BACKGROUND Development partners have supported the Royal Government of Cambodia represented by the Ministry of Economy and Finance to implement the Public Financial Management (PFM) Reform Program which consists of four stages built on four platforms and each platform is developed to support the existing stage and later stages:

1. Platform 1 : Credible budget which can deliver reliable and predictable resources to budget managers. This enables basis for accountability

2. Platform 2 : Initial improvements in internal control and holding managers accountable. This enables focus on what is done with money

3. Platform 3 : Improved linkage of priorities and service targets to budget planning and implementation. This enables accountability for performance

4. Platform 4 : Integration of accountability and review processes for both finance and performance. This enables accountable for result

Responding to the implementation of PFM program stage 3, the GDPP (General Department of Public Procurement), MEF has been involved in developing its own General Department Action Plan (GDAP3) dated on 31 December, 2019 and as well as Budget Plan for implementing the measures identified in that PFM framework. In this connection, GDPP would like to use the 2020 budget (Code 7.3) for “Local Consultant” which was approved by the General Secretariat Committee (GSC) dated on 16 December, 2019 (by letter No 13478 MEF) for strengthening the institutional capability of the General Department of Public Procurement. Specifically, the GDPP, MEF needs One Local Consultant who will be involved in developing the General Department of Public Procurement Website Rebuilding (GDPPWR) which can be used for strengthening the accountability of public procurement management through the effectiveness and efficiencies of the immediate requirement of manual tasks performance of public procurement broadcasting. The online real-time linkage with Public Procurement Information System (PPMIS), Financial Management Information System (FMIS). And the future planning of e-GP System of Public Procurement System Reform Strategy 2019-2025 to comply with the purposes of the stage 3, PFM platform 3–the enables accountability for performance, and later stages, as well as the stage 3 of Rectangle Strategic Plan of the Royal of Government of Cambodia.

2. OBJECTIVES AND CORE TASKS The main objectives to develop GDPPWR are:

- Currently slow, inconvenient, and difficult to maintain - Complex management of Master Data and Export to produce customized reports - File uploading, it can’t keep original of file name in Khmer Unicode

- It is difficult to determine the section to edit and upload that section to real website is currently go live

- The updating of plug-ins are pending task because it can be affect the entire website - Most of control boxes are out of date and require update performance - There is no linkage system between the Public Procurement Management

Information System (PPMIS) and the Financial Management Information System (FMIS)

- Experts who created the website has said that this website previously built in urgent requirement. With this reason, they used WordPress techniques and plug-ins that could be cause the problem in future requirement when need new parts of additional techniques of website.

2. Objective to plan on General Department of Public Procurement Website Rebuilding (GDPPWR) The WRGDPP developing with the Laravel PHP web framework and standard data store ready to provide as follow:

- Easy to manage and maintain with the local consultant supporting - The control box can be updated easily - File uploading, it can keep original of file name in Khmer Unicode - There is data store with specific structure and manageable - Master data manageable and additional input - Page access privilege management that allow responsibilities person to manage each

The core tasks to be undertaken by the Local Consultant include the following:

Making the detailed action plan and implement the project of developing by three sections of WRGDPP which approved by GSC, dated on 31 December 2019 under the performance of GDPP’s GDAP3. First section, there is one main task on (1)25.3.4 Website Analysis and Documentation “(1.1) GDPP Website Analysis and Documentation (GDPPWAD). Second section there is one main task on (2)25.3.1 General Page “(2.1) GDPP General Page Development (GDPPGPD)”. Finally, third section there are five main task on (3)25.3.2 Annual Public Procurement Statistic Broadcasting “(3.1) GDPP Procurement Plan Broadcasting (GDPPPPB) Module, (3.2) GDPP Bidding Notice Announcement Broadcasting (GDPPBAB) Module, (3.3) GDPP Contract Award Broadcasting (GDPPCAB) Module, (3.4) GDPP Statistic Public Procurement Broadcasting (GDPPSPPB) Module, (3.5) GDPP Linkage System (GDPPLS) Module”.

Improving GDPP website on the broadcasting task, the linkage system and the page interface of e-GP system. (The Local Consultant will also support the GDPP (1) Defining new working flow of public procurement broadcasting task of GDPP. (2) Improving systematic work performance of its linkage system of on public procurement broadcasting. (3) Adding new feature of broadcasting about statistic information of public procurement. In addition (4) seeking the roadmap to enhance the public procurement in future planning of e-GP System of Public Procurement System Reform Strategy 2019-2025).

Eliminating double task of online broadcasting and facilitating the communication by real-time between GDPP website to other system.

3. PRODUCT SPECIFICATION: - Product Features/modules: In 2020, The Local Consultant will assist the GDPP in

developing the GDPPWR comprising of two sections mention as below:

WORKING METHODS In order to sustain the improvements of the program, close collaborative working arrangement and inter-personal skills, technical delivery and effective monitoring of progress are necessary. The appointed Local Consultant will work under the directed supervision of H.E. CHHIM SARETH, Director of GDPP, MEF; Deputy Director of GDPP H.E. SENG SRENG plus at least one of staff at the General Steering Committee (GSC).

6. REQUIRED OUTPUTS/REPORTS At the end of this assignment, the assigned Local Consultant will (1) finish of result above and go-live and (2) the user manuals (3) Training. The Local Consultant will be expected to provide the following reports to the Director of GDPP: (1) Verbal weekly report – an updated detailed work plan for the assignment; (2) Written monthly report – a progress report detailing progress made, work carried out and outputs achieved to meet the objectives for the current month, and action plan for the next month, which may include any significant barriers to be solved (3) Written output completion report – a completion of each task under user acceptance testing (UAT), and also the condition of each payment and (4) A completion of the assignment – a final report that includes outputs achieved, contribution to performance target and suggestions for any measures that need to be taken to sustain those improvements.

7. LOCAL CONSULTANT’S QUALIFICATION Skill Area Requirements

1. Technical skills (35% for the selection criteria)

-Skills in the analysis of process of website requirement -Skills in developing of prototype documents -Skills in system analysis and design -Skills in developing of Laravel Framework, HTML, PHP, MySQL andLinux Family -Extensive and detailed knowledge of comparative approaches of IT project especially Website Application implementation in the Cambodia -Prior experiences in the developing and designing the similar Website Application and database management.

2. Professional Qualification (20% for the selection criteria)

-Bachelor degree or higher in computer science, the programming skills is desirable. -Knowledge in English and Khmer is favourable.

3. Experience (35% for the selection criteria)

-5-year experiences or more in developing/ designing the Website Applicationand database management. -Experiences in public procurement are desirable. -Used to be in managerial responsibilities of the program is desirable.

4. Training skills (10%)

-Be able to prepare the user manual and to provide the training using theadult learning approaches. -Demonstrate good presentation skills using Ms PowerPoint presentationand be able in designing and conducting presentations. -Good personal and motivational skills.

8. SERVICES AND FACILITIES The Local Consultant will be partly located at the General Department of Public Procurement, MEF. The nature of the contract with the Local Consultant will be on a result-based performance. The GDPP, MEF will endeavour to provide the Local Consultant with a full set of relevant technical and functional documents, regulations and guidelines related to requirement of GDPPWR and other internal and external control. The GDPP, MEF will make partly available to the Local Consultant a suitable office space, office furniture and necessary equipment such as a photocopying machine. To facilitate the Local Consultant’s engagement with relevant institutions to succeeding information gathering, the GDPP, MEF will arrange and facilitate contact and liaison with stakeholders as appropriate.
