รายงาน Global Healthcare Industry Outlook 2018 ของ Frost & Sullivan นนชใหเหนวา เทคโนโลยดานสขภาพ หรอ Health Tech เปนปจจยทมความสำาคญยงตอการขบเคลอนอตสาหกรรมการแพทยครบวงจรทงในปจจบนและอนาคต สอดคลองกบขอมลของ PricewaterhouseCoopers (PwC) ทระบวา ระบบเทคโนโลยทางการแพทย (Digital Health) เพอสขภาพรปแบบใหมนนมความแตกตางจากบรการดานสขภาพแบบดงเดม (Traditional Model) ทจะมงเนนไป

At present, the global medical industry tends to grow continually due to the increasing demand. According to Frost & Sullivan, it would grow at 4.82 percent in 2018 due to the following factors i.e. the increase of aging population globally, the consciousness of health promotion and healthcare, the development of healthcare system in various countries and the advancement in healthcare technology in a leap frog manner both in terms of knowledge on medical, pharmaceutical, medical sup-plies, and new form of medical devices

Outlook 2018 by Frost & Sullivan indicated that health technology was the main factor that drove the present and future comprehensive medical industry. This prediction corresponds to the data from PwC which revealed that the digital health technology for modern health was different from the traditional model, as it was aimed to analyze medical data by using information technology and to increase two ways communications between doctors and patients. patients to consult online with doctor instead of visiting doctor and e-Prescription enables the healthcare service to be updated in remote areas. According to Frost & Sullivan Global Healthcare Industry Outlook 2018, it indicated that the investment capital for Global Digital Health in 2017 increased at 6.5 billion USD, two-time higher than the previous year. Many countries around the world as well as ASEAN countries increase the utilization of Digital Health such as Singapore where Digital Health is integrated into the Clinic Management Systems Program to provide health services for more than 10 years. Or Philippines which has used Community Health Information Tracking System in the public healthcare service clinics and Malaysia whose healthcare data have been upgraded to cloud system to fulfill the de-mand of big data collection system. As for Thailand, some large private hospitals have used Digital Health to detect abnormality or analyze symptom at early stage, as well as application for healthcare to enable patients to monitor their health condition.

Deloitte ซงเปนบรษททปรกษาทางธรกจระดบโลก ไดคาดการณสถานการณตลาดอตสาหกรรมการแพทยของโลกในรายงาน 2018 Global Health Care Outlook วา อตสาหกรรมการแพทยของโลกมแนวโนมจะเตบโตขนอยาง ตอเนอง เหนไดจากการประมาณการคาใชจายดานการดแลสขภาพทวโลกในชวงป พ.ศ. 2560-2564 ทคาดวาจะเพมขนเฉลยรอยละ 4.1 จาก

Deloitte, a global business consulting firm, predicted in the Global Healthcare Outlook 2018 that the situation of medical industry continued to grow as confirmed by the estimation on the global healthcare expenditures during 2017-2021 with the average growth at 4.1 percent from 1.3 percent during 2012-2016. Deloitte estimated that the value of global medical industry in 2020 (considering expenditures) would be at 8.7 trillion USD, increased from 7 trillion USD in 2015 as according to number of population, aging society, market development, advancement of medical technology and increasing wage. This estimation is in line with the World Bank’s data on medical expenditures revealing that the global medical expenditures grew from 9 percent of the global GDP in 2000 to 10 percent in 2015. Deloitte indicated that North America had the highest market value or about 47 percent of the total market, followed by European market, accounted for 23 percent, whereas Asia and Australia accounted for 22 percent. three markets accounted for 90 percent of the global healthcare industry. Asia and Australia’s market enjoyed highest growth when comparing to other regions at the rate of 5 percent annually.

The Analysis Report on the Global Trend of Technology and Tourism Industry in the Wealthy Group and the Wellness Tourism worth 439 billion USD, whereas the medical tourism worth 50-60 billion USD (according to the estimation during 2012-2013). The services that most tourists used are aesthetic surgery, dental, organ transplants, orthopedics, cancer treatment, dietary, and medical check-up. As for Global Wellness Economy in 2015, it worth 3.72 trillion USD, wellness tourism which is a sector of Global Wellness Economy worth 563.2 billion USD in 2015. If classifying by regions, it was found that most of the expenditures incurred in North America worth 215.7 billion USD, Europe worth 193.4 billion USD whereas Asia and Pacific worth 111.2 billion USD. It was estimated that the Global Wellness Tourism would worth 808 billion USD in 2020 with the annual growth rate at 7.5 percent.

The data from the Department of Health Service Support indicated that the market value of Thai medical industry worth 16 billion USD or 5.60 hundred billion baht. Thai medical comprehensive industry comprises 3 sectors, i.e. modern medical service, research and production of medical devices and pharmaceutical research for medical supply production. Most of the market value of Thai medical industry concentrated on medical industry, medical devices industry and pharmaceutical industry which could be classified as follows, the cost of medical service in hospitals about 3.68 hundred billion baht, medicine producing/or dispensary about 1.5 hundred billion baht, and producing and or selling of medicines and medical devices and medical supplies about 0.40 hundred billion baht respectively.

• Medical IndustryAt present, Thailand has about 38,500

hospitals and clinics throughout the country, among these number 23 hospitals registered as public companies in the Stock Exchange, 182 hospitals have registered capital over 100 million baht, most of the investment belongs to Thai investors, worth about 115,231 million baht or about 98 percent of the total private hospitals. In 2016, the revenue of private hospitals were 232,421 million baht with the number of Thai patients at 93.5 percent, only 6.5 percent were foreign patients. The number of tourists and medical tourists accounted for 70 percent of the total foreign patients. The data from the Global Wellness Institute revealed that Thai wellness tourism ranked no. 6 among the global wellness tourism with the number of medical tourists at 38 percent of the medical tourists in Asia. The market tended to continually grow at 14 percent every year. It also estimated that Thailand would gain over 4 million foreign patients in 2017.

จดทะเบยนมากกวา 100 ลานบาท จำานวน 182 ราย สวนใหญเปนการลงทนของคนไทย มลคา 115,231 ลานบาท คดเปนรอยละ 98 ของธรกจโรงพยาบาลเอกชนทงหมด ในป พ.ศ. 2559 รายไดของธรกจโรงพยาบาลเอกชนมจำานวน 232,421 ลานบาท โดยมจำานวนผปวยคนไทยรอยละ 93.5 ของผปวย รวม สวนจำานวนผปวยตางชาตมรอยละ 6.5 โดยกลมนกทองเทยวและนกทองเทยว เชงการแพทย (Tour ist & Medical Tourist) มจำานวนรวมกนเกอบรอยละ 70 ของตลาดผปวยตางชาตทงหมด ขอมลจากการจดอนดบของ Global Wellness Institute พบวา อตสาหกรรมทองเทยวเชงสขภาพของประเทศไทยตดอนดบ 13 ของโลก สามารถสรางรายไดมากกวา 9.4 พนลานดอลลารสหรฐฯ ขณะท The International Healthcare Research Center (IHRC) ระบวา อตสาหกรรมทองเทยวเชงการแพทยของประเทศไทยตดอนดบ 6 ของโลก โดยมจำานวนนกทองเทยวเชงการแพทยรอยละ 38 ของจำานวนนกทองเทยวเชงการแพทยในภมภาคเอเชยทงหมด และตลาดมแนวโนมเตบโตราวรอยละ 14 ตอป โดยประมาณการวา ประเทศไทยมจำานวนผปวยตางชาตมากกวา 4 ลานคนตลอดป พ.ศ. 2560

• อตสาหกรรมผลตภณฑเครองมอแพทยการเตบโตของตลาดเครองมอแพทยของ

ประเทศไทยทผานมานนไดรบปจจยสนบสนนจากความไดเปรยบดานคณภาพการบรการ และมาตรฐานการรกษาทเออตอนโยบายการเปนศนยกลางบรการทางการแพทยของประเทศไทย รวมทงผลจากการผลกดนนโยบายศนยกลางทางการแพทย (Medical Hub) ของภาครฐ ทำาใหการจำาหนายเครองมอแพทยในประเทศและตางประเทศสามารถขยายตวไดเฉลยรอยละ 8.0 และรอยละ 3.1 ตอปในชวง 5 ปทผานมา โดยประเทศไทยถอเปนทงผนำาเขาและผสงออกเครองมอแพทยทสำาคญในกลมอาเซยน (สดสวน 27:73) การนำาเขาสวนใหญจะเปนเครองมอแพทยทใชเทคโนโลยการผลตคอนขางสง ขณะท สนคาทประเทศไทยผลตเพอสงออกสวนใหญจะเปนกลมวสดสนเปลองทางการแพทยขนพนฐานทใชวตถดบในประเทศในการผลต อาท ยาง และพลาสตกเปนหลก ในป พ.ศ. 2560 ประเทศไทยมการสงออกเครองมอแพทยมลคาราว 102,475 ลานบาท เปนสนคากลมวสดสนเปลองทางการแพทยมากทสด (รอยละ 84) รองลงมา คอ กลมครภณฑทางการแพทย (รอยละ 16) และกลมชดน�ยาและวนจฉยโรค (รอยละ 0.5) สวนการนำาเขาเครองมอแพทย มมลคา 62,131 ลานบาท เปนสนคากลมวสดสนเปลองทางการแพทยมากทสด (รอยละ 42) อนดบสอง คอ กลมครภณฑทางการแพทย (รอยละ 41)

และกลมชดน�ยาและวนจฉยโรค (รอยละ 17) สำาหรบตลาดเครองมอแพทยในประเทศมมลคา 44,600 ลานบาท หรอเพมขนรอยละ 7.1 จากปกอนหนา เนองจากภาครฐมนโยบายสนบสนนดานการวจย รวมทงสงเสรมการผลตและสงออกในอตสาหกรรมนมากขน

• อตสาหกรรมยาและเวชภณฑอตสาหกรรมยาแผนปจจบนของประเทศไทย

สวนใหญจะอยในขนปลาย คอ การผลตยาสำาเรจรป สวนมากยาทผลตไดในประเทศจะเปนยาชอสามญ (Generic Drugs) ทผผลตจะนำาเขาวตถดบสำาคญจากตางประเทศมาผลตเปนยาสำาเรจรปในรปแบบตาง ๆ (ประมาณรอยละ 90 ของวตถดบทงหมด) กลมยาทมมลคาการผลตสงสด ไดแก กลมยาแกปวด/แกไข ปจจบนประเทศไทยมผผลตยาแผนปจจบน (ขอมล ณ มกราคม 2561) ทไดรบมาตรฐานการผลต (Good Manufacturing Practice: GMP) จำานวน 161 ราย ยาทผลตในประเทศสวนใหญจะใชบรโภคในประเทศเปนหลก คดเปนรอยละ 95 ของปรมาณการผลตทงหมด ขณะทผผลตมการสงออกประมาณรอยละ 5 ของปรมาณการผลตยาทงหมด ในป พ.ศ. 2560 ประเทศไทยมปรมาณการผลตยารวม 42,695.7 ตน และมมลคาการจำาหนายยาในประเทศอยทประมาณ 169 พนลานบาท สวนมากเปนการจำาหนายยาผานโรงพยาบาลกวารอยละ 80 ของมลคาตลาดยาทงหมด ดานการคายาระหวางประเทศ

• Medical Instruments IndustryThe expansion of the Thai medical

instruments market has advantages on quality service and treatment standard in consonance with the policy to become Medical Service Center and Medical Hub. Those factors help boosting the sale of medical instruments both in domestic and international markets at the average growth of 8.0 percent and 3.1 percent annually during the past 5 years. Thailand has been considered as one of major countries in ASEAN on importing and exporting medical devices (The ratio is 27:73). Among the industries of New Engine of Growth, the comprehensive medical industry or Medical Hub is considered as the industry that attaches to the daily life in all aspects and levels both in terms of treatment and health promotion. They can be classified into 3 main groups, i.e. (1) modern medical service provider such as public and private hospitals, specialized disease research centers, rehabilitation and promotion centers, and other services; (2) research and medical devices manufacturing companies; (3) medicine research and manufacturing companies.

According to data of the Office of the Board of Investment, the Thai medical industry had high competitive advantages both in the areas of manufacturing

Thai Medical Industry has Advantages of Knowledge, Resources and High Potential Human Resources

Thailand exported medical devices worth 102,475 million baht, most of them were disposable medical devices (about 84 percent), followed by medical durable articles (about 16 percent) and liquid kit for disease diagnosis (about 0.5 percent). The import of medical devices worth 62,131 million baht, most of them were medical disposable materials (42 percent), followed by medical durable articles (41 percent), liquid kit for disease diagnosis (about 17 percent). As for domestic market for medical devices, it worth 44,600 million baht, increased 7.1 percent from the previous year resulting from the public’s support in research and production promotion in the industry.

• Pharmaceutical and Medical Supplies Industry

The modern Thai pharmaceutical industry, mostly is downstream: the production of finished medicine. Most of the medicines are generic drugs of which the importer will import materials from abroad and produce finished medicines in different forms (about 90 percent of the total materials). The medicine group which has highest production value are analgesic medicine. At present, Thailand has 161 pharmaceutical producing companies (the data at January 2018) certified with Good Manufacturing Practice: GMP. Most the medicines produced are mainly used domestically at about 95 percent of the total producing amount and only 5 percent are exported. In 2017, Thailand produced 42,695.7 tons of medicine with sale value about 169 billion baht, most of the medicines were sold through hospitals at about 80 percent of the market value. As for international market, in 2017, Thailand imported medicines from abroad worth 1,592 million USD whereas the export of medicines worth 375 million USD, the export markets were ASEAN, in particular the CLMV countries which accounted for 57 percent of the total export value.

and services, especially in the medical service industry and health promotion services resulting from the favorable resources to run the business namely, human capital; perfect natural places and tourist attractions suiting for health rehabilitation; and the knowledge of both modern medical and Thai traditional medical with herbs and traditional massage with world-class credentials; as well as the reasonable treatment cost and cost of living. All factors enhance the health promotion business. Thailand also has potential in producing raw materials for development into medical devices due to the varieties of biodiversity, and favorable climate for agriculture. This factors equip Thailand with the potential and capability to produce varieties of agricultural produce. Thailand is also strong in product research and development by using the natural indigenous materials to develop products for wellness such as herbal cosmetics and herbal medicines.

นโยบายไทยแลนด 4.0 เปนวสยทศนเชงนโยบายของรฐบาลไทยในการพฒนาเศรษฐกจ ทตองการใหมการเปลยนแปลงจากเศรษฐกจแบบเดมไปสเศรษฐกจทขบเคลอนดวยนวตกรรม ซงประกอบดวย (1) ผลกดนสนคาโภคภณฑไปสสนคาเชงนวตกรรม (2) เปลยนจากการขบเครอนประเทศดวยภาคอตสาหกรรมไปสการขบเคลอนดวยเทคโนโลย และความคดสรางสรรค และ (3) เปลยนจากการเนนภาคการผลตสนคาไปสการเนนภาคบรการมากขน

ภายใตนโยบายไทยแลนด 4.0 ไดจำาแนกอตสาหกรรมของประเทศออกเปน 3 กลม ตามมลคาทางเศรษฐกจและแนวโนมการเตบโตในอนาคต ไดแก

Thailand’s 4.0 policy is a government’s strategy for economic development, which aims to change the traditional economy to become innovation-driven economy comprising of (1) change from producing consumer products to innovative products (2) change from industrialized country to technology and creative-driven country; (3) emphasis more on services than on manufacturing industry.

Under Thailand’s 4.0 policy, the First S-Curve is the potential industry group classified into 3 groups as followings;

The first group is the First S-Curve: the potential industry which Thailand has manufacturing potential and holds high economic value but demands the integration of modern technology for sustainable growth in the future.

The second group is the New S-Curve: the technological and innovative intensive industry with high potential to grow in the future, but the present value is mediocre, and there are less manufacturers. Thus,

ภายใตยทธศาสตรการพฒนาอตสาหกรรมไทย 4.0 ไดกำาหนดแนวทางการพฒนาอตสาหกรรมการแพทยครบวงจร ใหอยภายใตกลมเทคโนโลยและนวตกรรม (Core Technology) ดานสาธารณสข สขภาพ และเทคโนโลยทางการแพทย (Health, Wellness & Bio-Med) ซงตองผลกดนใหมการใชเทคโนโลยสขภาพ (Healthtech) และเทคโนโลยการแพทย (Meditech) ในการผลตสนคาและบรการสขภาพ อาท ยา สมนไพร อาหารเสรม อปกรณทางการแพทย และการบรการทางการแพทยและสาธารณสข โดยแนวโนมเทคโนโลยในกลมน ไดแก การสรางอปกรณเครองมอการแพทยระดบนาโน เทคโนโลยการตรวจวดสขภาพผานอปกรณสวมใส (Wearable Devices) การพมพแบบ 3 มต ซงสามารถชวยในการรกษาและฟนฟอวยวะหรอเนอเยอตาง ๆ ของรางกายได

The third group is The 2nd Wave S-Curve Group: the group with traditional manufacturing methods and limited growth. Some of them cannot create economic value added. The group needs industrial revolution by increasing technology application, creative thinking and innovation to enable the group to further developed.

The Medical Hub Industry is considered as New S-Curve with new technology and innovation as mechanism to drive economy in the future. It comprises medical services, remote medical services through ICT for following up, diagnosis and treatment, producing of medical instruments, products for elderly, producing medicines especially prototype biologic medicine, bio-similar

materials and herbal medicines.Under the strategic on Thailand’s

i ndust r ia l development 4 .0 , the comprehensive medical hub industry is considered the core technology in public health, wellness and bio-medical and medi-tech in producing goods and providing health services such as medicines, herbs, supplementary food, medical devices and medical and public health services. The technological trend in this group are manufacturing of NANO level medical devices, wearable devices, and 3D printing for the fast recovery and rehabilitation of organs and body’s membrane.

• อตสาหกรรมการผลตเครองมอแพทยและชนสวน ไดรบสทธและประโยชนยกเวนภาษเงนไดนตบคคลเปนเวลา 3 หรอ 8 ป ตามระดบเทคโนโลยของเครองมอแพทย และระดบความเสยงของ เครองมอแพทย

• การผลตอาหารทางการแพทย หรออาหารเสรม ไดรบสทธและประโยชนยกเวนภาษเงนไดนตบคคลเปนเวลา 8 ป

• กลมกจการผลตยา ทจากเดมไมไดรบ การยกเวนภาษ ใหไดรบการยกเวนภาษเงนไดนตบคคลเปนเวลา 5 ป และหากโครงการใดทยนขอรบสงเสรมการลงทนภายในป พ.ศ. 2560 จะไดรบการยกเวนภาษเงนไดนตบคคลเปนเวลา 8 ป

• กลมกจการผลตเครองมอแพทย จากเดมทกจการในกลมนไดรบการสงเสรม โดยยกเวนภาษเงนไดนตบคคลเปนเวลา 5 ปอยแลว ไดเพมเตมใหมการสงเสรมเอสเอมอไทยทตองการลงทนผลต เครองมอแพทย ในมาตรการสงเสรมเอสเอมอไทย ใหไดรบการยกเวนภาษเงนไดนตบคคลเพมขนอก 2 ป จากเกณฑปกต 5 ป ซงจะทำาใหไดรบการยกเวนรวม 7 ป

นอกจากน อตสาหกรรมการแพทยครบวงจร ยงจดอยในกลมอตสาหกรรมเปาหมายทมสทธไดรบการสงเสรมการลงทนในเขตพฒนาพเศษภาคตะวนออก (EEC) โดยมสทธทนาสนใจพอสรปไดดงน

• ไดรบการเพมสทธลดหยอนภาษเงนไดนตบคคลรอยละ 50 อก 5 ป จากสทธพนฐานทไดรบยกเวนภาษเงนไดนตบคคลในแตละประเภทกจกรรมอยแลว

• ไดรบการสนบสนนจากนโยบายบรณาการเครองมอสนบสนนของหนวยงานตาง ๆ รวมถงการยกเวนหรอลดขอจำากดดานกฎระเบยบทเปนอปสรรค เพอใหโครงการลงทนภายใตอตสาหกรรมนเกดขนไดจรง

• ไดรบการชวยอำานวยความสะดวกในพนท (One Stop Service)

Under the promotion policy on Medical Hub as a target industry driving economy, the Office of the Board of Investment (BOI) has defined the industry incentives as followings;

• Medical devices and parts production industry will be exempted from cooperate income tax for 3 or 8 years depending on the level of technology of medical devices and the risk of medical devices.

• Medical food manufacturing or supplementary food manufacturing will be exempted from corporate income tax for 8 years.

• Pharmaceutical manufacturing group which formerly was not entitled for tax exemption, will be exempted from corporate income tax for 5 years, and if the is submitted to the BOI within 2017, it will be exempted from corporate income tax for 8 years.

• Medical devices manufacturing group

กระตนใหเกดการลงทนในพนทระเบยงเศรษฐกจภาคตะวนออกโดยตรงแลว กระทรวงอตสาหกรรมยงไดดำาเนนงานเชงรกเพอสงเสรมความรวมมอใหเกดการลงทนตอเนองในพนทระเบยงเศรษฐกจภาคตะวนออก โดยไดลงนามบนทกความเขาใจระหวางกรมสงเสรมอตสาหกรรมกบจงหวดฟกชมา ญปน เพอพฒนาและเชอมโยงกจการขนาดกลางและขนาดยอมของประเทศไทยและญปน มงเนนการยกระดบอตสาหกรรมเครองมอและอปกรณทางการแพทย พรอมกบไดจดทำาบนทกความเขาใจ 3 ฝาย ประกอบดวย สำานกงานพฒนาวทยาศาสตรและเทคโนโลย กลมคลสเตอรอตสาหกรรมเครองมอแพทยของสภาอตสาหกรรมแหงประเทศไทย และสมาคมสงเสรมอตสาหกรรมอปกรณและเครองมอแพทยแหงฟกชมา (FMDIPA) เพอรวมมอกนตอ ยอดงานวจยและพฒนาผลตภณฑเครองมอแพทยของวสาหกจขนาดกลางและขนาดยอมระหวางประเทศไทยและญปนใหมมาตรฐาน เพอการขยาย

การพฒนาอตสาหกรรมเครองมอและอปกรณทางการแพทย หรอ “Medical Hub” ใหเปน 1 ในอตสาหกรรมทใชเทคโนโลยขนสง เพอเปนอตสาหกรรมแหงอนาคตในการพฒนาเศรษฐกจของประเทศ โดยกำาหนดใหจงหวดเชยงใหม ซงเปนศนยกลางการคาและการลงทนทสำาคญของภาคเหนอ และเปน “Super Cluster” เปาหมายสำาหรบอตสาหกรรมเทคโนโลยขนสงเพอผลกดนใหกลายเปน “Medical Hub of Asia” หรอศนยกลางทางการแพทยของเอเชย เนองจากจงหวดเชยงใหมมฐานการผลตในอตสาหกรรมเครองมอทางการแพทย โดยมสถานประกอบการในกลมอตสาหกรรมทางการแพทยครบวงจรเปนอนดบ 10 ของประเทศ

จงหวดเชยงใหมมสถานบรการทางการแพทยและการรกษาพยาบาลทไดมาตรฐานมากกวา 50 แหง โดยในแผนพฒนาจงหวดเชยงใหม พ.ศ. 2558-2561 ไดมการสำารวจพบวา จงหวดเชยงใหมมผประกอบการทงทเปนผผลตและผนำาเขาเครอง

Besides, the medical hub industry is considered a target industry which is entitled to receive investment promotion incentives in the Eastern Economic Corridor (EEC) which are as followed;

• Additional reduction of 50 percent of corporate income tax for 5 years more from the basic incentives received in each activity.

• Receive support from the policy on integration of mechanism from various agencies, including the exemption and

The Ministry of Industry has put priority on the development of medical devices industry or “Medical Hub” to be one of the high technology industries for the country’s economic development in the long term. Chiang Mai is defined to become the prominent center for trade and investment of the northern region and to serve as “Super Cluster”, the target for high technology industries and further push to become “Medical Hub of Asia” as Chiang Mai has medical dev ices manufacturing base with comprehensive enterprises in medical devices industry, which ranks no. 10 at the domestic level.

Chiang Mai has more than 50 standardized hospitals, according to Chiang Mai’s Development Plan 2015-2018, it was found that Chiang Mai had not less than 400 entrepreneurs who were both manufacturers and importers of medical devices, together with the fact that Chiang Mai was tourism destination, it could generate revenue from

this industry group not less than 10,000 million baht, especially in the services of dental, surgery, and other healthcare services.

For example, in the case of Hexa Ceram Co, Ltd. a company that produces denture, requires a lot of dentures and orthodontic tool on a regular basis, there are not many manufacturers who have been internationally accepted in Thailand, the company decided to choose Chiang Mai as its manufacturing base for producing denture and dental tool. The company realized the economic potential of Chiang Mai together with its famous on skills and delicacy in handicrafts and a large number of tourists l ike to undergo t reatment. Most importantly, many hospitals have been certified on ISO 9001:2008 and on environment 14000:2004, which are vital base of sustainability in medical services.

The EEC, the investment base of biotechnology, could support the supply chain of comprehensive medical industry. The EEC also has an action plan to realize three provinces (Chonburi, Rayong and Chachoengsao) to become the world-class destination for medical tourism. This action plan would increase the investment in hospitals and wellness centers and the demand for medical products and services. Therefore, this would bring a business opportunity for MICE industry such as conferences, exhibitions and events related to medical industry in the EEC.

international trade in the AEC grows. At there were foreigners using the service over 1.2 million times. The foreign magazines reported in 2014 that Bumrungrad hospital delivered the best quality service. The vital driving factors were the increase of foreign patients both from within and outside of ASEAN, the trend of global aging society, wellness tourism which has been popular among tourists world-wide, as well as the public policy stimulating more foreigners to receive treatment in the country. The main factor that makes the Thai’s medical hub acceptable was reasonable price, quality service, availability of specialized person-nel, modern technology, warm hospitality and a lot of tourist attractions.

However, the report of SCBEIC pointed out that though at present Thailand was accredited as Medical Hub of Asia, the

Or in the case of “Parkway Pantai” group of Singapore private hospital planning to build up the first hospital with capacity of 250 beds in Myanmar, expected to open in 2020. While many countries in the middle-east which used to be the main customers of leading hospitals in Thailand, also planned to develop their healthcare ser-vices such as the project on large Medical City of Qatar and the project on Hospital Complex with the capacity of 1168 beds worth 35,000 million baht of Kuwait. To achieve Thailand’s target of being International Medical Hub, It needs MICE activities to serve as driving force of success. Thailand has knowledge in providing healthcare services such as Thai massage or spa for health and also have natural materials in each locality throughout the country, which have qualification in prevention diseases and maintaining youthfulness of complexion. Thailand, therefore, has high potential in competing with other countries in healthcare services.

At present, the traditional public relations such as advertisement through internet may not be able to communicate to the taret group as much as organizing exhibition in healthcare service. At the same time, exhibition can help publicizing Thailand’s image to become International Health Promotion Hub. Moreover, in organizing meetings and incentive tourism, health promotion can be included for MICE travelers to be aware of Thailand’s quality of healthcare services. publicizing Thailand’s healthcare promotion to be known internationally.

To successfully develop Medical Service Hub, Academic Hub, and Medicines and Healthcare Products Hub, it needs integration of three groups. However, the advancement of healthcare service, medicines and healthcare products depend upon the investment in research and development which the private sector such as pharmaceutical companies, or large medical devices manufacturing companies are the main investors as

research and development is time consuming and requires significant amount of money. The public sector may support investment for research and development such as tax exemption to encourage research, yet this measure cannot connect major stakeholder such as university lecturers, researchers in educational institutes with pharmaceutical companies or healthcare manufacturers. If the academic sector cannot access to the outcomes from research and development of the private sector, it will be difficult to enhance Thailand to become the Medical Hub. The high potential countries like the USA organizes many industry-sponsored conferences creating fine opportunities for exchange of knowledge and sharing the benefit of products. For example, academic sector can bring into use medical technology and innovation for further R&D treating emerging diseases or improving treatment methods to be more effective.

MICE activities are the mechanism propelling the development of comprehensive medical industry, namely; health promotion, healthcare services, knowledge dissemination, pharmaceuticals and medical devices. MICE activities are the platform for knowledge dissemination among researchers, industry manpower, suppliers, entrepreneurs and consumers. These key stakeholders access and attend conferences, seminars and exhibitions providing them the opportunities for innovation update, knowledge exchanges and most importantly business matching leading to the increase of trade and investment value. Hence, MICE activities are the indispensable mechanism assoc iat ing key s takeholders for knowledge developmenwhich ultimately fulfills the market demands.

The medical industry comprises several sub-industries such as medicines and medical devices, and healthcare promotion services. The approaches in organizing MICE activities which can be found in medical industry, aim at penetrating niche market such as exhibitions in pharmaceutical industry, medical devices or exhibitions of products for elderly care and nursing, etc. Organizing MICE events in that forms will attract the special group of buyers but cannot create impact towards the overall medical industry, thus, MICE activities which pool several industrial sectors in the same event entitled “MEDICA” has been organized every year in Düsseldorf, Germany by Messe Düsseldorf Company.

MEDICA is the world-renown exhibition and academic conference which gather 8 forum and 6 academic conferences, among this event, 2 forum can attract a lot of participants which are MEDICA Eco Forum presenting the economic impact from healthcare policy, sponsored by Techniker Krankenkasse (TK), the largest public organization providing health insurance in Germany. Another one is European Hospital Conference which is the academic conference on medical industry in Europe. As for exhibition, it comprises 7 sub-sectors i.e. Electromedicine/Medical Technology, Laboratory equipment, Diagnostics, Physiotherapy/Orthopedic Technology, Medical Commodities and Consumer Goods, Information and Communication Technology, Medical services and Publications.

In 2017, MEDICA was able to attract as many as 113,582 visitors, of this num-ber, 81,779 were foreigners, 31,803 were national visitors with 5,931 exhibitors in the areas of 127,530 square meters.

Thailand is a Potential Destination for Regional MICE Event in Medical Industry

Thailand’s medical industry holds strong competitiveness in ASEAN region, according to the outcomes of the research on medical industry by Krungsri Ayudhaya Bank indicating that 58 hospitals in Thailand attained international standard from Joint Commission International (JCI, higher than other ASEAN countries such as Singapore which has only 19 certified hospitals or Malaysia with only 14 certif ied hospitals. When comparing price with service quality, Thailand has low price whereas the quality of treatment is equal to international standard. Thailand’s medical industry has strong opportunity to grow and develop into medical hub. The potential of Thailand’s medical industry sustains the continuation of the organization of Medical Fair Thailand for 9 years.

medical products. The pattern of Medical Fair Thailand is similar to MEDICA which gathers exhibition of medical devices, medical services, technology for disease diagnosis in comprehensive manner. Though the size of the fair is smaller, Medical Fair Thailand has high potential to grow as can be seen from the result of the 2017 fair which had 8,390 exhibitors from 66 countries world-wide and 9,026 visitors from 65 countries. The participants increased 25 percent from the year 2016. The area for exhibition was 15,000 square meters, 30 percent increased from the previous year. According to the satisfactory

evaluation, it was found that exhibitors had high satisfaction at 96 percent and 60 percent of exhibitors gained new customers and trade partners.

Besides, during the fair, 5 academic conferences were organized in parallel on the following topics; Digital Imaging in Radiology and Patient Safety, The Importance of Biomedical Engineering Occupation towards Thailand’s Professional Qualification, CIO Forum, Inter-institute Conference and Advance Rehab Technology Conference. The event received support f rom Radiological Society of Thailand, Thai Medical Device Technology Industry Association, Thai Gynecologic Cancer Society, and the Royal College of Physiatrists of Thailand. The target group of Medical Fair Thailand mainly aimed at buyer and supplier to achieve the goal in building up business opportunity in Medical Hub.

Apart from Medical Fair Thailand, another prominent event is “Medical Device ASEAN (MDA)”, the large exhibition of medical products in ASEAN organized by Impact Exhibition Management Co, Ltd. MDA gathers innovation and technology on medical devices from 150 companies world-wide to attract medical and public health personnel who are direct users and also suppliers who are looking for innovation to expose to the general medical products, medical laboratory, orthopedics surgery, rehabilitation medicine, medical informatics, surgery, diagnostic radiology. Moreover, MDA Congress was organized by the Royal Orthopedics of Thailand in cooperation with Radiology Society of Thailand and the Association of Medical Technology of Thailand. In 2018 MDA Congress emphasized on digital technology and medical industry.

Although MDA was organized in 2018 for the first time, it gained a lot of success since it attracted 3,639 visitors from 31 countries, 125 companies exhibited and approximately 7,000 square meters of exhibition area. There were also 7 academic conferences and 127 business-matching events. MDA sets priority on connecting medical and healthcare personnel who are users of medical instruments with potential exhibitors to integrate the supply chain of medical industry and to promote Thailand’s Medical Hub.

According to business analysis of MICE industry on Thailand’s Medical Hub, using Hao-Chen Huang’s approach, it was found that the success of MICE business depended upon 5 main factors, namely; selling activity, information gathering, relationship building, exhibition image, and extension service to build up business opportunity of exhibitors. Both Medical Fair Thailand and MDA have high potential in creating business network and e xhibition image in couple with the fact the Thailand’s Medical Hub has potential to grow, it helps increase trade opportunity to the exhibition. At present, Thailand has a few number of exhibitions and academic conferences on Medical Hub when comparing to other ASEAN countries like Singapore and Malaysia. It is a fine opportunity for MICE entrepreneurs to organize MICE activities on Medical Hub in Thailand. The MICE entrepreneurs should be prepared on reaching out to medical personnel to increase successful factors in building up business network and build up the uniqueness of their MICE activities such as procuring of buyer database which is an additional service to help build up business opportunity to exhibitors.

Medical industry had high competition with rapid change of technology. It was the industry with economy of scale which meant that the country with large consumer base, could produce at low cost, the country would get advantage from lower production cost for product exports, than the country with had smaller consumer base, like in case of Thailand. So, it was difficult for Thailand to manufacture advance medical devices due to the requirement of huge investment for research. Besides, Thailand was in short of standard and acceptable testing laboratory for medical devices leading to difficulties in registration of medical devices. However, Thailand had potential in manufacturing uncomplicated medical devices such as patients’ bed and chair which Thailand could manufacture with quality and at reasonable price and could compete with foreign manufacturers. These products needed to be acceptable domestically to become products base and to further build up the country’s image. Moreover, Thailand also had potential in producing herbal medicines thanks to high biodiversity but it needed to urgently improve quality standard to compete with Taiwan, Korea and Japan as well as to prevent Thai entrepreneurs to compete each other by cutting prices.

Thailand’s outstanding point was that medical personnel were knowledgeable and had high expertise in specialized medicine. Moreover, the high quality of public and private hospitals equips Thailand to reach the global standard in medical industry. Many foreigners prefer to come for treatment and had leisure stay in Thailand. This makes the country to become buying base of

Thai Medical Dev ice Technology Industry Association was established in 1989 by 6 founding members, at present the association has altogether 104 members. The objectives of the association are to build up readiness and cooperation among member companies, to provide cooper-ation and coordination with the public and private sectors in developing medical

devices and to support the government’s policy in liberalize medical device industry with the aim to drive Thailand to become the Asian Medical Hub.

Thai Medical Device Technology Industry Association also participates in the drafting various laws and provides close cooperation in the amendment of the laws related to medical devices, sends represen-tatives to attend the meetings related to the development of the potential and monitoring system of medical devices industry. The association also supports public sector and international organizations to host international conferences, as well as being membership of international organizations responsible for controlling and monitoring medical devices in various regions to share and exchange points of view.

medical devices, creating opportunity for exhibition of new medical devices and instrument which needed to find sale representative in Thailand. When comparing to Singapore which was one of the global Medical Hub, it was found that rules and regulations related to organizing exhibition on medical devices in Thailand were more favorable, as in Singapore, medical doctors could not attend exhibition on medical devices but Thailand provided opportunity for medical personnel to attend exhibition on medical devices leading to buying decision bringing in future sale value.

Becoming a global medical hub, it should start from building up the country’s image by using the advantages on medical personnel who had world expertise such as doctors specializing in cardiology. When Thailand was acceptable for specialized medicine, it would lead to the opportunity for exhibition on medical devices. The important target exhibitors were from China, India and Brazil which were manufacturers of uncomplicated medical devices. The visitors would come from the neighboring countries where enjoyed economic growth and would become aging society Hence, this country group needed to spend more expenditures for healthcare service.

Urgently Build up Image of Becoming a Global Medical Hub


The country had potential to organize academic medical conference, in couple with the high expertise of medical personnel who could serve as resource persons for the conference. However, the concerned agencies needed to understand global medical rules and regulations and ethics such as academic medical conference could not be organized at the venues which called “Resort and Spa”. Besides, Thailand tried to become “tourism destination”, whereas Singapore was business center, this was the advantage of Thailand over the competitior like Singapore. With the strict rules and regulations, academic medical conference was usually organized at hotel with not high overhead expense, and often had exhibition on medical devices organized in parallel. The hotel should be well prepared for the venue.

MEDICAL Fair Thailand, an exhibition which was organized since 2003, was considered an exhibition on medical devices which grew strongly by focusing on the showcase of medical devices and medical supplies for hospital industry, disease diagnosis, pharmaceutical, medicine and rehabilita-tion medicine. It was organized by Messe Düsseldorf Group with Exposis Co., Ltd. as alliance in Thailand.

In the past 2-3 years, more Thai SMEs participating in the MEDICAL Fair Thailand and exhibiting innovative medical devices were able to attract a significant number of visitors. These entrepreneurs received support budget from the government agencies to develop innovation as a result of the government’ s 4.0 policy aiming to differentiate the Thai products by applying study research and development of high technology to build value added. The policy on innovation promotion started to bear fruit. Moreover, the uncomplicated medical device such as rubber glove, and cotton, more manufacturers from China, India and Brazil exhibited their products. Their products had lower price than those from Thailand. This situation endangers the status quo of Thai entrepreneurs producing uncomplicated medical devices. If Thailand continued to produce the same kind of products, she would not be able to compete with those countries. However, Khun Nuchada Paradeevisut viewed that though they had innovative products, but if their booths were not well designed and attractive enough to catch the interest of visitors, the products would be overlooked and loss opportunity to have their attention and to make trade deals.

The distinctive point of Exposis Co., Ltd., as an organizer of MEDICAL Fair Thailand, was the close cooperation with medical personnel by organizing academic medical conference in parallel with an exhibition attracting both Thai and foreign visitors. As Thailand had specialized medical doctors with high expertise who could be magnet to attract visitors. Moreover, Exposis Co., Ltd. carried out public relations network for MEDICAL Fair Thailand by visiting and inviting medical doctors in various hospitals to participate in the fair which received kind cooperation from both public and private hospitals. ผจดงานไมซตางประเทศใหความสนใจในการจดงานแสดงสนคาในประเทศไทย เนองจากเปนศนยกลางการเดนทางในภมภาคอาเซยนตอนบน รวมทงมบรษทตางประเทศตองการจดตงบรษทสาขาในประเทศไทยเพอจดงานแสดงสนคางานใหม ๆ ในประเทศไทย แตตดขดทประเทศไทยขาดบคลากรดานไมซทสามารถสอสารภาษาองกฤษไดด จงตดสนใจจดงานทสงคโปรแทน เพราะสามารถหาบคลากรไดงาย ปจจบนอตสาหกรรมไมซไทยมการแยงชงบคลากรสงซงเปนอปสรรคทตองเรงแกไข

In case of promoting MICE activity in the magnet provinces according to the development strategy on MICE City, Khun Nuchada Paradeevisut viewed that there was possibility to organize academic medical conference as Thailand had attractive tourism places. But organizing an exhibition on medical devices needed high standard venue with more convenient travel than other exhibition. It also needed experienced and specialized booth builders, so it requires well preparation plan.

The several foreign MICE event organizers were interested to organize exhibitions in Thailand as the country was the travelling center for upper Asia. Many foreign companies would like their branches to organize exhibition to showcase new products in Thailand but they had difficulties in the shortage of MICE personnel who could communicate in English, so they decided to organize activities in Singapore instead, as they could easily find English speaking staff. At present, MICE industry had high personnel hunting which were the problem needed to be solved.

It can be draw from the viewpoints of two experts that Thailand should focus on the exhibition of herbal pharmaceuticals and uncomplicated medical devices since Thai entrepreneurs have strong potential in this field. Thailand also had competitive advantage on becoming world-class medical tourism destination due to a high number of international standard accredited hospitals in Thailand. However, to enhance the potential in organizing medical exhibition in term of augmentation of buyers, foreign exhibitors requires the development of inclusive facilitation system. For instance, the custom procedures should be less bureaucratic, accessible and convenient. In particular, the innovative pharmaceutical and medical products, which had never been imported to the country before, should have a convenient procedure for temporary import and export. The custom procedure information shall be displayed in English. Thailand shall expedite the language skill development, especially English, for MICE personnel.

Thailand has potential to become Asian Regional Medical Hub thanks to the comprehensive supply chain of medical industry in couple with the declaration of the government on Thailand’s 4.0 policy which gives priority to research and development on advanced technology and innovation in the areas of healthcare technology, medical technology, research and development on medical devices, research on medicines and medical supplies. Thailand’s 4.0 policy will help propelling Thailand to move forward to become a Regional Medical Hub in a stable and sustainable manner in the future.

However, the challenge of Thailand 4.0 policy of the Medical Hub still remains and the authorities concerned in medical hub

need to mobilize their implementation and goals in the long term. As medical hub industry relates to several agencies include Ministry of Science and Technology, Ministry of Economic and Social Digital, Ministry of Industry Office of the Prime Minister, Ministry of Interior, Ministry of Public Health and Ministry of Finance, all agencies need to have knowledge and understanding on the development and promotion of medical hub for their harmonious collaboration. Moreover, they need to be aware of the significance of MICE industry towards the development of medical hub by sharing concerted efforts between public and private sectors to develop MICE industry so that MICE industry can serve as strategic tool

• ประเทศไทยควรใหความสำาคญกบการจดงานแสดงสนคาผลตภณฑจากสมนไพร Home Healthcare อปกรณสำาหรบผสงอาย และชดทดสอบทางการแพทย เพราะมความไดเปรยบจากความหลากหลายทางชวภาพซงเปนวตถดบสำาคญ ขณะเดยวกนความตองการของกลมสนคาเหลานกเพมขนอยางตอเนอง ผเยยมชมงานสวนหนงมาจากกลมประเทศเพอนบานใกลเคยง ซงมความนยมและยอมรบในสนคาไทยเปนทนเดมอยแลว การจดงานแสดงสนคากลมเหลานจะมสวนนำารายไดเขาประเทศ ทงการสงออกสนคาทมฐานการผลตในประเทศ ใชวตถดบภายในประเทศ และมสวนชวยสรางรายไดจากการ เดนทางเขามาของนกเดนทางกลมไมซดวย

for developing medical hub. The concerned agencies should cooperate under the following policy recommendations;

Opportunity to Organize MICE Activities in the Medical Hub: Aiming at SMEs and EEC Areas

• Thailand should give priority to organizing exhibitions on products from home healthcare, devices for the elderly, and test kit for disease diagnosis as Thailand has advantages in biodiversity, at the same time, the demand for these products group grows continually. A part of visitors to the exhibition come from the neighboring countries, who appreciated and accepted Thai products, organizing exhibition in this products group will bring in revenue both from exporting products which have domestic production base, use domestic raw materials and generate revenue from the in-coming tourism of the MICE travelers.

• At present, the government agencies have policies and allocate budget to support research and development technology and

innovation on medical hub such as the National Office of Science and Technology. However, support from the government agencies is not enough to cover marketing activities, medical products and devices cannot be displayed at the exhibitions in Thailand. In terms of participating in exhibitions abroad, though the International Trade Promotion supports the SMEs to participate through the Project on SMEs Proactive, there are still limitations: limited time for preparation, and bureaucratic process. In the case that there is less than 10 applicants, budget for construction of pavilion is not available. This results in unattractive booth of Thai SMEs, despite innovation and outstanding of products. Lacking suitable presentation and public relations effect the business opportunities.

• The areas in the Eastern Economic Corridor has potential to organize MICE activities on medical hub as it has industrial cluster in medical devices. The government allocated the budget for infrastructure development which includes development of U-Tapao Airport, high-speed train and road linking to Suvarnnabhumi Airport, as well as drawing up the (draft) Action Plan on the Development and Promotion of Tourism in the Eastern Economic Corridor (2917-2020). According to the plan, the areas in Chachoengsao, Chonburi, and Rayong are the destinations for both business and leisure. Therefore, in the future, the areas in the 3 provinces will have potential to organize MICE activities in the field of medical hub, and international medical conferences due to the conve-nience and effective travelling. Moreover, the areas are under the Eastern Economic Corridor Act B.E.2561 which can integrate the work of all government agencies, provide comprehensive services, which suitable for organizing MICE activities on medical hub. The entrepreneurs in venue should invest more on exhibition areas.

ใหขอมลทชดเจนวาสนคาหรอเครองมอทางการแพทยประเภทใดตองยนขออนญาตหนวยงานใด รวมทงขาวสารขอมลทนำาเสนอสวนใหญยงเปนภาษาไทย ผแสดงสนคา (Exhibitor) จงไมสามารถศกษาขอมลเพอประกอบการวางแผนการนำาเขาและสงออกอปกรณและเครองมอทางการแพทยไดลวงหนา บางกรณการตอบคำาถามหรอการใหขอมลของเจาหนาทระดบปฏบตการไมชดเจนและไมตรงกน สงผลใหการขออนญาตนำาเขาเครองมอและอปกรณทางการแพทยใหมตดขดและขาดความคลองตว หนวยงานภาครฐทเกยวของควรประสานการดำาเนนงานใหใกลชดมากขน รวมทงควรจดเตรยม ผเชยวชาญมาใหขอมล

• สำานกงานสงเสรมการจดประชมและนทรรศการ (สสปน.) ควรเรงรณรงคใหความร และความเขาใจเกยวกบอตสาหกรรมไมซแกเจาหนาทภาครฐในวงกวางเพอเปนพนฐานใหเจาหนาทภาครฐใหความชวยเหลอและใหความอนเคราะหในการจดงานแสดงสนคาทางการแพทย ซงในกรณการจดงานแสดงสนคาเครองมอ ทางการแพทยพบวา ผจดงานแสดงสนคาตองการเชญเจาหนาทกรมบญชกลางมาบรรยายใหความร เกยวกบการจดซอจดจางภาครฐ ซงมความจำาเปนตอผจดจำาหนายหรอตวแทนจำาหนายเครองมอหรออปกรณทางการแพทย แตการตดตอประสานงานขอความอนเคราะหตองใชเวลาและตองอธบายใหเจาหนาทเขาใจถงความเชอมโยงของอตสาหกรรมไมซ การจดซอจดจางภาครฐ และการพฒนาอตสาหกรรมการแพทยครบวงจร

The Government Agencies Concerned Should Integrate their Services and Present their Data in English

• In organizing exhibition on medical products, in case of exhibitor without sale representative in Thailand, it requires the permission from the concerned agencies namely Office of Food and Drug Administration, Office of Thailand Industrial Standard (TISI), Department of Medical Sciences, Office of Atoms for Peace and the Customs Department. Those agencies have no clear information which medical goods or products need to request for import permission from which agencies. Besides, the information and data are presented in Thai, foreign

ใหความรแกผประกอบการ รวมทงควรเชญ กรมทรพยสนทางปญญามาใหบรการรบจดทะเบยน สทธบตรในพนทงานแสดงสนคาดวย

• ผแสดงสนคา (Exhibitor) ตองการผเยยมชมงานทมคณภาพ สามารถตดสนใจซออปกรณและเครองมอทางการแพทยได จากขอมลผเยยมชมงานแสดงสนคาพบวา ผเยยมชมงานสวนใหญเปนประชาชนทวไป แพทยและบคลากรทางการแพทยยงไมเขารวมชมงาน ทำาใหบรษทตวแทนจำาหนายอปกรณและเครองมอทางการแพทย ยาและเวชภณฑทมตวแทนจำาหนายในประเทศไทยแลว จงนยมสงเสรมการตลาดโดยใชผแทนยาเขาพบแพทยโดยตรง ซงสมเสยงตอการละเมดจรรยาแพทย หนวยงานทเกยวของควรกำากบดแลพฤตกรรมดานการสงเสรมการตลาดในอตสาหกรรมการแพทยใหเครงครด ซงจะเปนการสงเสรมใหการจดงานแสดงสนคาทางการแพทยประสบผลสำาเรจดวย

• แมขอบงคบดานจรรยาบรรณทางการคาระดบสากลของบคลากรทางการแพทยไมเออตอการจดกจกรรมการทองเทยวหรอการพกผอนตอเนองจากการจดประชมวชาการของแพทย แตผจดงานสามารถกำาหนดกจกรรมในรปแบบการจดการเดนทางศกษาดงานดานการแพทย ประเทศไทยมสถานทศกษาดงานดานสขภาพกระจายตวอยทวประเทศ ทงศนยวจยทางการแพทย ศนยผลตสมนไพร โรงพยาบาลททนสมย การจดกจกรรมศกษาดงานทางการแพทยนอกจากเปนชองทางใหเกดการใชจายเพมขนแลว ยงเปนการสรางแรงจงใจใหแพทยเดนทางมารวมประชมวชาการในประเทศไทยดวย

• สำานกงานคณะกรรมการอาหารและยา (อย.) ซงเปนหนวยงานทมอำานาจหนาทในการบงคบใชกฎหมายทเกยวของกบการขนทะเบยนเครองมอและอปกรณทางการแพทยอยระหวางดำาเนนงานปรบแกกฎระเบยบเพอใหเออตอ การจดการประชมวชาการทางการแพทยมากขน อาท การอนญาตใหมการประชาสมพนธการจดงานประชมวชาการได การอนญาตใหรบการสนบสนนทางการเงนในการประชมวชาการทางการแพทยได การแกไขกฎระเบยบเหลาน ตองใชเวลาและมกระบวนการหลายขนตอน ท งน สำานกงานคณะกรรมการอาหารและยา (อย.) ควรเรงดำาเนนการดานการแกไขกฎระเบยบใหเสรจสนโดยเรว

the data of visitors of the past exhibitions, most of them are the general visitors, not medical doctors or medical related personnel. The companies which are sell representatives of medical products and devices, pharmaceutical, medical supplies, often hold marketing promotion activity by sending their agents to meet directly with doctors. This marketing approach could violate the medical ethics. The responsible agencies should monitor strictly this kind of marketing activity, which in a way will help exhibition to meet with success.

• Though international trade ethics of medical personnel do not favor the organizing of tourism and leisure activities after the academic medical conference, anyway, organizer can arrange in forms of medical observation tours. Thailand has many healthcare places scattering around the country such as medical research centers, herbal producing centers, and modern hospitals. The arrangement for medical related observation tour will not only generate incomes for Thailand, but also build up motivation to attend the conference in Thailand.

• The Office of Food and Drug Administration responsible for registration of medical products and devices

is now in the process of adjusting rules and regulations to facil itate the organizing of medical conference such as allowing to do public relations work for academic conference, and allowing to receive financial support to organize academic medical conference. Although the adjustment process takes time and measures, the FDA should expedite the process.

Development of Action Plan for Efficient MICE Activities Management

Medical personnel in Thailand assembly in form of specialized association and royal academy which convene the specialized academic conferences on a regular basis. Hence, the organizers should verify the activity calendar of these associations when organizing exhibitions or conferences in order to allow the medical personnel to plan a visit on their exhibitions and conferences. With regard to attracting potential buyers from neighboring countries such as Lao PDR, Myanmar, Cambodia and Vietnam, the organizers should cooperate with airline to launch ticket promotions to facilitate these visitor groups.

exhibitors cannot study the information to prepare the import and export of medical devices in advance. In some cases, operational officials give or provide unclear and mismatch information. This hinders the request for import permission of new medical products and devices. The government agencies concerned should have closer cooperation and should dispatch expert to provide accurate information.

• TCEB should urgently build up knowledge and understanding on MICE industry to the government officials extensively so that they can help and support exhibition on medical devices. In a case that an exhibition on medical devices would like to invite officials from Comptroller General’s Department to give presentation on government procurement which is necessary for seller or sale representative of medical devices, coordination with the Department takes time and explanation to the responsible officials to understand the connection between MICE industry, government procurement and development of Medical Hub.

Develop MICE Activities to Generate Revenue and to Build-up Sustainability to the Thai Entrepreneurs

• To develop Medical Hub to grow in a sustainable manner, entrepreneurs need to be educated on comprehensive property right to protect the products’ right in the market. Organizer should hold a session to provide knowledge to the entrepreneurs and should invite the Department of Intellectual Property Right to provide service on patent application in an exhibition area.

• Exhibitors would like to have quality visitors who can make decision to buy medical products and devices. According to
