    Declaration of Policy. - It is the declared policy of the State toprovide relevant, accessible, high quality and efficienttechnical education and skills development in support of thedevelopment of high quality Filipino middle-level manpowerresponsive to and in accordance with Philippine

    development goals and priorities.

    Private Sector Participation. - The State shall encourage theactive participation of various concerned sectors, particularlyprivate enterprises, being direct participants in and immediatebeneficiaries of a trained and skilled workforce, in providingtechnical education and skills development opportunities.

    Dual training system, shall be adopted and in duly accreditedvocational & technical school , in cooperation with accreditedagricultural, industrial & business establishments, as one of thepreferred means of creating a dependable pool of well-trainedoperators, craftsmen & technicians for the economy.
