Karen Visser, lid van die Amandel & Sur- rounds-buurtwag, by wie se huis byna inge- breek is, het verlede Woensdagoggend ge- slaap toe haar man haar wakker maak en in- lig oor die geluide. “Ek sou die betrokke oggend uitgaan vir patrolliewerk en het vroeg ingekruip. My man het iemand gehoor wat uilgeluide pro- beer namaak en my kom roep. “Daai het vir my na ’n siek uil geklink,” het Visser vertel. Verfpistool Sy het aangetrek en buitekant gaan rond- loer, gewapen met ’n verfpistool. “Die geluid het al hoe verder begin wegbe- weeg en ek dink toe dat uile mos nie snags so vinnig beweeg nie. “Ek het gevoel iets is verkeerd. Dis toe dat ek die persoon buitekant opmerk,” het Vis- ser gesê. Die onbekende man het in sy spore omgedraai en weggehardloop. “Ons het die polisie en ADT laat kom met behulp van ons tweerigting-radio’s.” Daar is na die persoon en sy makker ge- soek, maar van dié twee “naguile” was daar geen teken nie. “Hulle het in die veld verdwyn,” het Vis- ser gesê. Sy het die nuus op haar Facebook-profiel gedeel om ander te waarsku om bedag te wees. Die nuus is ook op die buurtwag se Face- bookblad gedeel. “Die skelms probeer die naggeluide na- maak. Natuurlik kan hulle nie vir mekaar skreeu nie, daarom maak hulle eerder uile of duiwe na – dis hoe hulle kommunikeer,” aldus Visser. Volgens haar kan ’n mens duidelik agter- kom dis mense wat die geluide naboots. Die buurtwag probeer nou vasstel of die diewe snags in die gebied afgelaai word en of hulle te voet rondbeweeg. “Daar is reeds onlangs by ons bakkie en by ons buurman s’n ingebreek,” het Visser gesê. Sy het gesê inbrake was tot onlangs ’n groot probleem in die gebied. Sedert die pa- trollies toegeneem het, het die inbrake egter begin afneem. Wees bedag “Ons vra dat mense bedag moet wees vir die geluide in hul omgewing of honde in hul areas wat blaf wat nie gewoonlik ’n geraas maak nie,” het Visser gesê. Sy het ook mense aangemoedig om aktief betrokke te raak by hul plaaslike buurtwag- te. “Hoe meer mense snags op die pad is, hoe meer impak sal ons maak,” het Visser gesê. “Ek sou die betrokke oggend uitgaan virpatrolliewerk en het vroeg ingekruip. Myman het iemand gehoor wat uilgeluide pro-beer namaak en my kom roep.“Daai het vir my na ’n siek uil geklink,”

het Visser vertel.

The recent spate of stone throwing inci-dents along the R300 highway near Delfthas raised concern among motorists usingthis route.News of sporadic attacks, usually invol-

ving bricks flung at vehicles, have beenshared on social media platforms.In the most recent attack a 27-year-old

man was seriously injured. According toemergency workers the man was admittedto the Vincent Pallotti Hospital after beinghit by a brick thrown through his wind-screen. The incident occurred a week agoat the R300 off-ramp on the N2.Themanwas rushed tohospital ina criti-

cal condition.The incident occurred days after war-

nings appeared on the Facebook pages ofpublic forums.“I was driving on the N2 via R300 to-

wards Kuils River. As I drove, I noticed pe-ople throwing stones at people’s cars fromDelft’s side just before you get Hindle Ro-ad,” onemotorist wrote on the forum page,Traffic fines, cameras & updates in Wes-tern Cape.Two other motorists also shared their

sightings.Lieutenant Colonel Andrè Traut, provin-

cial police spokesperson, said the policeare aware of reports concerning stone thro-wers along this stretch of road.“Incidents of this nature are viewed in

a very serious light and operational meas-ures have been instituted to address thematter.“The entire route is well policed by the

Western Cape flying squad assisted by pa-trols from the local police stations andother law enforcement agencies,” Trautsaid.During these patrols specific considera-

tion is given to certain identified areas.The police urged members of the public

to immediately report incidents to 10 111 orthe nearest police station.“Using theN2 orR300 is no different than

using any other highway and cautionmustbe exercised at all times, especially whentravelling at night.“In the event of a breakdownweencoura-

ge motorists to remain in their vehiclesand to report the matter telephonically toauthorities if you have access to communi-cation,” Traut said.

The South African Police Service is seek-ing new members to join its force.The Kleinvlei police station in Eerste

River extended its deadline for the duedate for applications to allowmorepeopleto apply, station commanderColonelVer-non Bester said recently.He said all applicants will be subjected

to a series of tests, the first of which isa psychometric test. After the test resultsare finalised the applicant will be testedfor fitness. Thereafter, fingerprints willbe taken to check if they have a criminalrecord or cases pending, Bester said.Each applicant undergoes a medical

and psychological assessment, he said.“Applicants must be proficient in at

least two official languages of which onemust be English, and not have visible tat-toos.A valid South African identification

document, a seniormatric certificate andproof of residence are required, and addi-tional documents such as a valid driver’s

licence will count in the applicant’s fa-vour, said Bester.Any post matric qualifications can be

handed in as well.In Kleinvlei the police will be assisted

by the local CPF during the interviewconducted after the tests.“Thiswaywewill be able to include the

community and they can assist to selectthe police members who will work intheir areas,” Bester explained.Before employment, selected appli-

cants will have to participate in a basicpolice development learning programmefor 24 months. The programme consistsof three phases: 10 months training at adesignated police academy – either inBishop Lavis or Oudtshoorn – 12 monthstraining at a police station and a furthertwo months assessment at the academy.Applicants need to be between the ages

of 18 and 29.Interested parties can obtain applica-

tion forms at their nearest police recruit-ment office or the human resource offi-cial at a local police station or the ser-vice’s website.

was om die struktuur en diemanier waarop

ons werk, te verander.“In plaas daarvan om in kringspanne te

werk, werk ons nou met kringbestuurders.Die kurrikulum-adviseurs en die addisione-le dienste wat aangebied word deur die dis-trik, is ook gesentreer,” het Caroline die re-de vir die distrik se prestasie verduidelik.Nog ’n hulpmiddel is die spesifieke span-

Warning over sharkactivity over summerBeachgoers have been warned to be on

the lookout for sharks during the sum-mer season.

According to a statement by the City ofCape Town, the presence of great whitesharks in the in-shore areas increases atthis time of year.

The Fish Hoek shark exclusion net is be-ing deployed and retrieved daily and SharkSpotters are monitoring identified beachesto ensure the safety of all visitors to in-shoreareas, council stated.

Since September, there have been 57shark sightings at beaches monitored bythe Shark Spotters.

There have been 36 sightings of sharksswimming at Muizenberg Corner, seven atFish Hoek, five at Monwabisi, three at StJames, two at Kogel Bay, two at Glencairn,one sighting at The Hoek in Noordhoek andone at Clovelly.

With the presence of great white sharksat in-shore areas expected to increase overthe summer season, the City of Cape Townis ensuring that the necessary precaution-ary measures are being effected.

Shark Spotters are monitoring identifiedbeaches and the Fish Hoek shark exclu-sion net is being deployed and retrieved dai-ly.

Effective barrierThe Fish Hoek exclusion net has proven

to be an effective shark safety measure bycreating a physical barrier preventing anysharks from entering the bathing area.

Trials conducted during 2013 and 2014 in-dicated that the risk to marine life remainsvery low and that there are high levels ofpublic support for the exclusion net becom-ing a permanent feature at Fish HoekBeach.

Until March, the Fish Hoek exclusion net

will operate daily, depending on the weath-er.

Weekends, public holidays and schoolholidays will be prioritised.

Marine monitoringThe exclusion net will not be deployed if

weather conditions (wind and swell) aredeemed to be unsuitable; this will be as-sessed on a daily basis. Should weather con-ditions deteriorate over the course of a dayafter the net has already deployed, the netmay be removed as a precautionary meas-ure.

Additionally, if there is a high presenceof whales or other marine mammals in thearea the net will not be deployed.

The net will also not be deployed whentrek-netting is taking place in the area.

If a whale moves into the area while thenet is deployed, the Shark Spotters herd theanimal away from the net and out of the ar-ea, using the exclusion net boat.

This is in accordance with the approvedwhale disentanglement strategy and resi-dents should not be concerned if this occurs.

On days the exclusion net is deployed, theoperating hours will be from 09:00 to 17:00,and may occasionally be extended to allowfor lifesaving training or events.

The Shark Spotters will keep beach usersinformed via Twitter (@SharkSpotters) andFacebook as to whether the net is deployed.

Surfers are warned to be vigilant in theareas between Sunrise Beach and MacassarBeach during the spring and summermonths, as research has shown that sharkpresence in these waters is extremely com-mon at this time of year.

Surfers should also be aware that sight-ings of great white sharks at Noordhoekbeach are common on the days following anorth-west wind.

The 2014/15 festive season will go downas one of the safest on record for theCity’s beaches.

The number of drowning incidents havedropped significantly compared with the pre-vious festive season.

Three drowning incidents were recordedon beaches for the festive season betweenSeptember 2014 and January 2015, comparedto 18 drowning incidents over the same peri-od in 2013/14.

With tens of thousands of people on theCity’s beaches over the festive season, this isan extraordinary feat, says City sport, recre-ation and amenities department directorGert Bam.

“We are pleased the combined efforts of allrole players have yielded such positive re-sults. The department’s extensive summersafety campaign helped educate the public onbasic safety tips to observe when on thebeaches. In addition, law enforcement offi-cers have been highly visible and have con-fiscated a substantial amount of alcohol,which helped to reduce the number of inci-dents associated with intoxication,” he says.

The decrease in the number of drowningincidents also speaks to the quality of the life-guard service provided by Lifesaving West-ern Province and their associated lifesaving

clubs – particularly over the weekendsaround Christmas and New Year’s Day whena number of people were assisted by the life-guards on duty, Bam says.

“Despite the drastic drop, every drowningincident is one too many and each incidentis documented and reviewed to ensure thatfurther precautions are taken to preventsuch incidents from happening in the fu-ture,” he says.

“We ask that all people respect the instruc-tions of lifeguards and law enforcement offi-cers and report any irresponsible behaviourin the water, so that they can keep peoplesafe.”

Beachgoers should keep the following safe-ty tips in mind:

• Always swim between the red and yellowflags. These indicate safe, supervised swim-ming areas.

• Only swim in areas where other peopleare present. Swim in groups and advisefriends or family when you go swimming.

• If you find yourself in trouble, raise yourarm and wave to attract the lifeguard’s atten-tion. Try not to panic, as this will make youtired.

• If you see someone in trouble in the sea,alert the lifeguards or find trained help. Donot put your own life in danger as well.

vlei-polisie se intelligensie-eenheid, lê aan-staande maand die tuig as polisielid neer,maar begin dan met ’n ewe passievol beroep– ’n kleuterskool.

Sy het ná 13 jaar as lid van die diens inKleinvlei besluit om haar lewensdroom tevolg en open op 19 Januarie haar kleuter-skool, Little Butterfly Educare, in Kuilsri-vier. “Dis ’n droom wat ek al lank najaag.

“Die kinders kom hartseer na ons kan-toor, maar wanneer hulle weggestap het, gloek dat ek ’n impak gemaak het. Hulle souwegstap met ’n glimlag. Hulle sou terugkomen vir my sê hulle kan aanbeweeg met hullewens ten spyte van dit wat met hulle ge-beur het,” het Carmen vertel. Firework displays on New Year’s Eve area common sight enjoyed by many. How-ever, despite being a spectacular sight,

the illegal discharge of fireworks in non-des-ignated areas has had a negative effect onsome pets and their owners.

One pet owner from Marinda Park inKuils River said she fears for the safety ofher dog after it ran off on New Year’s Evedue to fireworks near the family’s house.

“We came home from church after mid-night and discovered our dog had runaway,” said Yvette Smith.

Smith said the family’s dog Mo, a minia-turepinscher adopted fromtheAnimalAnti-CrueltyLeague,hasa limpand is easily trau-matised.

Lost petsAnimal welfare organisations have been

inundated with lost petsWanika Davids, spokesperson for the

Cape of Good Hope SPCA, said the organisa-tion collected about 20 runaway animals onNew Year’s Eve as a result of fireworks.

“Twoof themwere involved inmotorvehi-cle accidents,” said Davids.

“Kraaifontein was the worst this year interms of illegal fireworks, judging by thecomplaints we have received,” she said.

Mpho Hlalele, Animal Anti-CrueltyLeague assistant general manager, said theyhad also their hands full. A total of 16 lostdogs were handed in at their Bellville andEpping branches over New Year’s Eve.

“The majority were from Kuils River andKraaifontein anda few fromBrackenfell andGoodwood.

“We cannot say whether they are all a di-

rect result of fireworks, but they were allhanded in on either the 1st or the 2nd of Jan-uary,” said Hlalele.

Strain on resources“That number may not sound terribly

high, but as you can imagine we have somany animals already in our care. It stillputs a strain on our already limited resour-ces,” Hlalele said.

She said most of the dogs do not have mi-crochips which could have helped the orga-nisation find the owners.

TheCityofCapeTown identified eight des-ignated areas for fireworks. Despite this,several complaints of fireworks in residen-tial areas were logged at the City’s 107 callcentre.

Richard Bosman, executive director forsafety and security at the City, said law en-forcement received 10 complaints relating tothe illegal discharge of fireworks on NewYear’s Eve.

People also complained to TygerBurgerabout fireworks discharged in Bellville andBrackenfell.

Theo Layne, spokesperson for the City’sfire and rescue services, said firefighters re-sponded to 14 vegetation fires between mid-night on New Year’s Eve and 01:00. Theyhave attributed the fires to the illegal dis-charge of fireworks as they do not usuallyrespond to so many vegetation fires duringthe night.

I have been reading withinterest the current debatebetween the anti and pro-gungroups.

Predictably, that old andwell-used expression that“those who live by the swordwill die by the sword” hasmade its appearance. A veryreasonable sentiment, to besure, but it does not stand upto scrutiny from a legitimategun owners point of view.Genghis Khan lived by thesword. So does the modern-dayISIS. Genghis did, and ISISsurely will, die by the sword.The rest of us, who need toprotect ourselves from thosewho, like them, seek to imposetheir will on us, have to livewith the sword. There is a verybig difference here!

Unfortunately, there are fartoo many people in this worldwho, despite what must surelybe an in-built knowledge ofwhat is right and what iswrong, choose to impose theirwill on others. History showsthat has always been how it is– and that is always how it willbe. Whether on a global level,or on a personal level, theprinciple is the same.

As far as divine interventionis concerned, I do not believethat any of the world’s multipleGods are going to come to ouraid and protect us. It would benice if this did happen, though.We would not have to worryabout wearing seat belts,locking our doors and gates orwalking in dark alleys. Wecould eat, drink and smokewhatever we wanted. We couldpark our cars and have nofears that they would not bethere when we came back. Inshort, we could simply rock onand not have to rely on otherpeople and/or clever devices toprotect and save us.

But, in a real world, wecannot just sit back and leaveour safety and wellbeing tosomeone else – or somethingelse. That is a cop-out. We have

to play our part and do whate-ver it takes to help God,whichever one we do (or donot) believe in, to help us. Thetrick here is to ensure thatwhen helping ourselves we donot inadvertently become thebad guys.

The introduction of the newgreen lidded wheelie bins forrecycled waste in the Bellvillearea was an excellent innovati-on. This has given all the localresidents a chance to getinvolved in a useful project.Unfortunately, there alwaysseems to be a downside.

Where I live in La Rochellewe have our normal refuseremoval service on Wednesdayand our recycled material onThursday. It is customary forresidents to put their bins outfirst thing in the morning. Thisis soon followed by a stream ofstrangers who inspect the binsfor useful material. Theirpreference seems to be bottlesand similar saleable objects. Ihave no problem with thesegentlemen collecting thismaterial and disposing of itsomewhere for remuneration.After all we are all endeavou-ring to eke out a living. What Ido feel strongly about is whenthey sit in the park to sort theirsaleable material and leave alltheir discarded mess behind forlocal residents to clean up. Mybiggest concern, however, isthat if this practice escalatesand there is little left in therecycle bins, it would no longerbe profitable for the recyclecompany to continue this verynecessary service.

The homeless problem inBellville is now becomingchronic and if this matter is notseriously attended to we willsoon be having more peopleliving on the streets than in thehouses.

Wat dié kommentators nie in ag neemnie, is dat vryheid van spraak in dieFranse tradisie geen grense ken nie – ’nland met ’n eeue oue geskiedenis vanskerp en soms kwetsende satire.

Hoewel dié soort satire in weinig anderlande in die wêreld geduld word – selfsnie eers in die VSA en Brittanje nie –hou die beginsel daarvan tog vir onsalmal in Suid-Afrika ’n les in.

Verdraagsaamheid teenoor mense watnie dieselfde mening as jy huldig nie, isheel moontlik die grootste hiervan. In a world where most people are so accus-tomed to seeing homeless people that theybarely notice them, two members of the

community took positive action.While walking her dogs, Parklands resi-

dent Reese Harley noticed a homeless mansleeping in the park. That’s not unusual. Butin an area where people often distrust thehomeless so much they don’t even make eyecontact, Reese began talking to him. Hisname is Michael Ntehelang and they gradu-ally got to know each other during her even-ing walks.

Reese provided a few things to make hislife more comfortable, and then she saw anopportunity to change his life completely.

Reese runs a charity organisation calledPawfriends, helping township dogs and cats.She gets them sterilised to prevent unwantedlitters and helps obtain veterinary carewhen needed. She also sometimes workswith the Fallen Angels animal rescue orga-nisation.

Fallen Angels is a haven for forgotten andneglected animals near Melkbosstrand.They were started in February 2014, whenGayl Basson sold her house in Flamingo Vleito buy a piece of land.

Gayl and Shireen Williams are workingvery hard, with limited resources, to createa much-needed shelter for animals in need.Table View and surrounding areas is a vast,sprawling urban area which includes thepoor communities of Dunoon and Joe Slovo,yet there is no SPCA or animal welfare shel-ter in the area. All the organisations work-ing in the area rely on a foster system tohouse animals in need.

Fallen Angels still has no electricity andvery little infrastructure. They needed helpwith building enclosures and kennels, aswell as help in the general care of their ani-mals. Reese saw a person who was down onhis luck and needed a job and a home, so she

spoke to Shireen and suggested that Michaelmight be suited to help them.

Shireen didn’t hesitate. She trustedReese’s judgement and immediately went tofetch Michael and his few belongings.

After three years on the streets, a bad fami-ly situation and a drug history, Michael (22)is now living and working at Fallen Angels.

He has been there for two months and isvery happy. He loves working with the dogsand helping with the cleaning and garden-ing. He is learning new skills every day andis very happy to have a place to stay.

Fallen Angels and Pawfriends havechanged the destiny of many animal’s lives.This time they changed the destiny of a hu-man life.

Spur Cape Summer Trail Series kicks off atTygerberg Nature Reserve tonight (Wednes-day).

The series is one of the most popularevents on the South African trail running ca-lendar, with each race in the countrywideseries usually selling out. This year seemsto be no different.

About 800 runners are expected to take ontonight’s challenging course, starting atsunset.

In order to cater for the growing numberof runners, the Spur Trail Series will for thefirst time implement batching. In both thelong and the short course, four batches willset off two minutes apart in order to alleviatecongestion on route and make the experien-ce more enjoyable to both the front runnersas well as the back-enders.

Bernard Rukadza will again be the man tobeat as he returns to defend his summer longcourse championship title. Some of his

strongest competition will come from long-time short course top performers RaydonBalie and Riaan Wildskut, as well as triath-lon veteran Lieuwe Boonstra.

In the ladies field, Marié Wessels will belining up as favourite but this is always awide open race and it remains to be seen whowill give her a run for her money.

The second race in the series, which alsostarts at sunset, will take place at the Con-stantia Greenbelt on Wednesday 28 January,with the third race taking place at LebanonForest in the Elgin Valley on Sunday 1 Fe-bruary.

A golf day in aid of the Yarden Children’sEnrichment Centre in Durbanville is due totake place on 12 February at the BellvilleGolf Club.

The centre is set to open this month andthe organisation is in desperate need of do-nations.

The idea for the centre came about whenthe parents of Pierre Cloete, who has a spas-tic quadriplegia cerebral palsy impairmentas well as epilepsy, struggled to find a schoolor daycare centre that would be able to ac-commodate him.

For the first eight years of his life, his pa-

rents had to employ a full-time caregiver totake care of him.

After realising there is a need for such aschool in the northern suburbs, Pierre’s pa-rents decided to open one.

The Bergsig Dutch Reformed Church inDurbanville has made five Sunday schoolclass rooms available in which the centrecan operate.

er boat roared forward at 80km/h.“Somewhere along the line there is always

a close call,” states the pilot nonchalantly.Neither of the two could afford to fall off

the boat if their aspiration of finishing firstoverall in the Trans Agulhas Challenge wasto be realised.It was day five of the world’s toughest in-

flatable boat race and they were knee-deepin the long haul.Pilot Stefan Lindeque, and co-pilot Tony

Ingram hoped the 131km stretch from Gans-baai to Strand would be calm and unevent-ful, but they also knew that power boatingbeyond the waves was never really “calmand uneventful”.

Limits of enduranceThe twowere thus not surprised when the

waters became choppier than a lumberjackon steroids.For 10kmnearCapeHangklip their endur-

ance was tested to the limits – this after theycompleted 188km on day one, 86km on daytwo, 161km on day three and 111km on dayfour.“The stretch from Gansbaai to Strand is

usually flat, but that day it was really chal-lenging. The pounding water was extremelyrough. After five days, 10km of poundingwas the last thing we wanted,” says TableView’s Lindeque.At that stage of the race they knew they

stood a chance of not only winning theirclass, but also trumping the faster modifiedpowerboat class – something that no-one

has ever achieved before.But if one of them was thrown overboard

then the bid for this remarkable achieve-ment would have to wait till next year.After amoment that seemed to last an eter-

nity, Tony landed on the boat again.A split second later the airborne Stefan al-

so returned to the inflatable Nulandis.That was close...

Home stretchTheir backs were aching, their arms were

numb, but they were not going to throw inthe towel.He adds that day three of the Trans Aghul-

Champion on three occasions and has never

looked back in regret for choosing the sportin 1998.“Having grownup inMelkbosstrand, surf-

ing was always a great love of mine. ThenI saw these boats that can actually race in-side the surf line and was drawn to it. I’mjust basically looking for any excuse to getinto the ocean.”

Hours in the gym to strengthen his coremuscles, arms and back has paid off manytimes, and it is clear that Stefan is a longwayfrom hanging up his power boating boots.The friendly rivalry between him and

northern suburbs’ Wimpie Ackermann, aswell as his insatiable desire to master thewaves, will keep him pushing the limits.
