Summary

TL Offshore Sdn. Bhd. (TLO) believes that excellent HSE performance has direct relation in achieving 

excellent work efficiency, productivity, profitability and growth of the company. 

TLO is consistently putting an extra effort to inculcate all levels of its staff and business partners towards 

preserving and maintaining a good characteristic of a safety culture. 

TLO has gained a strong mgmt commitment, leadership and involvement in safety which has developed a 

closer contact and better HSE communication between all levels within the company. 

TLO has develop a mature and stable workforce through continuous HSE promotional programs and 

procedures, communication, follow‐up safety training and the ongoing safety schemes that reinforcing the 

importance of safety within the organization. 

TLO is accepting and consistently practicing the concept of promoting HSE initiatives to provide 

information and feedback from all staff and business partners with a view to developing ideas for 

continuous improvement process; which is a long term strategy that requires sustained effort and interest

1.0 INTRODUCTION

TLO planned major HSE improvement programs which intent to focus on high HSE risk and sustainability aspects of HSE. Most of the program is a pace-setting project based on HSE Plan. 2008/2009 Planned HSE Activity Calendar – refer to Attachment 1

2008/2009 Plan vs Actual Measurement Result

The plan vs actual measurement result is focused on the planned HSE activity (expected from the planned calendar) that showed the management participation and involvement in promoting HSE leadership

2.0 STRATEGIC OBJECTIVE

TLO has strives to the following strategic objectives:

To place Health, Safety and environment as equally important to other business objectives.

To ensure all employees have been provided with a safe working place and a safe system of work.

To ensure all employees are authorized to cease work whenever conditions are unsafe or when unacceptable risk to personal or equipment arises.

To ensure hazard and risk at work place are properly managed and reduced to as low as reasonably practicable.

To encourage active participation of all personnel in HSE improvement process

To preserve natural environment by protecting spillage and pollution. Wastes are properly managed.

To ensure health hazard to personnel ara controlled and monitored to be acceptable level.

To comply with statutory requirements

2.1 Management Involvement

TLO management actively involved from inception to completion (Direct involvements from Management i.e. Champion) and also every TLO personnel involve with the HSE program. Organization chart available and positions filled. Refer to Attachment 3 for the HSE program champion listing. The HSE Steering Committee chaired by TLO Executive Director Tuan Syed Jamil Fadaak, Snr HSE Manager as Secretary and the committee members consisting of all Heads of Department and other key personnel. The committee will meet on quarterly basis. Top management involved in Management Site Visit which is the best platform to promote all the campaign initiated within this year. Refer to Attachment 4 for Year 2008 Management Site Visit (MSV)

2.2 Resources

Adequate numbers of manpower are provided to ensure safe project execution. Sufficient resources are allocated (budget justified and approved upfront) and multi-disciplined project team been set-up.

3.0 IMPLEMENTATION and MONITORING

In FY2008 HSE Program reported in HSE Promotional Program for Health, Safety and Environment. Total involvement of TLO’s management level in promoting safety culture and healthy workplace through HSE Champion are as follow:-

3.1 Quality of Plan

TLO set a detailed project schedule is available and updated periodically against actual company wide. Initiatives are implemented to bring the actual back to plan and plan is periodically updated.

3.2 Competency & Awareness Training

Competent persons are involved in the program. There is a comprehensive plan in place and implemented to develop competency or knowledge of other identified personnel by positions and names of staff with frequency of refresher. The Effectiveness is tested and other training and awareness are implemented as per plan Refer to Attachment 5 for the Training Plan

3.3 HSE Promotional Programme

TLO has a well structured promotional program developed and implemented. The programs are implemented by various departments and units at various levels, high awareness by staff. Promotion also goes to Major Client Group level such as PETRONAS, SHEEL and EXXON MOBIL and known to all clients’ staff outside the OPU.

3.4 Monitoring and Tracking

All TLO’s initiative programs have a system of monitoring and tracking in place and implemented and the system is continuously improved.

4.1 Performance and Milestone Achievement.

Project Key Performance Indicators-KPI (in term of quality, cost and schedule) are met as per plan and TLO received commendation from various stakeholders. Refer to Attachment 7 for KPIs Achievement Actual in comparison with Target Refer to Attachment 8 for 5 Years Incident Trending (2003-2008)

TLO HSE initiatives or promotional program was direct quantifiable benefit to Major Clients and the program or project is reliable, repeatable and replicable in other OPUs.

“dahCHECK?”

Campaign has been initiated in year 2002 as part of HSE Promotional program for the company and is continuously implemented for the consequences years. “dahCHECK?”

is a campaign to develop a system of self-verification and a practice of “self check”

for all aspect of work execution. The concept of “dahCHECK?”

is by developing a “mental checklist”, without any written comprehensive Check List. It is a quick action by employees to do the self verification and self check prior executing the works. It is applicable to all jobs, i.e. from on site job, which is directly related to construction activities to office or administration works.

“Back Home Safely”

Campaign has been introduce as part of HSE Promotional program for YR 2008 Installation Campaign. The purpose of the campaign to give awareness to all employees on the importance of safe traveling home. All employees must be made aware that the safety is not end at the worksite only, but is also

important until they safely reach their destination.

Hands & Fingers Injury Prevention Campaign is a continuous campaign from the previous years. It has been introduced in TLO since year 2003. The campaign is

important, as most of manual handling works related to usage of hands and fingers are tend to cause injury. The campaign is not only targeting the offshore crew but also to the office staff who are also exposed to the hazard of sharp and/or moving objects in the office.

‘U-See-U-Act’

Campaign is a continuous HSE promotional program, which has been

implemented to encourage participation by all level of employees to identify the unsafe acts and unsafe conditions, thus

immediately rectifying the condition with

an objective to create a safe and healthy

working environment.

The campaign however, not only focusing to unsafe acts and unsafe conditions at

workplace, but also encouraging employees to report the safe observation at the workplace.
