Dís nou nadat werkers tuie neergelê het, omdat hulle tot begin Augustus vir twee maande nie betaal is nie. ’n Sekerheidswag, wat nie geïdentifiseer wou word nie, en wat help om tien halfge- boude huise in Melton Rose op te pas, het met TygerBurger gepraat. “Ons het vanaf Mei nie betaling gekry nie. Op 2 Augustus is ons die eerste keer betaal, en toe is dit nie eens die volle bedrag nie. Van die R7 500 wat ek moes gekry het, is ek net R1 500 betaal,” het die wag gesê. Hy het vertel die boukontrakteur, Felix Dlamini, moes glo ’n lening uitneem en hulle uit sy eie sak betaal, hoewel erf 901 die Stad se ontwikkeling is. “Ek verstaan Felix se posisie. Dis nie sy skuld nie, en ten minste probeer hy darem. Maar die projekbestuurder moet antwoorde gee oor Felix se geld, sodat hy ons kan ant- woord oor ons s’n,” het hy gesê, verwysend na die agterstallige en toekomstige geld wat nog uitbetaal moet word. A church in Eerste River took their mes-sage to women to a whole new level onWomen’s Day.The His People Church’s theme for the

day was “Forever Free”, said Beverly Soga,church member. She said this coincidedwith the drama performed for women bythe all-women group of amateur actors, ofwhom most are over 40 years of age.The drama, entitledWho am I? was writ-

ten by a Cape Amateur Theatre Awardsnominee Cheryl Gordon.“The play is about the evils women are

facing, pertaining to drugs, domestic vio-lence, crime, poverty, etc. Our aim is tomake women, who happen to be the coreperson/rock in a household, realise thattheyhave somuchworth in society,”Bever-ly said.“We tend to underestimate our worth,

purpose and role in societies and house-

holds. We fight against all evil, as men-tioned above andwhenwe stand as one, we,with God’s Help, can alleviate all theseevils.”The drama group consists of 13 amateur

actresses (with the exception of Cheryl)who coloured the play in with “dance dra-ma, tomake it entertaining, funny, excitingand also to bring themessage across strong-er”.Beverly said only onemember was in her

late 20s. “Two ladies are over 60 and are justas much a part of the play as the youngerones. We are all married or divorced, so(we) have gone through life’s struggles andpushes and shoves – we KNOW – and thatis what the play is all about!”There was also singing – to an all-women

op 2 Augustus sy werkers kon betaal, enwaarna hulle besluit het om voort te gaanmet die bouwerk. “Sodra hy weet die geldis inbetaal, kan hy aangaan met die huiseen fondamente wat reeds tot dusver gedoenis,maar hy sal seker stadigwerk, totdat onsdie bykomende befondsing kry. Ons klein-ste projek het die grootste probleme ge-had!” het Johnston in die e-pos gesê. Felixkon nie bereik word vir kommentaar nie.

If turning on your geyser hasbecome a luxury, your pockethas probably beenhit hardby

the rocketing cost of electricity.But a policy known as net me-

tering – throughwhich consum-ers generate their own electrici-ty using solar panels – couldmean the end of sky-high costs,an energy expert reveals.

David Lipschitz, the owner ofa small renewable energy com-pany, My Power Station, insiststhat although the City of CapeTownhas netmetering tariffs, itis “doing everything in its pow-er to prevent the adoption of netmetering”. And an Eskom em-ployee, who asks not to benamed, agrees with Lipschitz.

Stumbling block“Households buy their elec-

tricity from the municipalities.The municipalities buy it fromEskom.

“If households were to startgenerating their own electricitythrough net metering and sell-ing off the excess back to thecity, how would the municipali-ties make their money?” heasks.

“Farmers, factories andmines – all big consumers – buytheir electricity directly fromEskom. They pay a lot less thanhouseholds, who have to pay ad-ditional costs for their electrici-ty from the municipality.

“Of course municipalitieswould be strongly against netmetering because anybody caninstall solar panels.

“Eskom, for one, would bevery glad because then wewould be saving it a lot of ener-gy.

“But the money from house-hold consumers is what keepsthe councils going.”

Lipschitz explains net meter-ing as “a payment systemwhereusers of electricity ‘make’ theirown electricity, and usually buyand sell electricity at the samerate”.

He says consumers who buyelectricity from Eskom or theCity at R1.50/kWh unit but donot use all the power, then resellthe excess to the service provid-er at the same rate.

The grid“The idea is that during the

dayyou ‘bank’ excess electricitygenerated, and at night you useelectricity from the grid,” Lip-schitz says.

The city says it has many rea-sons for not yet installing netmetering. These include tariffsand technicalities regarding in-dividual households, or “small-scale embedded generation” onthe power grid, says Ernest Son-nenberg, the city’s mayoralcommittee member for utilityservices.

“This should not be done in away that disadvantages others,”he says. He explains that thecity has to charge a tariff that“recovers their fixed costs un-der all circumstances, doesn’tunfairly penalise non-generat-ing consumers, and still pro-vides compensation for thosewho make the capital invest-ment to perform small-scale em-bedded generation”.

Net metering requires the in-

stallation of solar panels thatare connected to the electricitygrid.

Access to the samegridwill beutilised in the event of a reversepower flow – when energy is de-pleted and energy needs to besent to accommodate a house-hold’s supply.

According to him, there areno technical standards yetwhich govern what these con-nections should look like.

“The city is currently in-volved in a national workgroupthat is developing national tech-nical standards,” Sonnenbergsays.

“Unfortunately, until nation-al standards are fully developedand implemented, and supplierscan provide grid connectionequipment with the relevantmark ‘stamped on it’, the proc-ess of obtaining approval to usealternatives is complex andlengthy.”

ChargesThe current plan is that as

soon as grid-connected small-scale embedded generation –such as net metering – is al-lowed, the city will charge a tar-iff which includes a daily serv-ice charge, a higher energy con-sumption tariff and a lowertariff for when the city buys ex-cess electricity, Sonnenberg ex-plains.

Lipschitz points out that thetechnology is popular in Europeand America.

“I believe the public needs tobe made aware of this informa-tion so thatwe cando somethingabout the environment, createjobs and stimulate our econo-my,” he insists.

The Eskom employee addsthat in other provinces peoplehave begun installing Eskomelectricity boxes at about R1 000instead of using the municipalones.

“I am unsure whichmeter theEskom representative men-tioned, but we are currentlylooking at installing meters atsomewhere between R3 000 andR10 000 each,” David said in afollow-up email toTygerBurger.

“Of course if we have thou-sands to install, then the costwill decrease.

“Tell your (government) rep-resentatives that you wish to beinvolved in electricity savingsand that you want to be able towork together to get the samebenefits as the big industrialconsumers,” he advised read-ers.

“Eskom currently pays overR300 million per month to thesebig users as rebates and toswitch off production when de-mand is high.

“This is hurting the economy,destroying jobs,movingproduc-tion overseas, hurting our ex-change rate and pushing up thecost of goods and inflation.

“In the meantime thisR300 million permonth could bepaid to homeowners, perhaps asrefunds on our electricity bills.

This basically sums up formerMissSAandGlambitionpresenter,Jo-Ann Strauss. She will deliverthis year’s special Rachel’s Angelslecture at Malibu High School.

What makes this third annualspeech so special, is that Jo-Annwill be addressing youths from thecommunity in which she herselfhas her roots.

The lecture is planned for Fri-day, 16 August at the high schoolin Blue Downs.

“The lecture is an initiative bythe Rachel’s Angels mentorshipprogramme to strengthen its mis-sion aimed at enhancing excel-lence in education,” a report fromthe organisation said.

TheuniqueprogrammepartnersGrade 11 and 12 learners from pre-viously disadvantaged schoolswith senior students from Stellen-bosch University.

“Originally from Blackheath,close to Blue Downs, Jo-Ann hasexpressed delight at being invitedto deliver the lecture at a commu-nity that is close to her heart,” thereport said.

She has big shoes to fill. Formerorators of the lecture include

Trevor Manuel (2012), Minister ofPlanning, and Professor JonathanJansen, University of Free StateVice-Chancellor (2011).

Jo-Ann’s topic will be “Ouryouth and the quest for excel-lence”. She will share her own lifeexperience to show the youngstershow studying and hardwork bringabout great personal change.

She says: “I am extremely hon-oured to be invited to speak afterincredible luminaries like Trevor

Manuel and Professor Jansen.“I am also excited to be speaking

at Malibu High School, which is afew hundred metres from where Igrew up and part of a communitywhich has made me who I am to-day. Sharing one’s story is alwaysa privilege and one which I takevery seriously. I look forward tothe event.”

Jo-Ann, a former television pre-senter, is also a producer and en-trepreneur (she hosts and produc-es her Glambition with Jo-AnnStrauss on e.tv).

She also does a lot of charitywork and is passionate about men-toring and nurturing young talent.

The Rachel’s Angels organisa-tion was founded in 2007 byMedia24 to provide mentorship toGr 11s and 12s by students of Stel-lenbosch University. They wishedto create a culture of excellence inhigh schools across the WesternCape.

There are currently 20 schoolsand 140 learners from areas suchas the Cape Flats, Malmesbury,Stellenbosch, Grabouw and Gan-sbaai involved in the programme.

“The programme includes work-shops on, inter alia, study tech-niques and life skills, regular cam-pus visits, etc.” the report said.

The trio of police units – Kuils Rivier,Kleinvlei and Mfuleni clusters – brought anumber of law-breakers to book. All of 368suspects were arrested in just one week.

Of these, Capt Nomathemba Muavha ofMfuleni police said 42were involved in cas-es ranging from assault to assault with in-tent to do serious bodily harm.

“As it is Women’s Month we are sendinga strong message that as the police we willensure that, by law, we protect the inher-ent right to live of every human being, andwe are also there to ensure that this rightis enjoyed by all the people.”

The police cluster successfully executedseveral tracing, roadblock and crime pre-vention operations from 5 August until 11August. These operations led to the arrestof 239 suspects onawidenumberof chargesincludingmurder, drunken driving, culpa-ble homicide, possession of dangerousweapon, malicious damage to property,burglary, to rape and contravening bailconditions.

Just over a third of the suspects were re-leased on fines the next day.

Kleinvlei police arrested two youngmen(aged 25 and 22) in separate incidents forhaving illegal firearms and ammunitionon their person.

In Mfuleni police arrested four womenand nine men for robbery. These arrestsled to the confiscation of drugs to the valueofR18 740. The police’s traffic partners con-fiscated dagga (worthR14 600), tik (of aboutR12 330), mandrax (of about R4125), andfrom 24 drunk drivers a total of 369 litresof liquor. Operations continue.
