Abstract Public transport provision is often chosen as a strategy to reduce traffic density. In

developed countries, people in urban areas have to rely on public transportation because it gives benefits. According to American Public Transportation Association (APTA, 2010), public transportation is critical American nation’s transportation system and essential to the economic and social quality of life of their citizens. This can be attributed also to the demands for the government to give benefits for the overall population by providing affordable, safe, and convenient transportation alternatives that help alleviate congestion, conserve energy resources, and improve air quality. Furthermore, Americans understand the value of public transit so that people are willing to tax themselves, if it is needed; to expand public transportation services (APTA, 2010).

Cities that have characteristics and advantages of public transport should be developed and utilized to support the mobility of the local community for creating sustainable development. A common definition of sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs. public transportation in the sense that all people have an equal opportunity to be able to utilize and obtain transportation services. Local governments should be able to manage and control public transportation in order to create comfortable condition for the community based on their needs.

The purpose of this research is to compare the problems which faced related to the existence of angkot and tuk-tuk as a local public transportation in South Tangerang City, Banten, Indonesia and Hat Yai City Municipality, Songkhla, Thailand. The similarity of both countries as an ASEAN Countries is the main reason for the researcher in conducting research. As developing countries, both Indonesia and Thailand should provide a good public transportation as a form of public service.

In this research, there are three research methods; document analysis, observation, dan interview. Document analysis has been chosen by the researcher as the one of secondary data collection methods in order to get the supporting theories from the previous similar researches which support this research. The second method which is used in this research is observation. Observation is the systematic noting and recording of events, behaviors, and artifacts in the social setting chosen for study. The third method is interview. In this research, the researcher chooses semi-structured interview as a type of interview to collect the data from key informants. The interview process is conducted by involving three stakeholder; government sectors, private sectors, and civil society.

In conclusion, the problems which faced both South Tangerang City and Hat Yai City Municipality regarding with the existence of angkot and tuk-tuk as a local public transportation are related to the inappropriate habits from the driver, lack of supporting facilities, lack of safety, and expensive tariff. There should be a good service for the community as a passenger. Moreover, local government should control and manage the operationalization of angkot and tuk-tuk. All form of efforts to create a good local public transportation is important to be implemented in order to give good public service in public transportation provision Keywords: Public Transportation/ Stakeholder/ Public Services/ Indonesia/ Thailand

Introduction Transportation plays essential roles for rural, semi-urban or urban areas in providing access for the community to meet the needs of goods and services and improve their socio-economic life. With the means of transportation, economic activities of society especially in areas which have high economic potential will be more easily developed. Advance in transportation has made possible changes in the way of living and the way in which societies are organized therefore have a great influence in the development of civilizations. The need of transportation increases in line with the growth of urban area as well as growth of urban economy and capability of transportation to serve the needs of communities that is affected by population density. This population density is associated with urban development so that growth of a city needs to be balanced with the availability of public services in terms of the transportation system. Transportation is the important element of developed and developing countries because there are activities of the population with a range of social and economic mobilities which need transportation system to cover their mobility. The pattern of this mobility can be seen at a certain time period such as during rush hour when people have some activities that require a trip by using modes of transportation. It afflicts all large cities in both developing and developed countries that produces broadly similar results such as congestion, parking difficulties, accidents, crowded public transport, environmental damage, and bad conditions for pedestrian. In this research, the researcher concerns in the existence of public transportation. According to Iles (Iles, 2005, p.8), public transport services in developing countries are far from satisfactory. The root causes of the problem are complex and inter-related. For instance, there is a lack of maintenance of the vehicles; this in turn may be due to lack of funds, which itself attributable to the form of regulation arising from inappropriate political decisions. Concerning to the problem solving of public transportation problem is needed to provide adequate public transportations which is important as an embodiment of good public service provision for the community. Inadequate public transport services have detrimental effects on the economy, and there would be far-reaching benefits if the demand for public transport could be satisfied in order to enable people to go about their business without unnecessary hindrance (Ibid). Iles explained that improved public transport services, particularly in urban areas, would help to reduce the tendency

for passengers to upgrade to private transport as soon as they can afford. Public transportation should be able to compete with private vehicle in order to give security and safety guarantee. By concerning to the safety and security guarantee, it motivates people to choose public transportation in their daily activities and reduce the private vehicle usage to avoid traffic density. The reality of the existence of a group with low and high income community reinforces the need for feasible public transportation in the sense that all people have an equal opportunity to be able to utilize and obtain public transportation services. Moreover, the existence of feasible public transportation will motivate people to use public transportation and reduce the traffic density. In Indonesia, traffic density as a traffic problem is not only a problem for the capital city like Jakarta but also other areas such as South Tangerang City. In this research, the researcher chooses South Tangerang City, Indonesia as the one of research locations because it is a new autonomous city. Becoming a new autonomous city, South Tangerang has a high economic growth from several sectors such as industrial sector, trading sector, and housing sector. This condition increases the mobility of people and traffic density as well. High mobility should be covered by the public transportation provision to avoid the increase of private vehicle usage. There are several public transportation modes in South Tangerang City such as public bus, railways system, angkot, and motorcycle taxi. Both public bus and railways system connect South Tangerang City with other areas which located in different cities or provinces. The researcher will focus on angkot which used by communities in South Tangerang City for daily activities in the local area. In describing the existence of angkot in South Tangerang City, Indonesia, the researcher will compare to the existence of tuk-tuk as local public transportation in Hat Yai City Municipality. The similarity of both countries as ASEAN countries is the main reason for the researcher in conducting research. Moreover, both angkot and tuk-tuk are owned privately and managed by the private organization. In motivating people to use angkot and tuk-tuk as public transportation in the local area, it should be provided with security, safety guarantee, and minimize the problems as well. As developing countries, both Indonesia and Thailand should provide a good public transportation as a form of public service in transportation sector.

Objective The objective of this research is to describe and compare what problems which faced related to the existence of angkot and tuk-tuk as a local public transportation in South Tangerang City, Indonesia and Hat Yai City Municipality, Thailand. Conceptual Framework The conceptual framework in this research is arranged to describe the general plot or outline ways of thinking in doing research. Conceptual framework in this research explained as following. The researcher focuses on the public service in transportation sector which based on the existence of Act No. 14/1992 ( Act No.14, 1992 ) on Traffic and Roads and the Act No. 25/2009 ( Act No.25, 2009 ) related to the public service provision. According to those Acts, the researcher conludes that the government needs to conduct some cooperative actions with some sectors such as private sectors to support the land public transportation provision in order to give public service in transportation sector in the term of governance. Pierre and Peters ( Liou, 2007, p.4 ) maintained that governance is about government’s changing role in society and its changing capacity to pursue collective interests under severe external and internal constraints. As mentioned by UNDP, such terms as “decentralization”, “decentralized”, “governance” and “local governance” should be seen as deriving from or being linked to basic concepts of governance ( UNDP, 2000, p.27 ) as follow:

“. . . the set of values, policies and institutions by which a society manages its economic, political and social affairs through interactions among the government, civil society and private sector. It is the way a society makes and implements decisions-achieving mutual understanding, agreement and action. It comprises the mechanisms and processes for citizens and groups to articulate their interests, mediate their differences, and exercise their legal rights and obligations. Its rules, institutions and practices set limits and provide incentives for individuals, organizations and firms.”

In this research, the researcher focuses on the interaction among stakeholders in those concepts, namely, government, civil society, and private sector who involved in the implementation of public transportation. In providing public transportation, it is not only the responsibility of government but also need cooperation with other stakeholders such as private sector and civil

society. Private sectors are involved in many forms of cooperation such as the ownership and investment in public transportation sector. Moreover, the involvement of civil society is important in the existence of public transportation. For instance, the mass media and NGO who concern in public transportation sector should be able to communicate the condition of public transportation by publishing to public area to make government be aware with the public transportation situation and its problem. Leake (O’Flaherty, 1997, p.186) mentioned that the main competition to public transport for all three types of travel (urban, inter-urban, and rural) is the private car. Hence if public transport usage is to increase, then it must have some operational characteristics which give it advantages over the car in the particular situation in which it is to be introduced or improved. It is important to solve the problems related to the operation of public transportation such as the safety problem in order to motivate people to choose public transportation in their daily activities. The government should conduct a good partnership with the public transporation providers to solve the problems to create good public service in transportation sector. According to Elcock ( Elcock, 2005, p.170 ), giving a public service to citizen needs a depth understanding from the service providers. They have to know the services wanted by the public; be close to the customer, and seek out customer views such as complaints and suggestions. Based on this argument, it is known that local governance which involves government, private sector, and civil society should understand the problems faced in their local area. By understanding the problems, it is expected that they have to cooperate in giving public service in term of public transportation. The researcher argues that it is important to minimize the problem related to the existance of public transportation to give security and safety guarantee for the passengers as a form of public service provision. In this research the researcher will collect the problems related to the existence of public transportation in the local area. In describing the problems of public transportation, the researcher will compare South Tangerang City, Indonesia and Hat Yai City Municipality, Thailand. The similarity of both countries as ASEAN Countries is the main reason for the researcher in conducting research. The public transportation which focused on this research are angkot and tuk-tuk as public transportations in the local area.

Research Methodology According to MacNabb ( McNabb, 2002, p.294 ), there are three research methods; Document analysis, Observation, and Interview. Document analysis is the one of secondary data collection methods in order to get the supporting theories from the previous similar researches which support this research. Sources which are used in document analysis explained as follows:

1. Research results. By understanding the results from previous similar researches, the researcher is able to arrange overview regarding with the public transport implementation and understand what factors should be explained in order to give comprehensive report in public transport provision.

2. Documents. The documents which used as document analysis include the collection of data in the form of government regulations related to the provision of public transportation such as the regulation about the provision of public transportation by the private sectors, regulations from private sectors related to their authority and responsibility, regulations about basic standards which should be fulfilled in order to operate public transportation. Those documents are basis of references for the researcher to obtain information in the public transport provision.

3. Reference books. Reference books which used are books that contain basic theories related to the public transport and public service concept in public transportation sectors. The second method which is used in this research is observation. In this research, the researcher will make notes and records about the situation in research locations regarding with the condition of public transportation in local area and opinions from the community. The third method is interview. The researcher develops and uses an interview guide that contains a list of questions and topics that need to be covered during the conversation. The interviewer follows the interview guide and the topical trajectories in the conversation that may stray from the interview guide when the researcher feels this is appropriate. The interviewees who are involved in this research explained in Table 1.

Municipality, Thailand Public transportations in this research are angkot and tuk-tuk as local public transportations which operated in local area South Tangerang City and Hat Yai City Municipality.

The ownership form is private ownership. It means that all those public transportations owned by individual who joined in the private organization. The local government plays roles in regulating and controlling the operations of those public transportations by implementing policies which are formulated by the central government such as policies to give requirements in establishing private association for public transportation, to give specific driving license for public transportation drivers, to give basic standards for the public transportation provision, and to manage the process how to get operational permit for public transportations. Public transportations in South Tangerang City and Hat Yai City are managed and controlled by the policies from the government and provided by private organization.

2. The Performance of Local Public Transportation In describing and comparing the problems related to the existence of local public transportation which are faced in the South Tangerang City, Indonesia and Hat Yai City Municipality, Thailand, the researcher conducted the interview process which involved local governance actors; government, private sector, and cicil society. First, according to the government sector, problems are explained in Table 3.

The owner of sahakon is everyone who is joined in the sahakon and everything is managed by all members to make profits for themselves as a member (Khlommen Pittaya Longkhon, The Former of Sahakon, Thailand).

1) Lack of road availability. Road infrastructure should be developed to accommodate public transportation in South Tangerang City. Regarding with the existence of road, the new innovation needed to provide mass public transportation. This transportation mode not only for the local region of South Tangerang City but also to connect the South Tangerang City with other areas outside of South Tangerang City.

3) Local government needs more authority from central government to control and manage the operation of local public transportation.

1) The decreasing of income of angkot’s owner because nowadays many people ride their own private vehicle.

This informal regulation is related to the past condition when South Tangerang City was a village and the communities have to choose the head of village. In addition, from the political perspective, there are some government officials who have a lot of motorcycles which is operationalized as ojek so they have a conflict of interest to employ their power to implement informal regulation in order to give priority to the operationalization of ojek.

3) There is traffic congestion because of the condition of road infrastructure such a hole on the road. The operationalization of angkot is disturbed by this condition. Moreover, this condition will be easy to break angkot's tire so that need a high costs to maintain the condition of angkot.

3. Public Service in Transportation Sector Coordination is important in giving public service. Elcock (Elcock, 2005, p: 160) mentioned the importance of coordination in giving public service as following:

1. There are pressures was increasing evidence that local authorities were providing services in ways which conflicted with those provided by other departments of the same authority, as well as with those of other agencies operating in the same field.

2. Source of pressure for the better coordination of incoherent service provision was an increasing concern about whether local authorities were using their resources efficiently. According to the public service theory which explained by Elcock, the researcher notices that in implementing local public transportations in South Tangerang City and Hat Yai City Municipality, there should be a good coordination between government sector and private sector due to the differences of their interest in providing public transportations. The coordination is important in order to implement the policies in providing public transportation with good services and facilities for the community as the target group. Regarding with the uncomfortable conditions which are emerge in South Tangerang City and Hat Yai City Municipality; such as lack of supporting facilities, inappropriate habits from the driver, and criminal action inside public transportation, it should be prevented by implementing control system directly from the drivers and traffic police. Coordination between governments sectors and the private organizations which provide public transportation should be evaluated regularly to improve the lack of some services in order to create good public transportation In motivating people to use public transportation, it is needed to improve the local public transportation condition for giving convenience to the passengers. Leake (O’Flaherty, 1997, p.187) explained that the main competition to public transport for all three types of travel (urban, inter-urban, and rural) is the private car. Hence if public transport usage is to increase, then it must have some operational characteristics which give it advantages over the car in the particular situation in which it is to be introduced or improved. In brief, the desirable characteristics can be summarized as following ( Ibid ):

1. Convenience; the service needs to go to the destination that travelers wish to reach, preferably without the need to interchange, the service must be reliable (the scheduled arrival times and scheduled line-haul times must be consistently maintained), the public transport vehicle

must be comfortable, stations/stops should be well designed, have good waiting facilities, be protected from the weather, within easy walking distance for most potential users, and provided with feeder or park-and-ride facilities if necessary.

2. Image; in the view of many people public transport, especially the bus, has an old-fashioned, antiquated, run-down image. It needs to be reversed and improved aspects such as seat comfort, the amount of leg room, and the noise level within the vehicle, quality of ride, the design of the vehicle to give the impression that it is part of a modern, well-run service, attitude of the staff.

3. Information; this is of vital importance if the system is to be perceived as being user friendly. There are several significant aspects such as details of service frequencies, times and fares (by route) should be clearly presented.

4. Security; all travelers should feel safe when using public transport. This problem is accentuated by the fact that many stations, and all bus stops, are not staffed. Moreover, public transport facilities, including access routes, should be well lit and continually monitored by closed circuit TV to help reduce the risk of personal attack, and at the same time to induce the feeling of being safe in the mind of the traveler.

Based on the desirable characteristics which are summarized by Leake and the recent performances of public transportation in the research locations, the researcher analyzed that there are some improvement should be implemented regarding with the public transportation performance in both South Tangerang City and Hat Yai City. It is explained on the Table 6.

In managing the operation of tuk-tuk, sahakon has some authorities. Regarding with the fare, the local government should be involved in controlling the operational cost in order to decide the minimum fare for passengers. The fare should be affordable for the general community in local area.

6. Remove all forms of political factors in providing public transportation. The gap between angkot and motorcycle taxi (ojek) related to the time schedule limitation should be removed by giving balanced opportunity to those public transportation modes.

Conclusion Public transportation plays a role in alleviating traffic congestion, parking difficulties and the environmental impacts of commuting by automobile. The reality of the existence of a group with low and high income community reinforces the need for public transportation in the sense that all people have an equal opportunity to be able to utilize and obtain transportation services. Public transportation provides an alternative to those who have private transport but sometimes deterred from using it by traffic congestion, parking difficulties or problems in accessing certain streets. However, public transport is therefore vital for the vast majority without access to private vehicles. In fact, public transportation cannot compete with private vehicles. Public transport services in developing countries are far from satisfactory. The root causes of the problem are complex and inter-related. For instance, there is a lack of maintenance of the vehicles; this in turn may be due to lack of funds, which itself attributable to the form of regulation arising from inappropriate political decisions. Concerning to the problem solving of public transportation problem is needed to provide adequate public transportations which is important as an embodiment of good public service provision for the community. According to Act 25/2009 which published in Indonesia, public service has become a legal product which gives a guarantee of legal certainty that governs the relationship between community and public service providers. Public services can be realized by providing a means of public transportation to support the high mobility of communities in line with their expectations. Government as a provider of public facilities should be able to implement public transportation as a form of public service in public transportation sector. Comfort, assurance of safety, security, and timeliness are key components that need to be embodied in providing public transportation. By complementing public transportation with those main components, it will motivate people to use public transportation in their daily activities. Regarding with the public transportation performance, two research locations have been selected by the researcher as a comparative study; South Tangerang City, Indonesia and Hat Yai City Municipality, Thailand. Public transportations in this research are angkot and tuk-tuk as local public transportations. The public transportation ownership of both tranportation modes is private ownership. The local public transportation

provision is regulated by the policies from the government and provided by private organization and individually as well. In conclusion, the dominant problems of public transportations performance which are faced in both South Tangerang City, Indonesia and Hat Yai City Municipality, Thailand are related to the lack of supporting facilities, the inappropriate habits of the driver, the criminal action inside public transportation, the existence of illegal driver, influenced by the political factor, have an old physically condition, and lack of assertive sanction for the drivers who violate the traffic regulations. Suggestions According to the research results in South Tangerang City, Indonesia and Hat Yai, Thailand, there should be improvements of public transportation performance in three sectors; government, private sector, and civil society. First, the central government should give more authorities to the local government in formulating policies for supporting public transportation provision which is adjusted with the potential area in each province, give assertive sanctions as a punishment to people who violate traffic regulations, formulate policies as the requirements in getting permit to operate public transportation, conduct monitoring process regularly related to the overloaded passengers, and criminal actions in the public transportation. Second, private sector as the public transportation provider should concern about the regulation implementation by the driver or the owner of public transportation. They have to conduct monitoring process regularly in order to improve the public transportation performance for the passengers. Third, civil society especially the user of public transportation has equal opportunities to give supportive critics to the government related to the public transportation problems. Moreover, mass media, as a control agent, has important roles to publish the transportation condition in local area and be a facilitator for the community in the local area in giving their voice especially in the public transportation policies.
