Residents and businesses which gene-rate their own electricity via renewa-ble energy sources will soon have the

option of feeding a limited amount of theirsurplus energy back into the grid. This willbe used as an incentive to be off-set againsttheir electricity accounts.The implementation of the small-scale

embedded generation (SSEG) tariffs willmake it legally possible to feed electrical po-wer back into the municipal grid. MostSSEG projects generate electricity from re-newable sources such as the sun and wind.According toClive Justus, chairperson of

sub council 4, the City is embracing SSEGtechnology to assist with the country’s acu-te power shortage.“By doing so, we are assisting businesses

and households tominimise their own elec-tricity consumption,” he says.Consumers who wish to feed SSEG-gene-

rated electricity into the municipal electri-city grid will be required to have a bi-direc-tional advanced meter infrastructure(AMI) installed by theCity at their own costThe City’s Electricity Services Depart-

ment is finalising the outstanding costswhich will enable the City to provide resi-dents and businesses with an off-set for fee-ding power back into the municipal grid.

Anannouncement about the first consumerto be signing the SSEG agreement with theCity is imminent.It is a legal requirement that consumers

wishing to connect SSEG to the grid mustobtain consent inwriting from the Directorof Electricity Services.According to Justus, theCityhas set itself

a target of sourcing 10% of its electricityfrom renewable energy resources by 2020and the roll-out of the small-scale embeddedgeneration tariff supports this goal.In a pilot project, a small number of resi-

dential, industrial and commercial consu-mershave already connected rooftop photo-voltaic (PV) generation to the City’s electri-city grid.However, conventional metering instal-

lations does not allow for a two-way flow ofelectricity and the City has been hosting aproject that is serching for a solution thatwill allow consumers to feed power back in-to the grid and to receive an off-set by doingso.“The implementation of the small-scale

Despite vehement resistance fromDur-banville Hills residents, communityorganisations and even a decision

made by the Subcouncil 7 (Koeberg) againstit, an appeal by Engen Petroleum to havetheir extension plans approved, was upheldby the Spatial Planning, Environment andLandUseManagement (Spelum) committeeof the City of Cape Town.

For Terraplan, on behalf of Engen Petro-leum, it was fifth time lucky to have the fil-ling station premises on the corner of TheHills Road and Durban Avenue redevelo-ped.

Engen Petroleum plans to extend the cur-rent premises to a new double-storey servi-ce station, including a training centre anda 24- hour convenienceshop with a bakery.

The premises are cur-rently being rented byHillside Motors to be runas a filling station, work-shop and car wash.

Four previous applica-tions to approve the plansfor the convenience outletand training centre wereturned down.

At their meeting on 21October last year, the sub-council 7 (Koeberg) deci-ded not to approve the ap-plication. The reasons gi-ven were: the plans arenot in line with futureplanning for the area asDurban Road is a scenic entrance to theDurbanville Winelands and town centre;provision is made within the planning fra-mework for businesses in more suitableareas; the proposed development could ha-ve a negative impact on the residential cha-racter of the area; and the proposed deve-lopment constitutes commercial creep intoresidential areas.

However, this decision was revoked atthe Spelum meeting.

More than 60 letters of objection were re-ceived, including a number from the Ken-ridge The Hills Ratepayers’ Associationand Durbanville Community Forum, whileonly twowere in favour of the development.

Spelumdecided to grant the appeal for se-veral reasons, such as that the existing faci-lity requires upgrading and that no unac-ceptable visual or noise impact is expected.

The report emphasised that it is impor-tant that the convenience shop be includedin the upgrade since the trainees must beexposed to the full spectrum of their futurebusiness. The report stated: “The objecti-ons raised during the process have beenconsidered. Care has consequently been ta-

ken in the formulation of the conditions ofapproval to ensure that the impact on thesurrounding residential environment be li-mited.”

These conditions include that the trai-ning facility be limited to a maximum of 20attendees, be operated during office hours,and not be used as a venue for functions orsocial events. It further outlined that thetradinghours for the convenience storewillbe limited from 06:00 to 23:00. The selling orsupply of liquor will also be prohibited.

Ian Flint, vice-chairperson of the Kenrid-ge/The Hills Ratepayers’ Association(KHRPA), said: “This planning decision isnot the first one where local area expertisehas been completely ignored”.

“Because the northern districts spatialdevelopment plan puts such a strong em-phasis on protecting residential areas like

Durbanville Hills from theonslaught of commercialcreep, we based our objec-tion on this aspect. Spelumsimply side-stepped it.

“City planners, it appe-ars, only recognise com-mercial creep when a hou-se gets lost to commercialdevelopment,” he said.

“Itmeans that theCity isfree to take decisions thatpile commercial pressureon a residential suburband deny that this has any-thing to dowith commerci-al creep,” he said.

“The City agrees withEngen that this develop-ment will not increase

traffic, nor will it increase the noise or cau-se any additional nuisance or disruption tolocal residents.We have international rese-arch that finds exactly the opposite – evenEngen’s marketing director is on record assaying that a convenience shop increasespetrol sales by 30%.

“That meansmore use of Drakenstein ro-ad by fuel tankers – which is one of our ob-jections because this road is narrow andused by school kids.

A 16-year-old boy was home alonelast Thursday when four men en-tered his home in Kenridge, steal-

ing a firearm among several items.According to Lt Marchell Rhode,

spokesperson for theDurbanville police,the men entered the house in HofmeyerStreet (which is near to Kenridge prima-ry school) at 19:40 in the evening.The boy’s parents had just popped out

out for a short while. When he heard anoise, he went to the front door (whichwas not locked) to investigate, as he didnot expect his parents back so soon.The robbers were already in the house

and one of thempointed a gun at himandasked where the safe was located.

Themen also had a hammer and crow-bar with them. The boy told them thathe didn’t know where the safe was.The robbers tied him up with a hair-

dryer cordand lockedhimup in thebath-room, adjacent to the main bedroom.They then went through the cup-

boards and found the safe, which theybroke open with a hammer.They also took a .38 revolver, a flat

screen TV and laptop.The boy waited until it was quiet and

went to the neighbours for help. Rhodeconfirmed that no onewas injured in theincident and that the suspects had fledin an unidentified vehicle.Anyone with information relating to

The Durbanville police are warning resi-dents about a couple pretending to be stuckalongside the road without petrol, but areactually defrauding people out of theirmon-ey.According to Lt Marchell Rhode, spokes-

person of the Durbanville police, the policereceived a call from a concerned residentabout an incident on Klein Roosboom Roadoutside Durbanville.“They stop vehicles on the road to ask the

drivers for petrol money as they pretend tobe without petrol,” Rhode says.“But oncepeople give themmoney, they drive away.”He says this has happened several times.TheDurbanville police are currently con-

ducting an investigation and brought the

couple in for questioning. No arrests havebeenmade, because no criminal charge hasyet been laid. Readerswith any informationregarding such incidents are urged to con-tact the police as soon as possible.In some instances a woman seems to be

sitting alone in the vehicle, while a man islying on the back seat of the car, says ColMarius Swanepoel of the Durbanville po-lice. “They try to get the sympathy of othermotorists to get them to stop,” he said.According to Swanepoel they sometimes

have small children with them. There is al-so more than one vehicle involved with thesame modus operandi.He warned people to be careful and not

be be taken in by this scam.

Durbanville’s Curro independent school haslaunched an innovative outreach initiativeinvolving the entire community.

Learners and parents have collected vari-ous items and donations to help the under-privileged.

Each Curro learner, from nursery schoolup to Grade 12, filled a box with coins anddonated the funds to the National Institute

for the Deaf (NID).The learners also bought more than 400

bracelets in aid of Cure Rett SA, which raisesfunds for sufferers if Rett Syndrome, a neuro-developmental disorder.

Curro also supported Paarl School inBrackenfell for learners with cerebral palsy,specific learning disabilities and/or physicaldisabilities. The school invited a group of dis-

abled learners to entertain the primaryschool with a wheelchair ballroom danc-ing show. Paarl School will now be able topurchase music instruments.

In the past few weeks, bags of clothes,blankets and other items have found theirway to the Curro primary and high schoolreception areas. Literally hundreds of box-es were packed according to wish lists andwere distributed among the three safetyhouses for abandoned children, House ofHope, Bright Stars safe home and UbuntuHouse.

More than 500 sandwiches were also de-livered to the Alpha Primary School inMorningstar, Durbanville.

To support recycling, each learner in theprimary school was asked to bring plastic

bags filled with empty cans and tins.Donations in the form of several wish list

items were collected for the Lucky LucyFoundation. Numerous learners committedthemselves to becoming Lucky Lucy volun-teers. Marinus Neethling from MNK, a con-struction company, showed his generosityby offering assistance with the building ofLucky Lucy’s new facilities. They also re-ceived an anonymous donation of R5 000.

Another initiative was run by the CurroParents’ Committee (CPC). For every pair ofWishbones flip flops bought,Wishbones andSAVE (South African Volunteering Experi-ences) donate another pair to an underprivi-leged child in our community.Approximate-ly 715 pairs of Wishbones flip flops will soonbe donated to 715 needy individuals.

The Grade 11’s of El Shaddai ChristianSchool in Durbanville achieved outstand-ing results in the IGCSE examinations inNovember 2013 and June 2014 – the best theschool has ever achieved.

The class averages for all the subjectswritten in the IGCSE (international gener-al certificate of secondary education) ex-ams, which are set and marked by the Uni-versity of Cambridge, were consistentlyabove 70%.More thanhalf of the subject en-tries achieved more than 80% and 97% ofthe marks were above 60% – possibly thebest IGCSE marks at El Shaddai to date.

Every morning at the Durbanvilletaxi rank, the smell of freshly bakedproducts wafts through the air.

Elizabeth Makhalinyani prepares abatch of dough before crawling into bedlate at night every day. She rises at 04:00– in time to bake her bread and muffins,which she sells at the taxi rankeverydayfrom 08:00 to 09:30. Then she heads off toher char job in Durbanville.

Waiting for her customers in the coldwintermonths, ElizabethMakhalinyanisings to herself and shares a kind wordwith those who seem lonely or sad. Hervibrant, colourful way of doing businesshas attracted the attention of the staff ofthe Fisantekraal Centre for Develop-ment (FCD). So they invitedher to attenda Bake for Profit course to increase theprofitability of her business.

Against all obstaclesElizabeth is now earning such a good

income from baking, that she aims to re-sign from her char job and focus on herbaking. She also hopes to employ morepeople to extend her business fromKhayelitsha through to Durbanville.

Elizabeth was abandoned as a babyand grew up with foster parents whoused her as a nanny for their childrenfrom the age of eight. She remembers go-

ing to school without uniform or shoes,and then having to carry a baby aroundon her back in the afternoons.She laterended up in an abusive marriage to analcoholic, but managed to leave him be-fore it was too late.

This hardship taught her to not allowdifficulties and obstacles to get herdown. She believes that God has givenher two hands tomakemoney to supporther family.

Course work for the futureElizabeth says that attending the

course has given her new confidence inher abilities. She now understands whyit is important to correctly cost andmark up her products.She is so passion-ate about what she has learnt throughthe course at the FCD, that she has spon-sored her niece, Nandipha, and encour-aged her sister-in-law, Khanyisa Siyen-go, to participate in the course as well.

The FCD is an NPO working in thegreater Durbanville area.The centre of-fers a three week basic computer course(afternoons only) which gives an intro-duction toworkingonaPCandusing theinternet and email at a cost of R150. TheBake for Profit course is presented ontwo days per week for eight weeks. ting her husbandwriting reports for theRo-adAccident Fund (RAF), aswell asworkingasabuyerat oneof the top retail companies.It was her involvement with the RAF

which led to her interest in the road-mark-ing industry, and as a result Theresa deci-ded to start her business. Since 2006 the bu-siness has undertaken a number of projectsfor the City’s Department of Transport, se-veral municipalities, civil engineers andlarge property companies.In 2007 her company was selected by one

of the top nine civil and construction com-panies to form part of their enterprise deve-

lopment programme for emerging contrac-tors. The ATN Group’s successful partici-pation with this programme significantlyaccelerated the company’s growth.In 2010 the company diversified, offering

to include services such as routine roadmaintenance, pipe laying, concrete structu-

Christo Botes, spokesperson for the En-trepreneur of the Year competition, saysthe 14 finalists operate in various sectors –the most prominent being the services andmanufacturing sectors – with 43.9 % fromGauteng and 22.4 % from theWestern Cape.“It is encouraging that South African en-

looks like he had polio – andhad a trolley suitcase andanother bag.The first two ladies, who

were on their way back fromgym, saw him fall in the roadand wanted to get him out ofthe road for his own safety.He was not fully conscious,

and we later discovered hecannot hear or talk.We found his insulin shot and

he recovered while everybodyhelped – from putting a towelover him to keep him warm, ajacket under his head, phoningfor assistance and taking him tohis destination since he did notwant to miss his bus backhome.We can be so proud of our

community – especially ADT,the Durbanville police, metroambulance services and every-body who stopped and offeredhelp.

ed site will allow for increasedcommunity participation andwill serve as a multi-functional,interactive space.It could accommodate uses

such as art in the park, foodtrucks and farmer’s markets,among others, to complementthe activities of the Town Hallwhich is already being used forfunctions.

Tygerberg nature reserve staff cut the ribbon at the opening of the new Plattekloof entrance,which welcomes all outdoor enthusiasts.

Upgrades herald a new erafor Tygerberg reserveTygerberg nature reserve visitors can nowlook forward to new hiking trails and evenmore spectacular views of the valley.

Having opened the new Plattekloof en-trance, the city encourages the public to en-joy the reserve’s newpicnic area and 13 hik-ing routes, featuring over 18 kmof spectacu-lar scenery.

With the opening of its new Plattekloofentrance, families and outdoor enthusiastsare welcome to relax at any of the four pic-nic spots in the reserve.

The main picnic area is situated close tothe Welgemoed entrance, the second isavailable on the top of the hill, and the thirdat the start of the striped weasel trail.

The fourth and newest picnic area is situ-ated close to the Plattekloof entrance, at thecorner of Meyboom avenue and Vlamboomcrescent.

Provision has beenmade for secure park-ing.

“Some trails have been renamed, unoffi-cial trails have been named, and two newtrails – Peregrine and Grey Rhebok – havebeen created,” said mayco member for eco-nomic, environmental and spatial plan-ning, Johan van der Merwe.

“Nature reserves are wonderful ecologi-cally balanced public open spaces that cre-ate opportunities for families, friends andoutdoor enthusiasts to enjoy.

This warning comes on the back of re-ports that a supplier of solar water heatershas been posing as an Eskom agent. The so-called agent’s method is to target pensio-ners by telephone. Those who agreed to aconsultation and allowed the salesmen intotheir homes have been treated aggressive-ly, and given a bogus evaluation of theirhousehold’s energy usage. The home’s gey-ser consumption is usually highlighted asthe critical cause of high-energy consump-tion, and people are subsequently coercedinto buying a solar water heater from thecompany.

Andrew Etzinger, Eskom senior generalmanager for integrated demand manage-ment, confirms that Eskom has not com-missioned any suppliers to conduct freeenergy assessments and advises homeow-ners against letting anyone into their ho-mes.“When Eskom does implement resi-dential energy savings interventions weensure that residents are notified before-hand and run awareness campaigns in thelocal media,” he says

“You are under no obligation to allowanyone into your home to conduct energyassessments or sell you energy-saving pro-ducts. If you are approached by salespeopleclaiming a technology or device has beenendorsed by Eskom, be skeptical.”

“Whilst pentathlon and tetrathlon aregrowing in the Boland and southern su-burbs, the sport declines in thenorthern su-burbs due to biathle athletes not crossingover to pentathlon – simply because theyhavenoaccess to fencing coaching,”he con-tinued.

Fencing is not dangerous but requiresmental alertness. “Youcanpractice fencingeither competitively within own fencingcompetitions, rankings and provincial co-lours, or simply just train for skill to parti-cipate in pentathlon or tetrathlon events,or just for fun!” he said.

were playing under the name BallisticBluesLast year the band were joint winners of

the Rolling Stone Rockstarter competition(sharing the title with Cortina Whiplash)which kicked open the doors to the SouthAfrican music industry.Thanks to their involvement in the com-

petition, they got to perform at Oppikoppi,toured Gauteng, were featured in the SouthAfrican edition of Rolling Stone magazineand, most importantly, got the opportunityto record their full-length album at VHMu-sic and Publishing in Joostenbergvlakte.

Not just the bluesBallistic decided to change their name

slightly in order to steer clear of alienatingpotential new fans who might put them ina box before hearing them.“We started out as a solid blues band and

only played blues-orientated gigs,” explainslead guitarist, Tyan Odendal.But their sound has evolved and the band

have started playingmusicwith other influ-ences to new crowdswhoweren’t necessari-ly into blues.“We’re not just blues anymore,” Tyan

says.“We thought we’d broaden our horizons,”

adds bassist JP le Roux.Frontman, Nick Forbes, says the new al-

bum is a collection of their best work overthe past few years.

When it all comes togetherWhile their roots are still in blues, Nick

The Durbanville Heritage Society under-took an informative guided tour of the OldSomersetMedicalMuseum, the hospital andFort Wynard in Green Point recently.

“Every aspect of old medical proceduresare represented and beautifully displayed inindividual rooms of the original home of thefirst superintendent of the hospital,” says-Durbanville Heritage Society (DHS) secreta-ry, Pam Beck.

“Equipment used in different aspects ofmedical practice dating back at least 150 ye-ars ago, are exhibited in individual rooms.

“Therewas a section dedicated to traditio-nal medicine, while nearby a fully equippeddentist’s surgery – complete with the oldfoot-operated drill – sent shivers up one’sspine.

“The operating table and surgical instru-ments in the operating theatre looked reallyformidable too,” she added.

Also housed in the museum are models ofthe old chemist shop, an anatomy room, amaternity ward (complete with an old incu-bator) and a room filled with interestingophthalmic equipment.

“The snippets of interesting historical in-formation given gave us all a greater insightinto the heritage of the South African medi-cal fraternity.”

Thegroup thenvisited the original sectionof the New Somerset Hospital built in 1859,

after which they visited the military head-quarters of theCapeArtilleryGarrison, FortWynyard close by.

The original fort, built on the sand dunes,was the last one built by theDutch in around1726. It was re-modelled in 1891 and the CapeArtillery Garrison became its custodians in1913.

“The cannons, field guns, maritime guns,Soviet anti-aircraft guns and even a unique‘disappearing gun’ stand in strategic placeson the walls of the fort,” Beck explained.

“Standing on the different ramparts of thefort wewere able to understandwhy the fortwas built there – it has a clear and open viewof the whole of Table Bay.”

Society explores Green Point gems

The Kid’s Kingdom pre-school in Goede-moed, Durbanville celebrated its 21th an-niversary with a reunion and a giant, spe-cially baked and decorated birthday cakefor the children.

Lynda Radmanovich, principal of Kid’sKingdom says: “We had a birthday partyof note with all our own children. A very

large birthday cakewas kindly donated bythe Sonstraal Spar.”

“We invited all our past pupils, princi-pals and teachers to join us in celebratingthis happy occasion,” she said.

The celebrations were attended by theschool’s very first teacher, as well as thefounder pastor of the school.

A good number of ex-pupils attendedand the children enjoyed a jumping castle,dodgem cars and games as well as lots offood.

The school accommodates seven classesfrom young up to Grade R. “We give Godthe glory for all He has done and continuesto do for us in our school,” she said.

Die Tygerberg-kunssentrum in Parow hetop 25 Augustus die eerste van sy openings-aande vir die Tygerbergse eisteddfod-kuns-uitstalling gehou.

Dié jaarlikse instelling, wat nou al vir dietiende agtereenvolgende jaar hier gehouword, het vanjaar meer as 800 inskrywingsvir visuele kuns en keramiek ontvang.

Volgens Fransonette Swart, hoof van dieskool en saam met Christine Brownbridgemede-beoordelaar van die eisteddfod, hethulle vanjaar byna 700 inskrywings vangraad 1 tot 4 ontvang en was die werk in diealgemeen van uitstaande gehalte.

Sy sê sy was veral beïndruk met van dielaerskole se keramiekwerk.

Die uitstalling het twee openingsaande op25 en 26 Augustus gehad om al die deelne-mers te kan akkommodeer.

Op dié aande is trofees vir uitnemendheidaan die kategoriewenners uitgedeel.

hierdie geselskap te wees, te danke aandie toewyding vanmeer as 40 jaar aan dievegkuns. “Ek beoefen al meer as 40 jaarkarate. Ek het as 7-jarige seun met karate

op Worcester begin. As matriekseun hetek die junior Goju-Kai-karate-wêreldtitelin Japan verower,” vertel Francois.Om te kwalifiseer vir die titel van
