• The overall population of the Manatee Community College service area, consisting of Manatee and Sarasota counties, is 635,700, of which 82.8 percent is 18 years or older. • The MCC service area is growing at a steady pace, producing a combined population of721,554 projected for the year 2010. • The projected increase for the minority population is significant in the state of Florida as well asin our service district.

• MCC student headcount reached an all-time high in Fall 2004. • The gender ratio of 63 percent female to 37 percent male showed aslight increase of the male population over Fall 2003. • Echoing the population composition trend in the nation, MCC’s student minoritypopulation has increased over the years, especially in the populations of African-American and Hispanic students. • The four charts onage distribution present a younger age group for full-time students and a mixed age group for part-time students. • The part-time/full-timemix changed slightly with an increase for full-time and a decrease for part-time students.

Performance on the Common Placement Test by Florida Public High School Graduates

Every freshman in a public community college or university in Florida must demonstrate certain basic skills before beginning college-level courses that have specific entry assessment scores as prerequisites. Students who achieve minimum scores on the elementary algebra, reading comprehension and sentence skills portions of the Florida College Entry Level Placement Test (FCELPT) are consid-ered ready for college-level mathematics, reading and writing, respectively. Students may be exempted from these tests if they scorehigh enough on the SAT I or Enhanced ACT. Freshmen who do not score high enough on the FCELPT, SAT I or Enhanced ACT musttake remedial classes before they begin college-level work.

Performance on the Common Placement Test table presents data on readiness for college in all three subject areas of 2000-01 to2002-03 Florida public high school graduates who enrolled at MCC, other community colleges and the state university system.

Of the 2002-03 Florida public high school graduates who enrolled at MCC in Fall 2003, 55 percent were ready in mathematics61.5 in reading and 69.2 in writing, respectively.

Manatee Community College’s Corporate and CommunityDevelopment is dedicated to providing quality learning for people of all ages. The center provides all noncredit continuingeducation and some credit-related programs and services conducted at MCC campuses, the College’s Center forInnovation and Technology at Lakewood Ranch and off-site locations.

Corporate and Community Development administrative officesare located at the Center for Innovation and Technology atMCC Lakewood Ranch. An office also is maintained at MCCVenice, and at MCC Bradenton. The Traffic Safety Institute hasoffices at MCC Bradenton and MCC Venice as well as down-town Sarasota at Main Street Plaza.

Schedules are published each term and are available uponrequest from offices or the College’s Web site.

The Center for Corporate and Community Development consistsof the Small Business Development Center (SBDC), GeneralEducation Development (GED) Preparation Program and AdultBasic Education (ABE), and the following three institutes:

The Institute of Continuing and Community Education

This institute combines professional continuing education trainingwith personal enrichment opportunities.

• Personal enrichment courses enable people from all segments of the community to clarify values, increase occupational skills and enhance personal growth. Programs are provided to learners of all ages through multiple instructional deliveries. Classes range from “Kids’ Summer Spectrum” to courses geared toward older learners in the “Ageless Ed-Ventures” program.

• Certification preparation courses enable residents to obtain licensure and to successfully prepare for licensure examinations.

• Professional continuing education courses meet the needs of career professionals in the community.

• Adult education courses meet the needs of learners preparing for the GED test.

• Motorcycle rider safety courses are provided for beginner and advanced riders.

Traffic Safety Institute

Serving Manatee, Sarasota and DeSoto counties, the TrafficSafety Institute provides driver improvement and substanceabuse prevention programs in an attempt to improve public safety and save lives. Programs offered include:

• Basic and Advanced Driver Improvement Courses

The Institute of Workforce Development Services

The emphasis on public and private sector training helps profes-sionals take practical skills immediately back to their workplace.Training sessions for businesses of all sizes are available in noncredit and credit offerings on topics ranging from managementand supervision to quality control. Courses are offered online, atthe work site, at any MCC location and at locations throughout thecommunity.

Through corporate training, the institute enhances the technical,management, office and interpersonal skills of employees through-out our service area and provides the technology skills vital forindustries. The institute is committed to the local workforce and economic development and has the flexibility toprovide quality training where it’s needed, when it’s needed, relying on extensive College resources.

The Center for Innovation and Technology at Lakewood Ranchprovides a wide array of workforce development services, includ-ing more than 2,500 online courses through the ACT Center.

• Placement tests are required for all first-time-in-college (FTIC) students seeking a degree from MCC. • Starting July 1, 1996, MCCadministered the placement test via the instrument of the Florida College Entry Level Placement Test (FCELPT). • The purpose of testing isto determine students' college readiness level so that they can be properly placed in courses in which they will have the best opportunityfor success. • The results of all entry level tests indicated that the percentage of passing rate was the lowest in mathematics for all FTICstudents tested. • The summary table of accountability outcome measures provides multiple year student performances in the five state-defined measure areas. • Grade distribution charts by total classes and college preparatory classes are presented to show students'academic achievement.

Under section 240.324 FloridaStatutes, the State Board of CommunityColleges was required to develop andimplement a plan to evaluate theinstructional and administrative efficiency and effectiveness of Florida’scommunity colleges. Five accountabilitymeasures were developed in responseto legislative requests:

1) Enrollment of prior year high school graduates; reports on graduation, retention and success rates;

2) A.A. degree transfer performance in the State University System (SUS) report;

3) State licensure passing rate and A.S./A.A.S. placement rate;

4) College preparatory passing rate; reports on graduation, retention and success rates of college preparatory students; and

5) CLAST result.

FTIC cohort of 2000 has been trackedfor four years through Spring 2004.Students must have completed 18 credit hours to be included in the "originally enrolled" cohort. Studentsmust have a grade point average(GPA) at or above 2.0 to be listedunder "retained in good standing."

Since 1984, one of the requirements ofthe associate in arts and baccalaureatedegrees in Florida has been the pass-ing of the College Level AcademicSkills Test (CLAST). Starting in 1996,the number of students who tookCLAST has significantly decreased dueto the implementation of the newCLAST alternatives, which have givenexemptions to students who demon-strate mastery of skills tested in CLASTthrough an equally reliable method.

Alternative 1 requires specific scoreson the SAT I or Enhanced ACT tests.Alternative 2 has a 2.5 GPA in select-ed postsecondary courses as itsrequirement. Students who do notmeet either requirement still will needto take a CLAST as one of the gradu-ation requirements.

The chart and table on CLAST resultsdisplayed all students who usedeither the CLAST alternatives or theCLAST. For the reporting year of2004, the pool included the 2002-2003 student cohort, who haveearned 60 or more credits.

A table of total degrees awarded since1960 is provided for reference. Studentsreceiving the associate in science degree(A.S.) or the associate in applied sciencedegree (A.A.S.), as depicted in the chart,have been successful in securing employ-ment in their chosen fields.

Every year, more than 60 percent ofMCC's transfer students attending the StateUniversity System (SUS) enroll in theUniversity of South Florida. Through theyears, MCC's graduates attending SUSearned higher GPAs compared to othercommunity college graduates in the system.

Placement data is gathered by FETPIP(Florida Education and TrainingPlacement Information Program) fromvarious sources. FETPIP uses confiden-tial follow-up data that describes theemployment, military enlistment, andcontinuing education experience ofthose individuals followed. This data is collected by using “record linkage”through the Florida Department ofEducation, the Agency for WorkforceInnovation, U.S. Postal Service andthe Department of Children andFamilies, just to list a few.

By linking common data elements indifferent databases, FETPIP has beensuccessful in generating and provid-ing useful follow-up data on formerstudents about education and pro-gram placement in the state ofFlorida.

MCC is proud of its 404 full-time employees. The full-timeteaching faculty represents30.0 percent. MCC alsoemploys 430 well-qualifiedadjunct instructors to supple-ment full-time teaching facultyin the delivery of academicofferings.

Of MCC's full-time faculty,24.4 percent are professorswith a Ph.D. and 71.4 percenthave master's degrees. Theminority composition ofemployees is 12.3 percent ofthe total College employeepopulation, an increase of 0.4percent over 2003-2004.

• This section presents the overall fiscal picture of the College. • For 2004-2005, MCC projected 70.1 percent for personnel costs.The College goal is to keep personnel costs at or below the state average, thus allowing for an equitable share of funds for programand curriculum needs. As the fundraising arm of the College, the Foundation provides a vehicle through which individuals, organizations and corporations maysupport the community’s largest institution of higher education. Through continued interest, involvement and financial support, theFoundation provides opportunities for greater levels of educational excellence and keeps the attainment of a college degree accessible,affordable and within reach.

Donors’ gifts play a vital role in the quality of education at Manatee Community College. Private support helps provide scholarships todeserving students, laboratory equipment for the classrooms, endowed faculty positions and support for priority programs. Private giftstarget areas of opportunity to sustain and expand the College’s present state-of-the-art classrooms and technology, and adequatelyaddress the growth in enrollment.

Thanks to many loyal and generous friends, private gifts provide the opportunity to enrich learning and ensure that Manatee CommunityCollege provides our students with 21st century skills needed to be competitive at both the university and in the workforce.
