workcloselytogethertoensureagoodtransitionofknowledgeandkaupapa.WefeelextremelyfortunatetobewelcomingArihiawhobringsavastknowledgeandunderstandingofourrūnanga,hapūandorganisationalstructures,nottomentionherwealthofexperienceinmanagementandthedeliveryofsocialservices.SheiscurrentlytheChiefExecutiveOfficerofHeOrangaPounamu(HOP)andpriortothatshewastheRegionalManager,TeWaipounamu,forBarnardosNZ.Arihiahasalsoheldanumberofadvisorypositionstogovernment,includingCanterburyEarthquakeRecoveryCommissionerfollowingtheSeptember2010earthquake.ManyofyouwillrememberArihiawhenshewasadirectorontheNgāiTahuDevelopmentCorporationboardfrom1999to2002andthenchairuntil2005.
NotmanyorganisationsgetthebenefitofhavingatransitionperiodbetweentheirtopmanagersandweareextremelygratefultoMikeforallhiseffortsduringthepast18months,particularlyhiswisdomandpragmaticapproachtoallthedecisionsthathadtobemadepost-earthquakes.PleasejoinmeinsincerelythankingMike,andwelcomingandcongratulatingArihiaintoTeRūnanga,ourfirstwahineintheroleofCEO–etewahinenuipuku,naiateowhakiakoe.
Inthiseditionyouwillfindthelatestannualresultsfortherecentfinancialyear.Theyshowwehavehadanotherprosperousyear,withsuccessfulprogrammeinitiativesandmilestonesreached.Thisissomethingforustobeproudof.Thepastyearhasnotbeeneasy,forstaffinparticular,withtheearthquakezoningprocessesandthecontinuousdelayswithinsurancesclaims.However,theirabilitytoprogressbusiness-as-usualprogrammes,implementnewprogrammesalignedtorūnangaaspirationsandhandletheextraworkbroughtaboutbytheearthquakerecoveryisextraordinary.IacknowledgeandthankthestafffrombothNgāiTahuHoldingsCorporationandTeRūnangafortheirhardwork,effortsandcommitmenttotheirjobsandtothetribe–ekoreemututemihikiakoutou.

environmentalapprovalsmanager,RobbieBlankenstein.Theytrackedkiwitodohealthcheck-upsandtocheckthethattrackerwasworking;sotheydon’tloseanykiwi.
Theytrackedakiwiforhours.Throughthebush,acrosscreeksandriversanddowngulliesuntiltheyfinallyarrivedatthekiwiborrow.Thekiwitheyweretrackingwasamale,andtoofastforanyonetocatch.
BothFrancoisandChantalwereguttedtheydidn’tgettoseethekiwiupclose.Nextthing,Sonyadoveintothekiwiburrowwithonlyherfeethangingoutattheend.AsshestartedtocrawloutChantalnoticedthatshehadcaughtanotherkiwi.
Thiskiwi,afemalearoundfouryears-oldandweighing3.5kgwasanewonetoaddtotheStocktonkiwifamily.BothFrancoisandChantalsaidtherearenowordstoexplaintheexperience.

AsyouallknowRikTau(Snr)isawayinAussiewhereitisverywarm.Butbythetimeyoureadthishewillbehome.Wellwhenheleftheshowed,Rex,Deniseandmyselfwhereandhowhewantedthewaharoafacing.Butattherūnangameetingotherideascameup.Sowearewaitingforhimtocomehome,whichwillmeanthingsmaytakeabitlonger.Nevermind,we’llwaittillit’sfinished.
OurAuntyJoanisalsoawayhavingaweebreakfromourrainyweather.Butbythetimeyoureadthisshewillbehomepreparingforanotherholiday,maybeHawaiiorRarotonga.Youneverknowwemightallgo,whatdoyouthinkaboutthat?

AuntyKuisatawholeweekwithmeandmywhānauwhenmybabyDannypassedaway.TheboyswouldpickherupinthemorningandRobertawouldtakeherhomeafterkarakia.SoAuntyKui,Iamgoingtomissyouvery,very,much.OnthedayAuntyKuigotburieditrainedsohardattheurupāthateveryonegotwet.Notme,Itoldmymokowhowasdrivingme,todriveinandparkbesideDanny’sgrave.Well!Everyonewaswonderingwhowascominginbycar.SoJoansaiditwouldonlybePatriciaandPatriciaitwas.WellmymokoandIsatinthecaranddidn’tgetwet.But,letmetellyouitdidn’traininRangioraorevenpastthemarae,noranywhereelse–sothinkaboutthatone.
Ihaven’tbeenwritingmuchlatelybecauseIhavebeenhomewatchingtheOlympicGames.Idon’tmissablow,upallnightandsleephalftheday.
Well(Pete)theboywhousedtogivemeinfoaboutinsidethewharehasleftandgonetoAustralia.Hereckonsbiggermoney.Hewasoneofthefirstboystostartbuildingthewhare.NevermindPete,haveagoodtrip.Wearegoingtomisshischeekyways.

Pani,Joan,Clare(whowasthedriver,socool)andIcalledintoKaikōuraforkai.WealsostoppedtogointotheurupāatMangamaunusoClarecouldtakeinalovelysprayofputiputiforherdadforFather’sDay.IsawlotsofjobsalongthewaytoBlenheimwhere70+canworkonthecouncil.Holdingthelollipopsticks,whichsaysstop/go,youcansitonthechairandjustturnitaround(cooleh).WellwhenwecalledintoKaikōuraforkaithatwastheendoftheJennyCraigdiet.But,whenwegottoBlenheim,howcouldwerefuseroastpork,roastbeef,fivevegies,allsortsofsauces,pavlova,fruitsalad,bakedjamtarts,chocolatemousseandicecreamandsonicelypresented.
Wearrivedatourmotelabout2pm,settledinthenwenttogototheclubforthepōwhiri,butourcarpackedasaddy.ClarerangFrankaswewereallbookedatthesamemotel,andwewentwithhim.
Leahbroughtushome.Ohbytheway,LeahisHonoreTau’sdaughterandAuntyMuriandPōuaJimTau’sgranddaughter.Afterthemeetingfinishedwehadkai.Itwassolovely,sausages,bacon,hashbrowns,scrambledeggs,littlesavourytarts,bakedbeansandpancakeswithmaplesyrup.Howcouldyourefuseallthegoodies.Finishdieting,afterthenationalsatendofmonth,bythenitwillbeChristmas(wellthereyougo).

HeTokikiteRika(MāoriTradesTraining)carpentrystudentAmosNeatehadachatwiththeMinisterforSocialDevelopmentAndEmployment,Hon.PaulaBennettrecently.AspartofhisHeTokitraining,AmosNeatewasonaworkplacementwithHawkinsConstructionattheChristchurchInternationalAirportwhentheministervisitedforafirsthandupdateonskillstrainingfortheChristchurchrebuild.
Amosadmittedtoafewnervesbeforemeetingtheminister,however‘shewasquitelaidbackandnotformal’,hesaid.

HavingHawkinsonboardgavegraduatesclearpathwaystoemployment.‘Themodelisreallysuccessful’,hesaid.
‘ItwasthebestdecisionIhaveevermadebecauseIenjoywhatIdo,knowingthere’sanicerewardattheendofthetraining.It’satickettotraveltheworldandsomethingtoalwaysfallbackon.’

Fundraising effortsSofarthefundraisingefforthasbeenimpressiveandwehavedrawnonover$1mofourownfundsaswellasreceivedsupportfromTeRūnangaoNgāiTahuandtheNgāiTahuFundwiththeirnewcapitaldevelopmentprogramme.LotteriesNewZealand,viathemaraeheritagefund,havealsomadeasignificantcontributionashaveTePuniKōkiri.

Councillorsattendedatwo-hourworkshopattherūnangamaraeatCharlton,whichinvolvedlocaliwimembersaswellasWhaleWatchKaikōurafounderWallyStone.

TheHokonuiSocialServicesTrusthaslauncheditsProjectOrawebsite.Thewebsiteisdesignedtobeaninformationsourceabouthomeheatingandinsulationforwhānauandthewidercommunity.
ProjectOraisanaccreditedproviderofsubsidisedhomeinsulation.ItwasinitiatedbyHokonuiRūnangaoperationsco-ordinator,TerryNicholasin2008withthesupportoftheHokonuiRūnangaSocialServicesTrust.
Theprojectalsoprovidespracticalassistancetoassesspeople’seligibilityforasubsidy.
‘ItstartedoffintheEasternSouthlandareaandexpandedtootherlocationsintheSouthIsland,’MrNicholassaid.
TheprojecthadsincebecomeacollaborationbetweentheTheHokonuiSocialServicesTrustandMeridianEnergy.
Theaimofthewebsitewastoactasatool-kittoprovidehomeinsulationinformationforMāoriandtoincreasethenumberofhomeswithinsulation,particularlyinthehighneedareasofSouthland,ChristchurchandtheWestCoast.
MrNicholassaidextensiveresearchconductedbyOtagoUniversityshowedadisproportionatenumberofMāorilivingindamp,coldconditions.‘TakingMatauraasanexample,arecentstudyshowsimprovedinsulationwasconsideredavitalinterventiontoimprovehealthandwellbeing.Markedimprovementsinhealthwereshown
followinginsulationandheatingupgrades,’hesaid.
AlthoughthewebsiteistargetedatMāori,theProjectOrahomeinsulationprogrammeisavailabletoanyoneinthecommunity.MrNicholassaidmorethan300SouthIslandhomeshadbeeninsulatedundertheprojectsofar.

Nicholaswasagreat-grandsonofJosephMetzgerandhiswifeErnestine(néeRadka),respectivelyGermanandPolishimmigrantstoSouthland.JosephMetzgerwasaprominentcitizenandestablishedBluff’sBayViewHotelin1890.Theremainsofthefamily’sresidence,‘Rosenberg’,isimmediatelywestofourmaraecomplex.

TinyspentasignificantpartofhischildhoodyearsatGreenhills,thesmallruralsettlementadjacenttotheBluffRoad,intheupperreachesofBluffHarbour.ThisisnotfarfromŌmauiandtheMokamokaestuary,importantancestralplacesthathedescribesashischildhoodplayground.Althoughhispōua,William,passedawayontheeveofTiny’sfourthbirthday,hewastaughtanumberofmahikakaitraditionsbyhisgrandmother,Frances‘BigNana’,hisunclesJohnKerle‘Boy’Haberfield,StewartandGeorgeSpencer,andBukuHemera,andhisauntyKoa.Itwas‘BigNana’whoaskedthathemahipōhābecontinuedonPikomamakubywhoeverbirdedthere;ataskthatTinyhascommittedmuchofhislifeto.
Thoughencouragedbyteacherstobecomeanarchitect,TinyleftsecondaryschoolforacarpenteringapprenticeshipwithhisuncleGeorgeSpencer.Inbetween,herowedcompetitively,mainlyfortheAwaruaBoatingClub.In1954,hemarriedMaurineTinnock,ofInvercargill,andtheylivedthereforsomeyears,caringforherfatherafterhermother’suntimelydeath.Later,theymovedtoBluff,intoahousethatTinybuilt.Intermsofemployment,Tinyworkedvariouslyasaboat-builderandawharfieuntilthewaterfrontindustrywasreorganisedandrationalisedinthelate1980s.

TinyandMaurinetookallthreechildrenmuttonbirding,andgrandchildreninturn,andnowgreat-grandchildrentoo.
TinyhasbeenactivelyinvolvedwiththeWaitutuIncorporationsincethe1980s.HehelpednegotiatetheWaitutuBlockSettlementandledtheestablishmentofalodgefacilityonthewestbankoftheWairaurahiriRiverinthelate1990s.HehasbeenconsistentlyinvolvedwithTe
RauArohaMaraesincethemid-1990sandhasundertakenoroverseenanumberofbuildingandmaintenanceprojectsaroundthemaraeinthattime.
Maurine,forherpart,wasoneofthetukutuku‘A-Team’duringthemaraerefurbishment.
OtherthanonegranddaughterwhoiscurrentlyonawalkaboutinSouthAmerica,Tiny’s80thbirthdaybroughtallfourgenerationsofhislivingimmediatefamilytogether,whichwasathrillforbothheandMaurine.TheywerealsogratefulthatKirsten,thepōtikiofhislatebrotherGary,andherhusbandJohnwereabletomakethelunch.
AfewofTiny’sveritablewhāngaifromTeRauArohaalsojoinedthefamilyforlunch,asdidthekitchen’smainstaycooks,whoalldosomuchtoupholdthemanaofourmarae.Itgoeswithoutsayingthatintermsofkindandquantity,thefoodwaswhatpeopleexpectwhentheycometoBluffforakai.Allthesame,itwasaquiet,understatedaffair,andthusafittingwaytomarkanimportantmilestoneforsomeonewholikesto‘justquietlydodgealong’.

Fruit And Vegetable Co-op Helping Families Eat Healthy
To help promote healthy eating, participants are given recipe ideas and information on meal preparation. Information is provided with each vegetable covering basic storage, preparation, cooking, recipe ideas and tips on adding them to other dishes.
The hubs have developed into a centre of community participation, reducing social isolation and increasing community connectedness. Volunteers come together to pack the vegetables and fruit and other volunteers provide soup or baking to support the packers. Any leftover produce is used to provide community lunches for others that use the facilities.

The Christchurch Fruit and Vegetable Co-op supplies affordable fruit and vegetables to Christchurch households. The Co-op is a joint initiative between the Christchurch Cathedral and Community and Public Health, a division of Canterbury District Health Board. The Co-op provides fresh fruit and vegetables on a weekly basis to individuals and families at wholesale prices or below.
By providing affordable fruit and vegetables and encouraging their consumption, the Co-op is helping improve the community’s physical and social health. One participant says: “this is great, I go round to their house most evenings and I swear those kids have takeaways for tea at least 5 nights a week, and last week I got there and they were eating carrots - probably for the first time - out of the veggie bag."
It works thanks to the Cathedral offering vegetable buying expertise, volunteer packers and the use of an established distribution network, while Community and Public Health provides commu-nity networks, recipes, health resources, commu-nity support and training days for startup distribu-tion centres.
It started 20 years ago in Bryndwr and there are now four packing hubs servicing 1000 customers from 14 distribution hubs.
Community hubs promote the programme in their community and collect orders and payment for fruit/vege packs on a weekly basis. The ‘pay in advance’ system means that no vegetablesto waste. Each member pays $10, which gets them about $25 worth of produce, but it is not compulsory to buy each week.

Papatipu Rūnanga Election ProcessOnce again, Papatipu Rūnanga have commenced their three year elections. You may have already noticed, that Kāti Huirapa ki Puketeraki, Moeraki, Arowhenua, Waihao and Ngāti Wheke have published notices signalling their intention to hold postal ballots shortly. Later this year, other Papatipu Rūnanga will follow and by February 2014, the election rounds will be complete.
To help you understand the elections process, we have developed a simple flow chart (below) that spells out the mandatory steps. Some papatipu rūnanga in addition to the mandatory steps, may send out pānui to ensure members have their details up to date, and may even hold an indicative vote for a preferred candidate.
As the year progresses, we will post the results of the election process to the website. This ocurred last time and assisted whānau to keep track of the process.
