三十年来,中国的社会及经济发展成果瞩目。但中国高能耗

高污染的粗放发展模式也受到了多方质疑。今日的“世界工

厂”,明天可否引领全球的可持续发展?如今,在中国的企业

界,很多令人耳目一新的绿色尝试正在实践,其中一些已经取

得了令人欢欣鼓舞的成就。但是,与中国巨大的产业图景相

比,这些绿色尝试还远远不够,也正因此这些尝试愈发显得难

能与可贵。我们利用此次RIO+20“绿色中国、竞跑未来”活

动的机会,收集并整理了多个领域14家企业绿色创新和绿色

实践的案例。这些案例和故事将以中英双语的形式发布在我

们的网站上,以便于让更多的人了解中国正在进行中的绿色

实践,进而鼓舞和吸引更多的人、更多的企业加入到绿色发

展的行列中来。我们还将把一个题为“绿色实践,改变中国

(Transformative Practices in Greening China) ”的小册

子带到里约峰会的现场,里面简要介绍了14家企业以及中国3

个领先的环保NGO和1个环保基金会的绿色实践信息。我们期

望这个小册子能够打开一扇窗,让世界了解中国绿色发展的现

状与未来。

案例简介Introduction

Over the past three decades, China has achieved remarkable economic and social development. However, this extensive development has also been characterized by high levels of pollution and energy consumption, and has invited wide criticism from the international community. Many wonder if today’s “factory of the world” can indeed be a champion of global sustainability for tomorrow.

In fact, corporations in China are piloting a great many measures to protect the environment – some with remarkable achievements. Far from acquiescing to the pull of the massive industrial landscape, some Chinese companies are taking environmental protection seriously, and positive results have been the reward.

Utilizing the world stage set by the United Nations Conference on Sustainable Development (Rio+20), the China Going Green initiative has consolidated examples of green innovation and green practices from 14 domestic companies, three leading environmental NGOs and one environmental foundation, with full case studies available on Rio20china.org. It is hoped that by opening a window on how China is confronting the challenges of sustainable development, awareness of green projects taking place in China can inspire further participation by the public and companies alike, the world over.

自1992年里约峰会至今,中国经过20年的高速发展,已成为仅次于美

国的世界第二大经济体。尽管存在这样那样的问题,不可否认,中国如今

政局稳定、人口众多(不要忘了,中国有近14亿人口,占全球总人口

的20%)、国内市场潜力巨大,这些都预示着中国今后的高速发展仍

然可期。

根据世界银行的统计,中国是全球一次能源消耗量最大的国家。如果说20

年前,中国只是一个追随者的话,那今天的中国,无论从什么角度看,其

重要性都毋庸置疑。中国的发展方式,不仅是中国的自主选择,也是世界

共同关注的焦点。

我们高兴地看到,那些曾经创造了中国经济发展奇迹的企业和企业家们,

已经注意到自身发展存在的问题,开始关注环境、健康、气候、贫穷等世

界性的话题,并且积极地进行着各种各样的创新和尝试。与此同时,中国

的民间机构也不断发展完善,并与企业展开了积极的互动和合作。过去20

年,中国在可持续发展方面取得的一些成果让人欣喜且印象深刻。

收录在这本小书中的14家企业案例,涵盖了能源、地产、制造、印刷、食

品、金融、服务等多个领域,每个企业都在绿色发展方面,进行了切实可

行的探索。本书还介绍了3个中国本土的NGO,以及1个基金会,他们都

以独特的视角和方式推动着中国社会的绿色转型和发展。其中,溢达集团

和公众环境研究中心(IPE)合作进行的供应链管理工作,尤其让我们印

象深刻。

我们知道,作为一个发展中国家,中国在发展绿色经济时要面对许多的问

题和挑战。我们看到,这些企业和民间组织在中国的绿色经济的探索是卓

越有效的,他们的实践和创新让我们对中国的绿色经济发展充满信心。

当我们再次回到里约,回顾我们取得的成果和遇到的问题,讨论那些事关

人类未来的宏大话题时,我们不应当忽视中国正在发生的变化,尤其是这

些绿色的实践,因为一个绿色发展的中国,是中国人,也是全人类共同的

前言Preface

In the two decades since the first UN Conference on Environment and Development held in Rio in 1992, China seen exponential growth, becoming the second largest economy in the world trailing only the United States. Despite various issues confronting the country, a stable political atmosphere, growing population (almost 1.4 billion people or 20 percent of the total global population) and massive potential arising from a booming domestic market means China can still be expected to grow in the future.

Statistics from the World Bank show that China is the largest consumer of primary energies. While it can be said that China was merely a follower twenty years ago, the role of China today cannot be underestimated. Hence, the development model of China is not only of importance to the future of the country, it is also an issue of global magnitude.

It is pleasing to see that Chinese companies and entrepreneurs who have furthered the development of the country’s economic miracle are now starting to focus on pressing topics such as the environment, health care, climate change and poverty. After waking up to the challenges of their own development, they have actively engaged all manners of innovation and exploration. In the meantime, NGOs in China have also thrived and developed proactive partnerships with companies.

The last two decades have witnessed some impressive steps made by China in the front of sustainable development. The 14 companies featured in this booklet embrace multiple sectors, including energy, real estate, manufacturing, printing, food, finance and the service industry. In various sizes and shapes, they have all made a fruitful exploration into the green development of their enterprises. Moreover, the three Chinese NGOs and foundation featured in this booklet have invariably advanced the green transformation of China in their own unique way. Among them, the cooperation between Esquel and the Institute of Public Environment Affairs (IPE) has been most impressive.

It is also clear that China still needs to face many challenges as a developing country on the course for a greener economy. The companies and NGOs profiled here are leaders in green development and can offer encouraging stories to the rest of China. The practice and innovation of these companies and NGOs have become an integral part of Chinese economy and society.

When the world meets again in Rio in June 2012 to review our past achievements, to address pressing issues, and to hold discussions that will enable us to shape our future, we should not overlook the transformation that is taking place in China. If China embraces a greener economy, it is to the benefit of both the Chinese people and the people of the world. There is much to learn, and much to support.

中国改革开放30年,造就了一批有企业家精神的创业者。

这些创业者经历了从生存、创造到改变的过程。除了能够把企

业经营得好,自身富裕起来之外,还能够关心整个社会和环境

存在的问题,这是中国企业一个很大的进步。

我认为,中国的经济发展,需要解决增长模式的问题——如何

配置自然资源、资本、劳动和人力资本。最近的金融危机让我

们更加痛切地认识到,经济增长的模式必须转变。其中非常重

要的方面,是对自然资源的合理使用和投资:从粗放地消耗自

然资源,到发展技术,提高能力,创新管理。经济模式的转

变,企业可以起到实验和先行的作用。

这次前往里约+20参与地球峰会的中国企业家们,用绿色经济

的案例说明,企业对于社会的责任在于,检视自己企业的行

为,和研究部门及NGO合作,解决环境问题,提高自然资源

的使用效率。这是负责任的企业家,这是面向未来思考的企

业,保持基业长青的必然选择。

序言Foreword

After 30 years of reform, China is seeing a growing number of entrepreneurs. These leaders of enterprise, besides the successful management of their businesses, are starting to take up a responsibility for the whole of society, and the environment. This is indeed important progress.

It is plain to me that China urgently needs to restructure its current mode of development. That is to say, China needs to re-evaluate how to allocate its resources, labor and capital. The recent financial crisis is a resounding reminder that our ways must be modified. We can no longer carelessly waste away our natural resources. We need to effectively utilize and invest in them, develop technologies and improve our capabilities, and approach management of these resources creatively. And in these fields, businesses can serve as pioneers. The Chinese entrepreneurs attending Rio+20 have demonstrated that they are stakeholders in society via their approaches toward the building up of green economies. By examining and taking responsibility for their actions, and working closely with research institutions and NGOs, business leaders in China are proving they have the means and the will to offer a solution to environmental problems. These are necessary steps for any responsible entrepreneur who envisions long-term success.

This is where the new power and potential of China’s economy lies.

溢达集团是一家年生产超过1亿件纯棉成衣制品,年销售额

超过12亿美元的纵向一体化棉纺服装集团。

全球金融危机给中国的纺织服装行业带来了巨大的冲击,但

溢达通过管理的提升、对研发和环保的投资,获得了客户的

32,000吨,生产过程中的废水100%得到处理,废水排放

Esquel Group is a leading producer of premium cotton shirts, with an annual production of more than 100 million shirts and annual revenue of more than $1.2 billion.

With the financial tsunami striking China’s textile and apparel industry; Esquel has maintained sustainable growth in these turbulent times and earned customers’ trust through applying modern business philosophies and advanced technologies as well as pursuing process innovations.

Esquel’s own waste water treatment plant is capable of neutralizing 32,000 tons of waste water daily with chemical oxygen demand (COD) levels at 70, which is well below the industry standard of 100. The waste lye from fabric fi nishing isused to facilitate the desulfurization process at the power plant, thus helping reduce waste water discharge at the same time as cutting our power plant's sulfur dioxide emissions by some 600 tons annually. From 2005-2011,annual energy consumption fell by 42%, which is equivalent to the annual energy needs of 92,000 families. Water consumption also fell by 54%, which is enough to meeting 37,000 households’ needs.

Esquel also collaborates with NGOs to examine suppliers along the entire supply chain and actively promotes sustainability and environment conservation. To date, Esquel has successfully influenced many well-known suppliers to adopt sustainable practices.

Since entering the real estate industry in 1987, Vanke has become China’s largest residential real estate enterprise. It revolutionized conventional methods of construction by standardizing and streamlining the production of architectural components by manufacturing them off-site and on a mass scale. Because the majority of building components are pre-manufactured and assembled on-site, the amount of water used in the production of these components is greatly reduced. Also, this innovative construction process allows steel frameworks to be reused up to 600 times, and then melted down for further reuse. Vanke’s innovative construction methods have found a way to maximize effi ciency in the use of water, energy and materials, resulting in cutting down wood usage by 87 percent, water savings of 63 percent, and an overall energy reduction of 20 percent.

Non-Electronic Air Conditioning

创立于20世纪九十年代,核心业务是非电空调的制造与销

售。远大的非电空调采用天然气或者工业废热作为热源,以溴

化锂为冷媒进行制冷。这种技术虽然也要使用化石能源,也需

要电力驱动风机等动力设备,但是由于最主要的制冷功能与电

力空调相比减少了能源转换的环节,所以减少了单位制冷量的

能耗和碳排放。

上海世博会园区内所有的空调都采用了非电技术,实现的二氧

化碳减排量相当于200万棵树一年吸收二氧化碳的量。远大的

产品销往70多个国家,在中国及欧美市场占有率第一,北美

市场占有率超过45%、欧洲市场占有率超过50%。目前远大

已经把业务扩展到市内环境检测和净化,建筑节能综合方案等

Founded in the 1990s, Broad Group is a producer of non-electric air conditioning devices that utilize natural gas or industrial heat as heat sources, and lithium bromide as a refrigerant. Though this technology is not entirely free of fossil fuels, energy conversion is simplified in the cooling function, resulting in a significant reduction in energy use and carbon emissions. Energy efficiency of Broad’s non-electric air conditioners is double that of conventional electric air conditioners, while carbon emissions are four times lower and production costs are one-third less.

Broad products are sold to more than 70 countries in the world, ranking first in Europe (more than 50 percent) and North America (over 45 percent). Recently, Broad has expanded to monitoring indoor environments and integrating energy reduction systems, and is in the stages of becoming a core supplier in sustainable architecture.

Envisioning Green Cities

Founded in 1993, Vantone is one of the largest real estate companies in China. But beyond real estate, Vantone has invested in the construction of complex, low-carbon, high-density “cities.” In Chengdu and Xi’an, such multi-dimensional “cities” are already under construction, with water and energy effi ciency, in addition to waste reduction, at the core of these urban designs. In sewage management, for example, Vantone has implemented a rainwater management and intermediate water recycling system that can save 50-60 percent more water when compared to traditional systems. Effective recycling systems and treatment of waste will reduce the amount of waste by 50-60 percent. Moreover, by optimizing the exteriors of buildings and public infrastructure, and utilizing radiant cooling, electromechanical devices, renewable energy (biogas), natural and energy-effi cient lighting, the energy consumption of these multidimensional cities can be further cut in half.

A Low-Carbon Substitute for Ceramics

一个利润丰厚的铁矿石企业,用十年时间投入自有资金3亿

元人民币,研究一种非金属矿的用途。最终研制成功了以这种

非金属矿为主要原料的新型卫浴产品,用于取代传统的陶瓷卫

浴。传统陶瓷卫浴产品的烧制工艺需在1200℃高温下成型,

消耗大量的能量,并排放大量二氧化碳。国内陶瓷企业一年

消耗约2亿吨陶瓷原料,和近4000万吨煤炭。相比之下,这

种新型卫浴产品可以采用不到200度的低温注塑成型工艺,生

产一个浴缸只需大约10分钟左右。经国际认证机构通标国际

SGS核算,这种新型卫浴产品生产过程中的碳排放仅为传统陶

瓷卫浴行业的14%。并且其产品经过简单的粉碎就可重新用作

卫浴产品的原料,循环使用。保守估计,这种非金属矿的价值

将得到近50倍的提升。

西旺集团Xiwang GroupSince its establishment in 2001, Xiwang Group has been primarily involved in the iron ore industry. But upon the discovery of a non-metal ore near their mining site in Qinghai province, the company has invested $50 million in the years since to conduct further research, after learning this material could be used to replace ceramics as the principle material in household sanitary items such as bathtubs and toilets.

The conventional process of creating ceramic products requires a temperature of 1200 degrees Celsius, depleting a large amount of energy and emitting an enormous amount of carbon dioxide in the process. In China, the ceramic market consumes about 200 million tons of material and about 40 million tons of coal per year. In contrast, Xiwang’s new material requires a temperature of only 200 degrees Celsius. Calculations by the international inspection body Société Générale de Surveillance (SGS) showed that carbon emission of this new material is only 14 percent that of conventional products. Furthermore, the material can be recycled, and even improves with reuse.

Fostering the Growth of Chinese Civil Societies

2004年世界环境日,中国近百名企业家出资成立阿拉

善SEE生态协会,启动阿拉善地区的荒漠化防治实地项目。目

前该协会拥有189名企业家会员。

2008年,该协会全资注册成立北京市企业家环保基金会(又

称SEE基金会),它是中国最大的以环境可持续发展为使命的

非公募基金会。

SEE基金会,致力于发展中国民间环保公益行业,希望推动

并形成一个在规模和质量上与中国经济发展相匹配的、健康

的、多元的民间环保公益行业生态系统 ,有效回应重要的环

境问题。

SEE基金会已经支持了近40家中国民间环境组织。未来五

年,SEE将在生态保护、污染防治和气候变化三个方面开发

10个以上环境专题,支持500家以上的民间环保组织,为民

间环境行业筹措超过5亿元人民币以上的资金支持。

With funding from almost a hundred entrepreneurs, the Society of Entrepreneurs and Ecology established the SEE Foundation on World Environment Day in 2004. The Foundation has since become the largest non-public-funded foundation to specialize in environmental sustainability.

One of the first tasks SEE undertook was combating desertification occurring in the Alashan region (northern part of China's Xinjiang province, also extending into the southeastern corner of Mongolia). Meanwhile, SEE has blossomed with a membership of 189 entrepreneurs.

SEE strives to impart a momentum consistent with China’s economic boom into a healthy and diversified civil society network that can effectively respond to vital environmental issues. So far, the SEE Foundation has supported almost 40 domestic environmental NGOs, w i th p lans to deve lop more than 10 intervention systems in ecological protection, pollution control and climate change; offer support to more than 500 environmental NGOs; and mobilize over $80 million for civil societies in China.

2007年在北京创立,其使命是:基于科学研究,实现

生态价值链,给守护自然家园的行动者以力量。

山水在中国西部的三江源和西南山地设立实践站,支持了超过

25个自然保护区与100个当地社区的保护行动;基于卓有成

效的实地工作,山水研究院评估生态价值,提供决策依据,通

过与当地社区合作,已为当地争取政府生态保护资金上千万

元。山水自然学堂面向城市公众,以创新产品吸引公众参与。

未来三年,山水的目标是,孵化与培养至少30家在地守护者

机构,撬动国家三江源上百亿投资中至少10%用于“购买”当

地守护者的生态保护服务,保护至少1,000平 方公里的森林

和10,000平方公里的草原。通过传播,让至少有1万人成为生

态价值链实现的直接受益者,间接支持者达到1000万。

Founded in Beijing in 2007, Shan Shui Conservation Center

has played in integral part in establishing ecological values

and empowering nature conservationists throughout China

on various projects. For example, in the “Sanjiang” (or

“Three Rivers”) headwaters area of western China (which

encompasses the Yangtze, Yellow and Lancang Rivers),

as well as in the mountainous areas of southwest China,

Shan Shui has supported the efforts of more than 25 natural

conserves and 100 community-based conservation initiatives.

By evaluating local ecological systems and instituting a

platform to deliver evidence for decision-making, Shan Shui

has leveraged more than $1.5 million from local governments

into national environmental protection programs.

Over the next three years, Shan Shui’s objectives are to

foster the growth of at least 30 local conservation NGOs,

to ensure national spending on conservation efforts, to see

to the preservation of 1,000 square kilometers of forests

and 10,000 square kilometers of grassland, and to continue

raising awareness throughout China about the importance of

protecting the environment.

成立于2006年, 开发并运行中国水污染地图和中国空气污

染地图两个数据库,公众环境研究中心发起成立了绿色选择联

盟,推动环境信息公开和公众参与,促进环境治理机制的完善。

水污染地图数据库收录了近10万条各省、市政府部门公布的水

质信息、污染物排放数据以及污染源信息。空气污染数据库共

收集2004 年以来由各级官方环保部门公布的空气环境监管信

息23038条。公众及企业可以通过用户友好型的查询工具便利

地查询到企业的污染记录。污染信息的公开让企业有了压力,

共有600家以上的企业在公众或采购商的压力下进行了整改。

IPE发起成立了绿色选择联盟,和全国41家民间环保组织一

道,把环境信息公开和公众参与融合到绿色供应链管理中,推

动公众使用信息公开的工具对企业的供应链管理进行监督。例

如,2010年,在绿色选择联盟的调查中发现,著名电子品牌苹

果公司的27家供应商疑似存在环境污染的问题,在绿色选择联

盟的持续关注下,苹果公司同意和民间组织一起审查其供应链

工厂的污染情况。

Since 2006, IPE has operated two databases to monitor pollution in China: the China Water Pollution Map and China Air Pollution Map. IPE also initiated and established the Green Choice Alliance (GCA) to encourage public participation in the disclosure of information, as well as foster a better mechanism for environmental governance.

The China Water Pollution Map features almost 100,000 entries on water quality, pollutant discharge and pollution sources, verified and released by various provincial and city authorities. Meanwhile, the China Air Pollution Map has collected 23,038 entries on air pollution since as early as 2004, released by environmental protection authorities at various levels.

By providing an easily accessible, user-friendly tool that enables not only the public to follow the track records of companies but also allows companies to evaluate themselves, IPE has brought accountability and transparency to Chinese companies, as well as infused the public with a sense of responsibility. Since the launch of the database, more than 600 companies have rectified their polluting practices.

A Little Insulation Goes a Long Way

是一家生产铝合金门窗隔热条产品的企业,1999年进入中

国。当年《民用建筑节能管理规定》对建筑节能效果做出限制

性要求,使铝合金门窗整个行业陷入困局。泰诺风给这个行业

带来了解决方案。

中国的建筑能耗占全社会总能耗的40%,其中建筑外门窗的能

耗约占建筑物全部热损失的50%。在中国建筑中幕墙100%、

窗60%以上都使用铝材,节能效果很不理想,泰诺风通过利用

尼龙隔热条来实现门窗的隔热节能,隔热条的价格仅占门窗整

体造价的5%。

以夏热冬冷的杭州市为例,使用隔热条的窗体一天比使用普通

窗节省2.7度的电,按照电价0.54元/度,一扇窗一天会节省

电费1.46元。寒冷地区一天可以节省电费2.38元。如果按照

门窗寿命超过30年计算,节省的电量巨大。

A producer of insulating components for doors and windows, when Technoform entered the Chinese market in 1999, it found itself in the unique position of filling a gap left by newly passed government regulations that established higher standards in energy efficiency for buildings and facades. In China, energy consumption in buildings accounts for 40 percent of the country’s total energy use, of which 50 percent is lost through doors and windows. Furthermore, 100 percent of curtain walls and 60 percent of windows in Chinese buildings are made of aluminum, which performs poorly in energy efficiency.

By incorporating nylon insulators into the building process, Technoform was able to improve the performance of a building’s energy efficiency while only occupying 5 percent of the total cost for doors and windows. A single window equipped with Technoform insulation has shown to use 2.7 kilowatts less electricity per day in regions with hot summers and cold winters, equaling a savings of approximately $0.23 during the summer or $0.38 during the winter.

The first community-supported agriculture (CSA) farm in Beijing, Little Donkey Farm was established in 2008 as a collaboration between Beijing Haidian District’s Agriculture and Forestry Ministry and Renmin University’s School of Agriculture.

Comprising 40 acres on the outskirts of Beijing, Little Donkey Farm connects rural and urban communities by allowing city dwellers to rent organic farmland, choose what they want to consume, and then have the fresh, organic, pesticide- and preservative-free produce delivered directly to their door on a weekly or biweekly basis. The land can be managed by renters directly, or by local farmers. With a capacity to accommodate 450 families, Little Donkey Farm has already cultivated over 16 acres, producing $500,000 worth of crops. The farm also acts as a place for community involvement by organizing events for families and children to learn more about where their food comes from.

中国较早且99.5%印刷业务采用CTP制版技术的公司之一,消

除了原有菲林制版工序中对显影液、胶片的消耗,该技术还能

够缩短印刷准备时间,提高印刷效率。如果不使用CTP技术,

仅2011年一个年度该公司的业务量就需要使用菲林和片基

184.5吨,因此,CTP技术使该企业既节约了大量资源,又极

大减少了使用菲林带来的污染。

该公司的印刷油墨中,88%的油墨采用了以大豆油为成分的环

国可持续发展大会再次回到里约,全世界将一同回顾过去,取得的成就和

犯过的错误。我们,几个长期关注中国可持续发展的年轻人,试图通过个

人的视角观察中国近些年来在可持续发展和绿色经济方面的工作。

我们不曾想,也无力全景展现中国的可持续发展状况。我们也不想做学院

式的案例研究,去评判企业和机构的功过得失。因此,我们在选择绿色经

济的案例企业时,规模不是必要条件,企业的销售额和市场份额的多寡并

不能衡量它对绿色经济的贡献;企业的性质也不刻意框限,不论是百年老

店还是新生力量,不管是国企、民企,还是外企,只要是领先于行业的绿

色实践,就会成为采写的目标。希望这样一个小小的案例集,能够告知世

界:在中国,很多具有创意的、前瞻性的绿色实践正在发生。这些实践,

今天的规模也许很小,甚至有些微不足道,但是面向未来,我们相信,这

些对认识到自然的价值,为自然资本投资的做法,一定会成为商业行业发

展的方向。

非常感谢各个受访的企业和民间机构给予我们的积极支持和配合。需要特

别说明的是,SEE基金会给我们提供了很多优秀企业的信息,尽管收录到

这个案例集中的只是其中一小部分企业,但我们从所有的企业和企业家身

This is the best of times. This is the worst of times. We are living in a time where China is on the rise. We are also witnessing man-made crises. With the UN Conference on Sustainable Development returning to Rio, the human race can reflect on both its achievements and mistakes. We, a group of young Chinese, having observed this period of development in China, provide here a view on recent efforts in sustainability and green economy, in particular from private enterprises and civil society groups.

We did not expect to be able to provide cases covering all aspects. With this in mind, we did not select our case studies due to how big or profitable a corporation is. We did not evaluate the market share of a particular company, or whether it is state-owned, private or with foreign investment. All we cared about was the interesting and inspiring "green" practices of a company, because we intended to show, with our modest efforts, that in today's China, innovative green ideas and practices not only exist, but are being invested in and supported by visionary entrepreneurs. Some of these efforts may seem small, or minor when compared to the scope of these enterprises. However, looking toward future, it is our belief that such recognition of nature's true value will one day become the ultimate direction of business. For this, we are most grateful for the corporat ions and organizations who opened their doors to us during the interview process. The SEE foundation and their members provided many candidates. We were only able to include a small sample here, but we were inspired by more than we were able to include. As a group, we were genuinely moved by the passion and persistence of our interviewees. Lastly, we thank all who provided support for this modest case study. We are grateful to those who encouraged us throughout the process, and especially to those who take green economy to heart. 动笔前,一直觉得给企业写绿色案例不是容易的事情,一是对行业了解甚

微,其次是在NGO人挑剔的眼中,认为以利益为驱动的企业不会有实质的

绿色行动,即使变绿也不会太彻底。然而,一旦走近企业,审视他们在生

产运营、供应链管理等环节时,却能够感受到企业的绿色实践正在悄然发

生,并且是现实存在的。自己,也有一些发现:

看的远,所以走的远。

我撰写的两家企业都是龙头企业,他们共通的特点是:企业家的远见卓

识,加快了企业绿色实践的步伐,引领企业走得更远。而企业家对企业可

持续发展的理解也随着时间而沉淀,成为企业的一种财富。

必不可少的鼓励

企业变绿的动因各不相同,有的取决于决策者的绿色信念,有的源于消费

者购买行为的变化,还有的则来自行业技术的推动。采写的案例多为民营

企业,相比大的国有企业,他们在资金以及生存条件上并没有优势。因

此,无论这些企业变绿出于主动还是被动,他们付出与投入得更多。这是

需要有这样的机会展示,并给予肯定的。如同一个蹒跚学步的孩子,当他

大胆迈出第一步时,周围的鼓励会使他更加自信地前行。作为行业的领头

羊,他们的绿色实践也会带动整个行业变绿。

绿色技术的创新欠缺

纵观企业所采用的绿色技术,大多以国际以及国内较为成熟的清洁技术为

主,自己研发及创新的技术是非常欠缺的。

把环境问题去环境化

企业谈及对“绿色经济”的贡献时,只关注于减少对环境的影响,认为在

解决污染问题上的投入永远没有回报,而不是把环境问题放在社会及企业

自身经济发展的背景下去理解。比如,一项新材料或新技术的运用,既对

环境是友好的,从企业长期的投入产出、以及计入外部成本来看,也是有

经济回报的。这才是真正要实现的“绿色经济”。

The two companies I wrote about are the leading ones in their fields. One thing the two companies share in is a vision from their leaders, and having such vision has sped up the environmental efforts of these companies. Also, these entrepreneurs have a clear understanding of what sustainable development can mean for their companies in the long-term, and this understanding has become integral part of their corporate culture.

Before I embarked on this exercise, I felt it a tricky matter to write green case studies about companies. One reason is my humble understanding about these industries, and another is that it is hard to believe companies are taking substantive green measures in the eyes of NGOs, or that they won’t be completely green even if they aspire to do so. However, a close scrutiny on the different parts of these corporations, from manufacturing to operation to supply chain management, has made me feel that green practices are happening in a quiet yet valid way. I also made the following discoveries through my observations:

Vision for long-term development

Companies have various motivations to go green. Some do so because top executives have green beliefs, while for others it can be a change in consumers’ preferences, or that new technologies have come forth. The cases I wrote about were of private companies, so they invest a lot regardless of whether they choose to go green or if they are being forced to do so. This is because they do not have many advantages when compared to major state-owned enterprises (SOEs). These companies need to be given opportunities to get recognition for their efforts. Just like a toddler, when a child takes his or her first step, strong encouragement will make him or her walk with greater confidence. As the leaders of their industries, the green practice of these companies can also motivate their entire industry to go green.

Indispensable encouragement

The green technologies adopted by these companies are mostly already mature and well developed, either at home or abroad. Companies have not been able to develop their own new, innovative technologies.

Need more innovation in green technology

When talking about their contribution to “green economy,” companies are still too focused on mitigating their environmental footprints. Most believe their investment in an environmental agenda is a one-way road that leads to no profit. It is still beyond their sense that environmental efforts can be made to the benefit of both society and enterprise. For example, use of new materials or technologies can not only be environment-friendly, but can also bring about financial benefits in the long-term investment. These considerations should be factored in alongside initial costs. This is the true “green economy” we want to achieve.

公众环境研究中心(IPE)是国内最有特色的民间环保组织之一,第一次全

面了解接触IPE是在苹果供应商污染事件被IPE和绿色选择联盟曝光之后,

那时,很为IPE这样的组织骄傲,通过扎实的工作和完善的供应链管理的工

具,发现了隐藏在“苹果”这一伟大品牌后面的不为消费者知晓的故事。

在绿色选择联盟的持续努力下,苹果同意和民间环保组织合作对其供应链

企业进行审查,这体现了一个民间组织的勇气和胆识。那时,在我的眼

中,公众环境研究中心就是一名环境斗士,一名有谋略,有胆识的斗士。

区别与NGO一般的环境斗士,IPE和溢达的故事让我看到了IPE更智慧的一

面。纺织行业本身作为高污染,高能效的行业,利润率不高,而纺织企业

的污染事件频繁发生。IPE在利用水污染地图给纺织企业使用,管理其供应

链的同时,还和纺织企业一道,确保纺织企业在遵守环保法规的前提下,

进行环境创新,IPE和溢达进行了极有成效的合作,让我感到在信息公开的

前提下,企业和民间组织的跨界合作对于提升整个行业的环境责任,从细

节中落实环境保护的责任。

主人公马军(IPE创始人)的一些观点让我深有感触:

污染治理最大的障碍是缺乏动力,执法不严,所以需要公众的参与,而

信息公开就是让公众参与最重要的办法。

1992年里约地球宪章以后,发展中国家也开始在环境信息公开上进行

了相应的工作,例如中国,2007年国家公布的信息公开条例是一个里程

碑,几年来,政府,企业在信息公开上都有了进展,在IPE公布的污染源

监管源信息公开指数的分析中,113个城市的得分都在逐年上升,但离公

众的需求尚有一段距离。而在企业方面,一些国际企业和品牌做得相对较

好,公布了可持续发展报告等,但总体而言,企业的信息公开尚有很大改

进的余地。

NGO在绿色选择联盟中的合作卓有成效,不同的组织发挥不同的作用,

而且相互监督,相互支持,并且开始了一些创新的合作模式。

对于里约-20的期待:

• 对政府,要加大信息公开的力度。

• 对全球治理结构,需要评估各国环境信息公开,防止污染企业的产业转移。

• 对于企业,不能忽视公民社会和全球环境治理的需求,顺应需求,继续

加大信息公开的力度。

• 对于公民社会,需要加大和各方合作的力度,推进,监督信息公开。

The Institute of Public and Environment Affairs (IPE) is a very special NGO in China. To be honest, I was not very familiar with IPE until their Green Choice Alliance and reported on how Apple suppliers were contributing to serious pollution problems. I was so proud to see that, thanks to their solid work and their well-developed tool for supply chain management, IPE found a way to make these stories visible to consumers, beyond the magnitude of the Apple brand. Apple finally agreed to review the practice of their suppliers in conjunction with environmental NGOs because the Green Choice Alliance persisted in demanding it. This story reflects how brave and visionary IPE is, an environmental warrior with both guts and strategy.

The story between IPE and Esquel has also shown me that IPE is an intelligent environmental NGO and completely different from its peers. IPE and Esquel have an extremely fruitful partnership. We have so many examples of pollution from textile companies, because it’s an industry that pollutes a lot and is energy-intensive, yet low on profit. IPE not only provides textile companies with a Water Pollution Map, but works together with factories on environmental innovation, in addition to ensuring companies comply with environmental laws and regulations. I am encouraged to see that information disclosure can help kick-start cross-sector cooperation and really bring a better sense of responsibility to companies, to show them they can meet their green responsibilities through doing small things.

The major barrier to pollution governance is lack of incentive as a result of poor law enforcement. Public participation and information disclosure is the best way to achieve results. Developing countries started environmental information disclosure after the 1992 Rio Declaration. In China, for example, the Information Disclosure Act of 2007 marked a huge milestone, and progress has been made in information disclosure by both the government and Chinese companies since then. According to Information Disclosure Index for Pollution Source Supervision, the scores for 113 cities have improved over the years, though of course they can still continue to improve. In terms of green performance, some multinational companies and brands are doing better, even releasing sustainable development reports. However, in general, information disclosure by companies has much to improve on. NGOs have cooperated very well with IPE and the Green Choice Alliance. Different organizations are playing various roles. They also supervise and support each other and have launched innovative cooperation models. Expectations for Rio+20:• Governments should work harder on information disclosure.• The global governance structure should assess environmental information disclosure for all countries to prevent polluter companies from transferring to other countries.• Companies cannot ignore the needs from civil societies and global environmental governance. They should work harder on information disclosure.• Civil societies should make greater efforts in their collaboration with other sectors to promote and supervise information disclosure.

不论这些企业看上去有多绿,这些企业家的个人故事多传奇,在案例写作的过程中,我反复问自己的是:这些企业的故事对于目前绿色经济的讨论有什么意义。我们在谈论绿色经济的时候,基于这样一个事实:我们只有一个地球,资源和空间都是有限的。这些企业的特点是:他们主动选择直面现实,在为消费者提供高质量产品和服务的同时尽可能地减小对资源的破坏和环境空间的占据。这样的企业在中国是极其稀少的,他们属于中国的绿色奇迹。

但是绿色经济不能依靠偶然或奇迹,政府的制度和政策必须要让企业和消费者从廉价的资源,廉价的排污空间的幻梦中醒来。实事求是不仅是中国市场经济改革的需要,也是绿色经济转型的需要。

NGO和企业对话,需要懂得企业所在行业的语言体系和思维方式,根本上是需要换位的研究和思考企业所在行业的特点。通过与这些企业的接触,我感觉,如果NGO希望深入影响企业的价值观和行为,需要更细致和专业地与企业交流合作,而不是单方面地站在NGO的立场上做出指导。从这方面讲,NGO和商会、行业协会等商业组织应该有很大的合作空间。

我长期在企业工作,习惯了商业世界的思维和行为。这段时间,当我站在NGO的立场观察企业的经营,尤其是那些没有把规模和利润当作唯一的追求,而是在经营过程中关注社区利益、关心自然生态、关怀员工成长的企业时,我对传统商业的理解也有了很大的改变。一个人不会因为富有就值得人尊重,企业也是一样。因此,我在想,或许有一天,中国企业不再把进入世界五百强作为企业奋斗目标时,中国就会诞生真正让人尊敬的世界级的公司了。

万科和万通两家企业正在努力带领中国的地产业走向低碳。近年来,中国走向快速的城镇化过程中,也出现了很多问题,其中拆迁补偿问题尤其严重。例如,拆迁户的赔偿金过于低廉、被迫搬迁、私有财产得不到保障等等。房价高企,越来越多的人成为房奴或买不起房。我们真诚地希望,地产商不仅地产是低碳的,同时也需要关心社会公平与贫困人口的住房诉求,让更多的中下阶层的人住得起房子。

No matter how green these companies appear, or what amazing stories entrepreneurs might have, I often asked myself when writing the cases: What is the significance of corporations to the on-going green dialogue? Our discussion on green economy is based on the one fact that we only have one earth, and we do not have limitless resources or space. The companies I wrote about have all come to recognize this fact. They have all made efforts to minimize their toll on natural resources and maximize their use of land and space while delivering high quality products and services. You don’t see many of these companies in China, so you might say they are the green miracles of China.

However, green economy cannot be achieved with just a small number of miracles. Government must build up a system and release policies for companies, and consumers need to wake up from their dream of having cheap resources at the cheap cost of discharging pollutants. In responding to the crisis of a deteriorating environment, we must simultaneously address the need to reform markets as well as green up our economy.

When dealing with companies, NGOs need to understand the way companies talk and think. The key is to study and bear in mind the bigger industrial picture, and put oneself in the shoes of these companies. The experience of interviewing these companies has led me to think that NGOs need to talk and work with companies in a more professional way, and be more sensitive to their specific needs. We should avoid imposing our opinions on them if we want to make a deep impact on the values and behaviors of the companies. From this perspective, there is still greater room for cooperation between NGOs and businesses.

With prior experience working in companies, I’ve grown accustomed to the way the business world thinks and behaves. While writing these case studies, I observed these companies from the perspective of an NGO, assuming they only seek expansion and profit. However, I discovered that these companies genuinely care about the community and environment. This has truly widened my horizon, and I’m now seeing new ways that businesses are operating. A person isn’t respected because of his wealth, and the same applies for companies. Therefore, perhaps some day in the near future Chinese companies will stop looking to the Fortune 500 list as their primary goal. If that happens, then respectable world-class companies will finally emerge from China.

In recent years, China has faced many problems during its urbanization. Among them, compensation for demolition is a very sensitive issue, as there have been numerous examples of forced demolition, low compensation for relocating entire households, and lack of protection for private property. At the same time, because of rising housing prices, more and more people are becoming a slave to their mortgage, or even unable to afford an apartment. So, while my case study subjects actively advocate low carbon goals for China’s real estate industry, this goal alone is inadequate. I sincerely hope real estate companies can also care about social justice and listen to the demands of people in poverty, and make sure people who are lower or middle class can afford to purchase a home.
