A stern warning to residents not to takethe law into their own hands havebeen issued by Mfuleni police after an

unknown woman, accused of being a childkidnapper, was almost attacked by residentslast week.Fortunately for the woman the group of

residents decided to hand her over to the po-lice, says Mfuleni police spokesperson Cap-tain Nomathemba.Residents however demanded feedback

and action be taken against the woman. They stoned the satellite police office as wellas state vehicles parked outside, says Muav-ha, adding the woman was innocent.

RumoursThe incident occurred on Tuesday 14

June.“We opened a case of malicious damage to

property,” says Muavha.Rumours of potential childkidnappers are

currently doing the rounds in the Mfuleniarea as well as other parts of the city. The news is spread via social media plat-

forms such as Facebook and the online chatservice WhatsApp.In an attempt to ease the concerns of par-

ents the Mfuleni police took part in a radiointerviewwhereMuavha informed listenersthat no child kidnapping cases have yet beenreported to the police.A similar interviewwas conducted by pro-

vincial police spokesperson Lieutenant Col-onel André Traut the following day.Muavha says the police are aware of the

numerous allegations regarding child kid-nappings posted on social media, but that itis being refuted as it cannot be substantiated

with any police records.“The police appeal to the community to re-

frain from spreading these inaccurate ru-mours. We also appeal that the residents nottake the law into their own hands based onthese rumours as we will not hesitate to actagainst such people.”

Several allegationsThe police strongly encourage that par-

ents frequently sensitise their children onwhat to do when faced in a dangerous situa-tion in a responsible manner.Kleinvlei police also received several calls

regarding allegations of abductions. Onesuchallegationwas sharedviaWhatsApponWednesday last week. According to the de-tails fourmen abducted a child in the EersteRiver area.Kleinvlei police spokesperson Captain

Florina Muller could however not confirmthis.“We received several calls, but there is no

such case on our records,” she told Tyger-Burger.

No arrests“It is satisfying to know that parents are

concerned about their children’s safety. This helps the police in protecting children.“Early morning I notice parents walk

their children to school these days. The par-ents have no idea how much that actuallymeans to the child.”The only confirmedattemptedkidnapping

incident occurred on Wednesday 1 June inStrand involving a 10-year-old girl who luck-ily managed to escape from the suspects. No arrests have yet been made.

V Reports about a possible kidnapping should be registered at the police station on 021 909 9538 or082 469 1529.

needs,” Little explains their depart-ment’s process of reintegration.Role players who assist them include

night shelters, joint action committees, city improvement districts, faith-basedorganisations and non-governmental or-ganisations.During subcouncil lastweek the impor-

tance of the City’s local network of care(LNOC), a community based body to helpwith the reintegration, was also pointedout. An LNOC was established in Wes-bank recently.A shelter which will be built in a cen-

tral area and is described as aplacewhichwill offer more holistic care as well as of-fer skills development to street people, isbeing planned.

Winter is upon us and the time has cometo take out the umbrellas, switch on theheaters and take out all those extra blan-kets.For the approximate 7383 people living

on the city’s streets however, taking pre-cautionary measures against the wind, cold and rain is but a mere desire – some-thing achievable depending on the gener-osity of the public.Despite the high number of street peo-

ple, however, only a few shelters existwhich can provide protection against theelements.“The City estimates that there are 20

shelters, however the Western Cape de-partment of social development will bebest placed to respond in terms of thenumber of registered facilities,” said Su-zette Little, Mayco member for social de-velopment.Last week at a subcouncil meeting rep-

A brand new maintenance plan is being im-plemented by the City of Cape Town for theupkeep of its rental housing. In a statement issued last week the City

said with the implementation of its newmaintenance priority model for its largenumber of housingunits, it hopes to not onlyreward tenants, but also reduce the strainon its maintenance resources.Rental monies contribute to the upkeep of

rental units and therefore non-emergencyrepairs will no longer be rendered to illegaloccupants or defaulting tenants withoutdebt arrangements in place, the City said. The City’s maintenance priority model is

built on the recognition that, due to its largenumber of rental stock units and limited ca-pacity, not all maintenance matters can beattended to immediately.Hence, different maintenance issues have

now been categorised according to their im-portance.Emergency, structural, health, safety as

well as electrical repairs have been classi-fied as very high to high priority repairs, while medium to low priority repairs in-clude repairs of windows, ceilings, internaldoors, locks and toilet seat replacements, theCity said.“This is one of the interventions that the

City is implementing to deal with the strainon its limitedmaintenance budget and otherresources, says Mayco member for humansettlements, Benedicta van Minnen.“However, all tenants, irrespective of

whether they are in rental arrears or not, will still be assistedwith high prioritymain-tenance issues, such as emergency repairsto prevent serious risk to thehealth and safe-ty of occupants or members of the public.

“We are currently doing a strategic assetreview of our approximately 47 000 rentalstock units. This will give us an updated un-derstanding of the physical state of all of ourunits, the payment rates in areas, the effica-cy of our depots, andhow to change to amoresustainable model,” Van Minnen.By the end of the month, the City would

have spent approximately R39 m on mainte-nance. During the previous financial year,in 2014/15, an average spend of nearly 95%of its budget for maintenance was achieved. For those who are willing but unable to

pay, the City offers comprehensive debt re-lief in the form of an indigent grant, she add-ed.Tenants whose household income is up to

R3200 per month are encouraged to ap-proach their local housing office to apply fora grant.

Music lovers to teach kids to playRICHARD ROBERTS

@richardjohn_rj

Two music lovers are trying to pass ontheir knowledge of playing various in-struments to children from Kalkfon-

tein in a bid to help keep them off the impov-erished area’s streets and also preventingthem from getting into trouble.

Through the Kalkfontein OutreachProject the duo also want to help make a dif-ference by teaching them the guitar, drumsand keyboard and hopefully help eradicatecrime, gangsterism and drug abuse, saysteam member Chad Andrews.

Andrews and his friend, Chadley Beukes, are both locals from Highbury and belong toa band along with fellow band members Lau-rence Nel and Aubrey Uithaler.

Andrews is a musical graduate who com-pleted his studies at Stellenbosch Universityin 2015 completed a Jazz Diploma at the CapeMusic Institute (CMI) in Athlone in 2014,while Beukes is in his first year studying thesame subject at CMI.

Andrews, who started paying interest inmusic at the age of 15 and plays the lead gui-tar in their band, says they plan to developthe community in a positive way by offeringmusic lessons.

“We want to uplift the children, teenagersand adults and want to take them off thestreets.

“There is nothing in the area to keep them

occupied or active besides soccer, thereforewe thought of starting this programme – tostabilise their minds, which is somethingonly music can do,” Andrews says.

He adds their aim is to teach especiallychildren to lead by example in a positiveway.

The group was approached by Justin Wil-debees, a community worker, to help thechildren by intervening and teaching themmusical skills.

“On each and every corner we find thatthere are children just standing around, do-ing absolutely nothing with their lives.

“We want all of Kalkfontein’s people tojoin us in this programme,” he says.

The group will start teaching music les-sons as soon as the local primary school be-comes available to them.

Andrew says they already have a similarproject in Highbury at the Soneike Highschool where a lot of children have showninterest.

He says the project has so far been success-ful.

“We are also appealing to residents whohave instruments lying around the house toplease donate it to our project. This will helpus a lot,” he says.

At the moment the band uses its own key-board, guitars and drums to train the chil-dren.V Anyone wishing to make a contribution can callChad on 073 791 9129 or Chadley on 073 230 1026.

“As a young woman in your twentiesyour expectations of marriage are veryunrealistic. And when those expecta-tions fail us, depression is often a result,”says well-known local gospel singerCrystal Swanson.

A book authored by award winningjournalist Sisanda Nkoala, telling thestory behind Swanson’s career, was re-leased on 1 April at a packed venue atCentre for the Book in Cape Town.

The official book tour starts on Satur-day 2 July, with its first stop the Kraai-fontein library hall where a book signingwill take place between 13:30 and 16:30.

The book Shepherded: A Woman’s Tri-umph throughDepression andDivorce, isbased on the very well known Psalm 23and focuses on Swanson’s personal jour-ney through depression and divorce, for-giveness and healing and the birth of hersinging career, which flowed from this.

“It is not a sombre book and the focusis not on suffering hardship, but on over-coming it. Many Christians are faced

with depression at some time in theirlives – a topic that is often a taboo inchurches. But it’s very real and needs tobe treated seriously, as I discovered aftermy marriage fell apart,” she says.

Her approach to the disease was holis-tic. “It was a combination of medication, therapy and spirituality that resulted itsuccessful treatment.”

It is also a very practical book, offeringan arsenal of useful tips to married cou-ples. “By sharing the very many mis-takes I made during my marriage, thebook will serve as a guide to married cou-ples who might be facing troubled wa-ters,” she says.

“In this respect issues like forgivenessand the freedom it brings is looked at in-depth and from a women’s perspective.”

Swanson hails from Ravensmead andcurrently calls Durbanville home.

She is a radiographer of profession, but as a multitalented gospel artist hercareer spans more than a decade.V Entry to the book signing is free. Denise Williams from Radio Tygerberg, motivational speakerJerry Louw and Gospel artists Trevor Benson andCherylAnn Ehrenreich will perform.

@andrebakkes

Diémanvandiewestelike kusstreekwasaan heroïen verslaaf toe hy in ’n ernstigemotorfietsongeluk betrokke was.

Ek moes toe my ouers alles vertel.

Iemand anders sê: “Die dwelmprobleemhet by my al hoe erger geword en ek hetalle dwelms probeer.

Storie agter verslawingDaar is ’n storie agter elke verslawing,

Ek was bang vir alles en my pa het my viralles blameer.

Ver-slaaf-ing. Hulle het slawe geword.Hy gaan voort: “My ouers het gedink ek

dag ...“Ek was verveeld

Ek was toe in ’n motorfiets-ongeluk en my gesig was vermink en ekwas blind. Dit was ’n aaklige tyd vol pynen selfverwyt. Ek het geglo God straf myoor my dwelmgebruik.

Ekdinknet aandie stringnegatiewe gevolge wat wag as ek weerdwelms of alkohol gebruik.”

my nugterheid meteen onbesonne daadvan my weggeneemkan word.

My

Applications for special votes duringthe upcoming local elections openedon Friday 10 June and closes on Fri-

day 8 July.“It is important to apply early for this vot-ing right, should you not be able to vote onelection day onWednesday 3 August,” saysward councillor Marian Nieuwoudt. There are essentially two types of specialvotes – firstly Type 1, were a voter goes totheir local voting district to cast their voteon Monday 1 or Tuesday 2 August, and sec-ondlywhere the voter receives a home visitfrom the Independent Electoral Commis-sion (IEC) in order to cast their vote.“A Type 1 special vote can be applied forby any registered voter who for whateverreason – be it travel, business, or work –will not be able to vote onWednesday 3 Au-gust. Theywill be able to apply for a specialvote and if successful, will be able to casttheir vote at the polling station at whichthey are registered to vote, on the specialvoting days prior to the election,” she ex-plains.Applications for this type of special votecan be done in three ways: an SMS to 32249,an online submission at www.elections.org.za, or a submission of form MEC35 atthe IEC office in Bellville or elsewhere.“A Type 2 special vote is only for the sickand housebound. In this instance, a voterwould apply for an IEC official to visit themat their home on special voting days be-cause they are not mobile and or too sickto vote on election day. People requiring ahome visitmust reside and be visited in thevoting district in which they are registeredto vote,” she says.“If your application for a special vote issuccessful, you will vote in the followingmanner: Your thumbnail is marked withindelible ink, while your ID book isstamped. You will receive the relevant bal-lot papers to bemarked in secret and placedand sealed in an unmarked envelope. Theunmarked envelope is placed in another en-velope that is marked with your name, IDnumber and voting district number. Theuse of two envelopes is to ensure the secre-cy of your ballot. The outer envelope is dis-carded before counting,” says Nieuwoudt.

TheCity of CapeTown is preparing to trackdown and prosecute callers who abuse its107 Public Emergency CommunicationCentre number.Of the 532 682 calls answered by emergen-cy operators in 2015, 102 217 or 20% wereprank calls. A look at themonthly statisticsreveals an average of just over 8500 prankcalls a month, with spikes experienced inJanuary, April and August.‘‘The calls range from emergency hoaxesto the vilest verbal abuse, but also, moredisturbingly, calls of a very perverse na-ture. It is unacceptable that our operators, who are there to do a very serious job, haveto endure this type of abuse with no re-course except to cut the call,’’ says theCity’sMaycomember for safety and securi-ty, JP Smith.‘‘Our system allows us to pick up exactlywhere the call is coming from. I have in-structed the City’s Special InvestigationsUnit to extract information on the top 10 ha-bitual offenders and lay charges in termsof national legislation that makes suchprank and hoax calls to an emergency callcentre an offence. A few well-publicisedconvictions will serve as a good deterrentif we can get them,’’ adds Smith.

Youth Day is a reminder thatthe future is in the hands ofthe youth, and education is

the key.Khwezi Jackson (19), a student

from Bellville and a former learnerfrom Stellenberg High School, saysstudents complaining that theycan’t afford a tertiary education, have no excuse not to study.“It is our responsibility to deter-

mine what kind of future we makefor ourselves,” he says. “My mom,Chumisa, is a single parent withfour children, and she also couldnot afford to send me to universityor technikon. She opted to sendmeto the Cape Town Tertiary Schoolin Business Administration (TSi-BA) in Pinelands after matric in2014,” says Jackson. He is a Bachelor in Business Ad-

ministration student and he wouldlike to encourage those who can’tafford to study at a tertiary institu-tion to opt for TSiBA.“TSiBA shows us that education

is more than just studying; thatthere is a whole world out there. AtTSiBA students are given a secondchance to catch up and learn basicacademic skills which they mayhave missed in high school. TSiBAis different in that they providegreat support to help all students todo well in their studies. Their ‘Payit Forward’ philosophy empowersme to give back to the community, but I also get to do amazing things, gain exposure to new networks, ideas and overseas university pro-grammes,” he says.TSiBA offers four business entre-

preneurship and leadership qualifi-

cations with a strong focus on self-development and practical experi-ence, in this way effecting realsocio-economic change for the fu-ture.“My advice to learners is to know

what you want to do and researchyour options as well as the scholar-ship opportunities out there. Therearemany great tertiary institutions

out there, but I would highly recom-mend if you aremotivated, self-driv-en and have a good attitude, youshould apply to TSiBA. It’s morethan just a scholarship; more thanjust an education. It’s a way of life. The reality is a degree doesn’t guar-antee a job anymore, but I am confi-dent that TSiBA’s programme andaccredited degreewill developme tobe the employee that every employ-er is looking for,” he adds.Jackson was born inMount Frere

in the Eastern Cape and attendedthe Excelsior Primary School andStellenberg High. He was a memberof the Students RepresentativeCounsel in 2015 and was selected to

be a youth leader for a youth groupcalled the RUSH (Rocking the Uni-verse Spiritually High).“In 2015 I was accepted at TSiBA

and completed my Higher Certifi-cate in Business Administration. Iwas fifth on the merit list and start-ed my Bachelors this year. I haveserved in the executive boards ofEnactus as well as the TSiBA chessteam,” he says.Adri Marais, TSiBA CEO and co-

founder, explains that “TSiBA’sunique curriculum integratesknowledge, skills and attitudethrough our ‘Profile of Graduate-ness’ which has been carefully de-signed to match the needs of em-ployers and the competenciesneed-ed to be a successful entrepre-neur”.“The evidence is there in that

96% of TSiBA degree graduates areemployed, studying at postgradu-ate level or become entrepre-neurs,” he says.KwaneleMagwaca of StudentRe-

cruitment at TSiBA, encourageslearners and potential scholarshipapplicants to “be more organised, plan ahead and send in applicationsearly”. “We are looking for youngpeople who have potential, an inter-est in business and who want tomake a difference in their commu-nities, to apply to TSiBA.”V To grab this opportunity and change yourlife visit TSiBA Cape Town’s Campus OpenDay on Saturday 30 July 2016 between10:00 to 13:00. You will get to experiencethe campus and learn about this businessschool directly from students and staff.V For more information contact KwanelaMagwaca on 021 532 2750 or [email protected] or visit www.tsiba.org.za.

KLUBRUGBY: BELHAR SE AFRIGTER MIK VIR GOUEBEKERKOMPETISIE

“Tans oefen vyf klubspelers by die WP seamateurspan.
