Most councillors at the meeting on Wednes- day expressed their unhappiness with regards to the quality of work and workmanship of EPWP workers. Wilma Brady, councillor for ward 17 which includes Malibu Village, Forest Heights, Rose- dale, Greenfields, Kleinvlei and Eerste River, said with regards to cleaning up of the commu- nities, EPWP workers and their way of work is a major challenge. “I have requested over and over to meet the contractor working in ward 17 to find out if they have a plan as to how they clean the ward,” Brady said. According to he, the workers often only clean certain roads. In her ward it’s mostly London Way and Keerom Street. “Then they are gone. Inside the area very little work gets done,” Brady added. She said EPWP workers get paid to work at the end of each month but contractors “dry out” the subcouncil. “EPWP workers only have one set of bags to work with per day. I am not saying they should fill 100 bags, but we’ve had several meetings and we’re not getting anywhere,” Brady said. Councillors were discussing the jobseekers report and EPWP projects when the matter was raised. Rina Simons, proportional councillor, shared Brady’s sentiments. “I often drive through wards 14 and 17 and it’s never clean. “These workers do not do the programme justice. The residents are complaining. What’s worse is that the EPWP people who clean the area often live there themselves,” Si- mons said. Themba Honono, councillor for ward 108 which includes Mfuleni, Fountain Village and Fairdale, also had a list of issues. “In my area the streets are very dirty, espe- cially with construction going on in the ward. This is a health risk and I want to call on those responsible to clean it up to do so,” Honono said. Majidie Abrahams, proportional council- lor, said if the City of Cape Town manages to minimise illegal dumping, it will be easier to clean up these areas. Alta Du Toit learners Vernon Treu, Adriaan Groenewald, Zaheer Links, Micah Sisusa and Andry Cloete have challenged their school principal, Marius Erasmus, to a cycling spin-off. They are trying to cycle for a week leading up to the Absa Cape Epic in which Erasmus will be taking part. They aim to cover a distance of 647km, which Erasmus will be covering during the Epic – in a bid to raise money for their school. Story on page 2. RICHARD ROBERTS @richardjohn_rj Two suspects have been held, questioned and released in con- nection with the murder of the Metro police officer who was gunned down last week. Constable Ben Koopman (53), a father of two, was shot and killed in front of his house in Stratford Avenue, Devon Park in Eerste River last week Monday. He was dressed in uniform and was on his way to his patrol vehi- cle when two men approached him in the street and attacked him. His service pistol and hand- held radio were stolen. Footage about the incident emerged this week and reported on in the media. The video of about 84 seconds shows how the attack played out. The two suspects, both dressed in white T-shirts and black pants, can be seen fleeing the scene. Following the news of the at- tack, a reward of R50 000 has been offered by the City of Cape Town for information leading to the ar- rest of the two suspects. Kleinvlei police spokesperson Captain Florina Muller said two suspects were held at Kleinvlei for further investigation in the case, but had to be released again. The matter is still being inves- tigated. A memorial service for the slain officer will be held today (Wednesday) starting at 11:00 at the OR Tambo Hall in Khayelit- sha. bers of a Cape Town based organisation,Dream Factory.Co-founder Laurian Nortje said Dream

Factory specifically visited SoneikeHigh asits a brand new school and because theschool is celebrating their first year havingmatriculants in its five-year existence.“Dream Factory went to visit the school

andmotivate the learners for thenewyear,”Laurian said.Dream Factory was founded in 2011 by

Laurian and her partner, Lusanda Gwayi.“We started in 2011 and reached just over

30 000 youth in the Western Cape as well asin KwaZulu-Natal.The organisation also has a bursary fund

which currently sends four children toschool. “We are so excited about our brandnew partnership project launching inMarch in collaboration with Google, calledCS Clubs, where 10 schools will be intro-duced to coding workshops for free,” Lauri-an said.

TheAbsaCapeEpicmight be too strenu-ous and the Tour de France a distantdream, but for now learners at a spe-

cial school in Kuils River are taking on anequally satisfying cycling challenge – aspin-off against their principal.Several learners at the Alta du Toit

School took to their cycling seats and start-ed peddling last week, challenging schoolprincipal Marius Erasmus to a marathoncycle.The challenge between Erasmus and the

school’s physically disabled cycling teamand other learners is also a fundraising ef-fort to help raise money to have a tartantrack constructed at the school.The learners will be cycling on bicycle

rollers to see if they can cover the distanceof 647kmwithin the weeks prior to the CapeEpic, challenging the distance Erasmusmust cover during this competition thisyear. The Epic takes place from 13 to 20March. Erasmus is part of the USN teamcompeting in it.The competition between the learners

and Erasmus will also coincide with the cy-clists’ preparation for the Nedbank Nation-al Games for the Physically Disabled.

By Friday 19 February the learners hadalready covered 254km.“The Alta du Toit School offers tuition to

learners with special educational needs.“All of our learners are intellectually

challenged. They followan adapted curricu-lumwhich focuses on life skills. A large per-centage of the learners have multiple disa-bilities including physical disabilities, ce-rebral palsy, epilepsy and visual andhearing impairments.“Sport is one of themost important activi-

ties at the school as it addresses many lifeskills areas and in many instances givespurpose to life,” Erasmus said. The schoolhas 360 learners aged 6 to 18 years.“A large number of our learners reach

great heights in their sporting endeavours,including provincial and national colours,”saidErasmus. “To this end, the funds raisedthrough the Epic project will be allocated tothe development of the school grounds forsport purposes, for example a 3 to 4 lane tar-tan track for training purposes.”Readers can support the learners by spon-

Residents in the Esibaneni informalsettlement in Mfuleni have beenwarned not to take the law into their

ownhands, but rather report criminal casesto the police.A public participation meeting was held

in the area last week where residents werewarned not to participate in mob justice.

Captain Nomathemba Muavha, Mfulenipolice spokesperson who chaired the meet-ing, said about 85 people attended the meet-ing on Wednesday which was held on anopen piece of land in Ntendane Street.

“Theywere informed that the policewerethere to hear how they experience our ser-vice and also to find out how the police canserve them better,” Muavha said.

A crime overview for the area for Janu-ary and February was also given.

“The residents made mention that theyhave a problem with crime in their area.

“From 02:00 in the morning their housesare broken into and their belongings arestolen. They complained about poor re-sponse time by the police and urged us topatrol the area,” Muavha said.The community was urged to continue to

report criminal activity in their area, andnot take matters into their own hands.“They were made aware that when they

report cases, those statistics speak to theprovince, national office and the govern-ment. They were warned against taking thelaw into their hands, as that is a crime initself. The residents were also told that twowrongs never make a right,” Muavha said.Muavha gave the assurance that, should

there be sufficient evidence against a per-son for having a hand in the mob justicewhich led to the death of another person,that personwill be arrestedandwill face thewrath of the law.

Public warnedagainst mob justice Parents of small children in Mfuleni have

been encouraged to enrol their children indaycare centres rather than locking themup and leaving them alone at home.This advice was given to parents by the

local police during a visit to one of the day-care centres in the area last week.Mfuleni police officialswere addressing

parents at the Jabulani Daycare Centre intheBardale informal settlement onFridaywhere they also warned parents not toleave the children in the care of their sib-lings. “When the children are at crèche,it minimises the risks of them goingmiss-ing,” said police spokesperson CaptainNomathemba Muavha.The Jabulani Daycare Centre has 44

children aged three months to five years.Ntombekhaya Sifuba, owner of the new

crèche, said she noticedmany children onthe streetswho are left unattended and de-cided to use her home and start a crèche.Sifuba, who loves children, went on to

study Early Childhood Developmentwhich made it easier for her to start thecrèche. She also often helps mothers whohave to leave their children for a day.“The police visited her (Sifuba) and

Mfuleni police highlight child care

A delegation of cleaners and gardeners em-ployed by outsourced companies at Univer-sity of the Western Cape (UWC) held a “si-lent protest” demanding for immediateinsourcing and a minimum wage.

The protest follows a meeting with therector of the university on Monday 22 Feb-ruary where the protesters repeated theirdemands for immediate insourcing and aminimum wage of R10 000 per month.UWC spokesman Luthando Tyhalibongo

says the execu-tivemanagementreiterated theirposition thatUWC’s precari-ous financial sit-uation does notput them in a po-sition to affordinsourcing at aminimum wageof R10 000 permonth.

Tyhalibongosays their wagesubsidy and thestudy benefitthat the universi-ty is currentlygiving to the out-sourced workersrepresent thebest they can do at the moment, withoutcompromising the future sustainability ofthe university.However, UWC committed to look into

the position of temporary cleaning and gar-den workers who have not received theR2000 subsidy and the study benefit.

Tyhalibongo says the workers left themeeting peaceful, but congregated in frontof the administration building, singing gen-erally in a peaceful manner, albeit that lit-

ter from rubbish bins were splashedaround.

“The protesting group then proceeded tothe rest of the campus and we have con-firmed reports of classes being affected.They later attempted to occupy the libraryand set alight a wastepaper bin in the base-ment of the library,” he says.

As a result of smoke from the basementwhich entered themain library through theextractors, staff and students evacuated the

library. As a pre-caution, securitypersonnel weredeployed to pro-tect the adjacentRobben Island-Mayibuye Ar-chive and the po-lice then movedonto campus tomonitor the situ-ation.

“As much aswe empathisewith the plight ofthe outsourcedworkers, we un-fortunately alsohave an obliga-tion to protectthe rights of allstaff and stu-

dents, and to ensure the integrity of the aca-demic programme,” Tyhalibongo says.UWC has appealed to the service compa-

nies to engage their staff to ensure that theyrefrain from disrupting the academic activ-ities of the university and to assist the uni-versity in managing the situation.“We would like to call on students and

workers to desist from violent activitiesand to respect the right of others to studyand their right not to protest,” he adds.

UWC trashed – once again

Outsourced workers at UWC held a protest demand­ing their wages be increased. Afterwards the protest­ers threw out trash cans and set alight a wastepaperbin in the basement of the library.

The Kleinvlei police are investigat-ing an explosion in Blackheathwhich rocked a supermarket last

week.The explosion at the Austinville Su-

permarket in Vineyard Road, was thesecond similar incident to hit the store.

Last year the FNB ATM inside thestore was targeted.

The ATM was replaced by a CapitecATM.

On Monday Kleinvlei police spokes-person Captain Florina Muller said thisATM machine was also destroyed in thelatest explosion during a suspected bur-glary. The incident occurred in the earlyhours of Friday 19 February at about02:00.

“Four unknown suspects fled from the

scene moments before the police ar-rived,” Muller said.

An unknown amount of cash was sto-len as well as cash from the tills.

“The ATM machine inside the storewas bombed.

“The suspects gained access throughthe front door using a crow bar,” Mullersaid.

“No suspects have been arrested anda case of burglary and malicious damageto property has been opened,” she said.

The case has been transferred to theDirectorate for Priority Crime Investiga-tion (DPCI) for further investigation.

In September 2014 the same store wasalso robbed by six armed men.TygerBurger reported on the event in

which an undisclosed amount of moneywas stolen from the premises.

No shots were fired during the attackand no one was injured.

Explosion rockslocal supermarket

A Wesbank teenager was arrested over theweekend after the police found a home-made gun in his possession.

Mfuleni police spokesperson Captain No-mathemba Muavha said on Monday theteenager (19) was arrested after he startedacting suspiciously.

“A black home-made firearm with twolive rounds was found in possession of theteenager who started to act strangely whenthe police approached him in WesteringStreet, Wesbank.

“The suspect was arrested and chargedwith the possession of a prohibited firearmand illegal ammunition,” Muavha said.

The police requested the community to

come forward with information that couldassist them in apprehending suspects thathave illegal or unlicensed firearms in theirpossession, Muavha said.

“There will be a monetary reward shouldthe police find the firearm and successfullyarrest the suspect,” Muavha explains.

Apart from this arrest the police alsomanaged to arrest a further 26 suspects onvarious other charges.

Muavha said several operations wereheld to apprehend these suspects. The char-ges vary between theft, assault, drunk driv-ing, the possession of dangerous weapons,the possession of prohibited firearms, do-mestic violence and the possession of drugs.

Inanattempt to help curb cases of assault– especially on women and children –Kuils River police are planning to take

more action against illegal shebeens oper-ating in the area.It is believed that shebeens and taverns

selling liquor until late into the night con-tribute significantly towards these crimes.Last week Constable Tshepang Hoffman,

sector 2 commander, assured residents ofKalkfontein and Sarepta that more will bedone to stop as-saults takingplace.He was address-

ing a group ofabout 25 people atthe sector 2 crimeforum meetingheld at Kalkfon-tein PrimarySchool last weekThursday when hespoke of moreraids planned for these illegal establish-ments.Assault cases are still a major concern

for the police who received a reported 32cases in January.Assault with the intent to do grievous

bodily harm, of which therewere 19 report-ed cases for January, Hoffman said, mostlyoccur in Kalkfontein, followed by Sareptaclose behind.“Most assaults occur over weekends and

are mostly caused by an abuse of liquor,”Hoffman said.He said the police are now looking at in-

creasing their raids at shebeens and clos-ing them over weekends.“We are looking at overcoming this is-

sue,” he said.Some residents also complained about

the drug houses in Kalkfontein and gangsoperating in the area while others com-plained about thugs harassing and robbingpeople especially when on their way towork.Other issues highlighted at the meeting

were once again the lack of police visibilityand shortage of staff on duty during differ-ent shifts.

In his monthlycrime report Hoff-man also gave anoverview ofcrime, the com-mon areas inwhich it occursand the days it oc-curs most.In it, he men-

tioned that justone murder wasreported in the

sector for January as well as one incidentof rape and attempted rape.A total of 19 robberies were reported

along with 13 cases of malicious damage toproperty. Altogether 19 house break-ins insector 2, which includes Kalkfontein, Sa-repta, Mabille Park and Brantwood, werereported.Sector chairman Martin Burke encour-

aged residents to attend the sector meet-ings held each month.The next sector meeting takes place on

Thursday 17 March and all residents arewelcome to attend.

Police have appealed to fire-arm owners to apply for re-newal at least 90 days beforethe expiry date.According to a statement

fromnational police, the pur-pose of renewing a firearm li-cence or permit is to deter-mine if a person still com-plies with the provisions ofthe Firearms Control Act of2000 and the Firearms Con-trol Regulations in order toensure effective control andresponsible firearm and am-munition ownership.All applications for the re-

newal of a licence or permitto possess a firearm are sub-ject to the provision that theapplicant must be in posses-sion of a valid and relevantcompetency certificate. Anyperson who wishes to renewtheir licence to possess a fire-arm, to deal in firearms, tomanufacture firearms or to

conduct business as a gun-smith, must – at least 90 daysbefore the expiry date of thelicence – apply for the renew-al of the applicable licence aswell as a renewal of the com-petency certificate.Whereas some of the re-

quirements are that the ap-plicant must be a South Afri-can citizen or a permanentresident, be above 21 years,be gainfully employed, andmore, it is advisable for theapplicant to get in touchwiththe designated firearm offi-cer at their nearest police sta-tion for clarity on any part ofthe information or to visitthe SAPS website.All applicants are required

Property owners will nowbe able to view the latestvaluation for 2015 of their

property.The City of Cape Town has

completed the General Valua-tion Roll (GVR) for 2015 and itwas published on the City’swebsite last Friday.According to a media release

by the City, property ownerswill soon receive an official no-tice in the post or via e-mail, ad-vising them of the 2015 valua-tion of their properties.The City produces a GVR

once every three years. The per-centage increase or decrease onthe value of a particular proper-ty or properties does, however,not necessarily equate to thepercentage increase or decreasein future rates payments, IanNeilson, the City’s executivedeputy mayor, said.The City’s GVR is based en-

tirely on the market value on 1August 2015. The City valuermakes use of a computer model-ling programme called Comput-erAssistedMassAppraisal (CA-MA), which uses sales data, aer-ial imagery and other propertyinformation such as the proper-ty’s location, size, number ofrooms, outbuildings, generalquality and view to determinethe market value of a property.The results are then reviewed

by professional property valu-ers and adjusted if necessary.There is no involvement bypoli-ticians in the determination ofproperty values, nor may theybe involved in dealing with anyobjection to a valuation, wroteNeilson.

Market value or not?As the City’s GVR is based en-

tirely on the market value on1 August 2015, for the purposesof any objection to a valuation,the percentage change from thelast valuation is not relevant,nor is the impact on the ratesbill.The only consideration is

whether it is the market valueor not, Neilson continued.The rates adjustment will be

tabled at the end ofMarch at thestart of the public participationprocess on the City’s budget.Property rates based on theGVR for 2015 will be billed from1 July.As soon as the rate-in-the-

rand has been tabled, propertyowners will be able to use the

rates calculator on the websiteto determine the rates payableon their property as from1 July.“Property valuations are car-

ried out regularly to ensure thatproperty owners pay a fairshare of the total rates incomerequired to operate the City,”wrote Neilson.“Property rates contribute to

various municipal serviceswhich are for the benefit of allresidents. This includes disas-ter management services,roads, traffic and street lights,and themaintenance of commu-nity facilities and public spaces.

Economic pressures“Property valuations are not

done to chase a surplus or tomake money out of ratepayers.The budget needed for munici-pal services is carefully calcu-lated and property rates con-tribute to the budget,” he wrote.“We are mindful that we have

to provide top quality servicesand manage the City in a finan-cially sustainable and responsi-ble manner. We are especiallyconscious of the fact that ourratepayers are not immune tothe macro economic pressuresand uncertainties of our coun-try,” he said.If a property owner disputes

the valuation of their property,a well motivated objection inwhich the property owner mustprove that themarket valuationis incorrect, may be submittedby no later than 29 April to theCity Valuer. Objections may al-so be lodged via the City’s e-ser-vices or resident’s portal.Property owners can view the

latest GVR for 2015 by visitingwww.capetown.gov.za/proper-tyvaluations. They are also en-couraged to visit the City’s pub-lic inspection venues to viewtheir property valuation and toengage with staff on the infor-mation that the City has at itsdisposal, which includes thesales data for a particular area.The public inspection venues

in the northern suburbs are theconference room at the Bellvillemunicipal building (next toNorthlink College, oppositeSanlam), the Brackenfell coun-cil chambers and theminor hallat the Parow Civic Centre.The venues are open from

ears literally full of swollen ticksand clumps of ticks on their bodies;it is extremelyunpleasant for these

poor animals.“Some animals, especially pup-

pies, become anaemic if they havesevere infestations. Even just onetick can cause biliary fever, whichis a potentially fatal illness. It iscaused by a tick-borne parasite,which causes red blood cell de-struction and damages organs likethe liver and kidneys.“Biliary cannot infect people so

you won’t catch it from a sick dog,but people can get a bacterial ill-ness from ticks,” she says.

Another illness called ehrlichiacan infect both animals andpeople,but this seems to be less common.“Keep your pet free of ticks, and

check yourself and your pets afterwalking in long grass, bushy areasor farmlands. Also ensure the areaaround your home and pets’ bed-ding is tick free.”Signs of biliary in dogs include

lethargy, lack of appetite, pale oryellowish gums and inner eyelids,reddish urine and yellow faeces.Symptoms usually appear 10 to 28

There seems to be no satisfactory an-swers when it comes to money simplydisappearing from the accounts of Sas-

sa beneficiaries.Every week TygerBurger and our sister

publications receive numerous complaintsfrom the public about money that “mysteri-ously” finds its way out of their accounts.While the amounts that disappear might

not sound likemuch, they are certainly a bigchunk out of the budgets of the elderly andother vulnerable people who receive thesegrants.In one of themost recent cases, R280 disap-

peared from the account of an elderly manfrom Bellville. He and his wife are in their70s. Hiswife phonedTygerBurger in a panic,as this amount was part of their meagremonthly grocery budget.The woman complained that, not only

were they “treated poorly” by the staff at theSassa branch in Bellville, but they were alsoquestioned about the probability that themoney might have gone to airtime purchas-es. The couple do not own cellphones.“My husband sat there from 08:00 that

morning until 15:00, but they could not givehim any answers. They treated him like apig – as if he were uneducated and poverty-stricken,” she said.“The woman behind the counter asked

him if he had bought airtime. He said no, hedidn’t own a cellphone. Then she wanted toknow if he had bought electricity, and hesaid no. We do not buy electricity using ourSassa cards.”“Every month we draw our full pension

and put the money into a little bag. Then wework from that bag as we needmoney. I can-not believe people would steal from us likethis.”Bellville police confirmed fraud cases

were being opened against Sassa.“Yes, there is money disappearing from

Sassa accounts. Yesterday (last Thursday) weopened three cases of fraud made by elderlypeople,” said Bellville police spokespersonMajor Fienie Nimb.“The allegation is that money had been tak-

en from their Sassa account that they had notgiven permission for, such as for airtime,”she said.“Any person who has received confirma-

tion from Sassa that money had been takenfrom their account, without their permission,can open a case at their nearest police stationfor investigation.”

debits could take place, but that these couldtechnically only take place after the moneyhas left Sassa’s “hands”, and payment has al-ready occurred.“The only deduction which can take place

before the social grant is paid, is a deductionfor funeral policy premiums, on request of thebeneficiary, in terms of Regulation 26A of theSocial Assistance Act, 2004,” she said.“Sassa is aware of the numerousEFTdebits

which are taking place, and has instituted anumber of actions, together with the Depart-ment of Social Development (DSD),” she said.This includes a task team to investigate

how to protect beneficiaries from being ex-ploited.“Many of the EFT debits are in fact not ille-

gal – if itwere so, itwouldbe relatively easyto stop the activity. However, the actionsare certainly immoral andnot supported inany way by either the DSD or Sassa,” Wa-hab said.She added there was a dispute resolution

mechanism in place to deal with the proc-esses Sassa staff can follow to help granteeswhen unauthorised EFT debits occur.“All social grant beneficiaries are sus-

ceptible to ... marketing of financial prod-ucts, not only the elderly.Wehave receivednumerous complaints fromcaregiverswhoreceive the child support grant who havealso experienced this challenge,” she said.“Sassa is doing everything it can to en-

“You see, the District Six music, itsoothes your soul.”Dave van Niekerk knows all

about the music of the “district”. In his hey-day, he appeared on stages around the areaas the drummer for the Paramount DixiesRhythmBand. Now, in his eighties, “Oupa”,as he is affectionately known, is keeping thespirit of District Six alive by taking itssounds around the world.“You can’t resist the music,” Oupa says.

“The rhythm; the beat – it’s so fantastic, itkeeps you hopping.”This year marks the 50th anniversary of

the forced removals from District Six, butOupa is one of a few people who have beenable to move back to the area. Against thesoundtrack of his favourite SammyWitbooicassette, Oupa settles into his seat in hishouse in Pontac Street to share some of hismemories.Oupa’s late father was an all-round musi-

cian. Music and all things creative seem torun in their family. Naturally Oupa and hisbrother Matt picked up instruments andplayed together for the Paramount Dixies.When he wasn’t playing with his own bandhe was on stage helping other acts.“Musicwas all aroundDistrict Six,” he re-

calls. “If you didn’t hear it in the streets, youheard it in the houses or the halls.”Besides performances at local weddings

and dance halls, the Paramount Dixies oftenplayed at old age homes and even enter-tained the patients at Valkenberg Hospital.“It boosts their morale,” he says of these

special shows. “When you go play at Valken-berg, you take it for granted that these peo-ple are ‘loony toony’– but let me tell you,each tune we played, the steps were there.”Oupa fondly recalls having to perform

“Hasie” three times in one show because it

was a favourite among the patients.The group often arranged outings, taking

their fans with them when they went ontour. They’d travel in trucks, which weremore reliable than buses, but meant they’dhave to travel without bathroom breaks astruck drivers weren’t allowed to drive

through the night.“Going with the band and travelling pla-

ces was fantastic, you know; we met a lot ofpeople.”Back home he recalls the gangs The

Globes and The Jesters.“They used to fight under themselves;

they didn’t worry about me and you.”The Paramount Dixies would give them

demos at the swimming baths before theycame to watch their shows. The shows wereoften at one of the many theatres in the dis-trict.Oupa was fond of the Star Bioscope which

he says showed all the film stars fromabroad.“If you wanted to know if you can sing or

dance: if you pass out at the Star Bioscope,you’re tops.” Sitting downstairs, under thebalcony at the theatre wasn’t an option.“You had to sit deep in, otherwise themob

upstairs – they sommer wee on you.”During the day he could sometimes be

found near Buchanan Square, which used tobe a sweets factory. “We’d stand in FrancisStreet and they’d throw the sweets down.”Some workers even smuggled chocolatesand liquorice sweets out in their clothes.“That was fun.”While the band was separated with the

forced removals, they would still get togeth-er occasionally to play in their backyards.“The music goes on.”Oupa even travelled to New Zealand to

share themusic of District Six. He points outthat the New Zealanders have always beensupportive of musicians from the districtsince being exposed to it through DistrictSix: The Musical.“There’s something aboutDistrict Sixmu-

sic and its vibe: you can’t sit on your noodle;you must shake your booty.”Oupa urges parents to share their culture

and music with their children so that themusic can live on in future generations.“The unity, the passion, the love for each

Some 52 000 counterfeit DVDs and CDswere destroyed in Brackenfell on Fridayby the Films and Publication Board (FPB).

The confiscated goods, connected to 46criminal cases, were accumulated in theWestern Cape over a period of about fourmonths.

Piles and piles of counterfeit goods weremanually fed into aheavy-duty shredder inBrackengate Industrial Park.

In an interview with TygerBurger, theFPB regional coordinator for Cape Town,Clive Borman, explained the detrimentalaffect the counterfeit market has on thefilm and entertainment industry.

“The industry loses millions of rand an-nually.

“The goods being destroyed here today

account for a R5 million loss; we do thisquarterly,” he said.

Take for instance the latest Leon Schu-ster film, Schuks! Pay Back The Money!

“Before the movie was released in 2015,there were literally hundreds of piratedcopies available on street corners in CapeTown for between R10 and R20 a copy.

Due to the extent of the big scale piracy,local producers, actors, artists and em-ployees involved in the production of thisfilm suffered losses,” he says.

“Why would consumers pay R200 forthe movie at say Musica or up to R55 toview the movie only once at the cinema?

“And therein lies the problem,” saysBorman.

As longas there is a demand, theunend-ing supply will continue, costing the in-dustry billions. The same applies to thecountless video shops that have closed

down in Cape Town in recent years. “Con-sumers won’t pay to hire it if they can ownit for half the price.”

Sadly, the economic ramifications on thecountry in terms of job losses are devastat-ing.

In recent years, says Borman, the majori-ty of perpetrators selling pirated materialwere foreigners coming into South Africalooking to make a quick buck.

Although the FPB has its own complianceunit, they don’t have arresting rights, saysBorman, and therefor they have to work injoint operations with the police and CapeTown law enforcement units.

Counterfeiters will download the moviefrom the internet and go into mass produc-tion at so-called counterfeit productionhouses around the city.

“It’s during clampdown operations atthese houses where the counterfeit items

are confiscated.”In terms of the Counterfeit Goods Act

perpetrators are fined up to R5000 per itemor a prison term for three years, or both.

In the case of second or third convic-tions, the fine in respect of each item canbe up to R10 000 or five years’ imprison-ment.

Want to save up to two litres of waterper flush? Then “drop a block”.

Yesterday (Tuesday) marked thesecond day of the City’s Drop a Block waterconservation campaign.

The campaign is the initiative of the De-partment of Water and Sanitation (DWS)and aims to help households save water.

For the next five days 40 young peoplefrom Belhar and Kensington will be distrib-uting and demonstrating the Drop a Blocksystem in the household toilets.

According to the provincial minister ofwater and sanitation, Nomvula Mokonyane,this initiative is in line with the NationalWater Resource Strategy 2, which is advo-cating the need to minimise water wastage,

the care and protection of water resourcesand efficient and effective use.

Thabo Masike, manager of water use effi-ciency at DWS, says the Drop a Block systemis able to save two litres of water per flush.

“After dropping a block into the cistern,a household of four people who go to the toi-let four times a day, saves up to 32 litres ofwater per day”, he said.

The DWS states the prolonged lower-than-normal rainfall since last year has put a lotof pressure on water resources across theprovince and the rest of the country.

According to the weather bureau, the dryweather will most likely persist over two tothree months and the province will receivelate winter rainfall. This has resulted in a

need to embark on high impact activities tosave water. Given the current water challen-

ges, the DWS requests all users to make lifes-tyle changes to reduce water consumption.

It is hard to think that after only one yearof practising karate, Robyn Petersen willrepresent her country at the Kimura Shu-

kokai Karate World Championship in Ger-many come July.The 32-year-old karateka from the North-

pine Samurai School of Karate in Kraaifon-tein is living proof that with hard work anddedication the sky is the limit.Fellow karateka at the club, Sensei Caleb

Howard, will compete on the internationalstage for the seventh time and his experi-encewillmost certainly assist Robynduringher debut.“When I started doing karate last year I

immediately fell in love with the sport. Ihave really worked hard and dedicated a lotof time to improve myself.“It is such an honour to know that I will

represent my country in Germany. Havingby my side someone like Caleb, who has theexperience, will certainly be valuable forme– especially now when we pick up the train-ing intensity,” says Robyn.Caleb has competed in Switzerland, Portu-

gal, USA, Turkey, Ireland and Sun City.“It’s always special to represent your

country and it lifts your spirits to give yourabsolute best,” he says. “I havebeenvery im-pressed by Robyn, to say the least. It is notevery day that someone gets their nationalcolours in their very first year.“We are really on track with our prepara-

tion. Sensei Chris Ensil (7th dan) is one ofthe best in the business and he is putting usthrough gruelling workouts. The excite-ment and nerves will come, but for now weare focused on the job at hand and that is tobe prepared to the best of our abilities,” says

Caleb.These two stars of the Northpine dojo are

also giving back and sharing their expertiseby giving classes to the next wave of up andcoming karate stars.“I have been teaching junior classes for

eight years now, and love every minute ofit. I take pride in the fact that I can help formthe next generation of karateka,” saidCaleb.There is however one big hurdle for these

UWC is at the forefront of takingwomen’s football to the next levelwiththe introduction of the UWCWomen’s

pre-season Challenge Cup.The exciting new tournament will take

place from 11 to 13 March at the UWC sportsfields, and sets the platform for coaches andteams to prepare for the upcoming season.

Nathan Peskin, who is the head coach oftheUWCWomen’s Football Club, is the driv-ing force behind this initiative.“There is a tremendous abundance of tal-

ent in theWestern Cape that goes unnoticeddue to the unavailability of a serious plat-form where the talent and potential can beunearthed.

“It’s an opportunity for everyone includ-ing high schools, community clubs as wellas all registered clubs to participate,” saysPeskin.“It is inclusive of all spheres of the football

spectrum. The tournament will provide amuch needed platform for talent identifica-tion from junior u.15 level to senior women.It offers opportunities for possible allocationof scholarships fromuniversities through tonational and provincial team scouting,” hesays.Peskin says he hopes this tournamentwill

become an annual fixture on the calendarand be as popular as the Bayhill tournamentfor boys.The 2016 tournament will consist of 16

teams divided into four groups of four and

will play on a round robin first round.The top two teams of each group will ad-

vance to the final stages.Some of the top teams that compete in the

national Safa Sasol League will be one of thebig drawcards of the tournament.They include Spurs Ladies, Knights La-

dies, Dangerous Heroes, Milano Ladies aswell as the Cape Town Roses, who won thenational play-offs in 2014 and were beaten fi-nalists at the same competition last year.

UWC will also be serious contenders afterthey finished in the top five of the SasolLeague for the last three years. They are fur-thermore rated in the top four of nationaluniversity teams in the country. They alsoended as runners-up in the Varsity FootballTournament last year.

Peskin is one of the unsung heroes of UWCsoccer.“I have established various recruitment

platforms including local schools and theHigh Performance Centre in Pretoria, af-fording talented underprivileged scholarsanopportunity at tertiary educationvia bur-saries. We have also established a networkof overseas university coaches and have al-ready managed to send five students to theUSA on football scholarships,” saysPeskin.The entry fee for the tournament is R500
