Inwoners van ’n plakkerskampop ’n verla-te stuk veld in Richwood gaan dié winterweer ’n oorlewingstryd moet voer.Te midde van ysige weer en huisies wat

se dakke lek, krap dié inwoners, watmeestalwerkloos is, nog gereeld rond vir kos in as-dromme.Hulle het onlangs hul smarte en frustra-

sies met TygerBurger gedeel.Willem Davids, een van die oudste inwo-

ners van die informele nedersetting tussenRichwood en Burgundy Estate, sê hy woonal vir langer as 30 jaar daar. Hy is bekom-merd oor die lang winter wat nog voorlê.“My huis se dak lek en my plek is nat. Ek

kry baie koud,” sê Davids.“Ons het nie lopendewater vir toilette nie,

en kry slegs kos deur skenkings,”sê Davidsswaarmoedig.Voorts sê hy dat baie mense in dié kamp

werkloos is en hy wil hê die Stad Kaapstadmoet behuising aan hulle verskaf.

OoreengekomJamesVos, subraadvoorsitter, sê dié plak-

kers wéét hulle gaan een of ander tyd moetskuif. “Die Stad het met hulle ooreengekomdat hulle moet skuif en almal het dit aan-vaar,” sê Vos.Tog is daar bietjie lig in dié inwoners se

donker vooruitsigte. Toni Tresadern vanThandanani, ’n nie-winsgewende organisa-sie, het ’n helpende hand uitgesteek na diegemeenskap deur soms warm klere en kosaan die plakkers te verskaf. Sy sê dat sy tweekeer ’n week kos met ’n bussie na die plak-kerskamp neem. “Verskeie ander organisa-sies en kerke skenk gereeld kos aan die ge-

meenskap,” noem Tresadern. Sy sê daar isenkele misdadige persone wat in die neder-setting woon, maar die meerderheid van diemense is eerlik.Davids sê daar iswél inwoners vandie om-

liggende omgewing wat probleme het, om-dat hulle hul huise in die veld bou. “Hullekla baie. Hulle sê ons breek by hul huise in,maar ons maak nie so nie.”

BehuisingHoewel Davids vra dat die Stad beskutte

behuising aan die plakkers moet voorsien,wil hy nie na ’n ander heenkome trek nie.“My begeerte is om hier te bly solank as watek lewe,” sê Davids.Sofia Apies, ook ’n inwoner van die kamp,

sêhoewel daarmense iswatkla, het die plak-kers ook rede tot ongelukkigheid. “Ek het ’nwendy-huis gehadwat diemensevandie om-liggende omgewing afgebreek het, toe ek bydie werk was. Ek was baie hartseer,” sêApies. Desmond Hofman, ook een van dieplakkers, is raadop. Hy sê daar is nie werkvir die plakkers nie. “Die kinders hier lyhonger,” sê Hofman kwaad.Nog ’n inwoner, Jacob Kuiwa, woon al die

afgelope 15 jaar in die plakkerskamp. Hy hetondermeer vier honde en twee kattewaarnahy omsien. “Ek loop maar so in die straterond. Ek krap maar beentjies uit die drom-me. Die diere kry koud, maar ek het ’n hok-kie vir hulle gebou,” sê Kuiwa. Volgens Tre-sadern is hulp aan die plakkers maar minen is daar nog baie wat gedoen moet word.“My hoop vir die kinders van Richwood

ronmental manager, Alan Lieben-berg, the Century City waterwaysare proving to have important con-servation significance, particularlyin terms of a threatened indigenousfish species.He says the latest fish survey (the

fourth in five years) undertaken inthe Century City waterways and In-taka Island wetlands reserve re-cently by an independent party hadfound a significant population ofCape kurper, which is currentlylisted as Data Deficient by the Inter-national Union for Conservation ofNature.He elaborates: “In fact they found

that significant development sincethe last survey in 2011 has been theincrease inCapekurper as it is rela-tive to Mozambique tilapia andmaintaining their current status inthe system as a dominant speciesshould be a principal managementobjective.”Liebenberg says that five years

ago the Century City canals wereoverrun with common carp thathad been introduced illegally intothe waters most likely by anglers.As a result fishing in the canals con-tinues to be prohibited.“On the recommendation of Cap-

eNature and independent expertswe embarked on an agreed courseof action to eradicate the commoncarp from the waterways using ich-thyocide rotenone in order to im-prove the water quality as well as

threatened by a combination of hab-itat destruction, pollution and alienspecies invasions, were reintro-duced into the waterways shortlyafter the eradication exercise.

lor James Vos who attended a sen-ior citizens’ function at the Both-asig Town Hall on Tuesday 11 June.At the meeting Vos explained the

benefits of the increased rebates.The procedures to apply for the

rebates has been made easy and an-yone older than 60 years of age qual-ifies. The applicant must be a full-time occupant of the house andhousehold incomesmust not exceedR12 000.The uplifting news was well re-

ceived by attendees.The upper limit on qualifying

household incomes will increasefrom R10 000 to R12 000 per month.All income categories below

R12 000 per month will benefit bythese increased rebates,while thosewith a household income of R4 000and below per month will receive a100 % rebate on their rates.Amongother changes indigent as-

sistance will be granted for a 100 %rates rebate, and additional 4,5 kilo-litres of water, and a 240 litresrefuse bin for all households with agross monthly income of R3 000 orless.Further changes included that

the 50 % rebate on rates for all resi-dential households with grossmonthly incomes between R3 000and R4 000 is amended as follows: a75 % rates rebate for such incomesbetween R3 500 and R4 000 and a

50 % rates rebate for such incomesbetween R4 000 and R4 500.At the same time, the City of Cape

Town will be strongly pro-poor.It is proposed that free basic serv-

ices are given to those with proper-ties valued at less than R400 000.The proposed total budget for the

2013-2014 financial year is R31,5 bil-lion.Of that, the operating budget is

R26,144 billion, or just over 82 % ofthe total budget.The capital budget is R5,45 bil-

lion, or 17,25 % of the total.It is estimated that the city’s as-

in Parow are able to enjoy this winter.A Bellville resident took the initia-

tive to purchase hot drinks for the chil-dren – and she is only eight years old.It all started with her dream to bake

cupcakes.Tamsin McKenzie from Loevenstein is

a bright young girlwho believes thatmak-ing a difference by helping others is of theutmost importance.Tamsin is also a brownie-scout. Her

mind was set on helping others from avery early age andhermother encouragedher to join the scouts.

StreetsAfter seeing children living on the

streets Tamsin initiated a plan to helpchildren who are in need of somethingwarm this winter.She decided to bake cupcakes to help

raise money for her project.Baking these cupcakes isn’t always an

easy task. The cupcakes have to be freshin order for Tamsin to sell them at a localmarket.“I bake them the Friday night before the

market.Mymotherwakesme early on theSaturday because I have to ice the cup-cakes. The icing takes the longest,” Tam-sin says.Shemanaged to sell enough cupcakes at

the Monte Vista market to saved up mon-ey in order to buy hot drinks for the chil-dren of the Holy Cross Orphanage inParow.After purchasing the beverages her

mother delivers them to the Holy Cross

Orphanage.

Help“Iwas given a tour of the orphanage and

I have never seen such a huge laundry-room. I could see that they needed help,”she adds.“Therearemore than100 childrenat the

orphanage,” Tamsin says.Tamsin’s mother, JenniMcKenzie, sup-

ports her daughter in this project.“Tamsin knows now that there are peo-

ple outside of her own bubble. It is impor-tant for a parent to teach their childrenthat we may not be able to help everyone,but we can help someone,” Jenni says.Cheryl-Anne Ziervogel of the Holy

Cross Child and Youth Centre says: “Thestaff members were very impressed byher initiative and informed the childrenabout her good deed. The hot drinks arevery appreciated by everyone at HolyCross since it is a special luxury for thechildren who do not receive such a treaton a regular basis.”

Reach outZiervogel says Tamsin’s initiative

should motivate more community mem-bers to reach out to others.McKenzie wants to continue helping

others.“I am planning a lemonade-stand and

want my family and friends to get in-volved as well,” she says.Although Tamsin wants to be fashion

designer one day, she says she loves bak-ing and would gladly consider becominga chef.“And as always,” she says, “I would

Thousands of Cape Town’s youth brokethe silence on Youth Day and expressedthemselves freely during an Unconfe-rencing Event at the Bellville Velodro-me.They presented their opinions on dif-

ferent topics such as education, politicsand religion.“We as governmentwill be listening to

them, so that what comes out theirmouths can be used to direct and give ef-fect to the youth strategy we are rollingout in the Western Cape,” said AlbertFritz, provincial Minister of Social De-velopment.He said 16 June has traditionally been

associated with dialogues, discussions,conferences, or engagementswithyoungpeople.Government gathered them to talk

about their plans to make life better forfuture leaders.With the assistance of over 100 facilita-

tors, the youth were afforded the oppor-tunity to express themselves on issuesthat impact their lives, while govern-ment was listening.Fritz said for too long, governments

have been making plans for the youth,developing programmes and even mak-ing some services free. “Yetmany youngpeople are not accessing governmentprogrammes, some have no knowledgeof it, while others may be downright op-posed to it.”Fritz said hewanted to know frompeo-

ple: whether they know about the oppor-tunities this government extends tothem; how they are accessing it; whytheymaynot be accessing it; whatwouldmake them respond favourably; whathinders their access?“I want to make sure what we are roll-

ing out for young people to access, reallyis in linewith their needs and interests,”Fritz said.He said they wanted to ensure what

with the Merriman Lions Club has em-barked on a winter preparation plan of ac-tion.This action will be to clean and clear

stormwater systems and drain inlets as wellas helping the less fortunate to keep warmduring winter time.The Merriman Lions Club will be joining

the Stop Hunger Now project to help savelives during winter. This will include easilyaccessible warm meals.President of the Merriman Lions Club,

Local Merriman Lions Club is establishingits own LEO club in Goodwood, specificallyaimed at the youth.

LEO (Leadership, Experience and Oppor-tunity) club membership is a mix of boththe alpha clubs (ages 12 to 18) and the Ome-ga clubs (ages 18 to 30).

Over the past 18 months Merriman LionsClub has invited the school council mem-bers of JG Meiring High and other learnersto join in their community service projectssuch as Clean South Africa, Sarmie Jamsand food packing for the Stop Hunger Nowinitiative.

Clive Fox, president of the Merriman Li-ons Club elaborates on how young peoplecan benefit from becoming LEO members:“They have great fun and develop their in-dividual and group skills in a fulfilling pro-gramme which impacts on the present andthe future.”

He adds that effective communication,teamwork, community development,

project planning, marketing and fundrais-ing are some of the projects in which mem-bers get involved.

“They run their own affairs, elect theirown club officers and determine their ownfundraising programmes,” Fox says.

Each LEO club is sponsored by a LionsClub who funds its establishment and oper-ation.

“I know there are many young peoplewho would enjoy being a LEO as the pro-gramme offers so much opportunity,” headds.

The LEO club will be the platform fromwhich members can prepare themselves fora lifetime of community involvement andcontribution to society.

too well in their three-month tenure in To-kyo.

Now, back home in their beloved coun-try, the Bellville boys are reflecting on aonce-in-a-lifetime experience.

“Let me tell you, it was tough. We wereunder no illusion that it would be a walkin the park, but boy were we in for a sur-prise.

“We were based at the Honbu dojo whichis the international headquarters for Ky-okushin-kan karate. Our day would startwith the cleaning of the dojo and after thatwe would have intensive training.

Neill reflects on the many intensive ses-sions they had. “You don’t ever fear thatyou are in pain. On Tuesdays we had fight-ing classes with their u-65kg, u-70kg and u-80kg champions.”

“Those guys are at another level of tough,sometimes I would take kicks to the leg sothat I can barely stand on it, but somehowyou pull through and only check on yourinjuries after the fight.”

“Looking back on it, itmademe andHen-ry so much more tough, not only mentally,but physically as well. We were also in-structed to give some classes to six to 13-year-olds. That was fun and it helped uswith our own technique.

“As you stand in front of the class teach-ing them the various techniques, you haveto constantly check them and yourself to

make sure you are doing things correctly.”

BetterSince their return, their balance, under-

standing of this ancient practice and stami-na have improved dramatically.

They have also revised their trainingschedule to keep the intensity high.

“These boys really surprised me. Justlooking at themmade me realise that these

are not the same boys that I sent to Japanthree months ago.”

“They are physically, mentally and tech-nically better. I’m excited to see them per-form in upcoming tournaments,” said Shi-hanHennieBosmanof theWelgemoeddojo.

Come August, when they will be compet-ing in the Len Barnes Memorial Tourna-ment in Durban, they are sure to be moreprepared for the challenge.

When intuition, anticipation and con-centration merge, Jake Montandontwirls into the air.

And while suspended in the midair, thechampion freerider uses his jet ski to pulloff themost eye-catchingmoves imaginable.All too soon hewould plummet back to the

unforgiving waves below.On theMontalivet beach thepredominant-

ly French crowd goes wild, but Jake staysfocused.The 29-year-old freerider from Table View

wants to be the best in theworld, but comingsecond isn’t half bad!Needless to say when he claimed the run-

ner-up spot in France this month he re-turned home as a hero.

ThirdJake finished third in the 2012 IFWA Fre-

eride World Championship Tour, and if heconsistently performs at this rate, otherswill soonbemeasuredbyhishigh standards.The World Tour comprises three interna-

tional rounds a year of which France is thefirst. During these rounds competitors com-pete in a head-to-head double eliminationformat, while a panel of judges scores them50 % for their wave surfing and 50 % fortheir aerial manoeuvres.TygerBurger caught up with jet-setter Ja-

ke tohearmore abouthis latest achievementand this audacious sport.“This was the last championship of the

guy who came first, so even though I’m cur-

rently second on the log, I will basically begoing into the next competition with themost points,” he explains.Jake has come a long way since he first

started freeriding at the age of 12 while heworked for a jet ski rental company.A fellow competitor once said: “The sport

of jet ski freeride alone is best defined by tak-ing the world’s best surfing contest, theworld’s best motocross freestyle tricks, andblending them all together to create an in-tense and exciting sport.”

VariationsYouTube is full of of clips of people doing

flips, turns and other gravity-defying tricks.Jake knows all of these andmight even havecome up with a couple himself.“There are so many different variations

out there. TheMadonna flips, one-hand-one-foot, the can cans, the super-flips... And thenwe are also judged on normal surfing, suchas big slashes off the top of the lip and thingslike that,” says Jake, adding his favourite isprobably the Madonna flip.He had to pay to get this good – either in

time, sweat or ligament-wellness.“I’ve been in and out of the doctor’s rooms

lots of times: ankles, back, shoulders, teeth...at least I still have all of them!”Whenhe is not at the doctor’s room, you’ll

probably find him preparing in the gym orflirting with the waves.He concludes: “On thewaves timing is eve-

rything.Onehas to improvise, thinkquicklyand find the trick that works best. You’re upagainst Mother Nature, you know!”
