2. 기관소개
가. 인증기관: TELEC (Telecom Engineering Center)
(1) 기관개요
- 1978년에 우정성(당시) 관할의 법인, 「재단법인 무선설비 검사 검정 협회」(MKK)란
이름으로 창립되어 1998년에 현재의 명칭 「재단법인 텔레콤 엔지니어링 센터」
(TELEC)로 개칭되었다.
- TELEC은, 전파법 규정에 따라 Ministry of Internal Affairs and Communications
(MIC)에 의해 인증기관 및 교정기관, 시험기관으로 지정받아 20년 이상 관련 업무를
수행하고 있다.
- 전파법에 근거해, 휴대 전화, 미약전계강도 무선기기, 블루투스, 측정기기 등의 기술 기
준 적합성을 증명하며, 성능 증명, 측정 기술의 연구 개발 등 그 밖에, 이동단말기 제조
회사 등에 대한 단말기 시험, 무선통신 기술개발을 위한 시설이나 설비의 제공 등의 역
할을 수행한다.
- 인증업무는 도쿄 본사와 오사카, 나고야, 센다이 및 나가노 등 4개 지역 사무소에서 관
장하고 있다.

④ 통신장비에 대한 시험 서비스
제조자 또는 수입업자의 요청에 따라 통신장비에 대한 각종 시험서비스를 제공하고 있
으며, PHS 및 무선 호출기에 대한 적합시험검사 서비스를 제공한다.
⑤ 연구개발 지원
TELEC 기관은 통신장비의 R&D 에 필요한 각종 설비를 갖춘 Tokyo Telecom Park 를
보유하고 있으며, 외부인에게 설비를 유료로 제공하고 있다.

일본 MIC (내무통신부)는 통신관련 제품의 규제를 담당하는 일본 정부의 내무부처로서 행
정기관, 공공 서비스 조직 시스템, 지방행정 및 재정, 선거제도, 화재 및 재난 방지, 통신,
우편 서비스 및 기타 사람들의 경제 및 사회활동에 필요한 기반 시스템에 참여하고 있다.
MIC는 2001년 「Ministry of Home Affairs」, 「Ministry of Posts and
Telecommunications」, 「Management and Coordination Agency」 등 세 기관의 통합으
로 설립되어 2004년 이전까지 「Ministry of Public Management, Home Affairs, Posts
and Telecommunications」 (MPHPT) 명칭을 사용하였으며, 이후 MIC로 개칭되었다.
3. 출력에 따른 무선 송신기의 인증 구분
가. Performance Certification
- 대상기기: 미약전계강도 무선기기(무선 전화기, 무선 마이크, 비상알람 송신기 등) 및
PHS
- 전계강도 기준을 만족하는 제품으로서, 송신기의 강도가 매우 약하여 전계강도 측정 및
무선기기법(Radio Law)의 규격에 따른 측정치 규정에 만족함을 자체 증명하고, License
를 획득하지 않아도 된다.
- 규제법: Radio Law Article 4(i)
- 적합선언 방식이외에, 자율인증으로서 TELEC에서 제공하는 Performance Certification
을 선택할 수 있다.
나. 소출력 무선기기
- 법적 전계강도 기준으로 10mW 이하의 제품이 해당되며, 해당 제품은 License를 획득하
지 않아도 되나, 기술기준적합인증 또는 MIC의 검사 대상이 된다.

5. 기술기준적합인증 구분
기술기준적합인증(Technical Regulations Conformity Certification)이란, 특정무선기기가 일
본 무선기기법(Radio Law)에서 정한 기술기준에 적합함을 증명하는 인증이다. 기술기준적
합인증에는 두가지 절차가 있으며, 하나는 시험인증이고 다른 하나는 형식인증이다.
가. 시험인증(Test Certification)
해당 무선기기에 대해 시험한 모델에 대해서만 인증하는 제도로 그 인증의 효력은 인증서
에 기재된 단일 모델에 대해서만 발생한다.
나. 형식인증(Type Certification)
동일한 설계를 바탕으로 같은 제조공정에 따라 생산 되는 제품 중에 한 시료로 형식시험
(Type Test)을 함으로써 그 무선기기에 대해 모델 인증을 하는 제도로서 형식 시험된
모델에 인증이 부여된다.
6. 기술기준적합인증 절차
가. TELEC과 MIC(Ministry of Internal Affairs and Communications)의 인증절차상 역할
- (1), (2), (3), (4) 번은 인증(Certificate) 및 면허(License)획득의 절차를 보여준다.
- (4)번 절차는 TELEC이 아닌 MIC에 직접 신청하는 것으로 면허를 원하는 누구라도 신
청하여 획득할 수 있다.
- (1)번 절차의 Performance Certification은 TELEC에서 제공하는 자율인증으로 강제사항
이 아니다.
- (2), (3)번의 Technical Regulations Conformity Certification(기술기준적합인증)을 획득할
때, 시험인증 및 형식인증 두 가지 방법 중 한 가지를 선택하여 획득 할 수 있다.
나. 시험인증(Test certification)
(1) 신청
신청자는 다음의 두 가지 방법 중 한 가지를 선택하여 신청할 수 있다.
① 관련 서류와 함께 인증 받고자 하는 모든 모델을 TELEC 으로 제출하는 방법
② TELEC이 정한 기준에 만족하는 시험소에서 발급받은 시험 성적서와 관련 서류를 제출
하는 방법(시료제출 없음)
[제출 요구사항]
- 시험인증 신청서 (Type Specification Form No.1~5)
- 신청자가 제 3자인 경우, 서명된 위임장 (Power of Attorney)
- 형식구분서 및 시스템 도면
- 무선기기의 작동 및 유지를 위한 매뉴얼
- ①의 경우, 측정장비와 신청제품의 연결을 용이하게 하기 위한 케이블, 커넥터 등의
부속품
- ②의 경우, TELEC이 정한 기준에 만족하는 시험소에서 발급한 “승인된 시험결과 보
고서” 및 “시험 성적서”
- ②의 경우, 신청제품의 부품구성 및 외부 형태의 치수가 표시된 도면 또는 사진
* 위 서류들은 영어 또는 일어로 작성되어야 하며, 일어로 제출 시 검토기간이 단축될
수 있다.
* ①의 경우, 신청제품의 수는 한 신청 당, 500 모델 이하로 제한되며, 만약 제품이 사이
즈가 너무 커서 이동이 어렵거나, TELEC이 아닌 다른 곳에서 인증진행을 원하는 경
우, TELEC이 아닌 곳에서 시험이 가능하다.
(2) 검토 및 시험
제출된 서류를 검토하며, TELEC에 샘플을 제출하여 시험하는 경우, TELEC은 규격에 따
라 신청된 샘플을 시험하며 샘플링의 개수는 아래와 같다.
① 무선전화기, 특정소출력 무선기기, 소출력보안무선기기, 디지털 무선전화기, DSRC
(Dedicated Short Range Communications) 단거리 전용통신용 이동국, PHS 육상 이동

(3) 결과 통보
- 시험결과의 적합성이 인정된 제품의 경우, TELEC은 신청자에게 인증서를 발행하며, 인
증서의 개수는 각 모델별 한 개다.
- 시험결과 제품이 규격에 적합하지 않을 경우, TELEC은 신청자에게 부적합 통보를 한다.
- 신청서류를 접수한 날로부터 7일 이내에 결과 통보가 이루어지며, 이 기간에는 서류의
보완 또는 수정으로 인한 기간 및 공휴일은 제외된다.
다. 형식인증(Type certification)
(1) 신청
신청자는 다음의 두 가지 방법 중 한 가지를 선택하여 신청할 수 있다.
① 관련 서류와 함께 인증 받고자 하는 제품의 대표 모델을 TELEC 으로 제출하는 방법
② 신청하는 제품의 대표 모델에 대해 TELEC이 정한 기준에 만족하는 시험소에서 발급받
은 시험 성적서와 관련 서류를 제출하는 방법(시료제출 없음)

(2) 검토 및 시험
제출된 서류를 검토하며, TELEC에 샘플을 제출하여 시험하는 경우, TELEC 시험담당자는
정해진 규격에 따라 신청된 품목의 대표모델 한 가지를 시험한다.
(3) 결과 통보
- 시험결과의 적합성이 인정된 제품의 경우, TELEC은 신청자에게 인증서를 발행하며, 한
신청 품목별 한 개의 인증서가 발행된다.
- 시험결과 제품이 규격에 적합하지 않을 경우, TELEC은 신청자에게 부적합 통보를 한다.
- 신청서류를 접수한 날로부터 15일 이내에 결과 통보가 이루어지며, 이 기간에는 서류의
보완 또는 수정으로 인한 기간 및 공휴일은 제외된다.
7. 인증마크 표시
인증 받은 제품에는 식별하기 쉬운 곳에 마크가 표시되어야 하며, 시험인증의 경우,
TELEC은 인증라벨을 신청자에게 발급한다.

- 마크의 직경은 최소 5㎜ 이상이어야 하나, 인증 제품의 사이즈가 100cc 이하인 경우, 직
경은 3㎜ 이상이 허용된다.
- 마크를 인증마크 가까이 표시한다.
8. 인증유효기간
- 별도로 규정된 유효기간은 없으며 신청서 제출 시와 비교하여 인증 받은 장비의 사양
변경 또는 기술기준에 부적하게 된 경우 인증은 더 이상 유효하지 않게 됨
- 인증 유지를 원하는 경우 신규로 신청하여야 함
9. 인증 취소, 파기
TELEC이 신청자가 불법적으로 인증서를 취득하였거나, 인증된 제품의 구조형식
(Construction Type)이 규격에 적합하지 않음을 발견한 경우, TELEC은 MIC에 이를 보고
하며, 인증서는 무효화되며, 신청자는 인증서를 반납하여야 한다.
