科研、工程技术人员基本了解道路安全评价，对其在中国的应用有一些共识。

Scientific research personnel and engineering technical personnel possess basic knowledge of RSA and have some common understandings of the implementation of RSA in China.


实施过或参与道路安全评价的单位、人员还是少数；大部分交通行业从事安全工作的人员没有参加过道路安全评价的培训。

The number of agencies that have implemented RSA or professionals that participated in RSA is few. Most of transportation professionals did not attend the training for RSA.


我国已经实施的几个道路安全评价基本上是业主委托研究、咨询机构进行，由被委托机构自行组成评价小组，个别的增加了交警。

Road safety audits in China were mostly conducted by research or consultative institutions. Audit team members were from the institution commissioned by the owner. Traffic policemen were included in one or two of these teams.


被调查的道路安全评价项目，很多是业主自己鉴别事故多发路段，以安排改造计划；部分是业主委托设计单位进行改建设计，设计单位进行的事故多发路段鉴别分析以使设计更具针对性。

Some of these RSA projects were to identify accident-prone sections by the owner so that the plan for reconstruction can be conducted. Some were to identify accident-prone sections by the designer in order to conduct the design of countermeasures.


我国已经实施的道路安全评价资金来源基本上是来自于项目建设资金。个别运营阶段的安全评价资金来自维修养护资金。

The funding source for most audits in China is construction funds. The funding source for few audits at the operation stage is the maintenance program funds.


因为造成道路交通事故的因素是多方面的、不可预见的，实施道路安全评价后仍不可避免道路交通事故的发生。被调查者对实施道路安全评价后的道路安全的责任，包括法律责任非常关注并持非常谨慎态度。

The factors that cause road traffic accidents are various and unpredictable, so accidents can not be totally prevented even though RSA were implemented.

The respondents concern about the responsibility of road safety including the law responsibility after the implementation of RSA, and their attitudes are very cautious.


被调查者认为：可能阻碍我国道路安全评价工作的开展的因素涉及到道路安全评价的定义、实施评价工作的各方等多个方面。

The respondents believe factors affecting the implementation of RSA in China include the definition of RSA, each part that implement the procedure of RSA, etc.


The support of the owner, funding issues;The quality of audit

team members;The coordination of

each part;The fairness and

independence of the audit institution.

1 管理层支持、资金问题；2 道路评价的人员素质；3 各方关系的协调；4 评价机构公正、独立性。


社会各方开始关注道路交通安全，由于缺乏道路交通安全战略及相关的安全目标，落实到行动上非常有限；

The public start to concern about road traffic safety. The actions are restricted because of the shortage of road traffic strategies and relevant safety objectives.


我国交通部负责道路建设、养护，公安部负责道路交通安全管理及执法；这种体制不顺和安全责任不明确阻碍了道路安全评价的实施；

The Ministry of Communications is responsible for road construction and maintenance. The Ministry of Public Security is responsible for the management of road traffic safety and enforcement. This system will deter the implementation of RSA because of the disorder and ambiguity of safety responsibility.


广大民众还没有意识到道路在交通安全中的重要性，仍然认为人的失误是造成事故的主要原因，几乎没有或很少有人认识到道路条件与人的驾驶行为不协调导致交通事故的发生，几乎没有或很少有人追究道路原因或道路管理者的责任；

The public have not realized the importance of road to traffic safety. They still believe that the human error is the major factor that causes accidents. None or few of them realize road conditions and inconsistence of driver’s behavior cause accidents. None or few of them seek the cause related to the road or the responsibility of road supervisors.


政府或行业主管部门没有规定或倡导道路安全评价的试点或实施；道路管理者缺乏实施道路安全评价的积极性；

Governments or highway administrations do not prescribe or sponsor the practice or the implementation of RSA. Therefore, road supervisors have no enthusiasm in implementing RSA.


政府或行业主管部门缺乏关于道路安全评价的标准、规范体系，缺乏开展道路安全评价的基本程序、实施步骤、评价内容、方法、各方责任、法律作用等；

Governments or highway administrations lack standards and specifications about RSA, and basic procedure, steps for implementation, contents and methods for audit, responsibilities of each party, etc, for the expanding of RSA.


目前国内从事道路安全的专业技术人员还很少；公众对道路交通安全的认识仍很肤浅，缺乏自

我防护意识。

Now, there is lack of

road safety professionals in China. The understandings of the public for RSA are still superficial and they lack the awareness of self protection.


对广大的道路工程技术人员、道路管理者进行道路交通安全评价的宣传及相关培训不够。

The dissemination and relevant training for RSA are insufficient for a large number of road engineering professionals and road supervisors.

在2004年全国公路建设设计会议上，交通部明确要求在公路设计过程中逐步开展公路交通安全评价，预计不远的将来，交通安全评价工作将成为中国道路建设程序中的必然过程。At the conference on construction and design of highways in China in 2004, the Ministry of Communications definitely required that RSA be gradually expanded in the process of highway design. It is predicted that RSA will be necessary in the process of road construction in China in future.


中国道路交通安全问题现阶段可以用几句话来概括：形势严峻，政府关注，投入较少，技术薄弱，公民素质较低，工作开始启动，道路漫长，任务艰巨。

At present, road traffic safety issue in China may be summarized by several words: The situation is serious, the attention and investment from governments are less, technologies are unsubstantial, the quality of the public is relatively poor, the work just initiated with arduous task ahead us.
