The odds of capturing that perfect shotof lightning is slightly less than actual-ly being struck by it.

But Table View’s Alex de Kock managedto take two remarkable photos of the elusivephenomenawithin the space of aminute lastSaturday – in Cape Town nonetheless!Quite understandably, the images thatwe-

re uploaded to various social media plat-

forms went viral, and Alex is caught rightin the thick of things.Braving a lightning storm onBlouberg be-

ach is childs playwhen compared to keepingtrack ofwhere the photos are being used ille-gally.“I copyrighted the images and will be sel-

ling them eventually,” says the 54-year-oldmarketer and wedding photographer.Capitalising on this rare phenomenon

isn’t, however, what this story is about.Rather, it is about overcoming the odds,

having incredible luck by being at the righttime and place, and about reaching a zenithin one’s hobby.“Sadly, I don’t think I will ever take ano-

ther photo as special as these two,” saysAlexhesitantly.To quote Photography Mad’s website:

“Lightning is one of the hardest photogra-phic subjects to shoot successfully.”Alex’s two lightning shots could easily be

considered as the best ever taken along theWest Coast.

TygerBurger contacted the man whosephoto got 2 000 likes on Facebook in one day,and he gladly shared his story.“I’m in a rhythm of waking up at five, but

on a Saturday I normally go back to sleep.On that particular day I didn’t.“I thought I could be lying awake in bed

or take my D700 Nikon for a spin! I boughtthat Nikon, a real fancy camera, a year ago,”he continues.

Alex got in his car and drove downBloubergRoad in misty weather, which he knew wasfar from ideal for taking low-light shots ofTable Mountain.He could easily have turned back, but fate

had something better in store.“I was on a deserted beach at 05:30 with

my tripod and camera when I noticedlightning over Robben Island. It was faraway,” says Alex.Much to his delight the storm appeared to

be moving closer.“The flashes became quite hectic,” he ex-

claims.Hepointedhis camera towards the sea and

tried a few shots, but the lightning was eit-her too far away or over exposed.As the storm moved closer to shore he de-

cided the best chance of capturing a flashwould be to leave his shutter open for 30 se-conds, but right after a picture was taken ittakes another 30 seconds to process it and,as Murphy would have it, the periods bet-

ween photos were the ones he needed to pho-tograph.He then decided to leave the shutter open

for 10 seconds, with a F-stop of nine, and aslow ISO.What this essentially means for laymen is

that he could take a pic every 20 seconds (a10 second exposure and 10 seconds proces-sing).An hour and a half and approximately 200

photos later, he captured two bolts in twophotos.“I immediately knew I got them, but the

anticipationwas intense!When I got into thecar after the rain hit I checked the photoson the view finder and couldn’t believe it.”His son uploaded a photo onto Facebook

and from there it took on a life of it’s own.Forphotographers,moments like these co-

me once in a lifetime.And Alex is certainly enjoying the ride!

Roughly one eighth of the world’s popu-lation suffer extreme hunger and po-verty, and of the peoplewho die of hun-

ger every year, 2 million of them are child-ren.Considering that the South African Natio-

nal Health and Nutrition Examination Sur-vey reveals that almost one in five childrenin South Africa go to school without eatingbreakfast, Kellogg Breakfast for Better Daysinitiative goes some way to addressing thissituation.More than 7 000 learners in the province

are part of the intiative.Last week Wednesday, on World Hunger

Day, Kellogg and 94.5 KFM went to Yster-plaat Primary school to highlight Breakfastfor Better Days, while remembering thatthere is still plenty to do to feed hungrychildren.

According to social development MEC Al-bert Fritz, in excess of 550 000 people in theprovince are regularly fed by the state.Considering that the theme for this year’s

World Hunger Day was “Empowering peo-ple, ending hunger”, Kellogg’s intiative isparticularly significant.“Every child has the right to start their

day with a full stomach, and as studies haveshown, children who don’t eat breakfast be-fore school are at a disadvantage in the class-room,” says Kellogg SA marketing categorymanager JackKruger. “Abowl of cerealmayseem like a small step towards uplifting thelife of a child, but a good start to the day isa great start to a brighter future.”Nationally, the initiative is providing ap-

proximately 25 000 primary school learnerswith abreakfast of cereal andmilk - over fivemillion servings of breakfast throughoutthis year.Now in its fifthmonth, more than twomil-

lion breakfasts to learners at participating

schools in Gauteng, KwaZulu-Natal, Wes-tern Cape and the Eastern Cape have alrea-dy been provided.Ysterplaat Primary School is just one of

many schools that benefit.“We have a group of children that come

every morning to get a breakfast,” saysschool’s spokesperson Lize Smit. “We alsoprovide food during first and second break.It does help a lot with their concentration.Unfortunately somewould rather go hungrythan get food, because they think only poorkids go. It is not like that at all! Sometimesthey get sandwiches, hamburgers or hotdogs.”Partnering with Kellogg to distribute the

In an effort to save 36 Cape gannet chicks,the Southern African Foundation for theConservation of Coastal Birds (SANCCOB)and CapeNature have teamed up to admitthe orphaned chicks from Bird Island inLambert’sBay toSANCCOB’s seabird reha-bilitation centre in Table View.Every year around May, adult Cape gan-

nets vacate the island for their annual post-breeding migration and can be found as faraway as Angola or Mozambique. But thisgroup of gannet chicks hatched late in thebreeding season and are not yet of a fled-ging age. As a result, they were abandonedby their migrating parents and would havefaced starvation on the island if SANCCOBand CapeNature had not intervened.Admitted on 22 May, the Cape gannet

chicks will be reared at SANCCOB for thenext three to four weeks. During this timethe chicks will undergo water therapy tostrengthen their wings, will be fed wholefish and fish formula to boost their immunesystems, and will receive regular doses of

water and electrolytes to keep them hydra-ted. Once their feathers are waterproof,their health status andblood results are cle-ared by the veterinary team, and they havereached a normal fledgingweight, theywillbe released back into the wild.The Cape gannet is currently listed as

vulnerable and is only found on three colo-nies in South Africa and three colonies inNamibia. Currently, 8 000 pairs breed onBird Island.Maintaining the colony at Lambert’s Bay

is critical to the conservation of the species.According toDrRichardSherley at theUni-versity of Cape Town, environmental con-ditions for seabirds have deteriorated seve-rely on South Africa’s West Coast over thelast decade and gannets have relied heavilyon energy-poor fishery discards to feedtheir chicks.“Recent research has shown that adults

have been able to maintain relatively goodsurvival, but the poor feeding conditionshave resulted in slow chick growth.”

No crime is too small for the alertmembers of Table ViewNeighbour-hood Watch (TVNW).

A deluge of security personnel tried tofoil a suspect who stole a bag from a carparked at Sunset Beach last week Thurs-day.Aftermuchado the suspect fledwith the

bag, but the car used to flee the scene ofthe crime was found.“At about 16:50 one of the watch mem-

bers, Garth Bruwer, pulled into a parkingbay on the side of the road inOceanWay,”said TVNW’s Jamie Agenbag. “Rightaway he spotted a very well-dressed manstanding next to his car on his cellphone.Within seconds the man was either goingto break into a vehicle or steal one. Callit part gut feel and part experience afterwatching the man’s behaviour.”

Bruwer contacted the Crime Watch se-curity company and Milnerton police tosend out vehicles to the scene.He then saw theman open the back pas-

senger door of another parked vehicle,pull out a ruck sack and then started wal-king to another car.“Garth got out of his car and walked

over to the vehicle that the suspect wasgetting into and told them to stop.“The suspect told the driver to drive

and in the process almost ran Garthover,” said Agenbag . “He then watchedto see which direction they were going toturn while noting their registration num-ber.“As soon as he saw them jump the ro-

bots and race off in theTableViewdirecti-on, he ran back to his car and called theTVNW Control Room over his watch ra-dio to send out anurgent request for assis-tance to try locate the suspect’s vehicle.”Within seconds the watch had a pletho-

ra of eyes on the road.The vehicle was soon spotted in

Blaauwberg Road.They proved to be very elusive, going

into and out of adjacent roads, and mana-ged to get away.“TVNWmembers continued to conduct

a thorough search but to no avail. Then,when all hope was thought to be lost, onemember spotted the vehicle parked in adriveway in Camden Walk.”The police were notified and watch

members surrounded the area. The policeproceeded to search the house.The suspect and rucksack were nowhe-

re to be found and the owner denied thathe had been near Sunset Beach.Crime Watch sent through camera foo-

tage of the suspect’s vehicle, however, pla-cing them at the scene of the crime at thesame time of the reported incident.The owner and the vehicle were subse-

quently detained.

’Watch hunt for bag thief

The “well-oiled machine” that is the TableView Neighbourhood Watch (TVNW) onceagain made headlines when they played asignificant role in hunting down suspectedcar thieves.The fact that TVNWwas once again invol-

ved should come as no surprise to readers,since hardly a week goes by where theydon’t appear in TygerBurger.On Sunday at about 16:00 two cars were

stolen from a dealership in Koeberg Road.The local police relayed the information

of the stolen vehicles (a sedan and a bakkie)on various radio networks, such as CrimeWatch and TVNW.

Within minutes hundreds of people wereon the lookout.“It wasn’t too long before our eagle eyed

members spotted the sedan at a petrol stati-onnearBayside,” saidTVNWspokespersonJamie Agenbag. “The police were alertedand ourmembers followed the vehicle untilofficers intercepted it and arrested thedriver.”While this was happening, the Flying

Squad advised TVNW that they have spot-ted the bakkie travelling along the R27 to-ward Melkbosstrand, but subsequently lostsight of it.“Our members mobilised for a second ti-

me and another search was conducted untilyet again one of ourmembers found the bak-kie parked outside Cubana at Marine Cir-cle,” said Agenbag.When police arrived on the scene the

driver was nowhere to be found, but greatteamwork by the public and police resultedin two stolen vehicles worth R700 000 beingrecovered.“Well done... Excellent work yet again!

Thanks must also go to Table View police,Melkbosstrand police and Melbosstrandneighbourhood watch who arranged road-blocks in anticipation of the vehicles possi-bly coming their way.”

TVNW helps recover two stolen vehicles

In the next few months, Transport forCape Town (TCT) will deploy a total of106 brand new buses on MyCiTi routesacross the city, with the first nine newbuses to be operational on the busiesttrunk routes as of Monday 9 June.The first deployment, comprising ni-

ne 12-metre buses, will be on the popularT01 route (Dunoon, Table View, CivicCentre) and the recently launched T03route (Atlantis, Table View, Civic Cen-tre) and will improve commuters’ expe-rience of the MyCiTi service.“With the prospect of shorter waiting

times and a more comfortable ride du-ring the morning and afternoon peakhours for commuters, this investment ofnearly R25million in procuring the ninenew buses is worth every cent. Thisspeaks to the city’s commitment to buil-

ding a well-run and inclusive city whereall of its residents – especially those wholive on the periphery – have easy accessto affordable, reliable and safe publictransport, linking them with opportuni-ties beyond their neighbourhoods,” saidthe city’s mayoral committee memberfor transport, Brett Herron.As there will be more buses operatio-

nal on the MyCiTi trunk route from At-lantis to Century City, commuters canexpect an increase in the number of de-partures during the morning peakhours, with the first bus departing at05:03 during weekdays and the last busto depart fromOmuramba at 22:36 in theevening.Time tableswill be issued closer to the

time, informing commuters of the chan-ges to the schedule.

• As die voorlegging verband hou met ’n gespesialiseerde diens wat statutêre registrasie vereis, moet die organisasiebewys van registrasie lewer ingevolge die toepaslike wetlike vereistes.

• Bewese geskiedenis van die lewering van maatskaplike welsyns-/gemeenskapsontwikkelingsdienste binne die RSA.

• Ooreenkomstig die aansoekvorms moet duidelike mikpunte, lewering en uitkomste in befondsingsaansoeke weergegeeword, en dit moet met die jaarlikse prestasieplan van die Departement strook.

• Befondsingsaansoeke moet verder geouditeerde of gesertifiseerde finansiële state van die aansoekorganisasie vir dievorige boekjaar insluit.

• Befondsingsaansoeke moet die aansoekorganisasie se interne moniterings- en evalueringsmeganismes verstrek enspesifiek die organisasie se bereidwilligheid verklaar om aan die Departement se tydsriglyne vir verslagdoening oorresultate te voldoen.

• Die befondsingsaansoek moet vir ’n program in die geheel geld, ongeag geografiese grense.

pletely ignored the lipstick and pretty smi-les when they made the arrest.The 10 MCC members were whisked

away to the police station where their fin-gerprints were taken.After their rights were read they were

stuffed into a small jail cell – so much fortheir rights!Schoonraad says charges also included

prostitution, illegal trading, drinking inpu-blic, armed robbery and hijacking.These were, of course, all fabricated.The reason for the prankwas to get mem-

bers of the public to “bail” them out andthen use the funds to provide education tothose who cannot afford it.“Education is the key to breaking the cy-

cle of poverty and at theCommunityCentrewe firmly believe that charity should beginwith the young,” says Schoonraad.With their “sad faces” behind bars, the

team managed to raise R10 200 in cash.The jailbirds also received donations of

ger every year, 2 million of them are child-ren.Last week Wednesday World Hunger Day

reminded most to be thankful for the foodthey eat.Considering that the South African Natio-

nal Health and Nutrition Examination Sur-vey reveals that almost one in five childrenin South Africa go to school without eatingbreakfast, Kellogg Breakfast for Better Daysinitiative goes some way to addressing thissituation.More than 7 000 learners in the province

are part of the intiative.On World Hunger Day, Kellogg and 94.5

KFM went to Ysterplaat Primary school tohighlight Breakfast for Better Days, whileremembering that there is still plenty to doto feed hungry children.According to social development MEC Al-

bert Fritz, in excess of 550 000 people in theprovince are fed on a regular basis.Considering that the theme for this year’s

World Hunger Day is “Empowering people,ending hunger”, Kellogg’s intiative is parti-cularly significant.“Every child has the right to start their

day with a full stomach, and as studies haveshown, children who don’t eat breakfast be-fore school are at a disadvantage in the class-room,” says Kellogg SA marketing categorymanager JackKruger. “Abowl of cerealmayseem like a small step towards uplifting thelife of a child, but a good start to the day isa great start to a brighter future.”Nationally, the initiative is providing ap-

proximately 25 000 primary school learnerswith abreakfast of cereal andmilk - over fivemillion servings of breakfast throughout

this year.Now in its fifthmonth, more than twomil-

lion breakfasts to learners at participatingschools in Gauteng, KwaZulu-Natal, Wes-tern Cape and the Eastern Cape have alrea-dy been provided.Ysterplaat Primary School is just one of

many schools that benefit.“We have a group of children that come

every morning to get a breakfast,” saysschool’s spokesperson Lize Smit. “We alsoprovide food during first and second break.It does help a lot with their concentration.Unfortunately somewould rather go hungrythan get food, because they think only poorkids go. It is not like that at all! Sometimes

they get sandwiches, hamburgers or hotdogs.”Partnering with Kellogg to distribute the

1.7 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, in werkinggestel word. Aansoeke met die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. Aansoeke met die inwerkingstelling van ’n aanvullendewaardasie moet die Stad bereik teen die laaste dag van die derde maand nadie inwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanigekorting vir daardie boekjare toegestaan word nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSBTW teen 14% word by die volgende dienste bygevoeg: water, sanitasie, elektrisiteit envaste-afvalbestuur.

2.1 WATER

Drie stelle watertariewe is goedgekeur (10%-verminderingstarief, 20%-verminderingstariefen 30%-verminderingstarief). Elke tarief is gekoppel aan die vlak vanwaterverminderingwat opgelê word.Aangesien die 10%-verminderingstarief as normby dieWaterverordeningingesluit word, sal dít die tarief wees wat geld.Dit kan egter later na gelang van verderevereiste beperkings hersienword.

Waterverbruikstariewe verhoog met 8% behalwe vir Blok 2 van die volledighuishoudelike kategorie wat die standaardstyging oorskry weens die verhogingin die subsidievlak in hierdie blok, wat op sy beurt deur verbruikspatrone en diewatervraagstrategie genoodsaak word.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

Hoogtepunte van wysigings

• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe is gedoen om dié kategorie verder in lyn met die volledige huishoudelikekategorie te bring.

• Veranderinge in diverse tariewe en prosedures, onder meer die voortgesettestygings met betrekking tot behandelde afvalwater (bepaald vir gholfbane),uitroeptariewe van watervraagbestuurtoestelspanne vir kliënte wat niédeernisgevalle is nie, sowel as voorafbetaalde brandkrane, word in bylae 4 by diebegrotingsdokument uiteengesit.

• ’n Nuwe tarief vir die toepassing van serwitute van deurgang met betrekkingtot water sowel as die vereistes vir deposito’s/waarborge wat in geval vaninfrastruktuurskade aangewend moet word

• Staking van verbruikersdeposito’s vir huishoudelike kliënte met ingang van1 Junie 2014.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan dievlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.

Sanitasieverbruikstariewe verhoog met 8% behalwe vir Blok 2 van die volledighuishoudelike kategorie wat die standaardstyging oorskry weens die verhogingin die subsidievlak in hierdie blok, wat op sy beurt deur verbruikspatrone en diewatervraagstrategie genoodsaak word.

• RESIDENSIËLE TARIEWE: Algehele styging in inkomste uit die groep is 7.63%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruit uit dieverhaling van die tekort aan inkomste uit die hulptarief vir blok 1.

• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering in diesubsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.

• GRATIS BASIESE ELEKTRISITEIT: Hulptariefkliënte wat minder as 250 kWh per maandontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegene wat tussen250 kWh en 450 kWh per maand ontvang ’n gratis basiese toevoer van 25 kWh permaand sal kry.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente styg ookmet ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.

• Tydspesifieke tariewe is herstruktureer omminimum pariteit met EskomMegaflex teverseker.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

only reality to an addict is thecraving to feed the emptinessthat consumes him. In thisselfish world where their desireis paramount, why does societynot mitigate this harm withdecisive action? Unfortunately,as long as there is a demandthere will be a supply.

What we need in society is“restorative justice”. This is abiblically-based approach tosolving crime. It seeks tomaintain the balance betweenpunishment and individualresponsibility on one hand andreparation and healing of boththe victim and the offender.The key to success is that thepublic feels safe, the victim iscompensated and the criminalchanges.

For the sake of those whohave and will continue to sufferat the hands of criminals, is itnot time that we re-open thediscussion around the deathpenalty?

ment cyclist for ABANTU Professional Cy-cling Team.Fifteen year old Devin from Elkanah Hou-

se High school in Blouberg is also theTyger-BurgerSportstar of theMonth,which is heldin conjuctionwithSuperSport Let’s Play ini-tiative, Bosman McNulty, Du Toit Optome-trists and Hennie Bosman.His achievements last year are nothing

short of remarkable.He was the u-14 South African Individual

Time Trial champion, u-14 SouthAfrican ro-ad champion, five times gold medalist at theSouth African Track Championships, win-ner of both Pedal Power Spring and SummerLeagues, receivedWestern Province coloursand is also thewinner of the EngenDynamicCycle Challenge for u-16’s.The accolades don’t end there. Thus far in

2014 he is the South African National RoadChampion, keeping in mind this is his firstyear competing in the u-16 category. He wontheAquelle TourDurban for u-16’s, got thirdplace in stage 2 of the Mpumalanga TrackNational Tour where he wore the white jer-sey for the best young rider on the tour,bronze medalist at South African TrackChampionships points race, and achievedsecond place in the u-16 category at the Ar-gus Cycle Tour with a sub 3 hour (2h 58m).All of these achievements culminate with

his selection to compete in a six week EuroTour during July and August where he willbe based in the Netherlands.“This will be my first time competing

overseas. To be honest I’m not excited yet...I guess that will come as the time gets closerbut for now I am focusing onmypreparation

which is going really well.“I will compete in six u-16 races and one

six day tour. There will be more or less a 130of the best u-16 cyclists from around theworld,”says Devin.“The tour highlight will be the u-16 Euro-

pean Tour of Assen which is the biggest u-16tour in theworld. This is a golden opportuni-ty to compare myself against the best in thebusiness,” he says confidently.Hewill also have the opportunity towatch

the last stage of the Tour de France while heis in Europe.“It is a massive honour and I feel special

to be the Sport star of the Month.”When asked about his future goals, he is

clearly focussed. “Riding for a professionalteam and riding in the Tour de France,” hesays.

can Track and Para-Cycling Championshipsin Durban recently with eight gold and onesilver medal.“I won gold in the sprint, pursuit, 1 500m,

scratch, keirin and points. I also won goldin the team pursuit as part of the WesternCape team and gold in the team sprint withMyrtle Hagendoorn.

Overseas preparation“I’m happy with my silver medal in the

500TT.My schedulewas busy to say the leastand there were lots of qualifiers, semi-finalsand finals,which is always good for overseaspreparation,” said Maroesjka.Shortly after the national championships,

Maroesjka competed in the South East Asi-an Grand Prix series.“It was a total of five days racing. I compe-

ted in the Omnium category for the first twodays. For this specific category you have tocompete in six events to qualify for a medal.You really need to be a good all rounder tocontend, so forme achieving a bronzemedalwas really satisfying.

Nailbiting stuff“On day three I competed in another Om-

nium race. My racing just got better as timewent by and I just once again realised themore exposure I got in international racingthe better. It was nailbiting stuff. The lastevent of the Omnium was the 500m timetrail. This is one of the events I don’t usuallydo well in. I had to win this one to move intothemedals, which I didwith a silvermedal,”concluded Maroesjka proudly.
