    to show that the Nicaraguan govern&ent was i&!uta$le for this or that the

    U res!onse was !ro!ortional" #he court also found that certain trans$order

    incursions into the territor% of =uate&ala and Costa Bica+ in 198*+ 198 and

    1984+ were i&!uta$le to the =overn&ent of Nicaragua" :owever+ neither

    =uate&ala nor Costa Bica had &ade an% re0uest for U intervention l

    alvador did in 1984+ well after the U had intervened unilaterall%"[*]

    23s regards l alvador+ the Court considers that in custo&ar% international

    lawthe !rovision of ar&s to the o!!osition in another tate does not

    constitute an ar&ed attac on that tate" 3s regards :onduras and Costa

    Bica+ the Court states that+ in the a$sence of sufficient infor&ation as to the

    trans$order incursions into the territor% of those two tates fro& Nicaragua+ it

    is difficult to decide whether the% a&ount+ singl% or collectivel%+ to an ar&ed

    attac $% Nicaragua" #he Court finds that neither these incursions nor the

    alleged su!!l% of ar&s &a% $e relied on as ustif%ing the eDercise of the right
