Mfuleni police say a new modus oper-andi to commit house robberies hasjust surfaced.

A cry for help by a woman in front of ahouse in Rowallan Street, Wesbank was the“new trick” used recently to gain entry toa house in order to rob its occupants, policesay.The incident occurred on Friday last

week at approximately 03:40.“The victim was woken up by a woman

screaming outside his home. When he

opened the door, hewas overpowered by thesuspects who pushed him into the house.“The robbers pointed a gun at him and

robbed the man of his belongings,” saysMfuleni police spokesperson Captain No-mathemba Muavha.The stolen items include two television

sets, two cellphones, meat and cash.Muavha says the victim opened a case of

theft and provided the police with a descrip-tion of the suspects afterwhich the informa-tion was followed up.“The police subsequently arrested three

suspects – one a woman of 18 and two menof 24 and 27 years respectively.

“Both of the men are known gang mem-bers in the area and were apparently re-leased from prison two weeks ago,” saysMuavha.Thewomanwas apparentlywanted onan-

other matter as well, involving a case of as-sault.Shewas apprehendedat about 05:00 by the

detectives who were tracing suspects forprevious cases on Friday.Three other suspects are still at large.All three now face charges of house rob-

bery.They appeared in the Blue Downs Magis-

trate’s Court on Monday.

Armed menblow up ATMMore than 400 suspects were arrested dur-

ing the past week by the police in the BlueDowns cluster.The cluster comprises the Kleinvlei, Mfu-

leni, Kuils River, Elsies River, Ravens-mead, Bellville South and Delft police sta-tions.Constable Noloyiso Rwexana, provincial

police spokesperson, said some of the ar-restswere as a result of operations executedin the cluster during which a total of 141suspectswere apprehended for drug relatedcharges.The police also managed to confiscate

nearly 640 litres of alcohol alongwithavari-ety of drugs including mandrax worth

R7 120, tik with an estimated street value ofR4 860 and dagga worth R10 230.Eighteen wanted people were arrested in

tracing operations,while the largemajority– 250 – was apprehended for different offen-ces; some relating to murder, attemptedmurder, assault, drunk driving, recklessand negligent driving and the possession ofdangerous weapons.Other charges included malicious dam-

age to property, housebreaking and theft,rape and sexual assault, Rwexana said.Another 18 suspects were arrested for

committing less serious crimes. The sus-pects were kept overnight and released onfines, Rwexana said.

In Kleinvlei, one person is doing just that,using sport as a tool to create social cohe-sion. Dean August, a play leader at the Cityof Cape Town who works at the Kleinvleicommunity hall, is one of 80 staff memberswho form part of the City’s department ofsport, recreation and amenities, keepingresidents from Blackheath, Dennemere,Hillview and Spandau fit and healthythrough its daily recreational programme.

The department has committed millionsof rand to provide recreational programmeswhich unify communities and encourage ahealthy lifestyle among its residents butwould not be a success without the dedica-tion and drive of the staff who pull it all to-gether, says Belinda Walker, Mayco mem-ber for community services and special pro-jects.

“I am passionate about all sport. Sport canbe used as a tool to develop self-esteem, lead-ership skills, instil discipline and build so-cial cohesion in communities.“Bringing a smile to the face of a child,

youth, adult or senior in the community isa huge reward and our programmes contrib-ute towards creating a safer and happiercommunity,” saysDean,who lives inMalibuVillage.

Deanbelieves inproviding anopportunityfor all residents to participate in the City’sprogrammes. “I would like to see our parksbuzzing with people and activities. To makethis come true, we need to connectwith com-munity workers in the area who also visitthe recreational hub regularly.“We all need to work together to see how

best we can bring our parks to life and bringresidents back to the parks,” he added.Research indicates that sustained involve-

ment in sport and recreation programmescan help to combat challenges such as alco-hol and drug abuse, crime and vandalism incommunities, Walker said.A variety of activities are offered at the

Kleinvlei community hall which includeaerobics, seniors arts and crafts activities,activities for people with disabilities, an aft-er school programme, skate park as well aship-hop programme fromMonday to Friday.Other activities include a bootcamp, karateand fitness programmes.

Running enthusiasts are invited to takepart in the Avbob 15km Road Race takingplace on Saturday 18 June.

The race is being organised by theEersteRiver Athletic Club and includes a 10kmwalk where social walkers are welcome tojoin, as well as a 5km fun run.

The race will start at Stratford PrimarySchool in Eerste River.

Starting times for each distance are 07:15(15km), 07:30 (10km) and 08:00 (5km).Entry fees vary and range from R80 to

school’s teammembers who will compete inGermiston fromMonday 4 to Monday 11 Ju-ly. To get to Johannesburg though, Chazneyhas to raise a significant amount of money,her mother, Blanche van Schalkwyk, says.The cost of the tour is about R5000 per per-

son and all 34 team members are going, sheadds.This weekend a karaoke was held at the

Blue Downs Golf Club to help Chazney getto where she needs to be in July.“We just thought we can somehow raise

somemoney.We still have some funds to col-lect,” Blanche says.The money will be used to purchase props

and a uniform and also to cover her travel-ling costs.The Helderkruin Primary School drum-

mies have been in existence since 1999. Dur-ing this time the team has taken part in alltheWestern Cape competitions. They are as-sociated to theWestern ProvinceMajorettesand Cheerleading Association and havebeen competing on national level since 2003.“At the 2014 national competitionwewere

crowned champions in the premier league.Six of our team members obtained WesternProvince colours.“Amy Malgas, another team member, ob-

tained her South African national coloursand was part of the team who representedSouth Africa at an international competi-tion in Croatia,” Blanche adds.She says the team is actively involved in

the community.

Thanks to the completion of an advancedtraining andmentoring programmehowev-er, 15 of these smaller fish will now be ableto compete in the big leagues, says the de-partment of transport and public works.The department runs a contractor devel-

opment programme which has made it pos-sible for 15 emerging construction contrac-tor-owners to tender for larger constructionjobs after successfully completing the 24-month Siyenyuka advanced accreditedtraining and mentoring programme.

Larger, more complex contractsA certificate handover ceremony was

held in Stellenbosch on 26May tomark thismilestone.

“Each year, it adds value to the construc-tion industry and plays a key role in the de-velopment of emerging building contrac-tors in theWestern Cape,” says departmentspokesperson Byron la Hoe.“As a direct result of the department’s

mentoring and training, a number of partic-ipating contractors have advanced to ahigher level on the Construction IndustryDevelopment Board (CIDB) rating scale. Aconstruction business with a higher CIDBrating can tender for larger and more com-plex contracts,” La Hoe said.

Targeted trainingThrough Siyenyuka, businesses classi-

fied by the CIDB as grade 3, 4 or 5 generalbuilding or civil engineering enterprises,haveworkedwithmentorswhohavehelpedidentify their specific development needs.“Targeted training has then been provid-

The elderly couple from Roer Street, Jag-tershof in Kuils River was defrauded out ofR600 late lastmonth after receiving a phonecall from an alleged fraudster and sharingtheir personal details on the telephone.Last week Shivani Wahab, spokesperson

for Sassa, discouraged people from doingthis and also to ignore fraudulent text mes-sages.

“We would like to request beneficiariesnot to respond to SMS messages offeringthem airtime, electricity and other servi-ces.

“Beneficiaries need to understand that byresponding to these messages, they are ac-tually taking on a ‘subscription’ service andthe amounts will be deducted off the bank

account through the EFT debit system eachmonth,” Wahab said.Beneficiaries have been warned not to

use their Sassa cards as security for loansor to purchase any financial services prod-ucts, to not respond to cell phone SMSeswhere companies offer products suchas air-time and other financial products againsttheir card, and to not authorise deductionsto be made against the card except for theone funeral policy deduction that shouldnot exceed 10% of the social grant value,which Sassa has authorised in terms of leg-islation.Wahab said their branded payment card

Die Suid-Afrika-Washington-leierskaps-ontwikkelingsprogram (SAWIP) fokus opdie ontwikkeling van ontluikende leierswat hulle daadwerklik vir maatskaplike enekonomiese transformasie, geregtigheid en’n volhoubare demokrasie vir alle Suid-Afrikaners beywer.

1. EIENDOMSBELASTING (weergegee as rand in die rand):Die rand­in­die­rand­tarief word met die munisipale waarde van die eiendomvermenigvuldig om die jaarlikse eiendomsbelasting wat gehef sal word, te bereken,onderworpe aan die korting waarvoor in die eiendomsbelastingbeleid voorsieninggemaak word en is BTW­vry.

1.8 Eiendomseienaarsmoet teen 31Augustus van die boekjaar waarin ’n algemenewaardasie geïmplementeer word of binne driemaande na implementering van’n aanvullende waardasie om die korting aansoek doen, andersins kan korting nietoegestaan word nie.

2. VERBRUIKSTARIEWE EN ­HEFFINGSWater, sanitasie, elektrisiteit en vaste­afvalbestuur word teen 14%­BTW belas.

2.1 WATER

Drie stelle watertariewe is goedgekeur (10%­verminderingstarief,20%­verminderingstarief en 30%­verminderingstarief). Elke tarief is gekoppel aan diewaterverminderingsvlak wat opgelê word. Die normale tariefstel het betrekking op ’nvlak van ten minste 10% onder die lae watervraagkurwe aangesien vorige beperkingsen watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlak verlaaghet, en die vlak 1­beperkingsmaatreëls as permanente goeie watervraagpraktyk bydie uitgevaardigde Verordening opWater en Sanitasie ingesluit is. Die tariefvlakkevan vermindering of beperking wat die Stad sy verbruikers oplê, is dus nie slegsgekoppel aan die beperkingsvlak wat die nasionale departement van water ensanitasie die Stad oplê nie, maar ook aan die vlak van verbruikersvraag.Weens diehuidige klimaatsomstandighede het die Stad Kaapstad met ingang van 1 Januarie2016 waterbeperkings tesame met die 20%­verminderingstarief ingestel, Die20%­verminderingstarief sal ook op die boekjaar 2016/17 van toepassing wees tot enmet verdere besluite oor die waterbeperkings.

’n Verhoging van 9.75% in waterverbruikstariewe is goedgekeur.

2.1.1 Volledig huishoudelik – water wat hoofsaaklik vir huishoudelike doeleindesgebruik en aan enkelresidensiële eiendomme voorsien word; en

2.1.2 Huishoudelike groep – woonstelle met massameters, trosontwikkelings watenkel­ en deeltiteleenhede insluit, sowel as raadseiendom. ’n Gratis toewysingvan 6 kℓ per eenheid per maand by voorlegging van ’n beëdigde verklaring oordie getal eenhede:

2.1.11 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur omskrewe kwesbare groepe.

2.1.12 Huishoudings in wooneenhede op gemengdegebruik­eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

2.1.13 Bestaande skuilings vir haweloses/ouetehuise (buiten dié wat as huishoudelikegroepe geklassifiseer is)/tehuise vir die gesondheid van diegene met fisiese ofgeestelike gestremdhede.

Voorgestelde wysigings in hooftrekke

• Finale gelykstelling van trapsgewyse tarief vir volledig huishoudelik enhuishoudelike groep,met bepaalde impak op trap 2 van die kategorie volledighuishoudelik, waar verbruikers ’n styging van meer as 9.75% sal ervaar.

• Voortgesette inlynstelling van die prys vir fonteinwatergebruik op gholfbane waardie gebruiker nie infrastruktuur voorsien het nie.

• Bykomende stygings in permit- en verfilmingsfooie van die Massawater Tak, watmet meer gepaste prysvlakke in lyn gebring is.

• Bekendstelling van ’n kansellasiefooi vir verfilmingsbesprekings.• Die waardasieperk is verhoog van R300 000 tot R400 000, en dus sal meer

mense die bykomende 4.5 kℓ water per maand ontvang.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%­verminderingstarief,20%­verminderingstarief en 30%­verminderingstarief). Die normale tariefstel hetbetrekking op ’n vlak van tenminste 10% onder die lae watervraagkurwe aangesien vorigebeperkings en watervraaginisiatiewe die normale watervraag suksesvol tot hierdie vlakverlaag het, en die vlak 1­beperkingsmaatreëls as permanente goeie watervraagpraktykby die uitgevaardigde Verordening opWater en Sanitasie ingesluit is. Die tariefvlakke vanvermindering of beperking wat die Stad sy verbruikers oplê, is dus nie slegs gekoppel aandie beperkingsvlak wat die nasionale departement van water en sanitasie die Stad oplê nie,maar ook aan die vlak van verbruikersvraag.Weens die huidige klimaatsomstandighedehet die Stad Kaapstadmet ingang van 1 Januarie 2016 waterbeperkings tesamemet die20%­verminderingstarief ingestel, Die 20%­verminderingstarief sal ook op die boekjaar2016/17 van toepassing wees tot enmet verdere besluite oor die waterbeperkings.

’n Verhoging van 9.75% in sanitasieverbruikstariewe is goedgekeur.

2.2.1 Volledig huishoudelik (standaard) – enkelresidensiële eiendomme: 70% vanwaterverbruik tot ’n maksimum van 35 kℓ riool per maand (70% van 50 kℓ water isgelykstaande aan 35 kℓ riool); en

2.2.2 Huishoudelike groep – woonstelle met massameters, trosontwikkelings wat deel­en enkeltiteleenhede insluit, sowel as raadseiendom – 90% van waterverbruik(*sien nota) tot ’n maksimum van 35 kℓ per huishouding. ’n Toewysing van4.2 kℓ per eenheid per maand sal gratis beskikbaar gestel word by aanvaardingvan ’n beëdigde verklaring oor die getal eenhede wat vanaf daardiemeteraansluiting voorsien word. Verbruik bo die gratis toewysing sal soos volggehef word:

Voorgestelde wysigings in hooftrekke

• Finale gelykstelling van trapsgewyse tarief vir volledig huishoudelik enhuishoudelike groep,met bepaalde impak op trap 2 van die kategorie volledighuishoudelik, waar verbruikers ’n styging van meer as 9.75% sal ervaar.

• Voortgesette inlynstelling van prys vir gebruik van behandelde afvalwater opgholfbane waar die gebruiker nie infrastruktuur voorsien het nie.

• Die waardasieperk is verhoog van R300 000 tot R400 000, en dus sal meermense die bykomende 3.15 kℓ sanitasie per maand ontvang.

2.3 ELEKTRISITEIT

Die tariewe hier onder berus op ’n gemiddelde styging van 7.78%, wat met ingang van1 Julie 2016 in werking gestel sal word.

Voorgestelde wysigings in hooftrekke

The Grind Indoor Sprint Obstacle Racetaking place at the Velodrome in Bell-ville on Saturday is attracting atten-

tion from athletes of every discipline. Thefirst indoor event of its kind in SouthAfrica,the ISOCR, as the team calls it, is a one kilo-metre obstacle course race that – for achange – doesn’t involve mud. It does, how-ever, involve up to fifteen obstacles that willchallenge all comers on the day. What isunique to this Grind is the fact that it takesplace in an arena in front of a large cheeringaudience, spurring competitors of all levelsof fitness on to do their utmost.The founder of TheGrindObstacle Course

Racing, Mat Barlett, is excited about thischange in venue, and believes that – particu-larly in the winter months – indoor racing

is here to stay. “Wehave combinedCrossFit,gymnastics, and traditionalObstacleCourseRacing to create a brand new experience forathletes and audience alike.”Is it only for highly trained sportspeople?“Not at all!Whilewe do expect top athletes

to compete – and we have a lot who have en-tered already – we are also aiming to attractpeople from all walks of life who are up foran unusual challenge.”Mat explains that the family element is

part of the attraction, with spectators will-ing on family and friends, and a Kids Obsta-cle Course thatwill be a scaled downversionof the main attraction.“Children from the age of four to 12 will

be able to participate on the Little Grind; ev-ery entrant will get a medal, and they can

do the course as often as they like.”The current drive is to get people to chal-

lenge others to compete head to head. Whilethere are substantial prizes – R10 000 eachto top male and female athletes and sizeablerunner-up prizes too – the aim is to get com-petitors to lay down challenges to others ofa similar fitness level. Cyclists who believethey are fitter than runners can prove apoint; soccer playerswhobelieve that socceris the most demanding game on the planetcan challenge their rugby counterparts.“We particularly would like to see gyms

laying down challenges to their members,”says Wayne Bruyns, a Grind director.“Gyms cater for multidisciplinary fitnesslevels, and we are hoping to get them to in-vite members to compete in this new chal-
