John Bower spent three years behind bars for assault after being involved in a bar brawl in 1998. Every day behind bars is a battle to stay ali-ve, Bower continues.“Iwas in jail for threeweekswhen I killed

amanwho tried to rapeme.My life changedthat day. I wasn’t a killer, but I had someo-ne’s blood on my hands. I was a naughtychild who needed to be disciplined, but in-stead I was fighting for my life surroundedby people who thought nothing of snappingyour neck for fun.”Whenhewas released in 2001, hewas alre-

ady amember of the 26s and practised whathe learnt in the cells on the streets.“It was the only life I had known for three

years. I was never remotely interested ingangs but behind bars, it’s who you knowthat keeps you alive.”After being stabbed twice and nearly kil-

led in a drive-by shooting, Bowers turnedhis life around.

“I became involved in church activitiesandworkingwith the youth. I aman examp-le of what prison life does to you. And whileI know I had to pay for my crimes, going tojail was the worst thing that ever happenedto me,” he maintains.“Behind bars, you don’t learn how to live

a crime-free life. You learn how to do evenworse and not get caught.”

Changing behaviourJules-Macquet saysnot only are offenders

kept out of prison where they are exposedto hardened criminals, but they also takepart in behavioural courses.“Prison is not necessary for all offenders.

Many offenders can serve their sentence inthe community, while having access tomuch-needed behaviour change services.Prison is an environment not especiallyconducive to rehabilitation and reintegrati-on of offenders,” she argues.“We believe prison should be reserved for

higher-risk offenders and that lower-risk of-fenders can be dealt with via non-custodialsentencing.”The organisation’s programme looks at

what caused the offender to commit the cri-me in the first place and works to alter it.“Unless the criminal thinking patterns

and behaviours are changed, there will al-ways be the likelihood of recidivism. If weare to fight crime in a meaningful way, wecannot simply punish people without ad-dressing their behaviours and thinking pat-terns.”Griggs says it’s only a matter of having

the programme implemented nationwide.After evaluating the programme, he in-

sists the numbers speak for themselves.“Around 50% of the normal prison popu-

lation will re-offend.“But with Nicro’s non-custodial senten-

cing, only 2% re-offend.”The cost of removing prisoners from the

system should be incentive alone to imple-ment the programme at every court in thecountry, he adds.In addition, the offender can still support

their family during their sentence, whichhelps alleviate poverty.

A police detective did not rest until the mur-derer of a driving school instructor was putaway for an effective 12 years behind bars.

Andrew Maggels (42) was jailed on 20 Sep-tember for the murder of Theodore Billingsin March 2008.

Back in 2008 the crime investigationgrouping had just been established, and thiswas the first case for Detective ConstableBongani Mxoli, said Capt NomathembaMuavha, spokesperson of Mfuleni police.

She said he had to do intensive researchand probing, with lot of patience in his newsurroundings at the Serious Violent Crimesdesk.

When they found Billings’ body at theback entrance of the Blue Downs Clinicwith a gunshot wound, Mxoli’s five-year in-vestigation began.

Police were able to determine the victim’sidentity from his wallet, as well as the factthe he was from Mitchells Plain, and thathe had been on his way to see a client, sincehe owned a driving school.

“Mxoli had to follow a trail of events ofwhat transpired on that day. Informationthat he received led him to the suspect,”Muavha said.

“He obtained a warrant of arrest from thecourt to arrest the suspect. However, hecould not find the suspect. He eventuallyfound the suspect in Goodwood prison, foranother case.”

Court rollAfter the case was scrapped from the

court roll twice in 2008 due to a lack of eye-witnesses, the young detective did not giveup, she said.

“Mxoli did not tire. He built his caseagain. On 1 February 2012 it was put backon the court roll.”

The case has been ongoing since then, andfinally, Maggels was jailed on 20 September.

“Mxoli would not have been able toachieve this conviction with out the help ofthe community – witnesses coming forward

with information placing the suspect withthe deceased before the murder, and after-wards was seen driving the deceased’s carin Wesbank,” she said.

Capt Muavha asked the community not tobe discouraged when a case is struck off thecourt roll “and think that is the end of it”.

Once more evidence is gathered, a casecan be prosecuted again, she said.

“The acting station commander of SAPSMfuleni, Lt Col Fred Jacobs, would like totake this opportunity to extend his appreci-ation to the men and women in blue, whowork tirelessly to ensure that convictionsare obtained and the criminals remain be-hind bars,” she said.V Members of the public are urged to report crimeor criminal activities to the police at 10111.

The Tuscany Glen NeighbourhoodWatch urges residents to be on highalert after the so-called “Hoodie Rob-ber” struck again on Monday.

He robbed a schoolboy of his cell-phone outside Tuscany Glen Prima-ry around 07:15 (this morning), thewatch confirmed on their communi-ty blog.

Die openbarevervoerdiens, Dial-a-Ride, is ’n geskeduleerde diens vir mense wie se liggaamlikegestremdhede hulle verhinder om van algemene openbare vervoer gebruik te maak.

Alle potensiële passasiers moet deur ’n aangestelde arbeidsterapeut geëvalueer word om teverseker dat daar voorsiening gemaak kan word vir soveel mense as moontlik wat aan diekwalifiseringskriteria voldoen. Die Stad nooi almal wat van die diens gebruik wil maak maar virwie daar tans nie voorsiening gemaak word nie, om ’n afspraak vir so ’n evaluering te maak.

Afsprake kan enige dag van die week tussen 12:00 en 20:00 gemaak word by 0800 600 895.

“Ek en ’n kollega, Lionel Polite, het in diekantoor gekom, toe hy gesê het daar komrook by die plafon uit. Ek het eers gedink hymaak ’n grap,want ons grapmaar sometme-kaar. Toe sien ek ook die rook.

“Een van die ouens het toe die sleutel vandie stoor gaan vra sodat ons kon oopsluit omte kyk wat daarbinne aangaan. Toe ons ditoopgesluit kry, was die hele plek vol vlam-me,” vertel Doan.

“Daniel Wiehahn (’n kollega) het toe dievierde vloer se blusser gaan kry en beginblaas. Intussenhet die advertensiepersoneeldie administratiewe bestuurder gebel om telaat weet die plek brand, en toe ons weersien, was almal ontruim,” sê hy.

Advertensiepersoneel het aanTygerBurervertel wat hulle gesien het. “Dit was netvlamme, vlamme, vlamme! Die stoorkamerwas aan die brand, en die vlamme was baiehoog,” het Michelle Schultz, ’n advertensie-verteenwoordiger, gesê.

Belinda Smit het ook die rook gesien. “Toehulle (sekerheidspersoneel) die stoorkamerse deur oopmaak, het dit uit die dak gekom,”het sy gesê. “Hulle het dit probeer blus, entoe’s daar net swart rook.”

Garth Hewitt, advertensiebestuurder, hetbuite aan TygerBurger gesê hy was op dievierde vloer, maar die rook was so dig dathy buite moes gaan staan.

Personeel van Media24 se kantore in Bellville staan buite oorkant die Bloemhofgebou nadat 'n brand Maandag op die vierde vloer uitgebreek het.

Op Facebook het lesers só reageer: Hugovan Eyssen het gesê: “Ek (hoop) die menseby Die Burger is ok. Gaan ons môre ’n koe-rant hê?” Terri Glanville het gesê: “That’sbound tomake the front page!” en Yvette Ro-binson: “Oh dear, hope u are all okay, mustabeen very scary.”

In the past week I was overtak-en by two heavily loadedbakkies with passengers sittingon top of the actual load. Thisnot only contradicts theseatbelt law but also goesagainst reasonably sizedvehicle loads.

For the amount of emphasisplaced on wearing a seatbelt,how is it okay to carry passen-gers on the back of an opentop bakkie?

Personally, I have had anissue with bakkies or smallerutility vehicles carryingpassengers in urban areas fora long time but I don’t feel thatpeople quite grasp the dangers.

According to Arrive Alivethe restrictions enforcedagainst transporting passengerson the back of an open topbakkie is for those seated, therear door must be 350 mm inheight and when the passen-gers are standing a minimumof 900 mm in height is re-quired.

This seriously needs to bereconsidered: if for somereason this vehicle has to cometo an emergency stop, whatprice are those on the back ofthe bakkie going to pay?

Kuils River cluster’s police can report an-other successful week of crime fighting.Through disruptive operations the clus-

ter swooped on drug dealers and illegalshebeen owners, said Capt NomathembaMuavha, spokesperson of the cluster.In the week from Sunday 6 October to 13

October, police seized dagga of about10 754 kg with a street value of R15 055from Bardale squatter camp, Burundisquatter camp, Mfelane Street, Happy Val-ley and Extension 6 in Mfuleni, she said.Police confiscated 232 tik strawswith an

estimated street value ofR4 640 inKalkfon-tein, HappyValley andWildebees Street inKleinvlei.These operations also led to the arrest

of 290 suspects on charges ranging frommurder to rape, crimen injuria, intimida-tion and illegal gambling, she said.Of these, an additional 181 suspectswere

kept overnight and released on fines forless serious crimes.Police reported the arrest of a 31-year-

Some children got to tell the world how theyfeel when they were asked to express them-selves with colourful paint on the wall of acommunity organisation.These activitieswere part of theBadisa or-

ganisation in Kuils River’s Street Childrenand Holiday Programme, said Jevon Barry,a community developer from the organisa-tion. Then they were treated to learning ses-sions and tasty snacks.The event was held at the end of Septem-

ber at their offices and through it they want-ed to reach and teach these kids invaluableempowerment values.“We had the children paint pictures and

words, but the main objective was for themto freely express themselves,” Jevon said.“The reason for this exercise was to target

children in our community, whom we findon the streets begging, keeping in mindthese are children from homes and familieswithin our community,” Jevon said.He said their goal was to “make them

aware of their own personal potential to dothings for themselves, and to teach themthat, should you want and need somethingin future, you canwork for it – to be creative,build, paint and ultimately to sell the goodsand generate an income.”

havioural problems in local primary schoolsSarepta and Irista. These are the kids youwouldnormally findbunking, causing fightsand disruptions amongst teachers and otherpupils,” Jevon said.

Jevon said on that day the themewasHap-py Children, and what do you get when youhand a child a paint brush, a wall, and lotsof paint? “You get a happy child!” he said.Jevon said they had permission to use a

water-basedpaint on thewall, and that activ-ities included painting of another nature aswell.

“We had lots of fun doing face and hairpainting as well,” he said.The 21 were later divided into three

groups and allotted two hours and a part ofthewall,with team leaders.Afterwards, Jev-on said, the artwork was viewed and judgedon their understanding and expression ofthe theme through colours, teamwork, orig-

inality and creativity.The winners each received a goodie bag

with eats and a treat at a local restaurant,and healthy sponsored snacks and fruits.Badisa asked the community not to give

money or goods to street children as thiswillencourage them to stay on the streets andbeg, Jevon said.

As part of Badisa’s holiday programme for learners and street children, they were asked to paint a wall and express their feelings in the artwork.

It’s easy to understand why Limelight stealsthe limelight and hearts at an independentschool in Kuils River.The foal, who came six weeks later than

expected, is the first to be born to the Eques-trian Academy of Cape Town, established in2011. The school is one of only two in SouthAfrica to offer Equine Studies.The little horse’s arrival at the school, sit-

uated on a wine farm, also marks the begin-ning of a special new growth period, saidMelanie Cerqueira, school director.She toldTygerBurgermoreabout thebirth

and its significance for the school.“We are a growing school and each term

we havemore learners starting at the acade-my. Limelight’s arrival on 15 September hassignificance, as our stable yard residents arealso growing.“Our learners were present when Lime-

light was conceived – as part of their studies– and were also present at his birth 342 dayslater. In four to five years we will see oneof our Grade 8s, whowas present at his birthin 2013, riding (him),” she said.“Both learner and foal will have grown up

together here at our school and will achievea goal at the end of their ‘teenage’ years andenter their adult life ready for their careerpaths,” she said.

MaternityMelanie said the foal was expected on 18

August. But Limelight had other plans.“Wehad settledLimelight’smother,Haru-

bas Amira, into her maternity stable andstarted watching her about a week beforeher due date. Academy staff and learners allparticipated in the foalwatchduties throughthe night leading up to Limelight’s birth.“Limelight made us wait six weeks for his

arrival. On 15 September at around 22:15there were indications that Limelight’sbirth was close. The boarders in the school’sresidence were woken to view the birth,”Melanie said.She said an audience gathered around the

mare for the birth, quietly waiting in antici-pation for the foal to arrive. The birth wentquickly, with Equine Studies lecturer CindyDubler in attendance as “midwife”, she said.

“There were no complications and Lime-light arrived into the world at approximate-ly 23:30 in front of a very relieved, slightlyshocked and amazed audience of learnersand staff of the academy. Hence the nameLimelight – he has been in the limelightsince birth!” she said.Melanie said as part of their studies, all

learners takingEquineStudies need to learnabout the foaling process. “For the learnersto witness an actual foaling at their schoolenhances the learning experience. Grade 12learners are also placed at stud farms duringmid breeding season (in September) eachyear to gainmorepractical experience in thebreeding of horses,” she said.Limelight’s father is the school’s resident

champion stallion, Silvretta Logan. His con-

ception was planned as a practical lesson instud management, said Melanie.

ManagementShe said it was a good learning experience

for learners to observe all the changes in themare, management practices involved in ca-ring for a pregnant mare, the birth of the fo-al, and the further care of the mare and thefoal as he grows and develops.“There are many young people in our

country who are involved with horse sportsand our academy provides them with an op-portunity to studyhorses and followa careerin the equine industry in South Africa,” Me-lanie said.“There are approximately 22 identified ca-

reer paths (riding and non-riding) in the

equestrian and equine industry in South Af-rica of which equine stud management isone,” she said.Learners gain credits for Equine Studies,

which they study at school towards a post-matric equine related course (which is alsooffered at the academy), she said.Melanie said the birth of Limelight is a ve-

ry big highlight for them, because he is thefirst foal bred and born at the academy.The school had a 100 % matric pass rate

of their first Grade 12s, in 2012,Melanie said.“Our learners have achieved regional,

provincial and national colours in nume-rous sports and activities including eques-trian sport, golf, dancing and more, duringthe three years of our existence,” she said.
