chooses to equalize (make all methods expire at the same time) their certifications with those that expire prior to 5/09. The requirements for this system are shown at ASNT 6-Point Renewal.

If all of your current ASNT NDT Level III test methods expire after April 2009, you must renew using the new 25-point that is shown at ASNT 25-Point Renewal.
