’n Buitensporige verhoging van 350%vir ’n nuwe kragaansluting, het ’nhuiseienaar van Sonkring behoorlik

laat terugsteier van skok asof hy aan ’n le-wendige kragdraad geraak het.“Ek kon my oë nie glo nie, dis amper kri-

mineel,” vertel André van Rooyen.Van Rooyen, wat tans besig is om sy nuwe

huis in Sonkring te voltooi, het onlangs sykwotasie vir ’n nuwe kragaansluiting vandie Stad Kaapstad aangevra.Dit het R20 679 beloop, amper vier keer so-

veel as die R5 778, wat hy in 2007 sou moesbetaal.“Ek het die eerste kwotasie ses jaar gelede

aangevra, en het toe weer in 2011 ’n monde-linge kwotasie van R8 300 ontvang. Ek het’n verhoging ná ses jaar verwag, maar nikskon my voorberei op dié finale skok nie,”vertel hy verslae.Sy huis, wat ’n drie-fase-kragaansluiting

benodig en tans in die laaste stadium vankonstruksie en afwerking is, is ongeveer eenmeter geleë van die kragboks wat die kragsal voorsien.

Aansluitingsfooi“Die kabel wat gebruik word om die krag

te verbind van die boks tot by my huis, kosR150 per meter. Tog is die aansluitingsfooidieselfde vir alle eiendomme ongeag hoe verdie kragboksvandiehuis is,”sêVanRooyen.“Dit maak tog nie sin dat ’n huis wat net

een meter van die kabel benodig, dieselfdemoet betaal vir ’n huis wat twintig metergaan nodig hê nie,” sê hy.Ernest Sonnenberg, burgemeesterkomi-

teelid vir handelsdienste, het die kwotasie-bedrag bevestig en verduidelik dat VanRooyen sekwotasie in tweekomponentever-deel word. “Die ontwikkelingstoeslag hetvan R4 370 in 2007 tot R6 639 in 2013 toege-neem. ’n Gemiddelde verhoging van onge-veer 7% per jaar. Die aansluitingsfooi hetvan R1 407 in 2007 tot R14 040 in 2013 toege-neem,” sê hy.Hy skryf die verhoging toe aan die feit dat

daar in 2007 nog sekere dele van die stadwas– onder meer die ou Oostenberg-munisipali-teit – wat mense toegelaat het om self diediensaanluitingskabel van die kiosk tot erf-grens te installeer.

“Sedertdien is die prosesse gestandaardi-seer en word klante nie toegelaat om self in-stallasiewerk buite die erf te doen nie. Die2007-kwotasie vir die aansluitingsfooi sluitdus nie die installasie van die gedeelte vandie kabel van die kiosk tot die erfgrens innie, maar slegs die meter. Die 2013-kwotasiesluit in die installasie van beide die meteren die gedeelte van die kabel tot by die erf-grens,”sê hy.

Billik“Aangesien die klant nie beheer het oor

waar die Stad se kiosks geplaas word nie,was dit net billik om as deel van die stan-daardiseringsproses dieselfde aansluitings-fooi aan alle klante te vra ongeag hoe ver dieerf van die kiosk geleë is.”Volgens Sonnenberg, word hierdie syfer

jaarliks op ’n kabel van gemiddelde lengtegegrond en alle soortgelyke aansoekers be-taal gevolglik dieselfde aansluitingsfooi.“In hierdie geval, waar die klant se eien-

dom naby aan die kiosk is, is hierdie bedragdus heelwat hoër as die installasie van diewerklike kabel. ’nKlantwat baie ver van diekiosk is, sal weer heelwat minder betaal asdie werklike installasiekoste,” verduidelikhy.Sonnenberg verduidelik voorts die aan-

sluitingsfooi dek die koste van die gedeeltevan die netwerk wat spesifiek aan die klantse toevoer gewyword. Dit reflekteer die kos-te om die betrokke vrag met die toevoernet-werk te verbind. Die kwotasie word gegrondop vaste tariewe, verteenwoordigend vanhuidigemateriaal- enarbeidskoste.Kostebe-ramings word op ’n standaard-manier regoor die stad gedoen.Die ontwikkelingstoeslag is ’n heffing wat

die koste dek van die gedeelte van die gedeel-de netwerk wat benut word om die vereistetoevoer te verskaf.Dit verteenwoordig die koste van daardie

gedeelte van die stad se elektriese infra-struktuur wat nodig is om die verhoogdeaanvraag te kan hanteer – van die puntwaardie diensaansluiting met die netwerk ver-bind word tot by die invoerpunt van Eskom.Die heffing word gegrond op die grootte

van die toevoer wat vereis word, of in die ge-val van ’n opgradering, die toename inkapa-siteit in vergelyking met die huidige toe-voer.

Local businesses owners in Kraaifonteinand surrounds have been terrorised by aspate of robberies in recent weeks, most ofthe suspects were armed.The first of these was an early-morning

heist on Cape Jewel in CapeGate last Satur-day 1 May, where robbers got away withjewellery to the value of R400 000.Robbers gained access by smashing the

front widow panes, but could according toa source, not be positively identified on sur-veillance camera footage.In the same week a tobacco shop in

Brighton Square fell victim to a robbery.According to a TygerBurger source, a

neatly dressed man walked into shop ask-ing to buy cigarettes.He thenheld up the cashier and assaulted

her before getting away with an undis-closed sum of money.

On the Saturday night, the owners of Piz-za Pub were held up at gunpoint by threemen at their home after allegedly being fol-lowed home.Two of the three suspects were caught,

but one of the victims suffered a heart at-tack after the incident and is currently re-cuperating.Last Thursday evening at about 21:00,

Not much of what the City of CapeTown’s planning department has donein recent months, makes any sense to

some residents in Uitzicht.They feel that the city has reneged on con-

ditions, ignored civil rights and objectionsraised in this regard, and failed to explainunanswered questions.Almost seven years ago Jaco Oosthuizen

objected to the development of a double sto-rey house in the neighbouring Avalon Es-tate. This enormous house would inevitablyimpose on his and his neighbours’ privacyand steal their view.Based on a so-called “voluntary condi-

tion” accepted by the developers that thehouse be a single-storey only, the City askedOosthuizen to withdraw his objections,which he agreed to and building started.

Developers, started building a second storeyat the said house, and all hell broke loose inDundee Avenue, where Oosthuizen and twoof his neighbours foresaw the possibility ofthe value of their own homes dropping, afterlosing the sought-after view they paid forlong before the new development started.“We would also lose our privacy which is

a civil right,” said Oosthuizen in a letter tothe City at the time.The City then halted all building on the

house, saying that the developerwould haveto apply for an amendment of the condition,before they could finish the house. The alsostated to TygerBurger at the time that a“public participation process” would beheld before any amendments were made.According to Oosthuizen, Combined De-

velopers, then approached him, offered himmoney and tried to convince him to waive

the condition previously set. Oosthuizen re-jected this.

ObjectionsSubsequently, the developers applied for

the condition to be amended and again Oost-huizen and two of his neighbours lodgedhefty objections.“After months of not hearing anything,

the council decided to overlook our objec-tions and changed the conditions set in placeyears ago,” he says.Mayoral committee member for econom-

ic, environmental and spatial planning Ga-reth Bloor confirmed that the a formal appli-cation by the developers, was approved bythe subcouncil on 18 February this year.“The City followed all the legal process-

es...to amend the condition...the objectorswere notified of the decision and their rightto appeal it within 21 days,” he says.Oosthuisen however, feels that their

rights as taxpaying citizens have been bla-tantly ignored and that no proper public par-ticipation process was engaged in.According to him they merely received

registered letters informing them of the ap-plication and then of their right to appeal.“Why was the responsibility shifted on to

us to appeal this decision after the Cityasked us to withdraw our objections sevenyears ago? It costs a lot of money to appealthis kind of thing, which is why we have theright to object – a rightwhichwas seeminglyignored. It makes no sense,” he says.“Has it got anything todowith the fact that

the developers threatened to sue the city forerroneously approving their original build-ing plans for a double-storey house, withouttaking into account the title deedwhich indi-cated a condition against a double-storey?Whenasked about the aforesaid allegation

the city remained mum, save to say that thematter is now deemed as finalised.

they do for us. This day is for them,” saidFlorence Groener, head of training for theCity of Cape Town health directorate.Nurse Magda Hill who works at the

Brackenfell clinic says that the responsibil-ity is often overwhelming, but rewarding atthe end of the day. She explains how con-stant hours of work takes a toll on herselfas well as her family life.“This is sometimes a 24-hour job. There

are times when I don’t even have time toeat. I just grab and go,” she says.Councillor Lungiswa James, the City’s

mayoral committee member for health de-scribed these nurses as the communities’pillar of strength.She mentioned key achievements ob-

tained by the hard work of nurses.These include, the improvement of the

TB rate from 67 % in 2004 to 83,5 % in 2011and the manageability of HIV and Aids duetomorepeople participating in theGetTest-ed campaign.

Scout earns theworld’s top medalsA resident of Durbanville Hills, Garnet dela Hunt, who has been involved with theScouts movement for 70 years, received thePresidential Silver Supreme Counsellor ofthe Order of the Baobab at a gala functionin Pretoria on 27 April.The Order of the Baobab recognises and

awards people for their commitment to theupliftment and empowerment of genera-tions.This awardwas present-

ed to De La Hunt by theSouth African president,Jacob Zuma, for his excep-tional, inspirational vol-unteerism and dedicationto community service andyoung empowermentwithin the South AfricanScout Movement.At 79 years old, and de-

spite his ongoing battlewith cancer, De la Hunt iscurrently the chairman ofthe National Scout Coun-cil.He is the driving force

behind the revitalisationof the South African Scout Movement, thatis currently being implemented.He has been a key figure within the Scout

Movement on a national and internationallevel for decades.De la Hunt was nine years old when he

joined the Scouts.Before the age of 18, he received the

King’s Scout badge, which is the highest ob-tainable award for a Scout under the age of18.In 1976 he played a key role in uniting the

Police members of four stations in theWestern Cape, one of which is Bellville,started a six-day cycle tour in aid of theSAPS Education Trust at DF Malan HighSchool last week.This tour, the brainchild of Brackenfell

police, kicked off on Wednesday morning8 May.Members of Bellville, Brackenfell, Kraai-

fontein and Khayelitsha police stations arepart of the group that will cycle 605 km.TheSAPSEducationTrustwas formed in

October 2010 in support of children ofmem-bers (constables to warrant officers) whodied while on duty.“TheWesternCapewas the first province

to make a deposit to the trust. So far wehave also paid the largest sum into the ac-count,” saidMajor General René Fick (dep-uty provincial commissioner: Physical Re-source Management) during the event atDF Malan.She said it was important to the police

that these members’ children receive agood education.Such children can apply for financial

support to further their studies.Fick said other benefits were that team

spirit was built and members were staying

slim and fit.During the first tour in 2012 a total of

R40 000 was collected. The aim is to raisemore this year, with the assistance of sta-tions on the cycle route and the open handsof communities.Brigadier Sharon Govender, Bellville po-

Die gevolg is dat diemotor wat agter hulle ry,skielik rem moet trap en onshier in die kompleks kan nieuit- of inkom nie.

Op ’n keer het ’n vragmotornet verby Stodels gaan staan enmotors, asook vragmotors, hetsommer links van die voertuigverbygery. Dat niemand daardiedag beseer is nie, is net ’nwonderwerk.

Ek weet nie wat is dievolgende stap nie, maar iets saldrasties aan die spoed van dievoertuie gedoen moet word wathier verbyjaag.

‘Nothing fair about train fare hike’

The planned train fare increase has com-muters derailed, demanding that Metrorailget their act on track and give thema serviceworthy of a price hike.

Come next month, those purchasingmonthly ticketswill pay betweenR7 andR45more, while weeklies will cost between R3and R5 extra. A single train ticket will cost50c more and returns by R1.

Metrorail’s regional manager Mthuthuze-li Swartz considers the increase as “pro-poor”.

“We were very conscious of the soaringcost of living and imposed amodest increaseas a result,” he says.

The subsidy received from governmentbarely covers half the cost of operating therail service, Swartz explains.

“The last financial year it cost us R1,2 bil-lion rand to operate trains just in the West-ern Cape. By clamping down on fare dodg-ers, closing stations and conducting specialactions on trains we havemanaged to recov-er R160million randmore than the previousfinancial year, exceeding our revenue targetby R8 million.”

External factors including increases inthe cost of energy, personnel, maintenancematerial, safety-critical and statutory com-pliance accounted for the majority of the re-gion’s expenses.

But commuters are unimpressed by theplanned price hike.

The train service provider has “a finecheek” to push up the fares of a “life-threat-ening service”, Mariam Jacobs says.

She has resorted to leaving all her valua-bles at home after being robbed on the traintwice this year alone.

“The funny thing is it happened duringpeak hour,” she says wryly.

“The first time the guy pulled out a knife

and demanded my wedding ring and cell-phone, and about a month later a laaitiegrabbed and ripped my grandmother’schain frommy neck. Some of the passengerstried to chase after him but he got away easi-ly.”

The “missing in action” security officersare nothing but “cowards in uniform” thatare never therewhen you need them, Jacobsadds.

“Off-peak times, you find them stretchedout on the seats, taking a nap; 10 points,Metrorail; what a way tomake your custom-ers feel safe!”

Reagan Francis has been using rail trans-port for two years as it is the cheapest wayfor him to get to work. But if he would havebeen able to afford a pricier mode, he wouldmake the change in a heartbeat.

“Right now we are travelling on a mobilerobbery hotspot because we have no choice.Commuters are sitting ducks because secu-rity guards are not half as visible as theyshould be,” he says.

“If they should say the increase is goingtowards employing additional security offic-ers, I will happily cough up. You put yourlife in danger by setting foot in a carriage,but if you can’t afford anything better, it’sa chance you have to take.”

But Swartz points out that Metrorail hasincreased their Protection Services comple-ment by 300 securitymembers. A total of R12million is spent on security every monthacross the province.

“We now have 1 000 Protection Servicesemployees, about 800 contracted guardsfrom five different companies and 400 rail-way police officers protecting trains and sta-tions,” he says.

Vandalism remains rife in certain areas,Swartz explains, and the protection of vul-nerable assets resulted in an “extra-ordi-nary maintenance burden”.

But, he continues, Metrorail has “aggres-sively implemented” an action plan to “ar-rest the decline in service levels” over thelast year.

Factoryworker Shireen Ebrahim scoffs atthe “so-called improvement strategy”.

“Not a week goes by without me gettingto work late at least twice,” she says. “Thereare only so many times that the bosses willturn a blind eye. They have started clockingmy hours, causing a decrease in my wages.”

Just last week, she says, it took her twohours to get home owing to train delays.

“I would be happy to pay extra if the serv-icewas reliable, safe and up to standard. Butright now, I don’t even think they deservea cent of my hard-earnedmoney. Their serv-

ice stinks.”Despite the never-ending stream of com-

plaints from disgruntled commuters, plansare in motion to improve the rail service.

Among these developments are 33 addi-tional trains taking to the tracks.

A comprehensive programme of construc-tion will also start soon to upgrade stationsand infrastructure to be completed by 2015when the first new trains are expected.

EERSTE AANVULLENDEWAARDASIELYS TOT DIE 2012- ALGEMENEWAARDASIELYS (SV01), VIR DIE 2013/2014-BOEKJAARIngevolge artikel 49(1)(a)(i) van die Wet op Plaaslike Regering: Munisipale Eiendomsbelasting (Wet 6 of 2004), hierna die “Wet” genoem, worddaar hiermee kennis gegee dat die eerste aanvullende waardasielys van die 2012- algemene waardasielys (SV01) vir die 2013/2014-boekjaar virdie publiek by die lokale hieronder ter insae lê vanaf 21 Mei 2013 tot 30 Junie 2013. Die vorms vir die indiening van besware is by hierdie lokalebeskikbaar. Die waardasielys is ook vanaf 21 Mei 2013 op die Raad se webwerf beskikbaar (adres hieronder).

Eiendomme word ingevolge artikel 78(1) van die Wet op die eerste aanvullende waardasielys van die 2012- algemene waardasielys (SV01)geplaas indien dit: a) foutiewelik uit die waardasielys gelaat is; b) na die laaste algemene waardasie by die munisipaliteit ingesluit is; c) na dielaaste algemene waardasie onderverdeel of gekonsolideer is; d) ‘n wesenlike toename of vermindering in markwaarde ondergaan het sedertdie laaste algemene waardasie; e) in die laaste algemene waardasie aansienlik verkeerd gewaardeer is; f) om enige ander buitengewone redeherwaardeer moet word; g) waarvan die kategorie verander het.

Ingevolge artikel 49(1)(a)(ii) van die Wet kan enige eiendomsbesitter of ander persoon wat wil, binne die gemelde tydperk ’n beswaar bydie munisipale bestuurder indien oor enige saak wat op die waardasielys verskyn of daaruit weggelaat is. Besware kan slegs ten opsigte vaneiendomme wat op die SV01-lys gewaardeer is, ingedien word. Die eienaars van hierdie eiendomme sal skriftelik van hul SV01-waardasies inkennis gestel word via die posadres wat tans op die Stad se databasis is.

Aandag word spesifiek gevestig op die feit dat ‘n beswaar ingevolge artikel 50(2) van die Wet met ‘n spesifieke, individuele eiendom verbandmoet hou en nie teen die aanvullende waardasielys as ’n geheel ingedien kan word nie. Die vorms vir die indiening van besware is by die lokalehieronder genoem beskikbaar en kan van die webwerf afgelaai word. ‘n Afsonderlike beswaarvorm moet vir elke eiendom ingevul word.

Local singer, IvanSiegelaar,will soon sharethe stagewith international singing legend,Barbra Streisand.Ivan, who is known both as a singer, and

a presenter on Radio Tygerberg, has beenchosen to perform with her as one of threetenors at two shows in Amsterdam in June.“What an absolute honour and joy to just

think that I will be sharing a stage with theabsolute world-famous, Barbra Streisand,”Ivan says.“I think that it will only become reality,

once I am there and it is happening,” headds.When TygerBurger last spoke to Ivan in

February last year, he was getting ready tovisit Israel.“When I came back from Israel, I said eve-

ry Christianmust go to Israel at least once,”he says. “In South Africa, we have a com-fortable gospel,” he says, explaining that itis much easier to be a Christian here, thanit is in countries like Israel.Ivan travelled to Jerusalem to address

dignitaries as part of a team mandated toask for repentance on behalf of South Afri-ca. He addressed the dignitaries and per-formed prophetic songs, meant to encour-age the Christians of Jerusalem.Since then, Ivan says he has been busy

with community work. “My heart lies incommunity upliftment,” he explains brief-ly.

He uses his music to inspire people. “Asa person, I am very passionate and I like toinspire, so that’s what you’d get from mymusic,” he says.Ivan has also recently released a book, ti-

tled, Releasing the Prophetic Abundance inyour Life.
