    Nghi nh s 60/2003/ND CP ngy 6/6/2003 ca chnh ph quy nh chi tit vhng dn thi hnh lut ngn sch nh nc.

    Thng t s 79/2005/TT BTC ngy 15/9/2005 ca b ti chnh hng dn qunl v s dng kinh ph o to, bi dng cn b,cng chc nh nc.

    Thng t s 100/2006/TT BTC ngy 22/10/2006 ca B ti chnh hng dn

    vic qun l v s dng kinh ph ngn sch nh nc bo m cho cng ty xy dng ccvn bn quy phm php lut.

    Quyt nh s 2885/QD BKHCN v/v cng b tiu chun quc gia TCVN ISO9001:2008 h thng qun l cht lng cc yu cu.

    2.1. C s l lun.

    2.1.1 Khi nim trch nhim x hi ca doanh nghip.

    Trch nhim x hi ca doanh nghip c hiu l s cam kt ca doanh nghipng gp cho vic pht trin kinh t bn vng thng qua nhng vic lm nng cao chtlng i sng ca ngi lao ng v cc thnh vin trong gia nh h, theo cch cli cho doanh nghip, cng nh s pht trin chung ca x hi. Cc doanh nghip mun

    u t, nh hoch nh chnh sch v cc t chc phi chnh ph trn ton cu ngy cngquan tm hn ti nh hng ca vic ton cu ho i vi quyn ca ngi lao ng, mitrng v phc li cng ng. Nhng doanh nghip khng thc hin trch nhim x hic th s khng cn c hi tip cn th trng.

    Ngy nay, trch nhim x hi ca doanh nghip bao hm nhiu kha cnh hn.Nhiu nghin cu ch ra rng, mt doanh nghip hin i ch c xem l c trchnhim x hi khi: m bo c hot ng ca mnh khng gy ra nhng tc hi i vimi trng sinh thi, tc l phi th hin s thn thin vi mi trng trong qu trnh snxut ca mnh, y l mt tiu ch rt quan trng i vi ngi tiu dng; Phi bit quantm n ngi lao ng, ngi lm cng cho mnh khng ch v mt vt cht m cn vmt tinh thn, buc ngi lao ng lm vic n kit sc hoc khng c gii php giph ti to sc lao ng ca mnh l iu hon ton xa l vi trch nhim x hi ca doanhnghip; Phi tn trng quyn bnh ng nam n, khng c phn bit i x v mt giitnh trong tuyn dng lao ng v tr lng m phi da trn s cng bng v nng lcca mi ngi; Khng c phn bit i x, t chi hoc tr lng thp gia ngi

    2.1.2 Cc ni dung v l lun lin quan.

    a. B tiu chun SA8000:

    SA8000 l mt h thng cc tiu chun trch nhim gii trnh x hi hon thincc iu kin lm vic cho ngi lao ng ti cc doanh nghip, trang tri hay vn phng,do Social Accountability International(SAI) pht trin v gim st. Hng dn c th thc hin hay kim tra cc tiu chun x hi theo SA8000 c sn ti trang ch ca tchc ny (SA8000). SAI cng a ra chng trnh tp hun SA8000 v cc tiu chunlm vic cho cc nh qun l, cng nhn v cc nh kim tra tiu chun x hi. T chcny cng hot ng trong vai tr ca nh mi gii trung gian cp php v gim st cct chc kim tra chnh sch x hi nhm cp chng ch cho cc ngi (doanh nghip) sdng lao ng t tiu chun SA8000 cng nh hng dn cc doanh nghip phttrin ph hp vi cc tiu chun tng tc a ra.

    SA8000 da trn Tuyn ngn th gii v quyn con ngi, Cng c quc t vquyn tr em ca Lin hp quc v mt lot cc cng c khc ca T chc lao ng

    quc t (ILO). SA8000 bao gm cc lnh vc sau ca trch nhim gii trnh:Lao ng tr em: Bao gm cc vn lin quan n lao ng ca tr em di 14

    Lao ng cng bc: Bao gm cc vn lin quan n lao ng t ti, lao ng tr n cho ngi khc v.v

    An ton v sc khe ti ni lm vic: Cc quy nh v vn hnh, s dng mymc thit b, cc iu kin v mi trng nh chiu sng, n, nhim khngkh, nc v t, nhit ni lm vic hay thng thong khng kh, cc theo di-chmsc y t thng k v nh k (c bit cc ch cho lao ng n), cc trang thit b bo

    K lut lao ng: Cc vn lin quan n cc hnh thc k lut c php vkhng c php (nh p, roi vt, x nhc, ui vic, h bc lng, quy ri tnh dcv.v)

    b. B tiu chun ISO 14000.

    2.2.2 Vn CSR Vit Nam.

    Ti Vit Nam, Chnh ph nng cao nhn thc ca doanh nghip v cc bn lin

    quan v CSR, coi CSR l mt ni dung quan trng trong chng trnh ngh s v phttrin bn vng. Cc t chc pht trin quc t ti Vit Nam n lc rt nhiu trong thcy v trin khai CSR. Cc chng trnh v d n lin quan ti CSR tp trung vo mt sni dung quan trng ca CSR ty thuc vo mc tiu ca d n, ngun lc v kinhnghim sn c.

    Cc ni dung bao gm: iu kin lm vic, an ton v sinh lao ng, mitrng, cht lng v nng sut, quan h lao ng v qun l ngun nhn lc. Dch v tvn v cp chng ch cho cc h thng qun l ang pht trin v m rng, v d nh Hthng qun l cht lng (ISO9000), H thng qun l mi trng (ISO14000), Laong v trch nhim x hi (SA8000)...

    Tuy nhin cn mt s tr ngi trong vic thc hin CSR ti Vit Nam nh: Khinim CSR vn cn mi i vi rt nhiu doanh nghip trong cng ng doanh nghipVit Nam, trong khi cc bn lin quan cha c k hoch di hn v chin lc khitrin khai cc chng trnh CSR. Nng lc qun l v kin thc chuyn mn trong thchin CSR doanh nghip cn hn ch.

    Tuy nhin, vn quan trng t ra y l cn phi hiu ng v thng nht thno l trch nhim x hi ca doanh nghip. Trn thc t rt d hiu lm khi nim trchnhim x hi theo ngha truyn thng, tc l doanh nghip thc hin trch nhim x hinh l mt hot ng tham gia gii quyt cc vn x hi mang tnh nhn o, t thin.

    Khi nim trch nhim x hi ca doanh nghip cn tng i mi m Vit Nam, vvy vic thc hin cho n nay vn cn hn ch. Do cha thy c vai tr quan trngcng nh li ch t vic thc hin trch nhim x hi em li, nn nhiu doanh nghipVit Nam khng lm trn trch nhim ca mnh vi x hi, nh xm phm quyn vli ch hp php ca ngi lao ng, ngi tiu dng, gy nhim mi trng, nhtrong vn lm pht: Khi lm pht tng cao lm chi ph u vo tng mnh, cc doanhnghip thng c xu hng tng gi cc mt hng bo ton li nhun.     3. Li ch ca vic thc hin CSR.

    Nhng doanh nghip thc hin CSR t c nhng li ch ng k bao gmgim chi ph, tng doanh thu, tng gi tr thng hiu, gim t l nhn vin thi vic, tngnng sut v thm c hi tip cn nhng th trng mi. Di y l mt s v d minhha vi mc ch gip cc doanh nghip nh v va Vit Nam c c nhn thc tt hnv CSR v h c th a CSR vo hot ng nhm mang li li ch cho chnh doanhnghip, cho mi trng v cho x hi.

    3.1 Gim chi ph v tng nng sut

    Doanh nghip c th tit kim chi ph bng cch sn xut sch hn. V d, mtdoanh nghip sn xut bao b ln ca Ba Lan tit kim c 12 triu la M trongvng 5 nm nh vic lp t thit b mi, nh lm gim 7% lng nc s dng, 70%lng cht thi nc v 87% cht thi kh.

    3.2 Tng doanh thu

Chng trnh ny bao gm o to nng dn cch chnnui, ci thin c s h tng c bn v thnh lp mt y ban iu phi nhng nh cungcp a phng. Nh chng trnh ny, s lng lng cung cp sa b tng t 6 tihn 400, gip cho cng ty hot ng ht cng sut v tr thnh mt trong nhng chinhnh kinh doanh li nht tp on.

    Rt nhiu cng ty sau khi c c chng ch v CSR tng c doanh thu ngk. V d, Aserradero San Martin, mt cng ty sn xut g Bolivia, sau khi c chngch bo v rng bn vng (FSC) tip cn c th trng Bc M v bn sn phm vigi cao hn t 10-15%.

    3.3 Nng cao gi tr thng hiu v uy tn ca cng ty

    CSR c th gip doanh nghip tng gi tr thng hiu v uy tn ng k. Uy tngip doanh nghip tng doanh thu, hp dn cc i tc, nh u t, v ngi lao ng.

    Nhng tp on a quc gia nh The Body Shop (tp on ca Anh chuyn sn xut ccsn phm dng da v tc) v IKEA (tp on kinh doanh dng ni tht ca Thy

    KT LUN

    Trch nhim x hi Doanh nghip (CSR) l cam kt ca doanh nghip i vi oc kinh doanh v ng gp vo pht trin kinh t bn vng, nng cao cht lng cucsng cho ngi lao ng v gia nh h, cng ng a phng v x hi ni chung.

    CSR c coi l 1 yu t quan trng nh nhng yu t truyn thng khc nh chiph, cht lng v giao hng trong kinh doanh. CSR c lng ghp vo chin lc cadoanh nghip v tr thnh iu kin bt buc doanh nghip tn ti v pht trin.
