Project Introduction

Upon completion of the project & the official opening of JSAHMS on1st March 2014 JKSB has embarked in the Operation & Maintenancestage whereby asset worth more than RM 4.5 billion need to be wellmaintained.

JKSB will manage, maintain and improve the Bridge and associatedassets for a period of 45 years. JKSB management will ensure theStakeholder requirements for this critical assets are met at all times.

What is Asset Management System (AMS)?

Definition:-

Set of interrelated or interacting elements of an organization to direct,coordinate and control asset management activities

(i.e. establish policies and objectives, and processes to achieve those objectives)

Objectives:-

AMS objectives are derived from Business Objectives

To achieve an Asset Capability that assures the outputs are:-

Safe (various acts and legislation) Environmentally friendly (many acts and regulations) Performing (required output at assured levels – ARMS) Cost effective (performance, cost and risk are in balance) Assurance (deliver intent)

Phase 3 – Operational & Maintenance Function related to the day-to-day running and upkeep of

• Cathodic protection system and special coating are applied to the tubular steelpiles for protection against corrosion.

• High strength concrete with Ground Granular Blastfurnace Slag (GGBS) andPulverised Fuel Ash (PFA) are used for the pilecap, pier column, crosshead andSBG. This will prevent sulphate and chloride attack that can cause corrosion tothe reinforcement bar.

• Concrete cover was designed to latest Eurocode: pilecap (75 mm), pier column(65mm), crosshead (60 mm) to protect the reinforcement bar against corrosion.

The Second Penang Bridge is designed to have an operational lifespan of 120 years.For this project,

Stay Cables

The stay cable will be provided with protection against corrosion by means of 3 barriers:

i) The first barrier is hot dip galvanising that covers the full length of the individualsteel wires.

ii) The second barrier (internal barrier) consists of High Density Polyethylene (HDPE)sheaths around the individual strands and that the intermediate medium wax fillsthe space between the individual sheath and the galvanized strand.

iii) The third barrier (external barrier) is the outer casing which consist of HDPE sheatharound the group of strands.

The stay cables consists of the Parallel Strand System (PSS) made up of parallel individually polyethylene coated seven-wire strands, placed inside an external polyethylene stay pipe.

• Design life of stay cables is 60 years and designed to be replaceable. For non-replacement components (such as cable saddle) the design life is 125 years.

• For the anchorage components which are accessible for maintenance operationin-situ, the corrosion protection system have a design life of 25 years. After thisperiod of 25 years, if necessary, the protection system will be renewed in-situ atregular intervals of 15 years corresponding to the maintenance operations.

• Below are the minimum requirements for bridge inspection works:-

Highway Management System (HMS)

• The main purpose of the HMS is to maintain theadopted highway network for the safe use ofmotorists.

• The HMS shall be a decision-making tool to providea method for road management and programmingroad works to achieve the stated objective.

• The HMS shall consist of the following components: Pavement Embankment / slope Drainage Road Furniture

• A condition-based 10 years maintenance plan andtrend analysis is used to maintain every asset andelement of the highway.

Building Asset Management System (BAMS)

• It shall include the assessment of the currentcondition of all building systems, review ofoperational costs, development of maintenanceplans, determination and analysis costs,depreciation reports and assistance in theimplementation of maintenance programs.

• The software provide dynamic tracking of servicelife prediction, future cost estimates and reservefund balances and examine multiple fundingmodels.

• Most common stochastic technique used in modeling deterioration of

infrastructure facilities.

• Analyze the probability of deterioration from a better condition level to a

poorer condition level.

o Achieved by establishing Markov Chain probability transition matrix

• Requires adequate consecutive data collection from actual site to construct

an accurate transition matrix (empirical model)

M&E Management System (MMS)

- The main objectives of the MMS are as follows:- Manage and maintain the M&E asset and

Landscape Management System (LMS)

- The LMS for perennial plans integrates the landscapeinventory information, geographic information, growth monitoring,

decisions support systems and other applications tofacilitate landscape management.

- Maintenance of highway landscaping aims to improvevegetation control practices and optimize the life andvalue of vegetation on the expressway.

- Rather than deterioration, LMS use the “Growth Model” todescribe the growing stage of the plants and shrubs.

Accident Information Management System (AMX)

- Its primary aim is to collect all information related to anaccident incident, where the analytical tool will presentthe data with which the JKSB can use for traffic safetyimprovements.

- The AIMS shall be able to produce an improvementproposal based on the statistical and analytical datagathered to reduce and completely eliminate anyaccidents.

- The major functions shall includes the following: Crash record management Query and sorting 3-D plot of crash frequency and its location on GIS

map Crash analysis Graphics display of results Collision diagram drawing Accident rate computation Report generation
