coupled with a critical shortage of trafficcops, City authorities rebuff this correla-tion.“It is a myth that staff numbers will

change anything about lawlessness on theroads ... All the enforcement resources inthe world will not eradicate lawlessness.

“Yes, visible policing is important, but sotoo is public cooperation and regard for thelaw ... We have increased the staff signifi-cantly and almost doubled the number oftraffic fines we issue, but it does not changethe behaviour on the road as only an in-crease in fine payment rates will influencethat,” said JP Smith, Mayco member forsafety and security, in response to a mediaenquiry.When recently discussing monthly statis-

tics tabled for the month of November 2015,ward councillors Grant Twigg and Marian

Nieuwoudt were adamant – something hasto be done.“Something is wrong. It cannot go on like

this year in andyear out,” saidTwiggduringa sitting of Subcouncil 2.Nieuwoudt said serious discussions with

the particular directorate and Mayco mem-ber were necessary.Specifically referring to taxi violations,

Nieuwoudt said the current lawlessnesswillcontinue for as long as the City experiencesa staff shortage.According to statistics tabled, only 1064 vi-

olationswere recorded for themonth in fourwards,which includeBrackenfell, Kraaifon-tein and Kuils River – none of those were forspeeding. During the same period in 2014,3400 violations were recorded, of which 1925were speeding violations.Traffic official Desré Benadie was pep-

pered with relevant questions.Benadie retorted by saying they (the traf-

fic department) simply did not have enoughmanpower in the northern district to do asufficient job.

“We have 12 patrolling officers that haveto cover three shifts daily.“That leaves uswith four officers on the

road per shift for the entire area, whichincludesBelhar,Bellville South,Bellville,Durbanville, Brackenfell and Kraaifon-tein.“Additionally we often have to sacrifice

two officers for joint operations with thepolice, such as Fiela, leaving us with onlytwo officers,” she said.“If we had twenty officers or more, we

could be in all the areas every day, but wecan’t and this is my frustration.”Smith admitted that the current staff

numbers are inadequate and below thelevels they have identified as ideal.“This is the sad reality. Ideally 1200

more staff are currently required in Met-ro Police, Traffic and Law Enforcement,”he said, but added the current number isdramatically better than it was in 2006when the current administration inherit-ed the City from the ANC.

Traffic courts ‘inadequate’“In 2001 the City had 2100 enforcement

staff. By 2002, the DA had recruited a fur-ther 400 to bring the number up to 2483[sic] enforcement staff.“By the time the DA took the City back

in 2006, the ANC had atrophied the en-forcement number to 1876. This massivesetback has taken us a long time to catchup on and remains the cloud that hangsover the directorate,” Smith said.“Although we have grown the enforce-

ment staff numbers to just below 3000now, it shouldhavebeen 600 or 800higher,and we continue to struggle to make upfor thismassive setback between 2002 and2006 under the ANC.”He also stated that ward councillors

need to make their voices heard duringbudget preparation discussions to ensure

that this issue is addressed.“This is absolutely a budget issue and

no amount of goodwill and creative solu-tions will improve the shortfall in opera-tional enforcement staff numbers. It doesnot help if these councillors shout aboutthe matter in the subcouncil meeting, butdo notmatch that with support for budgetincrease in the budget and caucus meet-ings,” he said.While Cape Town has the highest fine

repayment rate in South Africa (between36 to 42%, comparedwith between 8%and19% in other metros), Smith said it wasstill woefully inadequate to ensure thatpeople change their behaviour.“The key problem is the inadequate ca-

pacity in the traffic courts, which are runby the national government, the inade-quate numbers of prosecutors and magis-trates, and the massive backlogs in thesesystems,” he says.According to Smith, theCityhas offered

to pay formore staff for these courts to tryand fix these problems, even though it isnot their responsibility.“In the absence of more budget, which

I have asked for and await an answer onfor the coming financial year, the otherimpediments to ensuring that people areheld accountable and change their driv-ing behaviour on the road, are being ad-dressed through several projects.”They include increased capacity with

Operation Reclaim, that pursues scoff-lawswith outstandingwarrants of arrestsfor outstanding traffic fines.“We concluded an agreement with the

sheriffs of the court to help us pursuethese outstanding warrants and installeddriving licence plate recognition CCTVand dashboard cams in our vehicles tohelp pursue these culprits more effective-ly.“Furthermore a roadblock unit was es-

tablished to help improve execution ofwarrants and new legislation put in placeto ensure that vehicle owners and drivershave to give proof of address when renew-ing licences so that we can serve sum-monses and warrants,” he says.

Officers in training“Whilewe have fought very hard for ad-

ditional budget to appoint extra staffmembers, it should be borne in mind thatthe City does not have limitless budgetand that we have to work carefully withthe resources we do have.“Apart from our coremandate, we have

also in recent years been called upon tolend greater support to the South AfricanPolice Service in the fight against gang vi-olence and drugs, which has placed evengreater pressure on the allocation andprocurement of resources.“That said, it is not only Cape Town

Traffic Services that is mandated to en-force the provisions of the National RoadTraffic Act. The City’s Law Enforcementdepartment and the Metro Police are alsomandated to fulfil this function. It istherefore short-sighted to suggest thereare but a handful of enforcement officersavailable in the areas mentioned.”The arrest of 31 motorists (29 for drunk

drivingand two for reckless andnegligentdriving) at a roadblock in theDurbanvillearea a few weeks ago, he says, is indica-tive of people’s attitude towards law andorder, but also their attitude towards roadsafety in general.“We could always do with more resour-

ces, but to suggest that little or no enforce-ment is happening is grossly untrue. Thefacts are thatwehave added 120more traf-fic officers to the budget in this currentfinancial year and these staff are current-ly being trained andwill be deployed overthe next few months.”

Hulle doen ’n beroep op die plaaslike ge-meenskap om betrokke te raak by die jaar-likse insameling.

“Baie van hierdie mense het geen familienie en soek net ’n bietjie van ons tyd en asons nie tyd het nie, skenk dan ’n geldjie datons hul lewens net bietjie kan vergemaklik.

illegal exotic pet trade in South Africa, andis believed tobe oneof 16Arctic foxes record-ed in South Africa.Since arriving in October last year, the

team at Butterfly World had gone the extramile to ensure that the remaining years of

Snowy’s life – another three to eight years –will be as comfortable as possible.“Arctic foxes originate from the arctic re-

gions of the northern hemisphere, and areadapted to living in very cold environments.The hottest summer days they experience inthe ice tundras are 17° degrees, while they arequite comfortable at -50° degrees during thelong winters,” she says.

a two-bedroom flat with a bathroom all forSnowy’s use. Since it is very stressful for himin theheat, he is kept indoors to remain cool,”she says.Here he especially loves lying on the cold

bathroom tiles and was joined by Leila, aplayful female Cape fox.“Hewasvery lonelyandwebroughtLeila

in for companionship. Although she seemsto rule the roost with her dominant person-ality, the pair get on very well, and Snowyhappily submits,” saysAlana and adds thatSnowy will soon be getting the “snip”.With TygerBurger’s visit last week the

closure for one of two daily strolls, it wasclear thatmuchhad changed for this adora-ble little creature. He was in tip-top condi-tion, playful and curiouswith lively and in-quisitive little eyes.“He loves his strolls and needs the exer-

cise, but can’t stay outside in this climate fortoo long. He starts panting very quickly ifit is too warm.”

AmbassadorSnowy is now an ambassador at the park

in their attempt to bring about awareness re-garding the exotic animals pet trade.“We hope that his story will make people

So het ek op “vroëe pensi-oen” gegaan ná 30 jaar byhierdie groot maatskappy endanksy God se genade en myvolgehoue geloof, het ek ’nander betrekking bekom binneagt dae nadat my vorigeloopbaan beëindig is. Die nuwebetrekking is in die suidelikevoorstede. Voorheen het ek net6 km gereis tot by my werk indie noordelike voorstede. Noudoen ek elke dag 22 km met mymotorfiets deur die gauntlet(die N1), soos baie andermotorfietsryers.

Die punt van my brief is ombaie, baie dankie te sê aan99,9% van ons motoriste op dieN1 vanaf die middestad na dienoordelike voorstede.

concluded with four Blouberg-strand mountain bike enthusiastsamong the elite field of 130 adven-turous cyclists who were tested tothe limit on this 750km trek fromKnysna to Franschhoek.StartingatKnysna’sWaterfront,

onSundayFebruary 7, the intrepidgroup of riders, including the localcontingent of Tim Ferreira, BobSchuiling, GrahamThompson andChris Finnegan, were all immedi-ately challenged on the 109kmroute to George.First theyhad to traverseSimola

Hill and then it was on to Gounaroad, Homtini pass and Sevenpasses, climbing a cumulative2716m in the process – a tough taskeven for some of international proriders in the field.Undeterredhowever, the bandof

local riders set about the taskman-fully with Ferreira and Schuiling,riding as team“SumDust”, fairingthe best of the Blouberg cyclists

completing the leg in 5:59:51. Fin-ishing further down the field at theNMMU campus in George, in7:20:40, was the “Miles for Mar-row” team of Thompson and Fin-negan.

Day two wasn’t any easier as theriders set off from George on a121km journey via the Montagupass to Calitzdorp. Having anothergood day in the saddlewere Ferrei-ra and Schuilingwhowere the sev-enth men’s team across the line in6:25:27 with the “Miles for Mar-row” duo getting home in 8:03:47.

The action on the 121km thirdleg of the race from Calitzdorp toRiversdal, which included sum-miting the Rooiberg and Garciapasses, sawFerreira andSchuilingturning up the heat and finishingfifth in the men’s team classifica-tion getting over the line at Lan-genhoven School in Riversdal in5:41:25.

On what was to be the hardestday of the race – stage four fromCalitzdorp to Swellendam – “SumDust” didn’t eat too much dust ona new unforgiving single trackroute as they recorded a time of

6:04:10 to again be the fifth men’steam home on the day.Day five saw Ferreira and

Schuiling clock a time of 4:43:39 forthe 113km leg from Swellendam toGreyton, finishing seventh in themen’s team category for the daywith team “Miles for Marrow” fin-ishing in 6:14:33. In stage six, fromGreyton to Villiersdorp, it wasagain “Sum Dust” who got aheadof Thompson and Finnegan reach-ing the finish line at theAphrodisi-ac Shack in Villiersdorp in 3:57:53and 5:49:43 respectively.Having made it this far the rid-

ers still had to contend with themighty Groenlandberg andFranschhoek pass before reachingthe finish line at La CouronneWineFarm inFranschhoek onSat-urday, February 13 before earningtheir badges of honour.The pick of the two teams was

Ferreira and Schuiling gettinghome in 3:34:47 with Thompsonand Finnegan finishing in 5:07:35Ferreira and Schuiling finished

sixth in the men’s team classifica-tion with an overall time for the750km race of 36:27:12.
