    Over the past ew decades, Germany has been busyshedding its post-war inhibitions regarding the use omilitary orce. It has consistently sent troops to supportUN peace building operations around the world and aferthe countrys recent decision to move away rom a citizensarmy to an all-volunteer orce, the Bundeswehr will havean even greater capability to project orce abroad. It hasalso recently become the third-largest supplier o arms inthe world by volumeovertaking both the United King-

    dom and France and Chancellor Merkel has sought toexpand arms sales to both Israel and Arab countries andIsrael in recent years.

    It seems clear that Germany is determined to play a moreprominent role on the world stage. A ew years ago, ormerdeense secretary Robert Gates called on our European alliesto spend more on collective deense. Tis seems unlikely asthe eurozone slowly recovers rom its debt crisis. But Germa-ny, at least, appears to be testing the waters o internationalsecurity once againthough on its own terms.

    Is Berlin now taking up the mantle o leadership in mat-ters o international security? Hardly. Has it already startedto shif away rom the Atlantic alliance? Perhaps. But in an

    era o steep U.S. deense cuts and rising uncertainty in theMiddle East, a more confident and assertive ally may bejust what is needed.
